Last night I spent 3 hours thinking about what a Fallout game in Florida would look like ( being a FL native myself and all ) and here are my thoughts:

First things first the NAME of the Wasteland would be ‘The Glades’ because of the fact that boundary speaking, the Everglades takes up a good chunk of the southern part of the Floridian Peninsula.

The primary cause of the GECK / Garden of Eden in Florida becoming sorta like a larger scale Vault 22 is, surprise surprise, as a result of ANOTHER Vault, I went with Vault 17, don’t ask me why i just did.

A massive chunk of Florida, specifically the southern part, is actually under water. In regard to Vault 219, the GECK actually forcibly mutated a sorta makeshift island in the form of heavily mutated / irradiated Mangrove trees that people from the Glades would refer to as the Great Grove.

Florida is actually split into TWO larger landmasses, meaning that functional boats are a big thing within the greater Florida area because of the fact that mass flooding caused a great deal of the Floridian land mass to be under water.

The Northern Glades is where most of the people who are still alive, live in Florida, while the Southern Glades is largely inhabited by irradiated aquatic & semi-aquatic creatures such as Irradiated Sharks, Alligators, & Snakes.

However there IS one very large settlement in the Southern Glades known as ‘Miami Nuevo’ which is the CITY of Miami but rebuilt on top of the sunken old Miami. It’s sort of like a top down tier city, fashioned not unlike The Strip & Freeside from New Vegas but instead of a gate that blocks you from getting in, it’s one very large elevator since the top parts of Miami Nuevo is where all the rich & elite live and thrive. It’s also to be assumed the Enclave has a heavy influence over Miami Nuevo.

As aforementioned, The Great Grove is the wider everglades area as well as the origin point of the GECK that created the mutated & irradiated plants that started infecting & killing everything. It’s said that people don’t really go into the Great Grove anymore because there are innumerable hazards that can’t really be dispatched and that the biggest problem aside from the spores is the Radgators because they’re viciously territorial.

In the Northern Glades, things are quite a bit different. The Brotherhood of Steel IS present in the Northern Glades, however not unlike the Mojave Brotherhood, they actually keep to themselves. They originally had a heavy presence in The Glades, but a massive faction war broke out between a number of different factions inhabiting the various Theme Parks in Florida’s Orlando area ( E.g. Universal Studios, Disney World, Sea World, Busche Gardens ).

Essentially, The BoS used to Control two of the major theme parks ( Disney & Universal ) but were pushed out after an uprising of locals. The issue with that being that they left a great deal of technology behind that has sparked a sort of 8 way faction war in the area because each INDIVIDUAL park ( aka there are 4 factions fighting for control over Disney because Magic Kingdom, Animal Kingdom, Hollywood Studios, & EPCOT ) is vying for control of not only their respective park properties but ALSO the greater orlando area.

As such, the Brotherhood was pushed out West toward Tampa. They did eventually expand north and managed secure St. Augustine, so Tampa is sorta like their BAY area and they have an established Naval Base there in which they use their aquatic vehicles to patrol the coast and keep larger creatures from the Gulf from pushing into the Northern Glades area.

The larger faction war in the Orlando ‘Hot Zone’ is between each of the individual theme parks that belongs to different factions: Sea World is home to the Aquanauts, Busche Gardens is owned by the Bushwhackers, Magic Kingdom in Disney world belongs to a faction called the Magicians, Hollywood Studios is run by the Silver Souls, Animal Kingdom is run by the Croatoans, and EPCOT is widely referred to as the Misfits.

The factions in Universal are somewhat unique as they actually WORK TOGETHER, so the Crusaders in Islands of Adventure, and the Conductors in Universal Studios work together but do function as two separate factions. They played a large role in pushing the Brotherhood out of Orlando.

The entire Florida area had the LEAST amount of Vaults of the entire United States due to its position AT sea level. Across the entire state there were only a total of 5 Vaults, and of those five vaults only ONE was in south Florida.

The location of the five vaults were as follows: The Everglades ( Vault 17 ), Downtown Orlando ( Vault 25 ), St. Augustine ( Vault 43 ), Gainesville ( Vault 83 ), and Tampa ( Vault 66 ).

Vault-Tec planned on making a Control Vault in Miami, however they were unable due to the fact that Miami’s proximity to sea level made the creation of such a Vault extremely difficult without astronomical costs as well as problems with flooding and foundational issues.

Port Canaveral is a bustling hub city that are where most functional boats are built and sailed out from. The only other functional port still left is in Tampa Bay but it’s completely Brotherhood controlled and has a functional Aircraft Carrier that belongs to the Brotherhood of Steel.

Tiger Strikes Asteroid Greenville (TSA GVL) is excited to announce their next exhibition, the fifth show in their new West Greenville gallery space. Generously Entangled brings together the work of Codi Maddox, Emmanuel Manu Opoku, Michelle Laxalt, and Jiha Moon. The show is curated and organized by TSA GVL member matthew anthony batty.

In the movement and passing of threads, complex structures can be formed– structures that draw forth ritual, the observable now, and evoke the future. Practices of mindfulness braid together materials of earth and matter, narrative and exchange, nuance and pigment. These practices and materials become embodiments Generously Entangled in image and object. This exhibition explores the intertwining practices of aesthetic hybridity, material culture, and reciprocity through the paintings of Codi Maddox, the assemblages of Emmanuel Manu Opoku, and the ceramic collaboration of Michelle Laxalt & Jiha Moon.

Codi Maddox is an Atlanta-born self-taught artist. Her work focuses on themes of nostalgia, and Black cultural markers. Codi Maddox begins her work seeking to find a sense of self and reconnect to her identity. She looks to art as a way to express the complexity of her life thus far in all its nuances. Joy, sadness, identity, and experiences.

Emmanuel Manu Opoku was born and raised in Kumasi, Ghana. He holds M.F.A. in Sculpture from the University of Florida in Gainesville and B.F.A. in Painting from the Kwame Nkrumah University of Science and Technology in Kumasi, Ghana. He is a recipient of the James J. Rizzi Studio Award, Harold Garde Studio Art Award, College of the Art Dean's Award, and the Outstanding International Student Award. Emmanuel has participated in several exhibitions in Ghana and the United States. He currently lives in Gainesville, Fl.

Jiha Moon (b. 1973) is from DaeGu, Korea, and lives and works in Atlanta, GA. She received her MFA from the University of Iowa, Iowa City. Her works have been acquired by Asia Society, New York, NY, High Museum of Art, Atlanta, GA, The Mint Museum of Art, Charlotte, NC, Smithsonian Institute, Hirshhorn Museum and Sculpture Garden, Washington, DC, Weatherspoon Museum of Art, Greensboro, NC and The Virginia Museum of Fine Arts, Richmond, VA. She has had solo exhibitions at the Museum of Contemporary Art of Georgia, GA, Taubman Museum, Roanoke, VA, the Mint Museum of Art, Charlotte, NC, The Cheekwood Museum of Art, Nashville, TN and Rhodes College, Clough-Hanson Gallery, Memphis, TN and James Gallery of CUNY Graduate Center, New York, NY. She has been included in group shows at Kemper Museum, Kansas City, MI, the Fabric Workshop and Museum, Philadelphia, PA, the Atlanta Contemporary Art Center, Atlanta, GA, Asia Society, New York, NY, The Drawing Center, New York, NY, White Columns, New York, NY, Smith College Museum of Art, Northampton, MA, and the Weatherspoon Museum of Art, Greensboro, NC. She is a recipient of the Joan Mitchell Foundation's painter and sculptor’s award for 2011. Michelle Laxalt is a multidisciplinary artist currently based in Atlanta, Georgia. She earned a BFA from the University of Nevada, Reno, and an MFA as a Welch Fellow from Georgia State University in Atlanta. Through ceramics, textiles, and other sculptural media, Laxalt addresses the vulnerability we as humans share with animals and other living beings. Laxalt has shown nationally and internationally in solo and group exhibitions. Notable venues include the Uşak Archeology Museum in Uşak, Turkey; the National Center for Contemporary Arts in Minsk, Belarus; Whitespace Gallery in Atlanta, GA; MINT Gallery in Atlanta, GA; and the Zuckerman Museum of Art in Kennesaw, GA. She has given artist talks at Gallery 72 and MINT Gallery in Atlanta and has participated on artist panels at the Holland Project Gallery (Nevada), Georgia Tech (Atlanta), and Auburn University (Alabama). She has completed artist residencies at the Vermont Studio Center (2016) and the Hambidge Center in North Georgia (2019). Laxalt was a 2019 MINT Leap Year Fellow and concluded her fellowship with her solo exhibition Husk. Upcoming group exhibitions in which Laxalt will exhibit include The Skull Show at Sheppard Contemporary (Reno, Nevada) and All In at the Holland Project Gallery (Reno, Nevada).

Margaret “Maggie” “Peggy” Lewis West

January 17, 1930 – May 18, 2018 KINGSPORT – Margaret “Maggie” “Peggy” Lewis West, 88, passed peacefully at home and was reunited with her husband, Arthur “Sandy” West. She was a wonderful wife, mother, grandmother, sister, friend, and “Mom Cat”. Born in California, raised in Denver, Maggie took in her first cat at age 5, learned to ski, and planted a victory garden at age 12, thus discovering her lifelong passions at an early age. A 1948 graduate of Denver East High School, she took the East-bound train to Middlebury College and was christened “Peggy” by her dorm sisters. In Vermont she thrived at her studies, raced on the College Ski Team, and was sought out for her excellent typing skills. Following graduation in 1952 with a BA in Political Science, Peggy carried out two tours of duty with the US State Department in Athens Greece. While there she was visited by family as well as an acquaintance and future husband, Arthur “Sandy” West, while he was on leave from his USN aircraft carrier. Sandy and Peggy married in 1957 and, after a brief stay in Gainesville, FL, made their home in Central New York. Peggy and Sandy raised their three children in Fayetteville and enjoyed serving their community. Peggy loved her garden, her cats, and her trips West to ski in “her Mountains”. She was an accomplished cook and baker, turning out daily suppers in addition to tempting treats. As a skilled seamstress she made braided wool rugs and handstitched quilts for many family members. She was a member of Trinity Episcopal Church (Fayetteville NY), serving on the Altar Guild and helping with the annual Plant Sale. In addition to being a domestic engineer, she carried out secretarial work for several organizations, including the Nutrition Department at Syracuse University. Her volunteer work included helping with the Boy Scouts, serving as a Girl Scout Leader and a Day Camp Counselor at Camp Adelphi, supporting the Syracuse Symphony Orchestra, the AARP Tax Program, and the Center for New Americans at Interfaith Works. In 2016 she moved to Kingsport TN to be closer to her youngest daughter. She was grateful and thankful for her time on this earth and always sought ways to make a positive difference in the lives of others, on the environment, and in her community. Preceded in death by her parents, Harry T. and Margretta B. Lewis, her husband, Arthur “Sandy” West, her youngest brother, Charles D. Lewis, sister-in-law Tanya Lewis, and nephew, Colin Lewis. She is survived by her son, Charles L. West (Adrienne) of New Mexico, daughters Mary K. West (Frank English) of North Carolina and Elizabeth M. Blakely (Dale) of Tennessee, seven wonderful grandchildren Lowell, Quint, David, Taylor, Valerie, Arthur and Bodhi, her next younger brother, Harry T. Lewis Jr (Denver, CO), sister in law Penelope Lewis (Denver, CO), and her West Family sisters and brothers in laws as well as 16 nieces and nephews, and a host of other family members and cherished friends. At Peggy’s request there will be no formal service and she will be an organ/tissue donor through Restore Life. Racial Equity in the Farm Bill: Barriers for Farmers of Color

Editor’s Note: This blog post is the second in a multi-part series by NSAC Policy Intern Noah McDonald that explores how the next Farm Bill can advance racial equity in food and agriculture. The first post in this series focused on the historical context of racial equity and the farm bill and highlighted some of the historical policies that have contributed to the food and farming system we have today. This second post explores how historical inequities and injustices have carried over into the present day, and the challenges that farmers and food/farm advocates continue to face in accessing federal programs and resources. The content within this blog was the result of a series of interviews that took place with National Sustainable Agriculture Coalition (NSAC) members between October and November 2017.

Farming has always been a risky business – results are never guaranteed, hard work is always required, and the potential challenges can change daily. Farmers of color �� including immigrant, refugee, tribal, and farmworker communities – face an additional set of barriers, both to entering and to sustaining successful careers in agriculture. Some of these barriers have been broken down over the years, however, many obstacles have also intensified and new ones have also cropped up.

Historically, farmers of color have not participated in U.S. Department of Agriculture (USDA) programs (e.g., conservation, disaster, and loan assistance programs) to the same extent as other farmers, due in part to a combination of inadequate outreach and assistance and discrimination towards these communities.

Both individual farmers and organizations that support farmers of color continue to face challenges in expanding access to these valuable USDA assistance programs and resources. But what exactly are the barriers these farmers and organizations face, and why do they persist? This blog post explores how both institutional racism (as opposed to interpersonal racism) and marginalization* contribute to inequitable access to federal resources.

*Marginalization is when people/organizations/groups are excluded from accessing resources held by a privileged group based upon their judged ideological, cultural, political, and/or social proximity to a privileged group. Marginalization is one of the many forms of inequity. This post will use the terms ‘marginalized’ or ‘marginal’, and we must understand it within this context.

Along with Resources, Outreach Is Key

In speaking with our members, one of the most important themes that emerged is that federal programs, regardless of their specific focus on or priority for socially-disadvantaged farmers, serve a fundamental role in supporting farmers of color and their farming operations. Some of the most cited farm bill programs include: Farm Service Agency (FSA) loans, federal crop insurance, the Conservation Stewardship Program and Environmental Quality Incentives Program, as well as a host of other outreach and research programs.

Programs that are specifically targeted towards socially disadvantaged farmers, including the Outreach and Assistance for Socially Disadvantaged and Veteran Farmers and Ranchers (“2501 program”) as well as funding set-asides within other programs, primarily serve as a mechanism for increasing access to USDA programs. As discussed in the last post, funding set-asides are critical to making sure that already limited federal resources are accessible to farmers of color and other underserved farmers whose participation rates are disproportionately low. Many farmers and organizations would face further marginalization without these set-asides and targeted assistance.

The Southeastern Michigan Producers Association (SEMPA), a farmer group that is affiliated with NSAC member, Michigan Integrated Food and Farming Systems (MIFFS), knows first-hand the importance of targeted funding and programs for farmers of color.

Cary Junior, co-founder and acting director of SEMPA, spoke to NSAC about the challenges still faced by farmers of color, despite the progress made over the years:

“Although USDA has done a pretty good job at outreach with our [mostly Black] farmers, as of now, there’s still a lot of distrust we’re still having to work through.”

Many of the farmers Junior works with in southeastern Michigan, especially older Black farmers, are still unwilling to work with USDA because of the Department’s legacy of discrimination. They feel that in the past, USDA had not made a sincere effort to support them in the manner in which they supported other farmers (for more information on that legacy read the following article).

The distrust and hesitancy that Junior’s farmer constituents feel is an embodiment of why outreach programs are a critical part of changing the relationship between USDA and farmers of color. Programs like Section 2501 support farmer and farm advocate organizations in helping to form and better solidify these connections, and they serve to fill longstanding gaps in resources, communications, and technical assistance services. In some cases, organizations supported by Section 2501 grants go beyond just providing outreach and resources by adding hands-on work with local farmers. For instance, many organizations will connect farmers with advocates who can accompany them in person to meetings with USDA offices or with lenders, and who can also help them understand contracts or fill out program applications.

Compounded Challenges for Beginning Farmers

Challenges for farmers of color are compounded when they are also just starting or seeking to start careers in agriculture. Much of this struggle is caused by a large and persistent wealth gap between White Americans and African Americans – on average, Whites hold 13 times more wealth than African Americans, a gap that holds across income and class levels (for more information on the racial wealth gap click here).

Tyler Nesbit is the Education and Outreach Coordinator for Florida Organic Growers (FOG), an NSAC member organization based in Gainesville FL. During his interview with NSAC, Nesbit made some particularly pointed observations about the potential for organic and urban agriculture to create economic opportunity for communities of color.

“One of the things I’ve encountered while working in the Learning Garden [a space at a local community garden where FOG holds training workshops] is that there is a lot of ‘untapped’ informal knowledge around farming and gardening in the surrounding community,” Nesbit said. “There is a lot of intergenerational [agricultural] knowledge in the community.”

In spaces like FOG’s Learning Garden, beginning farmers have the opportunity to learn and gain skills directly from those in their community. In these types of environments, they are able to get started on their path to a career in agriculture without putting forward substantial resources of their own.

“Neighborhood association leaders [in Gainesville, FL] have communicated to us that there is a need for local economic development in the area – so FOG is incorporating that piece into our outreach activities,” said Nesbit. “[Organic farming] is a way to gain valuable skills in an industry that is continually growing – folks can begin to think of organic farming as a career path and as a viable way of producing economic security. That is part of our objective and goal at FOG.”

In addition to their education resources, FOG also operates an organic cost share program, which provides financial assistance to producers and handlers of agricultural products who are obtaining or renewing their certification under the National Organic Program (NOP). This assistance is especially critical for many beginning farmers and farmers of color, who often do not have the up-front capital to pay for costly organic certification. FOG is also considering applying for a Community Food Project (CFP) grant through USDA in the future. Many other organizations around the country have used funds from CFP to launch programs that support tribal food sovereignty, community garden development and urban agriculture, youth food justice, and healthy food access. While barriers to entry in agriculture exist for all new and aspiring farmers, it is critical that organizations and governmental programs also recognize the unique barriers experienced by farmers of color, which include distrust resulting from historic discrimination. If that distrust persists, then programs like the Section 2501 program will never fully be able to bridge gaps in access and quality of services. Additionally, more must be done to increase the accountability, transparency and enforcement of a zero-tolerance policy for discrimination in the administration of federal programs.

Barriers for Low-Capacity Organizations

Just as beginning and aspiring farmers face unique challenges, so too do many of the organizations that serve those farmers and communities. This can true in both rural and urban areas, and can be especially acute for organizations that lack non-profit status, which in many cases prohibits them from even applying for many federal grant programs. There are many unincorporated community-based groups that are committed to farm viability and increasing food access to marginalized individuals — in particular people of color and low-income individuals in urban areas.

Qiana Mickie, Executive Director of the a NYC-based non-profit and NSAC member organization Just Food, talked to NSAC about the struggles urban farms or farm organizations without nonprofit status face:

“[These organizations] are unable to access funding, and so cannot fund or sustain themselves financially. These same organizations, however, are also the ones doing incredibly valuable work in the community. We face persistent challenges that are rooted in systemic inequity. That [inequity] looks like land displacement, unfair/illegal labor practices, economic/wealth disparities, and the devaluing of community-based work. More concretely, this leads to under-resourced grassroots organizations trying to meet their issue, and have an impact in their communities.”

As the Executive Director of Just Food, an NYC-based food justice and food access non-profit and NSAC member, Mickie is acutely familiar of these challenges on the organizational level, as well as being informed by their network of CSAs, community-run farmers markets, and small-mid scale sustainable rural and urban farmer partners. Even organizations like Just Food that have nonprofit status can still struggle with the federal grant process. According to Mickie, Just Food has actually had to pass on opportunities to apply for a CFP grant, even though CFP would greatly benefit Just Food’s grassroots capacity building efforts.

“There are multiple times in which we have had to pass on applying for federal grants even though we were eligible and the funding would have helped tremendously,” said Mickie. “Many times it came down to capacity. We simply couldn’t apply. I had to decide between applying for the grant; a process that looks like balancing the metrics and grant application requirements, RFA (Request for Applications) window, and deciding how to devote the time, as opposed to direct programming and other fundraising. I know I am not alone. I have heard from other urban based agriculture leaders around the country that also felt that the application barriers were too high to access these critical USDA grants. It is an even harder decision for the leaders that run community-based groups that are volunteer-led or do not have dedicated paid staff.”

Mickie also noted that many federal grants include requirements for organizations to provide matching funds, something that often discourages otherwise qualified lower-resourced organizations from applying.

Structural Challenges Require Structural Changes

Many NSAC member groups have experienced similar challenges to the ones outlined in this post, challenges which USDA can and should address through concerted and intentional policy change. The administrative burden placed upon both farmers and organizations in accessing federal resources is also an issue. This burden oftentimes leads to very qualified organizations that provide crucial services being overlooked or boxed out of federal resource and training opportunities. In order to avoid further marginalizing these already underserved farmers and communities, we – both public and private institutions – must make structural changes to the way we approach and conduct policy work and programming.

In our final post in this series, we will dive into some of the structural changes that would be needed to address these longstanding barriers and begin to dismantle historic discrimination and institutional racism in our food and farm systems.
