one thing that i believe remains consistent throughout all the personas gallagher has lived is smoking. they maintain whatever other habits and quirks they've pulled from others, sure, but smoking is something that they've chosen to keep despite everything—not even as something they do "in-character" but as personal preference.
gallagher undoubtedly has a connection to fire. he also has a connection to the enigmata, whose primary goal is to "shroud" things in uncertainty. the history fictionologists (of which i believe gallagher to be a part of) also employ smokescreens when doing their jobs, as seen in this curio
so it makes sense to me that he would have an affinity for smoking. in some cheeky way, it's a reference to who he truly is. and, besides, he's been through shit—can't a guy have a cig or two to loosen up? doesn't he deserve it?
