So I have... a few OCs for Fallout (This isn't even all the Fallout characters I have, just some of the ones I write about the most). The one I probably focus on the most though is the first one, on the left. His name is William S. Moore (although we'll just be calling him Moore, since that's what he prefers to go by). I might make more posts for the other three (plus the ones who don't have full references yet) in the future! But for now... I wanna talk about my little guy...

William Shepard Moore, Sole Survivor of Vault 111, Sad Widowed Father of Several

Born the 9th of September of 2033, Moore's family originates from Ireland-- however, they quickly relocated to America to seek better opportunities for their only son, and so the family moves from Europe to Massachusetts. Moore always showed prowess more for history & literature than science, always being fascinated by world history, and more importantly, law. Being raised in a world with a constant fear of Communism, he sought to understand politics and the government that seemingly caused nothing but fear and panic in his family & friends. Despite how gifted he was, he was quite the trouble-maker, and his father believed that enlisting in the army would whip him into shape, just as it had done for him. Graduating at 18 in 2051, Moore decided to take his father's advice, and enlisted in the army.

His behavior was relatively clean while enlisted, and it wasn't until a war-time injury occurred two years later, with shards of grenade shrapnel made its way right near his right eye, that Moore found himself in dire trouble. While he lived and escaped the injury relatively unscathed vision-wise in the end, he was given a nasty facial scar, and the treatments and surgeries were plentiful and painful. Luckily for him, though, the nurse who took care of him most often was another soldier named Nora. When he was inevitably [honorably] discharged to rehabilitate from the injury, he promptly enrolled in college, deciding to study American Law. When he found out that Nora had enrolled in the same college as him, he jumped at the opportunity to try and befriend her, and throughout their long college years, they fell in love, and eventually got married after both got their masters in their respective fields.

Moore had a comfortable life as a lawyer; he was happy with Nora, with plenty of money to spare. Although the two of them believed they would likely never have the family they wanted due to Nora's chronic illnesses, it was discovered that Nora was pregnant with their first and only son-- a miracle baby, to say the least. Such a miracle inspired Moore to finally pursue something he had dreamed of for years, which was running for Mayor of Boston. He believed he could make the world better for his son, and he had already worked so hard on what he would do if he were to run, so he decided to run for office in 2076, just a year before the bombs fell. Although he had many supporters behind his back, his detractors were many; it had become exceptionally clear through media leaks that Moore had not been given the most mentally stable of minds, and many believed his PTSD made him entirely unfit for office; some using it as ammo to fire at his more left-leaning values. Moore was already exceptionally shy, but this treatment made him regress into his shell-- he forced upon himself a "perfect political persona," of sorts, completely repressing anything undesirable, and causing him to become more toxic in his own views of his masculinity. He would never get to see if this strategy worked, as the bombs fell before election day.

Moore's story has many themes; it is him finding who he is while trying to survive the wasteland, and just as importantly, trying to find the family that he had lost so many centuries ago. The Wasteland of the Commonwealth is a ravenous, unloving beast, but while it may be cruel, there are some hidden good-sides to its chaos.

The first few months out of the vault were a kind of hell that Moore cannot even remember. He actually has no recollection of the time he spent in Diamond City or Goodneighbor, much to the dismay of Hancock. No one (including Moore) knows how he survived so long by himself, given the intense dissociative episodes from the new trauma of losing his entire family, and the Commonwealth itself being a never-ending reminder of the battlefield. The only reason he found his footing was because he had managed to accidentally stumble into Goodneighbor; the kindness of the residents to take him in and nurse him back to health while he was in his absent, half-dead state is one he can't remember, but still appreciates. Hancock was the one who paid out of pocket for the stranger to receive treatment ("no one is dyin' in my town. Not if I can help it.").

He befriends Preston Garvey afterwards, and the small group begin rebuilding what they can as they try to help Moore find his son. Moore takes quite well to the role of a leader of the Minutemen; he didn't think he would, but it makes him feel a bit better knowing he has people to back him up. It takes him many, many months to begin tracking down leads for where the Institute and his son might be, and he makes a few unlikely friends along the way... mainly the Mayor that took care of him way back when.

Moore is bad at forgetting, and hates remembering. He only travels constantly because he feels the need to be away from things that remind him of a life he no longer has. Nothing hurts more than the loss of his wife. Nora was more than the world to him; she took care of him, and he dedicated his life to her in return. Sanctuary reminded him of her, the songs on the radio about love, the giant Hubflowers that bloomed her favorite color... He hated remembering her, because he hated that he could never have her, again. His strong, fiery, extroverted wife, with a passion for ridiculous clothes, a girl who always spoke her mind.

...It sounds a little familiar, huh?

He didn't really realize this with Hancock, at first. He just thought he enjoyed the company, enjoyed not being alone... but when he did realize, it was initially so painful that he sent John home, much to the despair of seemingly both of them. So many things about their relationship was deeply painful. He had so far buried the idea of being queer, the idea of being vulnerable around someone, the idea of being himself... that he had forgotten what it was like to be happy with his life.

It takes him a while to really unpack this. To realize how much he'd accidentally fucked over his friendship with a man who had gone out of his gosh-darned way to take care of him... Just like Nora did. It's a lot to deal with the realization that you don't like the person you made, but it's a start. He realizes how much he actually cares about the people around him, the society he's helping foster... and that if he doesn't tell them now, he may never be able to, tomorrow.

While he falls in love both literally with someone and with the community he swears to protect, he finds the Institute, and his son. The son who terrorizes everything he now loves. It's hard for Moore to bear; the baby his Nora was so, so excited to love, is now telling him to his face that he cared little about the lives of his own parents. And despite how much it pains him, he can't let go. Unfortunately (or fortunately, depending on how you look at it), the world had already decided for Shaun to go, and so Moore spent his time learning about the facility around him as he watched his only flesh and blood pass.

Taking up the role of the Director, Moore is uninterested in "destroying" the Institute; there is too much good being done here to slaughter so many innocent people. He essentially tells the boards, "we cannot keep torturing the people on the surface, and if you don't discontinue these unnecessary projects my son started, I will be more forceful," and with some... helpful suggestion from the Railroad and his now much-larger Minutemen army, he successfully turns the Institute into a place of proper medical study and aid for the surface. In return, he stages a false explosion on the surface; the people of the Commonwealth now truly believe the Institute is gone, and with the boogeyman dealt with, the Institute could operate in relative peace, with the silent safety-net of the Minutemen army (given they honored their side of the deal: no more synths, more research in cultivation and medical science).

Nowadays, Moore serves as a kind of Governor for the top-half of the Commonwealth, controlling most of the Greater Boston Area and above. He is romanced with Hancock (obviously), and spends most his time dealing with legal Government work, as well as trying to keep peace between his land and the land that the Gunners and Rust Devils claim. Although he's not perfect, he's learned what he's here for, and has found more peace and love within himself that he did not have before the war. He's also cybernetically-enhanced; thanks to an "accident" regarding laser rifles, his left eye was amputated and replaced with a prosthetic (formerly synth) eye, and he also has similar life-extension technology that Kellogg used to use. He tries to live a quieter life with his synth son Shaun and his partner John with the rest of his friends, but God knows that Plot Shenanigans love striking.

Robert Pearl, a professor at Stanford medical school, was previously CEO of Kaiser Permanente, a US medical group with more than 12 million patients. If he was still in charge, he’d insist that all of its 24,000 physicians start using ChatGPT in their practice now. “I think it will be more important to doctors than the stethoscope was in the past,” Pearl says. “No physician who practices high-quality medicine will do so without accessing ChatGPT or other forms of generative AI.”

Pearl no longer practices medicine but says he knows physicians using ChatGPT to summarize patient care, write letters, and even—when stumped—ask for ideas on how to diagnose patients. He suspects doctors will discover hundreds of thousands of useful applications of the bot for the betterment of human health.

As technology like OpenAI’s ChatGPT challenges the supremacy of Google search and triggers talks of industry transformation, language models are starting to show the ability to take on tasks previously reserved for white-collar workers like programmers, lawyers, and doctors. That has sparked conversations among doctors about how the tech can help them serve patients. Medical professionals hope language models can unearth information in digital health records or supply patients with summaries of lengthy, technical notes, but there’s also fear they can fool doctors or provide inaccurate responses that lead to an incorrect diagnosis or treatment plan.

Companies developing AI technology have made medical school exams a benchmark in the competition to build more capable systems. Last year, Microsoft Research introduced BioGPT, a language model that achieved high marks on a range of medical tasks, and a paper from OpenAI, Massachusetts General Hospital, and AnsibleHealth claimed that ChatGPT can meet or exceed the 60 percent passing score of the US Medical Licensing Exam. Weeks later, Google and DeepMind researchers introduced Med-PaLM, which achieved 67 percent accuracy on the same test, although they also wrote that, while encouraging, their results “remain inferior to clinicians.” Microsoft and one of the world’s largest health care software providers, Epic Systems, have announced plans to use OpenAI’s GPT-4, which underpins ChatGPT, to search for trends in electronic health records.

Heather Mattie, a lecturer in public health at Harvard University who studies the impact of AI on health care, was impressed the first time she used ChatGPT. She asked for a summary of how modeling social connections has been used to study HIV, a topic she researches. Eventually the model touched on subjects outside of her knowledge, and she could no longer discern whether it was factual. She found herself wondering how ChatGPT reconciles two completely different or opposing conclusions from medical papers, and who determines whether an answer is suitable or harmful.

Mattie now describes herself as less pessimistic than she was after that early experience. It can be a useful tool for tasks like summarizing text, she says, so long as the user knows that the bot may not be 100 percent correct and can generate biased results. She particularly worries about how ChatGPT treats diagnostic tools for cardiovascular disease and intensive care injury scoring, which have track records of race and gender bias. But she remains cautious about ChatGPT in a clinical setting, because sometimes it fabricates facts and doesn’t make clear when the information it is drawing on dates from.

“Medical knowledge and practices change and evolve over time, and there’s no telling where in the timeline of medicine ChatGPT pulls its information from when stating a typical treatment,” she says. “Is that information recent or is it dated?”

Users also need to beware how ChatGPT-style bots can present fabricated, or “hallucinated,” information in a superficially fluent way, potentially leading to serious errors if a person doesn't fact-check an algorithm's responses. And AI-generated text can influence humans in subtle ways. A study published in January, which has not been peer reviewed, that posed ethical teasers to ChatGPT concluded that the chatbot makes for an inconsistent moral adviser that can influence human decisionmaking even when people know that the advice is coming from AI software.

Being a doctor is about much more than regurgitating encyclopedic medical knowledge. While many physicians are enthusiastic about using ChatGPT for low-risk tasks like text summarization, some bioethicists worry that doctors will turn to the bot for advice when they encounter a tough ethical decision like whether surgery is the right choice for a patient with a low likelihood of survival or recovery.

“You can't outsource or automate that kind of process to a generative AI model,” says Jamie Webb, a bioethicist at the Center for Technomoral Futures at the University of Edinburgh.

Last year, Webb and a team of moral psychologists explored what it would take to build an AI-powered “moral adviser” for use in medicine, inspired by previous research that suggested the idea. Webb and his coauthors concluded that it would be tricky for such systems to reliably balance different ethical principles and that doctors and other staff might suffer “moral de-skilling” if they were to grow overly reliant on a bot instead of thinking through tricky decisions themselves.

Webb points out that doctors have been told before that AI that processes language will revolutionize their work, only to be disappointed. After Jeopardy! wins in 2010 and 2011, the Watson division at IBM turned to oncology and made claims about effectiveness fighting cancer with AI. When hype rings hollow, there could be lasting consequences. During a discussion panel at Harvard on the potential for AI in medicine in February, primary care physician Trishan Panch recalled seeing a colleague post on Twitter to share the results of asking ChatGPT to diagnose an illness, soon after the chatbot’s release.

Excited clinicians quickly responded with pledges to use the tech in their own practices, Panch recalled, but by around the 20th reply, another doctor chimed in and said every reference generated by the model was fake. “It only takes one or two things like that to erode trust in the whole thing,” said Panch, who is cofounder of health care software startup Wellframe.

Despite AI’s sometimes glaring mistakes, Robert Pearl, formerly of Kaiser Permanente, remains extremely bullish on language models like ChatGPT. He believes that in the years ahead, language models in health care will become more like the iPhone, packed with features and power that can augment doctors and help patients manage chronic disease. He even suspects language models like ChatGPT can help reduce the more than 250,000 deaths that occur annually in the US as a result of medical errors.

Pearl does consider some things off-limits for AI. Helping people cope with grief and loss, end-of-life conversations with families, and talk about procedures involving a high risk of complications should not involve a bot, he says, because every patient’s needs are so variable that you have to have those conversations to get there.

“Those are human-to-human conversations,” Pearl says, predicting that what’s available today is just a small percentage of the potential. “If I'm wrong, it's because I'm overestimating the pace of improvement in the technology. But every time I look, it's moving faster than even I thought.”

For now, he likens ChatGPT to a medical student: capable of providing care to patients and pitching in, but everything it does must be reviewed by an attending physician.

Something was very very wrong. I bolt up lashing out blindly. A ball of ice-cold crackling energy shoots from my hand. A bearded man dressed in some kind of robes moves his hands opening a portal out of thin air and then closes it; trapping the energy. That's shocking and amazing and all but I can't help but stare down at my own hands in shock. “I apologize, that is- erm, a new development.” I murmur.

“It's alright I've handled worse, it's actually my job to handle mystic problems but that's not why I'm here.” I raise an eyebrow in his direction. “Tony Stark called in a favor so I came to look at your scans. In my career I handled some interesting cases, but it's rare to see damage like yours.” My heart skips a beat. “You can see the damage?” “Yes there’s damage to the frontal cortex of your brain and various injuries to your nerves If I’m correct you don’t have feeling on the soles of your feet?” I nod. It wasn’t that big of a deal until it turns out I’ve had something embedded in my foot for God knows how long.

“You're otherwise functional, we released some pressure from the base of your skull so that should be tender for a while, overall you have a clean bill of health. I raise my eyebrow inquisitively at him. “Is the psych eval not in or what?” “That’s clean too, you tested positive for the mutant gene. It explains your abilities.” My mind is going a mile a minute trying to process exactly what he’s saying. “That can’t be it, at least not the only…” I pause thinking for a second. “They found the bunker didn’t they?”

He seems to contemplate lying before admitting the truth. “Yes State and Local authorities are on scene, I suspect the FBI won’t be far behind.” I nod softly, it’s strange for my deep secrets to be common knowledge. “I appreciate your help but I have one question for you. Am I taking this IV out or are you because I have to go.” “No one is taking the IV out because the moment you’re off the morphine you’ll have a migraine strong enough to take out a grown man.”

“Coming from a girl who's taken out two grown men, just remove the damn IV” I wasn’t angry, just firm. I could tell he would be a tough nut to crack. “No I’m not risking the wellbeing of my patient you’re staying put” he counters. “You have a very short amount of time before I just rip it out.” I threaten. “Try that young lady and I'll restrain you.” His glare shows that he wanted to use words other than “young lady”

Sadly I’m still above begging. “Can I at least get a call? I've been in prisons with better bedside manner” I grumble. I think he says something about kids these days as he hands me the hospital phone. I feel a presence behind me. “I memorized the Lawyers number” Martin says. I push the phone in his direction and he dials. I place the receiver to my ear and listen to it ring.

I can hear the conversation in the background of the call. “I’m not your fucking secretary Red Im not taking your calls. “Just five minutes Castle I have to talk to the police chief and social services.” There’s some grumbling before someone finally speaks directly into the phone. “This is Matt Murdock’s phone. What do you want?” “Hi I’m Sylvia Cole I was hoping I could speak to Mr.Murdock regarding his visit to Massachusetts? He inhales sharply. “I’m assuming you’ve seen it, can I

ask— . “There were 12” he answers quickly, sparing me from asking the question.

My mind is reeling for a moment. “You need to tell then there are five more, the earliest ones.” “Alright Doll I’ll send the message,” he tells me. “Thank you, Mr…?” “Castle, Frank Castle you can call me Frank,” he replies. “Thank you, Frank, I truly appreciate your help,” I tell him softly. “Anytime Doll, call if you need anything alright? “I will, goodbye.” I set the phone in its cradle appreciating the satisfying sound.

Strange was staring at me as if he expected my head to burst into flames at any given moment. “I do hold some respect for you Dr.Strange I won’t rip the IV out I swear it. If you find me a bible I’ll swear it well or the Torah I’m half and half either works,” I offer. “Somehow I don’t believe that as you choose to sass me and promise in the same breath.” “You gotta let a girl have her fun somehow Doctor. The ghosts don't always get my humor.”

“The ghosts, what exactly are they like?” Strange asks taking a seat in the hospital chair. “Well they're all different, most of them are either terribly sad or angry at their predicament. I'm not entirely sure how they become ghosts, but they're not quite good or evil. Not in the black or the white ; they just get stuck in the grey. That's what I call where they go when I can't see them.” I explained to him. He begins to ask a question but doesn't get to finish it as I begin to scream bloody murder at the sight in front of me.

“What is it, what is it!?” Strange grabs me by the shoulders. I fall against his chest sobbing. “I can see them and I can feel their pain. They were just babies how could he do this? He was a father, he was my father, how could he do this to us.” Strange wraps me in his arms awkwardly at first but he softens a bit rocking me back and forth. “It’s alright he’s gone he can’t hurt anyone else.” “No no! you don’t understand they keep chanting it.” I try and scream louder to drown them out but I still hear them as a needle pricks my shoulder and my eyelids droop.

Judge Howard P. Drew (June 28, 1890 - February 19, 1967) schoolboy Olympian, original “World’s Fastest Human,” scholar, soldier, lawyer, and first African American judge in Connecticut, was born to David and May Drew in Lexington, Virginia. The Drew family moved to New York City in 1895 and arrived in Springfield, Massachusetts in 1904.

He entered Springfield High School but dropped out his freshman year to work to help support his family. He re-entered high school in 1910. As a high school junior, he was considered one of the fastest sprinters in the country. At the US Olympic Trials, he tied the World Record in the 100-meter dash.

At the 1912 Stockholm Olympics, he decided to go for a record in the 100-meter semi-final but he stepped into a soft spot on the track and his left leg gave out. He managed to hop across the finish line in first place. No amount of therapy could get him ready for the finals. He was told he risked permanent injury, he watched teammate Ralph Craig win both the 100 and 200-meter races. He played on the US Olympic baseball team, sharing left-field responsibilities.

The 1916 Olympics were canceled due to WWI. He was the star of the “Pershing Olympics” held in France for the Allied Forces but by the time tryouts for the 1920 USA track team came, he was unable to make the team.
