The party is your last hurrah.
Jesse has known that from the beginning, what he didn’t know until two minutes ago was that you planned for it to be your last night on earth. He figures that out when the hotel receptionist gives him a keycard to the second room you booked out, the one he knows nothing about.
“I think your wife forgot to give it to you when she went up.” She says, holding it out to him as the revelry continues around him.
It all falls into place after that, the whispered conversation with Gunter, the pills he’d seen you drop into your purse. He thought it was a little medical grade LSD because you wanted to re-live that first night together but now he realises the truth.
You’ve planned out this whole thing.
Another room so you can do the deed in private, Gunter on standby to find you in an hours’ time. Jesse still in the throes of the party in front of hundreds of witnesses so no one can say he was complicit in the act.
His wild girl, she’s still looking out for him even after she’s gone.
His heart is thundering in his chest when he gets to the room. He jams the keycard into the lock and it beeps before releasing the mechanism, sending him hurtling into the room. He stops short at the sight of it, the dulcet glow of the flickering candles you’ve lit, his love song to you playing on the Bluetooth speakers.
This is how you want to go out, on your own terms. Not spending fuck knows how long in a hospital ward, growing weaker and weaker by the day.
The bed is empty but the pills are sitting on the nightstand, each one laid out in a line ready for consumption, a glass of whiskey from the mini bar resting alongside them. His gaze shifts to the closed bathroom door, he can hear you humming on the other side of it, the same way you always do when you reapply your make up.
He sits down on the edge of the bed, picking up one of the tablets in his hand. He knows Pentobarbital when he sees it. It’s a euthanasia drug, one they use at Dignitas in Switzerland.
Gunter has ties there, it’s what he used to do before he switched teams to Ottobock because of the toll it took. That man he would do anything you asked, he’s just as in love with you as Jesse is. It’s why the three of you stopped playing together. He’d wanted you to run away to Europe, leave Jesse behind in the US.
These drugs, they’re painless, fast acting.
Thirty minutes is all it would have took.
Thirty minutes later and you would have been gone.
When you open the bathroom door, he tilts his head up towards you, his blue eyes red-rimmed as he holds the tablet in his palm of his hand. You are fucking beautiful, you’ve switched out the dress you were wearing tonight for his London Calling cut off, a pair of his boxer shorts underneath it.
You wanted a part of him with you tonight, his voice, his clothes, anything that would make you feel like the man you love was in the room as you slipped away.
“If you want to do this, then I will be right here with you.” He rasps, his voice breaking as he meets your gaze. “I will hold you until your dying breath-”
“No.” You say softly as you kneel down in front of him. “They’ll think you helped me, you’ll be arrested…”
“I don’t care.” Jesse says, placing the medication into your hand. “You don’t seem to understand that there is no me without you. As soon as you’re gone my life is over, I may as well take the damn pills with you because we both know I’ll follow you into that grave Jana, I don’t have it in me live without you.”
“Don’t say that.” You respond fiercely, your fist clenching around the tablet as he uses the back of his hand to wipe the salt from his cheeks. “You have to live Jesse, you have to move on, to find someone else-”
“There won’t be anybody else.” Jesse tells you, his forehead coming to rest upon yours. “You only get one soulmate Jana and mine has always been you.”

Part 12 - Aftermath

It had been a few days since the fake wedding, but the campus was still buzzing like someone had accidentally spiked the entire water supply. People couldn’t stop talking about how unhinged the party had been—Elvis, ring pops, vows that should never be repeated aloud in front of anyone.
My classmates wouldn’t shut up. It was whispering in the hallways or side-eyes during lab, like we were celebrities caught in a scandal.
People truly have nothing better to do.
By Tuesday, finals were around the corner and the nerves were turning stomachs into knots across campus. Everyone arrived in class like zombies who’d pulled all-nighters—hoodies up, muttering about formulas and caffeine.
Professor Levy hadn’t arrived yet, so we waited, trying not to panic.
Luigi leaned over from the next seat. “So… how’s the house now that Missy’s not there to terrorize everyone?”
I exhaled dramatically, letting my shoulders sag for emphasis. “God, so much better. Julia’s taken over and it’s actually… peaceful. You can breathe.”
Damien smirked. “The wicked witch of the east is dead.”
“Not quite,” I said, pulling out my phone. “She messaged me. Quote: ‘You ruined my life. You poisoned me on purpose…blah blah blah ‘.”
Luigi raised a brow. “Wait—like for real?”
“Yeah. Allegedly it’s my fault she doesn’t drink normal milk.”
Damien laughed. “Even if she died, she’d probably haunt you.”
That’s when one of the guys sitting in front of us turned around with a smirk. “So… where’s the Christmas honeymoon going to be?”
Luigi sighed. “Here we go again.”
I snorted. “Nowhere. There’s no honeymoon, because there was no real wedding.”
“Okay, okay.” The guy held up his hands, grinning. “So—what are you guys doing for winter break?”
Luigi leaned back. “Glamping or whatever that is called, with the fam.”
“Ooh, luxury, exotic.” Damien teased.
“Shut up.”
Then he turned to me. “You?”
“Well, I spent the summer with my mom in Mexico, meaning, winter will be with my dad.” I rolled my eyes. “Yeah, child of divorce”
We all went around the circle sharing our plans—one guy was going to Europe, someone else was doing a road trip, and Damien had five days booked for a gaming tournament.
Then the door opened and silence fell. Professor Levy walked in, holding the printed exams like they were weapons. And with that, the torture began.
“Good luck,” I whispered to Luigi
He nodded. “You too.”
We opened our laptops and started the test. The silence was deafening. Just fingers typing, pages flipping, the occasional sigh of despair. By the end of it, I felt like I’d gone to war.
As class ended and people slowly trickled out, I said goodbye to everyone in my usual quick, polite way. But when I reached Luigi, I hesitated.
My brain was like, Just wave. Walk. Walk away, loser.
But my body? Yeah. My body didn’t get the memo.
I leaned in, kissed his cheek—a soft, fast, traitorous kiss—then said “Later” before turning on my heel and practically sprinting out of the building.
It wasn’t until halfway to Pilates that I realized what I’d done.
“Oh my God, am I dumb?” I muttered, dragging a hand over my face. What is wrong with me?
I found the girls already changing in the locker room. No one said anything at first—just the casual small talk, the difference between our finals, and how cool Mariel’s graphic design classes were. I kept quiet about the smooch. No one needed to know.
Surprisingly, class went smoothly. The stretching felt good. Like I was slowly wringing the chaos out of my body.
Then my phone buzzed.
New email from:
U.S. Consulate?
My breath caught.
I opened it:
‘Schedule appointment to present documentation for new application.’
New… what?
I had just renewed my student visa. Why would I need another appointment?
Confused, I fired off a message to their customer service inbox, then tried to focus on the rest of my day. It was nearly impossible. I refreshed my inbox every thirty seconds until, during Calculus, a reply finally came through.
‘You must schedule an appointment to discuss your case’s status.’
My stomach sank.
What case?
Why does it sound so ominous?
Did I mess something up with the paperwork?
With trembling fingers, I followed their link and scheduled the soonest appointment at the consulate office near me. My heart was hammering the entire time.
Something was off. I could feel it.
WHAT HAPPENS IN FAKE VEGAS
After a whole day of refreshing and scrolling through outdated embassy appointment portals, I finally snagged a spot at the consulate. Right before winter break, which felt like divine intervention—or a punishment. I didn’t know yet.
To calm my nerves, I texted my cousin Renée. She’s a paralegal and kind of the unofficial immigration advisor of the family, mainly because she graduated from law school and applied for her internship at San Diego’s USCIS. She answered with a call.
Incoming call 🦋Nini🦋
“¿Has salido al extranjero aparte de México?” she asked, clicking her tongue. (Have you traveled abroad, apart from Mexico?)
“No.”
“¿Registraste bien la información de la Universidad?” (Did you register the university’s accurate information?)
“Renée, dudo que no sepan dónde está UPenn.” I rolled my eyes. (Renée, I doubt they don’t know where UPenn is)
She paused, then sighed. “Entonces junta todos tus documentos y esperemos al día. No hay mucho más que hacer.” (Then gather your documents and wait for the day. There is not a lot to do.)
Oh good. Nothing like family experts admitting they’re stumped.
Mariel tried to distract me with optimism. “Maybe they’re just upgrading the visa design. Like a new font. Or holograms! For security!”
Sure, Mariel. Holograms. That’ll explain the vaguely threatening email.
…
The next morning, I skipped my early class with special permission—thank God Professor Patel is cool with “governmental affairs”—and made the trek to the nearest U.S. Consulate Office.
After what felt like hours, my name was finally called. I walked up to the window, heart thudding in my chest like I was about to be deported on sight.
The woman behind the glass smiled. She had that warm, vaguely maternal energy that made you feel like she might offer you a cookie. “Hi sweetheart, what can I help you with?”
I explained the email, handed over my documents, and she typed away cheerfully.
“Okay… got you pulled up in the system,” she said. “Let’s see… oh!”
I held my breath.
“Oh, honey,” she said with a little chuckle. “I just need your marriage certificate, and then we can process your marriage-based green card application.”
Wait. What?
“Beg your pardon?” I asked, trying not to scream.
She blinked at me with a smile. “Oops! I forgot to say—congratulations!”
No. No no no.
“There’s been a mistake,” I said, trying to steady my voice. “I’m not married.”
Her smile faded into something softer. “I see… Honey, according to the system, your visa has been used to register a marriage certificate.”
I stared at her. Then at the back of the computer. And then back at her.
“I—what?”
She angled the screen a little. There it was. My student visa ID. My file. My name. And right below it:
Marital Status - Married.
It felt like someone dumped a bucket of ice water on my spine.
Holy. Shit.
“Unless someone stole your identity,” she added gently, “you’re currently legally married to a Luigi Nicholas Mangione.”
My mouth went dry.
My brain was screaming. My parents are going to kill me. This is worse than a tattoo or totaling a car. This is not a lecture and a grounding. This is disownment.
I blinked rapidly, trying not to faint in a federal building.
I tried to breathe.
“Look, I—I have an international flight next year. Can I use my visa?”
The woman’s tone softened. “If you weren’t aware of the marriage, you can dispute it. But… if you leave the country and try to re-enter, it could raise red flags with immigration. I’d recommend either figuring out what happened—or applying for the green card and traveling with your husband.”
Kill. Me. Now.
“I… I think I need to speak to my lawyer,” I mumbled, completely dazed.
She nodded with sympathetic eyes. “Of course, sweetheart. I hope it gets cleared up. I’ll be here if you decide to move forward with any paperwork.”
I gathered my documents with shaking hands and staggered toward the hallway, making a beeline for the bathroom. Luckily, it was empty. I shoved open a stall, locked it, and screamed into my scarf.
“¡Puta madre! ¡¿Por qué a mí?!” (Fucking Hell! Why me?!)
When my lungs stopped burning, I splashed cold water on my face. My reflection in the mirror looked like a ghost—wide-eyed, pale, and mildly homicidal.
Outside the bathroom, the janitor was mopping and glanced at me.
“Rough day?” he asked casually.
I gave a dry smile. “I’m good.” Nope. Totally fine. Just accidentally married.
Once outside, I took a deep breath of crisp winter air, but it didn’t help much. My fingers fumbled as I pulled out my phone and hit my new husband’s contact. Oh, that sounds like a joke.
He picked up almost immediately.
“This is odd,” he said. “Did you miss me? I get it— we are under finals stress.”
“We need to talk.”
TRUTH COMES OUT
I somehow made it back to Delta. Don’t ask me how I didn’t faint on the bus ride. My heart was jackhammering in my chest the whole time, and I may have forgotten how to breathe for long stretches.
When I stepped into the house, Luigi, Damien, Mariel, Kaylee, and Georgina were all lounging—or pretending to lounge—on the living room couches. The air shifted the second they saw my face.
No one said a word. They were waiting.
Instead, I dropped my bag, locked eyes with Luigi, and let it rip:
“We’re married.”
A pause. Then—
Luigi blinked, smirked. “I’m flattered you see me as husband material.”
I squinted. “Ohh get over yourself! I mean for real, legally fucking married!”
Everyone looked at me like I had confessed to seeing ghosts.
“(Y/N) there’s no way. I mean… we didn’t do any paperwork or get a marriage license.”
I was one second from snapping at him for trying to gaslight me into thinking I’d made it all up, when Damien leaned forward and said, “Dude, you did let Fake Elvis take a picture of your ID.”
Luigi’s head turned towards his friend.
“And you went upstairs to get your passport,” Damien added casually pointing towards me, like he was describing someone grabbing a hoodie.
“What?” Luigi looked horrified.
“OH MY GOD.” Georgina practically flew off the couch and bolted upstairs to her room.
“What is happening?” Mariel muttered, stunned.
“Yeah space brownies and tequila shots are unpredictable” Damien explained from experience. “Honestly, it was okay for your first time.”
I turned on him. “Okay?! You think getting married at a frat party is okay?!”
“Damien, what the fuck man?!”
“Woah, woah— mom, dad,” Damien said like a little kid being lectured by his parents. “Don’t yell.”
“You didn’t think to mention this earlier?” Luigi now looked like he was short-circuiting. “Why wouldn’t you tell me?!”
“I didn’t think it would matter.” Damien shrugged. “We were high. I thought it was part of the show!”
Georgina ran back downstairs, breathless, holding the stupid, glittery, pink piece of paper we all thought was just party decor.
We gathered around. The certificate had both our full names, date, and location of marriage, and a stamped signature from “Brian Kroes – Licensed Officiant.”
“Holy sh—” Luigi whispered.
Kaylee squinted at the minister's number. “Let’s look this guy up.”
While she typed away on her phone, I paced like a stressed-out Sim and Luigi sat in silence, staring at the certificate like it might self-destruct.
“Found him,” Kaylee said. “Want to call?”
“Do it,” I said.
She dialed and handed me the phone. Luigi sat beside me, looking like a deer about to be hit by a truck.
After a few rings, someone answered with a voice straight out of a Vegas hotel: “Thank ya, thank ya very much.”
It was him.
I wasted no time. “Hi Brian… umm… by any chance, did you officiate for a sorority-frat wedding last weekend?”
“Uhh yeah?” he answered—normal voice this time.
“Okay…” And I went off. I mean full-feisty energy. “Motherfucker, how dare you take advantage of us when we were under the influence?!”
“I didn’t take advantage of you brats,” he replied defensively. “I was paid to do a wedding. You were the ones who supplied the valid IDs, signatures, and followed protocol. Your blonde friend arranged it all.”
“Blonde friend?”
“Yeah. Paid me in advance. She said something about her and Eyebrows wanting to get married. And she emailed me the completed paperwork. That’s why I was surprised when she wasn’t at the party.”
“This is some psycho level shit!” I said pissed off.
“This is insane,” Kaylee muttered. “She full-on arranged her marriage.”
“Not cool, bro,”
“I think we’ll contact you later,” I said and hung up before my head exploded.
Luigi and I locked eyes, faces full of panic. Then we turned towards Georgina.
“I swear to God, I had no clue,” Georgina said, her face pale, “Missy handled that whole thing herself. I didn’t know she submitted anything. I thought he was a cheap actor.”
“I’m gonna sue,” I said with determination.
I’ve always wanted to say that
“Can we do that?” he asked, still stuck somewhere between shock and existential dread.
“Let me call…my lawyer.”
“You have a lawyer?”
“Sorta.” I shrugged
I dialed her number.
“¿Qué onda, nena? ¿Cómo te fue con lo de la visa?” she asked cheerfully. (What’s up babygirl? How was your visa appointment?)
“You’re on speaker, Nini,” I said. “Something happened.”
I gave her the full rundown. I expected a scolding.
Instead? Laughter. Wheezing.
“¡Ahora sí te mamaste!” she howled. “Y mi tía que juraba que serías una quedada… y mira, la princesa se casó.” (You’ve outdone yourself! And my aunt swore you were going to be a spinster. Look… the princess got married.)
“Wey ya!” I groaned, clutching my face. (Dude stop)
“Wey, is my new cousin there?” Renée asked.
“Hi,” Luigi mumbled.
“Ay, qué voz,” she mocked, clearly loving this. (What a voice)
“STOP,” I begged.
I turned to Luigi who was still processing what was happening.
“So what do we do?” I asked, exasperated.
“Well, you two can file for an annulment,” she said, slipping into lawyer mode. “But you’ll need to prove fraud—that both of you didn’t consent or weren’t of sound mind. Testimonies, witnesses, evidence.”
“How long does that take?”
“Could be a few months but we are close to the holiday season.”
I slumped. “Perfect.”
My brain was fried, my body aching, and my soul halfway to purgatory.
I flopped in my bed, like a piece of human laundry someone gave up folding. I stared at the ceiling, wondering at what precise moment my life derailed into this absurd plotline.
How the hell did I get here?
A knock echoed at the door. I didn’t even lift my head.
“Go away!”
But then I heard the click of the doorknob.
I turned my head sharply. “As long as I remember, ‘go away’ is not an invitation!”
Luigi stood in the doorway, hands shoved into his pockets. “Yeah, well,” he shrugged. “I already opened.”
I groaned and dropped my head back against the bed. He walked in without asking—because of course he did—and motioned to the mattress.
I didn’t even argue.
I scooted over. He lay down next to me, both of us staring at the ceiling like it might give us answers. It didn’t.
“So…” he said after a long beat. “Married?”
“Yup.” I didn’t have the emotional strength for more syllables.
“I always thought this kind of thing could only happen in Vegas,” he said with a disbelieving huff.
“Contrary to popular belief,” I replied dryly, “eloping under the influence is less common now. Vegas has a sobriety clause for marriage licenses. Can’t just show up drunk and tie the knot anymore.”
“Yikes,” he muttered.
“Yeah. Yikes.”
The silence returned, heavy this time.
“What am I gonna do?” I finally let it spill out. “The annulment process could take forever. If I travel home for easter, they’ll flag my visa.”
Luigi turned his head to look at me. “Could that get you deported?”
I swallowed hard. “Technically no— I’m married to an American citizen,” I said, the words tasting like irony. “But it would look like immigration fraud. Which means… investigation.”
He saw the panic bubbling beneath my words. I wasn’t being dramatic. I was being realistic.
“I could risk it and go anyway. Pretend like nothing happened,” I said in a whisper.
The pause between us stretched again.
Then he exhaled, slowly and unsure.
“There could be… another way.”
I turned toward him. “Like what?”
“My dad,” he said hesitantly, “knows someone who works in family court. A close friend. Maybe he could help—speed things up.”
I blinked. “Are you willing to tell your parents that you got married at a frat party while high and drunk?”
He winced. “Yeah, no. That’s… a conversation I’m not emotionally prepared for.”
“Me neither,” I sighed and let my head fall gently against his shoulder. It felt weirdly normal. Comforting. Stable. He didn’t pull away.
For a minute, we just lay there.
Quiet.
Thinking.
“Let's hope the annulment works,” I whispered

Host: It's 22 minutes till eight or 46 and a half hours till the release of Joker Out's new, third album, and on Monday I caught up with Bojan Cvjetićanin, the band's singer. And the story of Joker Out before the third album can be divided into the time before and after Eurovision, because after that final performance, things started happening really quickly.
Bojan: I mean, before Eurovision, our aspirations were to try breaking into the Balkans, in whichever form it would be, we didn't dare think much about going abroad. When our duet with Elvis Costello happened, we started thinking in that direction, that maybe we could go for, for example, English speaking markets or not Slovenian or Balkan ones. But there were no real steps made in that direction, and now our plans absolutely involve more than just Slovenia and the Balkans, but it all has to be part of one story, Europe is now definitely part of the regular repertoire, I'd say. Last year, or this year, we had three offers for a small tour across Australia, which we, unfortunately, couldn't accept, because we fortunately wanted to finish this album. We had a concert in New York booked, but we had to cancel it because we couldn't get work visas fast enough, because everything happened very ad hoc. So, there were offers, there are options, I believe that honestly, I don't think we have any sort of megalomania or an abnormal wish for success or hunger. We just want to keep making music that we like and play it to the people who like it, the future will show how far it reaches, but I don't want to force anything.
Bojan from Joker Out on Val 202, 'Souvenir Pop', the third album, will be released to the people on Friday early in the morning, and is, after the initial listen, a rollercoaster of genres, emotions and languages.
I saw now, during the creation of this album, that it can really turn us around, take us in a wholly other direction than the one planned, and it was quite a tumultuous experience of creating this album, so I'm not worried that emotions and ideas for the fourth one would be running low, the only thing I'm scared of is this rollercoaster, how quick it can spin and how many languages we intend to add and such.
How much privacy is in the songs we've not heard yet?
A lot, in some songs there's a lot of contemplation about privacies that were stolen from some people. There's a lot... Yeah, I'd say quite a lot, the album is very introspective in general.
'Souvenir Pop' out on Friday morning, that was Bojan Cvjetićanin, singer of the band Joker Out, and the album will include 'Stephanie'.

After years of fruitless discussions and aborted plans in the European Union, one country—Italy—has recently begun to process irregular migrants’ asylum claims in a third country for the first time. Or, to be more exact, it tried to do so.
Italy’s right-wing prime minister, Giorgia Meloni, who campaigned on an anti-immigration platform that included a naval blockade to stop immigration from North Africa, agreed with Albania last November to send some asylum-seekers to the Balkan country and process their asylum requests there.
Two recent attempts to ferry visa-less migrants rescued in the Mediterranean to Albania and fast-track their repatriation failed twice after Italian magistrates questioned the legality of Meloni’s landmark initiative. After getting two Albanian facilities ready for the purpose and staffing them with Italian personnel, in mid-October Rome sent there a group of 16 migrants it rescued in international waters while they attempted to cross the Mediterranean to reach Italy’s southern shores.
Under the so-called Italy-Albania protocol, Italy can ferry the migrants to Albania only if it considers their country of origin as safe and they aren’t minors, pregnant women, or other vulnerable people. However, an Italian court ruled that the migrants, who were from Egypt and Bangladesh, had to be transported to Italy within days because they could not be considered as coming from a safe country. An additional legal hurdle emerged for four of them because they either declared themselves as minors or had health problems.
Meloni’s government responded by approving by decree a list of 19 countries deemed safe for return, designating both Egypt and Bangladesh as free of danger. In November, Italian authorities sent a second group of eight Egyptian and Bangladeshi men (one of whom was found to be vulnerable and returned to Italy) to Albania, but the court again rejected the shipment. This time, it also asked the European Court of Justice (ECJ) to weigh in and clarify whether Italian law, in particular Rome’s recent designation of those 19 countries as safe for quick repatriation, is compatible with EU law, leaving the whole scheme in a legal limbo.
The court’s decisions sparked a loud rout between the Italian judiciary and government. Italian Interior Minister Matteo Piantedosi said the decree “provides a standard” for judges to follow, rather than indulging in a “wavering interpretation” of the EU judgment.
Meloni denounced the decision to transport the migrants to Italy from Albania, calling it prejudiced, while Justice Minister Carlo Nordio said it was “abnormal” for judges to establish which countries could be deemed safe. Elon Musk, who is a friend of Meloni, weighed in the spat, writing on X after the second court decision that “[t]hese judges need to go” and doubling down later on by asking: “Do the people of Italy live in a democracy or does an unelected autocracy make the decisions?”
In a highly unusual response to Musk, Italy’s widely respected head of state, Sergio Mattarella, said the country “knows how to take care of itself.”
At the heart of the controversy lies an October ruling by the ECJ, which stated that no country of origin could be declared safe unless its entire territory was considered free of danger. The ruling referred to a Czech case but is applicable across the whole EU, prevailing over national legislation. Italian judges said they are forced to follow EU law and not apply Italian law if it conflicts with the bloc’s legislation. The Italian government appealed to the country’s Supreme Court to nullify the judges’ rejections. Its decision is expected in December.
However, the final word is likely to remain with the ECJ, according to legal experts, which in turn could take months to clarify whether Italy is able to fast-track irregular migrants’ repatriation in Albania.
The spat between the Italian government and the judiciary is casting doubts over the viability of the policy, which had attracted interest and praise from other European countries, as a way to deter illegal immigration to the continent.
European Commission President Ursula von der Leyen championed the Italian initiative, urging the bloc’s 27 leaders ahead of a summit in October to consider the possibility of creating repatriation hubs outside the EU, drawing “lessons from the Italy-Albania protocol.” At the summit, the leaders then committed to explore “innovative solutions” to fight against illegal immigration.
A debate at the European Parliament in late October showed that moderate, conservative, and right-wing politicians, who are in favor of a major clampdown on illegal immigration, tend to support the plan. In contrast, the socialists said it represents a violation of both EU and international law, the Greens branded the hubs as Guantánamo-style concentration camps, and the liberals said it is an expensive and ineffective model.
This year, the EU passed the long-stalled Migration and Asylum Pact, designed to accelerate the repatriation of failed asylum-seekers and distribute the burden of hosting migrants and refugees among member states. The agreement, which is the latest attempt by the EU to manage and normalize migration flows into the continent, will come into force in June 2026.
Individual EU countries have mulled similar plans to Meloni’s to deter the arrival of irregular migrants in their countries. Germany, which accounts for around a third of asylum applications in the EU, will assess options for processing in third countries in December. The country’s conservatives, who are likely to win next year’s federal elections, have already signaled that they would support such deals.
A different, more radical plan to send asylum-seekers to Rwanda by former British Prime Minister Rishi Sunak was ruled unlawful by the country’s Supreme Court last year. Sunak’s successor, Keir Starmer, dismissed the policy of deporting asylum-seekers to the African country as a “gimmick.” However, after meeting with Meloni in September, he hailed Italy’s efforts to tackle illegal immigration, saying the two countries would share intelligence and work more closely together to “smash” the people-smuggling gangs. He added that he was “very interested” in Italy’s agreement with Albania but that he would wait to see the results after it became operational.
Even if legal hurdles were solved, many have criticized the Italy-Albania protocol as very expensive and completely ineffective at deterring migrants’ arrivals.
Matteo Villa, a researcher at the Italian Institute for International Political Studies in Milan, estimated that the cost of processing one migrant application in Albania, if the centers there ran at their full capacity of 10,500 asylum-seekers a year, is nine times the cost borne by the country if it processed them in Italy.
Given that the Italian government said the plan would cost around 130 million euros (about $137 million) a year and that each Albanian center can host at any one time up to 1,200 people, that translates into a cost per migrant of 297 euros (about $312) a day, Villa estimated, compared with the 33 euros Italy currently spends processing the applications on its soil.
At the same time, Villa concluded that taking as a baseline the arrival of 75,000 irregular migrants in the year to October, that the two centers can take only 10,500 a year, and considering the existing repatriation rates of asylum-seekers whose requests are processed in Italy, the probability of being taken to Albania and then repatriated is less than 2 percent.
“What governments should rather do is to work to increase their ability to repatriate the migrants, wherever they process their applications. Putting migrants in small centers abroad could only make it appear that there are less arrivals for a short period of time, but then almost all the migrants would end up in Italy,” Villa told Foreign Policy. “To make external return hubs work, governments would need to strike very strong agreements with third countries to be able to build a high number of these centers. This would enable Europe to show irregular migrants that if they try to enter illegally, they will systematically end up there and then repatriated.”
Villa added that individual countries have little leverage to negotiate with the countries of origin besides offering financial help to these countries in exchange for taking back the migrants. If the EU were to negotiate with these countries as a bloc, then European nations would be able to achieve better results, he added.
In the past decade, the EU was able to curb flows from specific countries of departure through agreements involving aid. Migration has also changed since 2015, when the wars in Syria, Iraq, and Afghanistan led to an influx of people fleeing those conflicts. With the notable exception of Ukrainian refugees, many now mostly hail from poor countries in search for a better life, with ruthless organizations of smugglers assuring them that it would be easy to get into Europe.
In 2016, the EU struck a deal with Turkey; the hefty aid package to the country was successful at preventing migrants from crossing into the EU. Migrants shifted to the more dangerous route from Libya to Italy. Another EU deal, giving boats and equipment to the infamous Libyan Coast Guard, helped reduce that flow. More recently, an accord with Tunisia, brokered by Meloni and von der Leyen, curbed departures from the North African country.
These deals attracted widespread criticism by human rights organizations and have been shaky at times but overall helped reduce the flows. Yearly irregular migrants’ arrivals dropped from around 390,000 in 2016 to 100,000 in 2020, according to the International Organization for Migration. Then they began rising again each year, up to 293,000 in 2023. Until November this year, Europe registered 189,000 arrivals.
Meanwhile, the populations of many European countries have kept on aging and shrinking, posing a host of problems, such as the sustainability of public pension systems and the shortage of personnel in the industrial and agricultural sectors. For instance, the research center of Italy’s industrial lobby Confindustria said in October that Italy needs roughly 120,000 foreign workers a year up to 2028 to achieve the economic growth forecasts for the period.
“The problem could be partially addressed by building programs through which the skills and profiles of qualified prospective migrants are screened to see how they can be matched with the needs of European employers,” said Salvatore Petronella, a migration specialist at the Washington-based Labor Mobility Partnerships. “Centers for training and employment can be created outside of the EU but not confused with rejection centers, which would be costly and of little use.”
Some European countries such as Germany have begun to warm up to the idea and are integrating increasing numbers of migrants into their workforce, by investing in sponsorships and training abroad. These programs tend also to help the countries of origins of migrants, as normally part of the salaries these workers earn in Europe is sent back as remittances and the migrants acquire skills that can be used in their home countries at a later stage.
Still, the prevailing European approach seems to be to stop the flows at any cost and to fast-track repatriations. To this end, external return hubs may be seen as a tool, provided that the EU manages to operate them in a host of different third countries. At this stage, however, the Italian experience is far from encouraging.

After the war Notowitz worked hard to find a way out of Europe. He earned money as he could, again not following the rules. In 1947, using false papers, he secured a visa to the United States. Once in New York City, he worked at a handbag factory by day and studied at night. He was a 20-year-old in fifth grade.
“I asked myself, ‘How long do I have to be in fifth grade?’ Others encouraged me to stick with the factory work–that it was a steady, dependable living–but I noticed they did not want it for their children,” Notowitz says. “I had in the back of my mind a letter I got from my mother when I was in the camp. I think she knew she would never see me again. She wrote, ‘I hope to be able to see you again, but if the good Lord denies me that, I want you to do one thing for me. Promise me that if you have a chance, you will get an education.’ This thing stuck with me. My mother said education was the best way to make your way in the world. That was my dream.”
Notowitz held fast to this dream. He found a cousin in Memphis, Tenn., who took him in and sent him to private high school. Less than two years later, despite his lack of credits, he applied to Vanderbilt.
“At Vanderbilt nobody asked me where I came from, what I did. And I didn’t talk about it. But my work was recognized,” Notowitz says. He graduated in three years, a member of both the Phi Beta Kappa and Omicron Delta Kappa honor societies. “Vanderbilt gave me something that I really had to earn. By the time I graduated, I was established.”
