CIVIL AVIATION UAP-REPORTING BILL INTRODUCED
A bipartisan pair of members of the U.S. House of Representatives are today introducing new legislation to facilitate no-reprisal reporting of sightings of Unidentified Anomalous Phenomena (UAP, AKA UFOs) by pilots and other personnel engaged in non-military aviation.
Reps. Robert Garcia (D-CA) and Glenn Grothman (R-WI) announced introduction of the Safe Airspace for Americans Act. Grothman is the chairman and Garcia is the ranking minority member of the Subcommittee on National Security, the Border, and Foreign Affairs of the House Committee on Oversight and Accountability. The subcommittee held a UAP-focused hearing on July 26, 2023.
Under the bill, civilian aircrew and support staff, Federal Aviation Administration (FAA) air traffic controllers, and others involved in civil aviation would be encouraged to report UAP encounters to the FAA through a standardized system. The bill would mandate that the FAA preserve pertinent data, including radar data, pilot-controller communications, and date on "adverse physiological effects, or the disruption, interference, or interaction with flight instruments, potentially caused by unidentified anomalous phenomena." Under the bill, civilian aircrew and support staff, Federal Aviation Administration (FAA) air traffic controllers, and others involved in civil aviation would be encouraged to report UAP encounters to the FAA through a standardized system. The bill would mandate that the FAA preserve pertinent data, including radar data, pilot-controller communications, and date on "adverse physiological effects, or the disruption, interference, or interaction with flight instruments, potentially caused by unidentified anomalous phenomena." The FAA also would be required to evaluate the threat such incidents may pose to aviation safety, and to copy all reports to the Pentagon's All-Domain Anomaly Resolution Office (AARO). The bill also would instruct the FAA Administrator to "implement a communications strategy to engage the public and publicize the reporting process... [and] decrease stigma towards individuals submitting [UAP] information..."The bill further provides that filing a UAP report may not be used "for the purposes of evaluating mental standards for issuing medical certificates...[or] for the purposes of evaluation of competency" for pilots. It also prohibits workplace reprisals, based on UAP reports, by either federal agencies or private carriers.
“UAP transparency is incredibly important for our national security, which is why we need to create a space where those in aviation have the ability to report their findings and experiences,” Rep. Garcia said in a release.Rep. Grothman said in a release that the bill "is a crucial initiative that empowers those on the frontline of our skies to contribute valuable intelligence regarding UAP sightings that can help ensure that potential threats are thoroughly investigated. With the majority of Americans believing that the government has suppressed information on UAPs, our bipartisan effort highlights our need for transparency from the federal government regarding UAPs to better protect the safety and security of American citizens."
The bill was endorsed by Ryan Graves, executive director of Americans for Safe Aerospace, who said, "Pilots are trained observers of our skies, but I have heard from dozens of frustrated pilots for major airlines who witnessed UAP yet had no confidential way to report them to the government...[the bill is] a pragmatic and historic step forward for national security and aviation safety.”The bill incorporates the definition of UAP that is already part of the law that created AARO; this definition incorporates unidentified airborne, transmedium, and submerged objects.
