The Biden administration anticipates international experts will declare “ongoing famine” in Gaza by early next month, according to a separate internal memo to Blinken from U.S. experts on food security in the Department of State and USAID. The memo subject line, which was seen by Devex, reads: “Famine Inevitable, Changes Could Reduce but Not Stop Widespread Civilian Deaths.”

The White House wants to cut both global health and humanitarian assistance funds in half. Global health would see a $6.2 billion reduction.
United Nations funding would drop by 87%.
The White House wants to eliminate most of the accounts that currently fund long-term development — such as the Economic Support Fund and development assistance.
The proposal includes $3.2 billion over three years for the World Bank’s International Development Association. That’s $800 million less than former President Joe Biden committed to IDA last December, but some had expected Trump to zero out IDA funding entirely.
The State Department and USAID operations would see about $2.5 billion cut, as the administration moves forward with eliminating USAID and reducing staff. [Can this be correct? USAID’s budget was about $44 Billion, and the State Dept’s budget was nearly that large. I thought most of USAID funding was being cut and the State Dept. shrunk—Nass]

Officials at the United States Agency for International Development concluded in a confidential memo to Secretary of State Antony Blinken that Israel is violating a White House directive by blocking humanitarian aid from entering the besieged Gaza Strip during its ongoing genocidal assault on the Palestinian enclave, according to a report published Friday.
Devex's Colum Lynch reported that the confidential communication—entitled Famine Inevitable, Changes Could Reduce But Not Stop Widespread Civilian Deaths—states that USAID "assesses the government of Israel (GOI) does not currently demonstrate necessary compliance" with a February 8 White House memo requiring the secretary of state to obtain assurances from governments receiving U.S. military aid that such assistance is used in compliance with human rights law.
The USAID memo raises "serious concerns that the killing of nearly 32,000 people, of which the GOI itself assesses roughly two-thirds are civilians, may well amount to a violation of the international humanitarian law." That figure is now over 34,300 deaths, with at least 77,293 people injured and over 11,000 others missing and presumed buried beneath the rubble of hundreds of thousands of bombed-out buildings.
The document states that the "deterioration of food security and nutrition in Gaza is unprecedented in modern history, exponentially outpacing in six months the long-term declines that led to the only other two famine declarations in the 21st century: Somalia (2011) and South Sudan (2017)."
"Adequate health, nutrition, and water, sanitation, and hygiene... an immediate cessation of hostilities, and sustained humanitarian access will be required," the memo continues. "Absent these conditions, all available evidence indicates rising acute food insecurity, malnutrition, and disease will lead to a rapid increase in non-trauma deaths, particularly among women, children, the elderly, and persons with disabilities."

Start with internal developer portals (IDPs). Aim your early platform-building efforts at IDPs, since they are the most mature and well-understood species of platform. Your experiences will be extensible to other platforms in the future.
Embed security into platforms. Platforms must embed security into user workflows. Security teams need to “shift left,” embedding security controls into the production workflow as early as possible. Platform engineers should incorporate comprehensive, automated security and compliance checks as part of their test suites.
Don’t expect to buy a turnkey platform. Though some vendors may claim otherwise, any commercially available tool is unlikely to provide the entirety of the platform you need. A substantial amount of time and effort will be required to customize a platform to your needs.
