Help me, knitblr!

I'm knitting the Melides dress (https://www.ravelry.com/patterns/library/melides-dress) in wool and having issues with gauge.

I gauge swatched thoroughly (including blocking my swatch and hanging it with small weights to get a stretched measurement). I'm normally pretty accurate at measuring gauge and don't really have sizing issues, and I'm a fairly advanced knitter.

But I finished the bodice and blocked it to try on, and I noticed that the waist was massive even though the bust fit fine. So I remeasured my gauge on the bodice and found that it was MUCH larger near the waist than on the bust. (5.8st/in on the waist, 6.5st/in on the bust. The bust gauge matches what I got on my swatch.)

I'm planning to frog and reknit it, but I'm wondering what the best way to proceed is. The pattern has you use a provisional cast-on -- could that be stretching things out near the bottom, even though I used a similar-weight yarn? Should I go down a waist size or two? Or should I just focus more on making sure those first couple rows are firm? Please help!
