I got really high and couldn’t stop thinking about this so enjoy some Neve/Rook/Rana smut under the cut
Rook’s soft whine was cut off by softer lips pressing insistently against their own. They could barely register the taste of elfroot as smoke was blown into their lungs again. They let out a weak cough as they leaned back against Rana’s chest. Neve pulled back with a smirk.
“You two are so cute together,” Rana murmured, a hand trailing up and down Rook’s naked body as the other hand pulled them flush against her clothed form.
“Aren’t we?” Neve joked in agreement with a soft laugh, passing Rana her pipe.
Rana took a hit, sighing softly as the herbs relaxed her. She held the pipe out to Rook, who could do little more than nod and lean in for another hit. Rook’s limbs were already practically useless, to say nothing of their brain. If Rana wasn’t holding them down, they were sure they’d float away.
“I might have to steal you for myself one of these days,” Rana husked in Rook’s ear, making the elf whine softly as blunt fingernails trailed up the inside of their thigh once more.
“Not a chance,” Neve shot back with a smirk. “This one’s mine.”
“Fine,” the Templar relented, fingers trailing through the sticky mess between Rook’s thighs before circling the rogue’s clit again, making them gasp and whine. “But you should share them more often.”
Rook let out a whimper in protest as they felt themselves being moved again. The hand between their legs was replaced with Rana’s mouth as Neve held them against her chest, ice cold fingers lightly toying with their nipples. “You can give us one more, can’t you Trouble?”

Pov, you're a Dock Town citizen and you need a mystery solved, so naturally, you hire Neve Gallus. She shows up with this idiot who won't stop cracking jokes, and who seems to only be there for moral support. There's obviously something going on between them. They bicker playfully like an old married couple. They finish each other's sentences. Maybe a woman who you know used to be a templar shows up and tries desperately to be the voice of reason, but she just ends up getting dragged into the bickering as well. Their investigative methods seem chaotic at best. You wonder if you've made a huge mistake. Then, they somehow solve the case in five minutes.

imagine neve and rana, still hopeful, still bright, solving cases together in minrathous.
having lunch at the docks, comparing case notes in neve's apartment, stealing kisses in the winding alleyways, letting themselves be swept up in the current of the city.
they work well together, bring in others who can help.
then the catacomb incident happens, and brom is dead.
rana realizes how important it is to keep people close, so things like this don't happen.
neve realizes this is what happens when she lets people get close.
an apology, and an ending. case notes are kept to back corner tables at the swan or the lamplighter. alleyways are no longer for kisses. the currents of the city turn to riptides, and their lives move in different directions.
a few years pass. neve and rana don't speak unless there's a case. they still work well together, but it's just business (for neve).
a case comes up - venatori getting up to the usual bastardry.
neve introduces rook to rana.
rana clocks the way neve looks at them immediately.
she sees rook, a charming rake, living on the outside of the rules she holds close to her chest, and thinks that maybe if she could do that, too, neve would look at her like that again.
but rana loves rules, and neve loves rook.

Neve has to have some really big feelings about a Shadow Dragon Rook ending up with Lucanis, right? Like her home gets blighted (sort of because of Rook? I think she blames them at least partly it's only natural) and Rook saves a city that isn't hers. This after Neve thought she'd finally found someone to be there for her. They're on the same job, Varric trusted them, they're both Shadows (Shadows stick together, except on this) and then Rook doesn't show. And that's bad enough, but then a few weeks later (or days, depending on your timeline hc) Feelings start to happen. And we all make jokes about Neve noticing it first but of course she does and like... what does she feel about that? She's the one who suggested the Crows. Is she like, thinking she signed Minrathous's death warrant? Is she angry all over again because (regardless of actual motivations at the time) it looks like Rook dropped her and Docktown and the other Shadows for an attractive guy? That they'd just met? And coupled with (however much I think it has no long term basis) the fact that Neve can end up with Lucanis so there's obviously some initial attraction there at least from her side (she calls him attractive in the Ossuary). Like I think she's kind-hearted and smart enough to eventually listen to Rook's actual explanation esp if they do end up helping her with Aelia/Minrathous and if Lucanis helps in Minrathous with people/supplies but those first couple of longing glances must have felt like knives in her back. And I honestly don't know whether she'd go to Treviso for the wedding.

CHILDHOOD BEST FRIENDS NEVE AND RANA
ONE ENDED UP A MAGE AND ONE A TEMPLAR
Childhood best friends running around the Templar apartments, Playing Mages and Templars and then one day, Neve has actual magic
The day Rana decides to tell Neve that she likes her is the day Neve shows her magic And like all their plans are now impossible
As teens, they work together on the docks, but then Rana gets an apprenticeship with a Templar and Neve is pissed about it
After Rana's swearing in ceremony, Neve ignores her for nearly a year and then just shows up and says she's a detective now
She's 24 and too skinny and clearly hasn't slept in days and Rana lives in a comfortable apartment three doors down from Neve's parents
Rana gets a partner named Brom and comes home to find Neve sleeping with him
Neve says she didn't know he was Rana's partner (she's lying)
That's when they start having like actual fights and Rana is just pissed that Neve didn't become a Templar and Neve is pissed Rana did
And then Neve disappears for a while and reappears with someone new who's helping her with her detective work
Imagine Rana with her own collection of newspapers. It's stories about Neve
She never really stopped being in love with her. Neve never really loved her in the first place (not like that)
Rana helps with Aelia and takes Baratus down and gets kicked out of the Templars. Neve stops by her apartment one day and Rana is sitting there. Neve asks how she knew Neve would be there and Rana says that she has contacts, too.
They finally talk about everything. It's the first time Rana has been inside Neve's apartment. They're almost 40. Rana jokes about how she should have joined Neve as a detective. Neve is quiet for a long time. Then, she says maybe that's exactly what they should do.
Rook comes bounding into the apartment with a bouquet of flowers, a bag of groceries, and a grin. They know their whole history. Neve smiles at them and annouces the detective agency. She jokes about Davrin and Emmrich joining, too. (This is canon banter between Neve and Davrin. He calls it Minrathous Magic and Monsters.) Rook just rolls her eyes and wants to know why she isn't included and also is Rana staying for dinner?

I make a lot of jokes about stealing Lucanis's girl and him being cucked but in all seriousness him and Neve make no sense long term or even anything past casual fun. If you think they do I think you don't understand or care about Neve Gallus. The person she should have got with if not Rook is templar Rana Savas. Like I'm just imagining Neve sitting there listening to that rich boy complaining about redecorating the ballroom of his mansion and thinking what am I doing. Then going back to her "business" partner Rana and feeling much more at home.

Davrin's brow furrowed.
"Look, I'm not exactly the Crows' biggest fan myself. But Rana really thinks that Rook is some kind of ..." He paused, struggling to think of the right words.
"A femme fatale!" Bellara supplied a little too eagerly. She was bright-eyed, and leaned in more towards Neve the longer this conversation went on. "Or that's what the Orlesians call it, anyway. In the serials, I mean. Not that I've read many Orlesian serials, mostly I read the Tevinter ones, but the idea's the same isn't it?"
In unspoken unison, she, Neve, and Davrin looked across the courtyard to Rook, recently arrived back from Treviso.
Currently, Rook was alternating between apologizing to Assan for narrowly avoiding stepping on his tail feathers (never mind that the feather brain had been the one pushing himself quite literally underfoot in hopes of stealing bites from whatever Trevisan street food she had brought back for her supper) and scolding him for his lack of situational awareness (like Assan wasn't exactly aware of where he should be situated to best obtain food or who the pushovers were.)
"Right..." Davrin said drawling out the word. "Arsinoë de Riva, the big scary Crow femme fatale."
Neve snorted. "Seducing and assassinating her way to leadership before turning her sights on a softhearted Tevene detective for the purposes of ...?"
She let the unfinished clause hang between them, amusement as clear as her disbelief.
Rook had now given in to the sad Griffon eyes and was giving Assan a scrap of meat from whatever was in the wrapped paper in her hands.
Davrin should probably go do something about that actually.
"It would make a good story though," Bellara said. Her voice was a touch too enthusiastic to be called thoughtful.
"Bellara, no."
