يشمل التمريض الرعاية المستقلة والتعاونية للأفراد من جميع الأعمار والأسر والمجموعات والمجتمعات ، سواء المرضى أو الأصحاء وفي جميع الأماكن. يشمل التمريض تعزيز الصحة والوقاية من المرض ورعاية المرضى والمعوقين والمحتضرين. كما تعتبر المناصرة والترويج لبيئة آمنة والبحث والمشاركة في تشكيل السياسة الصحية وإدارة أنظمة المرضى والصحة والتعليم من الأدوار التمريضية الرئيسية. (ICN، 2002)
تعريف طويل:-

“Donald Winnicott’s Pandemics: Surviving the Spanish Flu of 1918 & the Hong Kong Flu of 1968”

In November, 1968, the seventy-two-year-old psychoanalyst Dr. Donald Woods Winnicott nearly died after having contracted the so-called “Hong Kong flu”, while lecturing in Manhattan to the New York Psychoanalytic Society.  Some fifty years earlier, he had survived the so-called “Spanish flu” of 1918, during his tenure as a young medical student at St. Bartholomew’s Hospital in London. 
Over more than thirty years, Professor Brett Kahr has researched the life and work of Donald Winnicott, having published the very first biography of the great man, back in 1996.  Over the decades, he has interviewed more than 900 people who knew Winnicott personally, including some fifty of his one-time patients.  
Drawing upon completely unpublished correspondence from the 1910s and the 1960s, as well as from oral history interviews with many of Winnicott’s contemporaries, including his American cardiologist, Kahr will reconstruct how this pioneer of psychoanalysis managed to navigate these two life-threatening events, spaced more than fifty years apart. Professor Kahr will narrate the chilling tale of Winnicott’s illnesses, and he hopes that, collectively, we will be able to discuss what lessons we might learn from this iconic figure in our profession, which might have relevance to the contemporary coronavirus pandemic.
*Professor Brett Kahr has worked in the mental health profession for more than forty years. He is Senior Fellow at the Tavistock Institute of Medical Psychology and, also, Visiting Professor of Psychoanalysis and Mental Health in the Regent’s School of Psychotherapy and Psychology at Regent’s University London.  A Trustee of Freud Museum London and of Freud Museum Publications, he is also a trained historian, specialising in medical history and the history of psychoanalysis.  A Trustee of the United Kingdom Council for Psychotherapy and, also, the Chair of the Scholars Committee of the British Psychoanalytic Council, he works in Central London with individuals and couples (albeit by telephone at the present time). Kahr is the author of fifteen books and series editor of over sixty-five additional titles. His publications include D.W. Winnicott:  A Biographical Portrait, which received the 1997 Gradiva Award for Biography, as well as the popular Tea with Winnicott, chosen as a “Book of the Year” in The Guardian newspaper in 2016.  His most recent books include:  Bombs in the Consulting Room:  Surviving Psychological Shrapnel (Routledge, 2020) and, also, Dangerous Lunatics:  Trauma, Criminality, and Forensic Psychotherapy (Confer Books, 2020). He has also written a study of Freud’s Pandemics:  Surviving Global War, Spanish Flu, and the Nazis, which will be published in 2021.
Due to the coronavirus restrictions, all meetings will be via Zoom.
The talk will start at 7.30 pm on Wednesday 17th March, but Zoom will be accessible from 7.00 pm. There will be an opportunity for a Q&A session after the presentations, moderated by one of our Committee hosting the Zoom meeting.
There is no charge for current, paid up Members. Annual membership is £50.00 (£25.00 Students/Retired Members) and can be paid by Bank Transfer. Non-members are charged £15.00 (£7.50 Students/Retired Members) per meeting. Each meeting awards 1 ½ hours CPD per meeting.

WORLDBEX 2020 Launches First-Ever Philippine Garden Festival
More than ever, urbanization is rapidly transforming once peripheral cities into bustling centers. While surely a mark of progress, the issue of livability comes to the fore when considering the negative impacts and challenges posed by such advancements. Among these include pollution, environmental degradation, and the increasing loss of open spaces.

In light of these concerns, the Philippine World Building and Construction Expo (WORLDBEX), which is set to return this March for its 25th installment, has partnered with the Landscape Contractors and Industry Specialists Association of the Philippines (LaCISAP) to host the very first Philippine Garden Festival. The newest highlight of the highly-anticipated WORLDBEX, the 1st Philippine Garden Festival shall feature a sprawling display of lush, locally-inspired landscape vignettes at the PICC courtyard by some of the country’s most renowned landscape architects.
 Zen Garden by Paulo Alcazaren

The multi-hyphenate Paulo Alcazaren apprenticed for renowned architects Cesar Concio and Felipe Mendoza, while he was still a student at the UP Diliman. He also had a brief stint under National Artist IP Santos before he established his own practice. In 2015, he received the Gawad CCP Para Sa Sining Award for Architecture and The Allied Arts and the NCCA’s Haligi ng Dangal Award in 2018 for the Iloilo Esplanade. Apart from his designs, Alcazaren’s body of work includes several books and publications on urban planning, history, and architectural photography. He was also the Editor-in-Chief of BluPrint Magazine in the Philippines for more than a decade. With his manifold roles, it would be interesting to see how he integrates his diverse experiences in landscape architecture.

The idyllic coastal area of the southern part of the metro was a great influence on the design sensibilities of Efren Aurelio. Armed with extensive global exposure from his experience in Singaporean and Hong Kong firms, he brings with him expertise and valuable experience to enrich the local practice. According to Aurelio, the industry’s notion about landscape architecture being a mere aesthetic component is starting to change. Because of their in-depth knowledge about the potentials of a given terrain, professional landscape architects now become a crucial part of the initial design team. Some of his most notable projects include the Greenbelt Park by Ayala Land and The Zuellig Building in Makati City.
 Indoor Garden by Mary Ann Espina

Inspired by the principles of the Zen Garden, the aphorism “form follows function” is the most important design detail in the creations of Mary Ann Espina. She first earned her architecture degree from the University of San Carlos, before taking up Landscape Architecture at the University of the Philippines in Diliman (UP Diliman). She went on to pursue higher education at the University of Massachusetts. Known for landscapes that are both reflective and expressive, she puts importance on how the design will enrich the lives of those who will interact with space. Her personal style leans towards Tropical and modern Filipino designs. In 2003, Espina received the distinction of the Most Outstanding Landscape Architect.

Horacio Dimanlig is never a fan of the ostentatious. Always the practical over the pretentious, design becomes a narrative that extends beyond just the aesthetics—an approach that provides a fitting solution to issues that surround the relationship between man and nature. More than a philosophy, his dictum “design with nature, design for people” is also his legacy as he strives to embody the idea in all his works. By displaying mastery over the elements acquired through many years of professional practice, Dimanlig educates the public on the role of Landscape Architecture in shaping societies and the importance of seeking the services of a professional.
 Water Garden by Vic Dul-Loog

In 2003, Vic Dul-loog was appointed the managing partner for landscape architectural firm, SGS Designs. The UP Diliman alumnus says his designs are always in accord with the laws of nature which is why he opts to use the latest materials and construction methods to “reclaim what was lost and protect what is left.” As evidenced by his many projects, Dul-loog continues to spearhead the firm in enhancing both indoor and outdoor spaces. Recently, SGS Designs received an award from the International Federation of Landscape Architects Asia Pacific Region for its notable work on the National River Park Corridor in New Clark City.
 Play Garden by Cecilia Herras-Tence

In 2017, Cecilia Herras-Tence received the Award of Merit for Leisure Spaces at the GantimPALA awards for excellence in Philippine Landscape Architecture. Her work on Munting Paraiso Resort in Negros Oriental showcased her skillful manipulation of outdoor spaces. Her tireless efforts to promote the importance of the practice in the country earned her the GantimPALA Vanguard Award for regulation of the profession in 2018. Herras-Tence is currently the alternate chairperson of the CPD Council for Landscape Architecture. It comes as no surprise that Herras-Tence has been tapped as one of the esteemed practitioners to manifest her visions for the Festival.

"Tier 3+" or "Tier 4-Ready" Data Centers?

This is usually found in some data center specifications: "Tier III+" or "Tier IV-Ready" *
Let's clarify: There is no such thing as "Tier III+" or "Tier IV-Ready" for large data centers. They are not granted by any organizations in data center / critical facilities like Uptime Institute or Telecommunications Industry Association (TIA) - ANSI/TIA-942 **.
* The latest TIER IV-Ready Certification by the Uptime Institute is designed for modular data centers which enjoy the same level of reliability and resiliency that they have in their larger data centers.
** The term ‘Tier’ was used in the ANSI/TIA-942 Standard until the ANSI/TIA-942: March-2014 edition. In the March 2014 edition the term ‘Tier’ has been replaced by either ‘Rated’ or ‘Rating’.

When a data center is accredited as Tier III Constructed Facility, the infrastructure, at the time of the site visit and demonstrations, should be "Concurrently Maintainable" and N+1 (N means Utility Power) with 1 active + 1 alternate distribution paths (electrical power backbone) and 2 simultaneously active critical power distribution.

One of the major different between Tier III and Tier IV infrastructure is the requirement of Distribution Paths - Electrical Power Backbone. Tier IV facilities require 2N / 2N+1 which means 2 electrical power backbone should be simultaneously active. It is nearly double the infrastructure of Tier III.
Although the Uptime Institute Tier Standard or the TIA-942 Standard does not require dual feeds from different power companies to achieve Tier IV standard, is it worth to build a Tier IV data center in Hong Kong?
The situation is different. Electricity supply in Hong Kong is highly reliable, exceeding 99.999%. The two power companies, CLP and HK Electric have adequate capacity and backup in electricity generation and in the transmission and distribution networks, which assured robustness and reliability of supply. A number of high-tier data centers are being serves by two utility feeds from different substations of the same power company.

A Tier IV infrastructure is nearly double of the Tier III. Thus most of the large data centers in Hong Kong are usually Tier III but leave rooms / spaces for adding facilities and expansion if required in the future (ready / upgradable to Tier IV standard).

Aspiring ironmongers receive globally recognised door hardware qualification
The next generation of architectural ironmongers is celebrating its Guild of Architectural Ironmongers (GAI) education results.
Exams were sat in 23 different countries by 355 learners. So far, 102 students have attained the Certificate in Architectural Hardware and 32 students have now completed the GAI Diploma this year.
The Guild’s education programme continues to grow overseas, with 49% of learners based outside the UK. There has been a particularly high number of learners in the UAE, China, India, Hong Kong and South Africa.
Rachel Tipton, manager of the GAI education programme, said:
“The GAI has been providing a unique education, qualification and CPD programme for people who work in and around the architectural ironmongery industry since 1961. It’s the only recognised programme in the world that leads to a qualification in architectural ironmongery to British and European standards, and with over 60 of these standards to get to grips with, gaining this qualification is something that all our students should be incredibly proud of. We look forward to celebrating with our newly qualified Diploma holders at this year’s Education Awards.”
The core of the education portfolio is separated into two qualifications. The Certificate in Architectural Hardware (CiAH) consists of two stages with 24 education modules covering everything an architectural ironmonger is required to know, supported with eight block assessments to test the students’ understanding.
Once learners have gained their CiAH, they can continue their studies to achieve the GAI Diploma. This stage focuses entirely on the skills and learning needed for scheduling the architectural ironmongery, electric hardware and key control for a project, and is of particular importance to those architectural ironmongers working on projects being built to UK and European standards across the globe. Once they have completed the diploma, they become a DipGAI, an industry recognised symbol of professionalism.
The 2018/19 education programme prospectus has been published on the GAI website, outlining the qualifications, course content and training support available. It also gives further information on becoming a RegAI through the Continued Professional Development (CPD) programme. The programme was revamped last year to make the process more flexible and give busy professionals more opportunity to gain CPD points.
Enrolments are now open until 31 December 2018.

Michael, 67 and a half, is a semi-retired architect and aspiring storyteller from Ireland. Here he shares his thoughts on learning, stories of his career, hobbies and challenges and his passion for storytelling.
“In 1854 John Henry Newman defined a "School of Universal Learning" a description which implies the assemblage of strangers from all parts in one spot; - from all parts; else, how will you find professors and students for every department of knowledge? It is a school of knowledge of every kind, consisting of teachers and learners from every quarter. A place for the communication and circulation of thought, through a wide extent of country.
This I read when I was 16 and I have always remembered it. When I discovered FutureLearn, maybe serendipity, synchronicity and syllogism kicked in (albeit 50 or so years afterwards)  
My career has taken me to work in offices in London and Dublin, for architects and development companies, for community groups, poverty alleviators, government departments, and after establishing an office in my own right, includes projects in housing, retail, mixed-use developments and a training centre for the Probation Service here in Ireland. 
My YouTube channel now has about 100, or so, of my videos include street performers, stained glass, country shows, visited countries. All taken on my trusty Samsung WB 250 F and edited in windows live movie maker. In 2012 also, I joined TripAdvisor and they tell me recently I've had 60,000 plus readers, TripAdvisor is a great reminder of some of the places I've travelled to, but I missed recording other places I visited earlier both on my own and with my family.
I have 'lectured’ in Hong Kong, Ireland and the UK, written off two cars when I first started driving and survived a TIA in Chicago in 2009 thanks to the exceptional expertise of the staff of Northwestern Memorial Hospital. I have said ’never again’ on completion of my PADI diving certification in Malta, and I do not need to skydive or bungee jump.
I am very proud of our five children, (and three grandchildren) and the success they are making of their lives, and have great admiration for the care and dedication of their mother in bringing them into the world and looking after them (still).
I was born into Roman Catholicism, had ethics as subject in school, but I have always admired individuals who have arrived in some sort of a logical process at their religious convictions such as Newman and Chesterton, Irish Catholicism and mine is a bit of a curate's egg I have always followed a CPD path, and my current aspirations include publishing at least one book, making a longer film and support the pro-life cause here on its critical path to mid next year. I like the works of Teilhard de Chardin, Marshal McLuhan, Deepak Chopra and George Bernard Shaw, and I like his dictums:
“The reasonable man adapts himself to the conditions that surround him...The unreasonable man adapts surrounding conditions to himself, therefore, all progress depends on the unreasonable man."
“People are always blaming their circumstances for what they are. I don't believe in circumstances. The people who get on in this world are the people who get up and look for the circumstances they want, and if they can't find them, make them.
So back to Newman. I end as I began; - a University is a place of concourse, whether students come from every quarter for every kind of knowledge. It is the place to which a thousand schools make contributions; in which the intellect may safely range and speculate, sure to find its equal in some antagonist activity, and its judge in the tribunal of truth. It is a place where an inquiry is pushed forward, and discoveries verified and perfected, and rashness rendered innocuous, and error exposed, by the collision of mind with mind, and knowledge with knowledge.'
Sounds very like FutureLearn to me and that's why, anytime I get the chance, I seek to complete a Futurelearn course. It is a most extraordinary facility, so well suited to the needs of our times (and times to come), it is a model, I think of where third level education will be for many, RPL is important, RFL is the way of the future
It would have been magic to have access to a facility like FutureLearn when I was younger.”

Here's a list of the various federal agencies reportedly on the chopping block, along with some of their key initiatives - and some of the jobs supported.
Corporation for Public Broadcasting Budget: $445 million Cost per American: $1.37 Republicans have long been known to want to kill government funding for Big Bird. But the CPB is much more than Sesame Street, and taking away public funding may imperil important stories that need to be told. For instance, the CPB is backing a program through Wisconsin Public Television called Veterans Coming Home - which includes a series depicting what some of the 2.5 million veterans endure as they reenter society, but also funds services, such as job fairs, for returning vets.
National Endowment for the Arts Budget: $150 million Cost per American: $0.46 The NEA supports art, and those who make it, across the country. Eliminating funding would kill hundreds of programs, like Art 365, which grants five Oklahoma artists $12,000 to support their work. Past grantees photographed remote portions of our National Parks and wilderness areas, and used aerial photography to look at churchgoing demographics in Oklahoma.
National Endowment for the Humanities Budget: $150 million Cost per American: $0.46 The NEH offers research funding to institutions like museums, colleges, and libraries. The agency has backed 16 Pulitzer winners and Ken Burns' The Civil War series, among other notable endeavors. One recent grantee is Michael Bernath, an associate professor at the University of Miami, who received $6,000 for his project In a Land of Strangers: Northern Teachers in the Old South and the Emergence of American Sectional Identity, 1790-1865.
Minority Business Development Agency Budget: $36 million Cost per American: $0.11 This federal agency helps minority-owned businesses with the capital, contracts, and markets they need to grow, according to its website. The agency also advocates and promotes minority-owned business with elected officials, policy makers, and business leaders. The MBDA says it helped a minority-owned construction company in Phoenix, for instance, secure $60 million in loans - which allowed the company to expand operations and hire more employees.
Economic Development Administration Budget: $215 million Cost per American: $0.66 The EDA supports distressed communities with their infrastructure needs that will help drive regional growth, promotes economic development projects that spur entrepreneurship and innovation at the regional level, and provides direct technical assistance to firms negatively impacted by global trade. What does this mean? Seven years ago, the EDA gave a $2 million grant to the Pacific Northwest Diabetes Institute to buy new scientific equipment, in turn providing lab space that would support other high-tech companies in the area. The EDA says the grant ended up creating 184 jobs, saving another 110, and attracting another $500,000 in private investment.
International Trade Administration Budget: $521 million Cost per American: $1.60 The ITA helps American businesses sell more products to overseas markets. One beneficiary was the Iron Fist Brewing Company, located in Vista, California. A representative of the San Diego U.S. Export Assistance Center connected with the brewery at a convention in 2013, and helped them export to Australia, Canada, Finland, Hong Kong, among others. Iron Fist hired two more employees thanks to new export revenue, the ITA reports.
Manufacturing Extension Partnership Budget: $142 million Cost per American: $0.43 This is a so-called public-private partnership that helps small to medium-size manufacturers become more efficient, build new products, and improve sales and marketing techniques. Missoula, Mont.-based organic soap wholesaler Botanie used their local MEP affiliate to help keep pace with their growing business - by, for instance, using more sophisticated technologies to track inventory. The MEP says it helped Botanie save $280,000 and retain six jobs.
Office of Community Oriented Policing Services Budget: $286 million Cost per American: $0.88 The majority of COPS' annual budget is dedicated to hiring more police personnel to help local communities improve their policing. Last October, the Justice Department announced $119 million in grant funding for 184 law enforcement agencies across the country - resulting in 900 created or saved jobs, the office reports. Among the recipients was the Dallas Police Department, which had lost five officers in an ambush a few months earlier; it got $3.1 million to hire 25 officers. Office of Violence Against Women Budget: $480 million Cost per American: $1.48 The OVW runs 25 grant programs created through the 1994 Violence Against Women Act, in an effort to reduce domestic violence, sexual assault and dating violence. The police department and city government of Andalusia, Ala., for instance, received a $450,000 grant over three years that will cover domestic violence training for officers as well as the hiring of three additional police officers.
Legal Services Corporation Budget: $503 million Cost per American: $1.55 The LSC helps poor Americans afford legal services, currently funding 134 independent legal aid organizations with more than 800 offices in the U.S. For instance, the Atlanta Legal Aid Society - which served nearly 33,000 people in 2015, including about 15,000 children - received $3.8 million last year, supporting 109 positions. Two-thirds of clients served were African-Americans. Civil Rights Division of the Justice Department Budget: $156 million Cost per American: $0.48 The Civil Rights Division, a part of the Justice Department that employs 750 positions, works to fight discrimination and protect Americans' voting rights. Recently a Civil Rights Division investigation of the Chicago Police Department found that CPD officers' practices unnecessarily endanger themselves and result in unnecessary and avoidable uses of force. The city of Chicago and the Justice Department reached an agreement to improve the city's policing practices.
Environment and Natural Resources Division of the Justice Department Budget: $123 million Cost per American: $0.38 The ENRD brings cases against those who break pollution-related laws. In one recent case, the division levied a $160,000 penalty against Iowa's Meadowvale Dairy for violating the Clean Water Act.
Overseas Private Investment Corporation Budget: Self-sustaining Cost per American: $0 Using both loans and loan guarantees, OPIC works to help businesses with annual revenues below $400 million invest in large scale operations, such as airports and water systems. Over the past five years, 71 percent of OPIC projects were in partnership with U.S. small businesses, accounting for over $600 million annually in U.S. exports, according to the State Department. One recent OPIC effort, for instance, provided an $87 million, 17-year loan, to a U.S. company, Al Tamweel Al Saree, to extend loans to micro and small-sized Iraqi businesses.
UN Intergovernmental Panel on Climate Change U.S. Funding: Estimated $10 million Cost per American: $0.03 The IPCC issues reports from the world's leading climate scientists on the state of global warming, and its impact on human populations. According to NASA, 2016 was the hottest year on record.
Office of Electricity Deliverability and Energy Reliability Budget: $262 million Cost per American: $0.81 Created after the 2003 blackout left nearly 50 million Americans and Canadians without power, the OE invests in the electric grid to make it more modern, reliable and secure. The agency recently released a comprehensive report on how America can improve energy allocation.
Office of Energy Efficiency and Renewable Energy Budget: $2.9 billion Cost per American: $8.95 The EERE works to create and sustain American leadership in the transition to a global clean energy economy. What does that look like? In one recent demonstration project, the EERE helped a South Carolina-based BMW plant use bio-methane gas from a nearby landfill to power some forklifts.
Office of Fossil Energy Budget: $878 million Cost per American: $2.71 With projects like the development of clean coal technology, this office works to reduce the carbon footprint of fossil fuels. Its Petra Nova project, based in Thompsons, Texas, is now the world's largest post-combustion carbon-capture system. Petra Nova received $190 million from the Department of Energy, and has the potential to capture 1.6 million tons of CO2 per year from an existing coal-fired power plant.
