According to the book, this room was the Philadelphia Library Lounge. I couldn’t find any recent information about this space so it may not be in existence or has been turned into something else. In any case, the broad, dark paneling is stunning. The painting is The Skater (Portrait of William Grant), 1782, by Gilbert Stuart, the original currently housed at the National Gallery of Art.

MWW Artwork of the Day (2/20/23) Gilbert Stuart (American, 1755-1828) George Washington (1795) Oil on canvas, 77 x 64 cm. The Metropolitan Museum of Art, New York (Rogers Fund)
Gilbert Stuart was a leading painter of his period and earned his livelihood by painting portraits. He painted George Washington for the first time in 1795, and the work was greeted with such enthusiasm that at least 32 replicas were ordered, although only 18 are known to exist. The original painting was the basis for the one seen here, which is among the earliest and finest replicas. It has been suggested that the immediacy and vitality of the president's features indicate that it was painted, at least in part, from life. Stuart's work had a strong influence on many American portrait painters of the early 19th century. Stuart's style is notable for its strength of characterization (Benjamin West said he 'nails the face to the canvas') and its fluent brushwork. His work had great influence on the next generation of American painters.
Stuart is one of the featured artists in this MWW gallery/album: https://www.facebook.com/media/set/?set=a.401048703333838&type=3

Captain Isaac Hull of the United States Navy, 1813 print after Gilbert Stuart (Library of Congress).
Hull was in command of USS Constitution when she successfully escaped from the British fleet pursuing her for fifty-seven hours in 1812, and during the victory against HMS Guerriere.
Also, his hair is doing the thing.
