Flanked by an elementary school and a local shopping mall on the other side of the road, this looks like an ordinary site except for a prominent watchtower that seems to belong to another era. Indeed this tower, more than a century old, served as the entry point to the gunpowder depot that once held power over a nation that ached for freedom and liberty after three centuries of colonial rule.
When the Katipunan (officially the Kataastaasan Kagalang-galang na Katipunan ng mga Anak ng Bayan and abbreviated as the KKK) decided to rise against the colonial Spanish government, they targeted to strike the El Polvorin first because it would cut off one of the most important military depots—and provide them with supplies of their own. On August 29, 1896, the Katipuneros led by Andres Bonifacio attacked El Polvorin.
The battle is considered the first major battle of the Philippine Revolution, which led to Philippine independence from Spain in 1898.
Know Before You Go
On August 30, 2022, the Metropolitan Manila Development Authority (MMDA) and the San Juan City government inaugurated the El Polvorin Linear Park, built around the site of a historic Spanish-era gunpowder depot which is now within the San Juan Elementary School.

Ayon sa Metropolitan Manila Development Authority (MMDA) na aabot sa higit 800 na mga tauhan ang kanilang idedeploy sa araw ng itim na Nazareno sa (Enero 9, 2024) araw ng Martes.
Sinabi ni acting MMDA Chairman Atty. Don Artes ang mga ito ay magbabantay sa kabuuan ng Translacion sa darating na Martes.
Magtatalaga rin sila ng mga personnel, upang maging mapayapa ang selebrasyon ng Itim na Nazareno, bukod rito ay maglalagay rin sila ng mga Ambulansya at Road Emergency at Patrol Vehicles para matugunan ang pangangailangan ng taong bayan sa ano mang mangyayaring aksidente sa Translacion ng Itim na Nazareno nito ay handa sila ano mang oras.
Ang mga kapulisan sinabi pa nito anumang oras ay nakaalerto ang kanilang mga tauhan, ang command center naman para imonitor ang pinakahuling kaganapan ng Translacion.

Week 5: Learning from the experienced

If we want to know the ins and outs of ODA-related news stories, there’s no better person to consult than an actual journalist who has experience in not only navigating the financial beats but also regularly writing reports on them.
As part of our research process on ODA-funded projects, we were able to secure an interview with Ted Cordero, a senior news producer from GMA, who reports on business and finance-related issues.
Generous is an understatement to describe how Mr. Cordero accommodated our requests. He gave us leads and contact information for media-related undersecretaries of agencies concerned with our investigative report.
This stemmed from his striking remark about the E-FOI portal, saying that it is often not useful due to its delayed responses. He says that while it is an easily accessible avenue to request documents, it is still better to directly contact the institutions and people concerned.
In fact, we already have firsthand experience of reaching a deadlock because of FOI. Specifically, our E-FOI request for the contracts of ODA-funded transport projects was denied by the Department of Transportation (DOTr), saying we should seek the document from the Metropolitan Manila Development Authority (MMDA).
However, when we requested the same document from MMDA, they also referred us back to DOTr, as if we were a basketball being passed back and forth by these agencies.
Mr. Cordero advised us to start from the mother agencies like NEDA, DOF, and COA before narrowing down our legwork to our focus agency which is the DOTr.
Essentially, he told us to follow the ODA-funded projects from conception up to fruition, which interestingly mirrors the entire process of investigative reporting as a whole. If we want to go deeper with our investigative story, Mr. Cordero also advised us to review congressional hearings on the General Appropriations Bill, specifically those that concern our focus agency.
This made me realize the importance of “zooming out” to enhance our perspective and get a full grasp of our paper trail. The documents do not magically arrive at NEDA or the DOF. They are first planned and proposed in other institutions, which we must also consider to further contextualize our story.
Much like a “trail,” the documents and information we acquire must already have a story of its own. We, as journalists, must only package it with proper contexts and interpretation.

On October 16-17, 2023, Several local government units (LGUs) and universities have decided and announced suspensions of face-to-face (F2f) classes and some shifting to online classes due to the to the transport strike planned by The Malayang Alyansa ng Bus Employees at Laborers (MANIBELA). It is estimated around 240,000 participants more likely jeepney drivers are expected coming from Metro Manila, Cavite, Laguna, Batangas, Rizal, and Quezon in Calabarzon Region, Central Luzon Region. As the given event will continue on Tuesday (Oct 17) at Manila, Mendiola according to their Official Facebook page.
The "Manibela" is a public transport organization known in the Philippines. It has claimed that from March 2022, it has reached a total estimated 50,000 drivers and operators as a member of their organizations. As the group held a protest on Monday, to express its objection to the implementation of the public utility vehicle (PUV) modernization program and the alleged corrupt practices of transportation officials.
Seeing that this was not the first time when a jeepney phase out declared. Going back, it was in the year 2017 proposed by our former President Rodrigo Duterte. As he presents a modernization program to remove all old PUVs including jeepney. But then it was delayed due to multiple occasions such as strike, pandemic and so on.
During the time of transport strike, the Metropolitan Manila Development Authority (MMDA) has deployed a free ride for the stranded commuters, a total of 140 vehicles: 33 in Parañaque and 107 in Manila.

Perez, and University of the Philippines Resilience Institute Executive Director Dr. Mahar Lagmay shared their insights and observations in a panel discussion on understanding natural hazards, such as earthquakes, floods, and volcanic eruptions, and how to prepare for such situations.
Disaster Management Specialist, Emergency Medical Technician, and Wilderness Search and Rescue Philippines Instructor Gerard “Doki” Natividad was also invited to share survival tips and tricks tailored to the needs of the attendees.

Participants in the forum were provided an SM Emergency Pack, which consists of an emergency string bag, a 4mm rope, an emergency blanket, a whistle with lanyard, a mini-flashlight, and a survival tool card. Earthquake and flood simulators were also prepared by PAGASA and DOST to add to the participants’ learning experience.

“In preparing for emergencies and calamities, SM Cares believes that no one should be left behind. That is what inspires us to continue mounting this Emergency Preparedness Forum,” said Mateo. “Our goal is to empower our senior citizens and PWDs with the essential survival skills and know-how so that they will be ready for any circumstance.”
Since the forum first began in 2015, SM Cares has been able to provide training to 7,417 senior citizens and PWDs across the country since the forum’s conception, and was awarded Gold in 2020 and Silver in 2023 at the Public Relations Society of the Philippines’ annual Anvil Awards.
This initiative shows SM Cares’ support for the United Nations’ Sustainable Development Goals (SDGs), particularly “SDG 3: Good Health and Well-being”, “SDG 10: Reduced Inequalities”, and “SDG 11: Sustainable Cities and Communities”.
SM Cares is the corporate social responsibility arm of SM Supermalls, supporting initiatives focused on communities and the environment. PASIG CITY, Feb. 28 (PIA) -- The Metropolitan Manila Development Authority (MMDA) is keen on using the inner bus lanes along EDSA for the speedy transport of the very first batch of COVID-19 vaccines expected to arrive this afternoon.
In a virtual briefing on Saturday, MMDA Chairman Benhur Abalos said the agency has eyed the use of the EDSA bus lanes, which are exclusive for accredited public utility buses, for the smooth delivery of the CoronaVac jabs after arrival at the Villamor Air Base in Pasay City. President Rodrigo Roa Duterte is expected to personally welcomed the much-awaited, very first batch of 600,000 doses of Sinovac-made CoronaVac vaccine donated by China.
"Mayroong options tayo, pwede natin gamitin ang bus carousel at kung hindi naman, ‘yung katabi mismo ng bus carousel," Abalos said.
The MMDA chief said the vials would be transported from the Villamor Air Base in Pasay City to a facility in Marikina City, and will be delivered to Veteran's Memorial Medical Center in Quezon City.
Abalos refused to disclose details of the route when asked, but stressed that the government is ready to receive and distribute the vaccines for the planned inoculations.
"'Yung distribution nito [CoronaVac], lahat ng gagawin ay naka-plantsa na po ang rollout," he said. (PIA NCR)

More bus lanes on Edsa? 
One concerned citizen created an online petition to push through half of the space on Edsa. According to Jun Ramos, the author of the petition said that the 50 percent of the lane must be given to the buses, he also said that the provincial buses should not be removed in Edsa because people might be using private cars instead. Buses are not the cause of traffic its the private vehicle he said. 
According to Metropolitan Manila Development Authority (MMDA) traffic chief officer Bong Nebrija there is no such thing as 50 percent of lane in Edsa because it only contains 5 lanes. He also pointed out the attitudes of the bus drivers that causes traffic too, if the lanes are be given to them they will stop, load, or unload passengers anywhere they want. 
In my opinion on this, I will commend Mr. Jun Ramos; its correct that the private cars are the one who cause a lot of traffic because most of them have only one passenger inside a car and buses can load up to 50 persons versus to a one passenger in a private vehicle. Sir Jun experiencing the heavy traffic, I’m experiencing it, a lot of people experiencing it and cause a lot of hassle in commuting. If this petition will pass and push through with proper labeling of lanes people will be encourage to commute rather than using their personal car. I think its a big help to the community.
