I'm just thinking about Rufus. About ruling with fear. Because having the people you rule fear you isn't that beneficial - especially when theres already a (seemingly) large anti ShinRa group. The general sentiment towards ShinRa by the public is fairly good. It's not beneficial for him to become someone to fear by those who are liable to actually like him.

The real beneficial 'leading with fear' is to make the people fear something else. Focus their fear and anger and anguish on an external point. Keep them from looking too closely at ShinRa - wear them out. ShinRa has always been good at that; creating scapegoats and misdirecting the public. Its easy to fear, to hate, those who are different. Its easy to fear the people who have been the 'enemy' of ShinRa and Midgar for years. The narrative has already been created, nurtured.
