LAS VEGAS (AP) — One of the last living witnesses to the fatal drive-by shooting of rapper Tupac Shakur in Las Vegas was charged with murder Friday in the 1996 killing, a long-awaited breakthrough in a case that has frustrated investigators and fascinated the public.A Nevada grand jury indicted Duane “Keffe D” Davis on one count of murder with a deadly weapon, Clark County Chief Deputy District Attorney Marc DiGiacomo announced in court Friday.Davis has long been known to investigators and has himself admitted in interviews and in his 2019 tell-all memoir, “Compton Street Legend,” that he was in the Cadillac from which the gunfire erupted during the September 1996 drive-by shooting.DiGiacomo described Davis as the “on-ground, on-site commander” who “ordered the death” of Shakur, who was killed at 25. Homicide Lt. Jason Johansson called Davis the “leader and shot caller."“For 27 years the family of Tupac Shakur has been waiting for justice,” Clark County Sheriff Kevin McMahill said at a news conference Friday. “While I know there’s been many people who did not believe that the murder of Tupac Shakur was important to this police department, I’m here to tell you that is simply not the case."After Davis’ 2018 interview, Johansson said the police department “knew this was likely our last time to take a run at this case to successfully solve this case and bring forth a criminal charge.”The charges were revealed hours after Davis, 60, was arrested this morning while on a walk near his home in the Las Vegas suburb of Henderson, according to DiGiacomo. In mid-July, Las Vegas police raided Davis' home. They were looking for items “concerning the murder of Tupac Shakur,” according to the search warrant. They collected multiple computers, a cellphone and hard drive, a Vibe magazine that featured Shakur, several .40-caliber bullets, two “tubs containing photographs” and a copy of Davis’ memoir.“It has often been said that justice delayed is justice denied,” District Attorney Steve Wolfson said after the hearing in a brief comment to the AP. “In this case, justice has been delayed, but justice won’t be denied.” A grand jury has been hearing evidence in the case for several months. On Friday, Clark County District Judge Jerry Wiese denied Davis bail.It wasn’t immediately clear if Davis has an attorney who can comment on his behalf. Davis hasn’t responded to multiple phone and text messages from The Associated Press seeking comment since the house raid.Messages left Friday for his wife, Paula Clemons, also weren’t returned. On Sept. 7, 1996, Shakur was in a BMW driven by Death Row Records founder Marion “Suge” Knight in a convoy of about 10 cars. They were waiting at a red light near the Las Vegas Strip when a white Cadillac pulled up next to them and gunfire erupted. Shakur was shot multiple times and died a week later. The rapper’s death came as his fourth solo album, “All Eyez on Me,” remained on the charts, with some 5 million copies sold. Nominated six times for a Grammy Award, Shakur is still largely considered one of the most influential and versatile rappers of all time.In his memoir, Davis said he was in the front passenger seat of the Cadillac and had slipped the gun used in the killing into the backseat, from where he said the shots were fired.Davis implicated his nephew, Orlando “Baby Lane” Anderson, saying he was one of two people in the backseat. Anderson, a known rival of Shakur, had been involved in a casino brawl with the rapper shortly before the shooting. Anderson denied any involvement in Shakur’s death. He died two years later. After the casino brawl, “Mr. Davis formulated a plan to exact revenge upon Mr. Knight and Mr. Shakur” in his nephew’s defense, DiGiacomo said.Emails seeking comment from two lawyers who have previously represented Knight were not immediately returned. Knight was grazed by a bullet fragment in the shooting but had only minor injuries. He is serving a 28-year prison sentence in California for an unrelated voluntary manslaughter charge.
In his memoir, Davis revealed that he first broke his silence in 2010 during a closed-door meeting with federal and local authorities. At the time, he was 46 and facing life in prison on drug charges. He agreed to speak with them about Tupac’s killing, as well as the fatal shooting six months later of Tupac’s rap rival, Biggie Smalls, also known as the Notorious B.I.G.“They offered to let me go for running a ‘criminal enterprise’ and numerous alleged murders for the truth about the Tupac and Biggie murders,” he wrote. “They promised they would shred the indictment and stop the grand jury if I helped them out.”Shakur was feuding at the time with rap rival Biggie Smalls, who was fatally shot in March 1997. At the time, both rappers were in the middle of an East Coast-West Coast rivalry that primarily defined the hip-hop scene during the mid-1990s.Greg Kading, a retired Los Angeles police detective who spent years investigating the Shakur killing and wrote a book about it, said he's not surprised by Davis' arrest. The former Los Angeles police detective said he believed the investigation gained new momentum in recent years following Davis’ public descriptions of his role in the killing, including his 2019 memoir. “It’s those events that have given Las Vegas the ammunition and the leverage to move forward,” Kading said. “Prior to Keffe D’s public declarations, the cases were unprosecutable as they stood.”“All the other direct conspirators or participants are all dead,” Kading said. “Keffe D is the last man standing among the individuals that conspired to kill Tupac.”

Spreewald:

BLACKOUT IM SPIESSIG VERRUCHTEN BERLIN DER 20er JAHRE

Railroad Concrète  duo started by Heidrun Schramm and JD Zazie in 2017, based on actual train sounds taken from their personal field recording’s archive. Fascinated by these sounds, that accompany their daily life, the duo plays with train noises, inner resonances, sonic landmarks, signals, social sounds and train station’s acoustic qualities. “Railroad Concrète” constantly develops the collected sound material in its compositions and sound installations, where the sound sources range from the concrete to the abstract, in perfect symbiosis. The project has been presented in Belgium and in Germany and has been part Q-O2 art-residency program in 2018.

Floating cities - fantasy or the future?

Media captionFloating cities – fantasy or the future?
Floating cities have long seemed like a utopian pipedream based on little more than fantasy.
But this week the concept appeared to take a step closer to reality through a UN-backed partnership.
UN-Habitat, which works on sustainable urban development, will team up with private firm Oceanix, the Massachusetts Institute of Technology (MIT) and The Explorers Club, a professional society that promotes scientific exploration around the world, to further the idea.
As climate change advances at an alarming rate and huge numbers of people cram into city slums, “floating cities is one of the possible solutions”, UN-Habitat’s executive director, Maimunah Mohd Sharif, says.
How would it work?
Oceanix City, or the world’s first sustainable floating city, would essentially be groups of hexagonal platforms – anchored to the seabed – that could each house around 300 people, effectively creating a community for 10,000 residents.
Cages under the city could harvest scallops, kelp, or other forms of seafood.
Marc Collins Chen, the chief executive of Oceanix, said the technology to build large floating infrastructure or housing already exists.
“The biggest question in people’s minds is if these cities can actually float,” Mr Collins Chen told the BBC.
“There are thousands of such houses in the Netherlands and other communities around the world. It is now a question of scale and creating integrated systems and communities.”

Concerns have been raised that floating cities could be perceived as a quick fix to dealing with the dangers of climate change and rising sea levels.
“The caution I have is that sometimes people advance futuristic ideas of this sort as a way of saying climate change isn’t so bad because if it happens we’ll find a way around it,” Michael Gerrard, director of the Sabin Center for Climate Change Law at Columbia University, told the Thomson Reuters Foundation in 2017.
But Mr Collins Chen said Oceanix was working with a “solid team” of experts in waste management, water engineering, marine regeneration and energy efficiency.
The cities could also be a defence against natural disasters, he said.
“Floating cities will be located specifically in sites where they will have sufficient water depth to not be impacted by tsunamis,” he said, adding that the platforms could also withstand floods and hurricanes.
Are the plans realistic?
“The main obstacles at this point are psychological and are not technological,” Richard Wiese, president of The Explorers Club, told the BBC.
“People psychologically get nervous at the term ‘floating city’. I used this term to my wife, and her immediate response was not technological but rather visceral, she didn’t like the idea of something that could drift away.”
To gain the confidence of the general masses and politicians, Mr Wiese said the creation of small extensions to existing cities could be necessary to start with, picking out Hong Kong, New York or Boston as potential testing grounds.
Beyond housing solutions, Mr Wiese said floating hospitals being towed to disaster areas was another idea being floated.

One of the obvious issues facing Oceanix City is that it lacks funding.
“[Those] that fund infrastructure tend to be very conservative,” said Steve Lewis, founder of Living PlanIT, a group that focuses on new approaches to urban planning and development.
“They tend to invest in things they understand well and then you come along and say you’re building a town floating on the ocean and they go ‘really?'”
However Mr Lewis, who now focuses on investing in smart cities, pointed to the boom in wind farms over the past 20 years as evidence that attitudes can change.
Although a floating settlement on such a scale would be unprecedented and would throw up plenty of technical challenges, Mr Lewis said the structures would actually be relatively straightforward to put together.
“Proof is in the pudding and we’ll see how it actually turns out,” he said.
“But I think we need to push the boundaries of what new life looks like in different environments. Even if it doesn’t house 10,000 people, I think communities of a few thousand would benefit.”
Image copyright Oceanix
Mr Wiese of The Explorers Club said that selling the idea to investors and the public need not be a “doomsday bunker scenario”.
“We need to demonstrate that it is an enjoyable, sustainable and economic advancement that will apply to all portions of the population and not just wealthy enclaves,” he said.
“If you look at Apollo 11, you have to remember that there were many small steps to create a moon launch,” he added.

MY CAT IS AN ALIEN contribute to the first book entirely focused on THURSTON MOORE:
“Thurston Moore - We Sing A New Language” by NICK SOULSBY Omnibus Press (UK/ USA) OUT MARCH 13, 2017
From author Nick Soulsby: For “We Sing A New Language: The Oral Discography Of Thurston Moore”, I wanted to use the experiences and perspectives of the people who have played on the numerous records he’s featured on outside of Sonic Youth, to paint a picture of his development and his interests in music across the years. It’s notable how much of his energies, very early on, were on gaining this wider experience while – since the mid-Nineties – there’s a veritable explosion of effort devoted to other scenes which then feeds back into Sonic Youth in the form of the SYR records, releases with Mats Gustafsson, the presence of Borbetomagus on the Murray Street album, their choices of support acts when touring. There’s even a specific character to Moore’s efforts during Sonic Youth’s peak of commercial success in the early-to-mid-Nineties with Moore evangelising and paying tribute to the underground bands who he felt was important – so much of that era is spend on covers and tributes. It’s that kind of pattern that speaking to the people involved was able to tease out.
The book includes a comprehensive Contributors section in which each of the 170 people involved summarises their personal creative urges and expressions – the hope being that it gives the reader a sense of who they’re speaking to and a starting point for further exploration. Frankly, if you enjoy the work of Thurston Moore then there are a lot of people in here worth finding!
