The country has large deposits of iron, titanium and lithium, some of which are now controlled by Russia.” That’s what the federally owned German foreign trade agency Germany Trade and Invest (GTAI) reported on its website on January 16 under the title “Ukraine’s raw materials wealth at risk.”
There are trillions at stake. According to the GTAI, “raw material deposits worth $12.4 trillion” remain beyond the control of the Ukrainian army, “including 41 coal mines, 27 gas deposits, 9 oil fields and 6 iron ore deposits.” Ukraine has not only coal, gas, oil and wheat but also rare earths and metals—especially lithium, which has been called the “white gold” of the transition to new energy and transportation technologies. The country accounts for around one-third of Europe’s explored lithium deposits.

GTAI goes on to write that Ukraine is among the top ten producers of iron ore, manganese, zirconium, and graphite, and is “among the world leaders in titanium and kaolin.” In addition to “untapped oil and gas fields,” Ukraine’s lithium and titanium deposits, in particular, hold “enormous potential” for the European economy. In 2020, production volumes amounted to 1,681,000 tons of kaolin, 537,000 tons of titanium, 699,000 tons of manganese and 49,274,000 tons of iron ore.

The metal is of strategic importance to the major imperialist powers because it is used in lithium-ion batteries installed in electric vehicles and off-grid renewable energy sources, and is also needed for lightweight aluminum alloys in the aerospace industry.
The largest lithium deposit in Europe is located in the Donetsk Oblast in the middle of the embattled Donbas region, only kilometers from the front lines. An article in the Tagesspiegel, published two months after the Russian invasion, points to untapped lithium reserves of 500,000 tons in Shevchenko near Potrovsk and at least two other Ukrainian deposits.
Western companies and Ukrainian oligarchs were already fighting bitterly for control of this “white gold” before the war. As the Tagesspiegel reports, “Ukrainian businessmen” (who stood close to the Ukrainian government of the time under the oligarch Petro Poroshenko) with connections to Western mining companies obtained mining licenses, without a tender process, for the lithium deposit in Shevchenko as early as 2018.
The company in question, Petro Consulting—which was renamed “European Lithium Ukraine” shortly before the war began—is expected to be bought out by the Australian-European mining company European Lithium once its access to Ukraine’s lithium reserves is secured.
In 2018, when the Ukrainian Geological Survey refused to issue a “special permit” for Ukraine’s second largest lithium deposit at Dobra, likewise bypassing the tender process, Petro Consulting went so far as to sue the agency. After the Ukrainian Procurator General’s Office eventually launched an investigation into the allegedly illegal special permits, Petro-Consulting had its Shevchenko mining license revoked by the courts in April 2020 until further notice.
However, a spokesman for European Lithium told Der Tagesspiegel that the company bears “no risk in connection with the Ukrainian deposits.” He expressed confidence that the projects would be “made production-ready” after the end of the war.
Titanium for the Western arms industry
In a September 2022 article titled “Ukraine’s Titanium Can Armor the West,” the transatlantic think tank Center for European Policy Analysis (CEPA) wrote: “Support for Ukraine has been driven by strategic concerns and moral-political values. But long-term Western help should also be based on solid material interests.”
“Ukraine’s substantial titanium deposits” are “a key resource critical to the West” because the metal is “integral to many defense systems,” such as aircraft components and missiles. Currently, the raw material for Airbus, Boeing and Co. is extracted “in an expensive and time-consuming six-step process” from titanium ore, which until then had been sourced to a considerable extent from Russia. This “dependence” on “strategic competitors and adversaries” is unacceptable from the West’s point of view and can be ended with the help of Ukrainian resources:
For example, Dnipro-based Velta, the largest private exporter of raw titanium in Europe, has developed a new production system that bypasses the intensive process of producing titanium sponge and could supply the US and European defense and aerospace industries with finished metal. Given there are only five countries in the world actively producing titanium sponge —China, Russia, Kazakhstan, Japan and Ukraine — Velta’s technology could be a game changer for the supply chain by cutting reliance on Russia and China.
CEPA is funded by US and European defense contractors and lists as members of its “scientific advisory board” Donald Trump’s National Security Advisor General H. R. McMaster, former German Defense Minister Annegret Kramp-Karrenbauer, former Swedish Prime Minister Carl Bildt and publicists Anne Applebaum, Francis Fukuyama, and Timothy Garton Ash among others.
The CEPA article continues, “Reorienting titanium contracts to Ukraine would stimulate the country’s economy, even during wartime, not to mention during postwar reconstruction, and simultaneously strike another blow at Russia’s war machine.” The goal, it states, should be “cementing Ukraine’s integration into Europe.”
A January 28, 2023 report in Newsweek reports, “there is a nascent effort underway in the U.S. and allied nations to identify, develop, and utilize Ukraine’s vast resources of a key metal crucial for the development of the West’s most advanced military technology which will form the backbone of future deterrence against Russia and China.” The report adds, “If Ukraine wins, the U.S. and its allies will be in sole position to cultivate a new conduit of titanium.”
“Strategic raw materials partnership” between EU and Ukraine
The US and EU efforts to plunder Ukraine’s lithium and titanium deposits are part of the broader goal of tying Ukraine to the West as a strategic raw materials supplier. In particular, the EU is seeking to free itself from dependence on China—currently its most important raw materials supplier—against which the imperialist powers, especially the United States, are preparing to wage war.
On July 13, 2021, Ukrainian Prime Minister Denys Shmyhal and Maroš Šefčovič, Vice President of the European Commission, signed a “Strategic Partnership on Raw Materials and Batteries” in Kiev to “integrate critical raw materials and battery value chains.” Ukraine’s inclusion in the European Raw Materials Alliance (ERMA) and the European Battery Alliance (EBA) serves to “bolster Europe’s resilience and open strategic autonomy in key technologies,” the EU Commission said.
Referring to the list of critical raw materials in the EU’s associated “action plan,” Šefčovič told the press, “21 of these critical raw materials are in Ukraine, which is also extracting 117 out of 120 globally used minerals.” He added: “We’re talking about lithium, cobalt, manganese, rare earths—all of them are in Ukraine.”
Following the signing, EU Internal Market Commissioner Thierry Breton, who is also responsible for the defense and space industries of EU countries, praised the “high potential of the critical raw material reserves in Ukraine” that could help in “addressing some of the strategic dependencies [of the EU].”
Speaking at Raw Materials Week in Brussels in November 2022, Prime Minister Shmyhal stressed that Ukraine is “among the top ten producers of titanium, iron ore, kaolin, manganese, zirconium and graphite” and renewed his pledge to make the country an “integral part of industrial supply chains in the EU.”
The EU’s “strategic dependencies” are by no means limited to Russia or China and certainly not to Ukraine. A global race for strategic sources of raw materials has long since begun, in the course of which the US and the leading EU powers are attempting to divide among themselves the mineral resources and other resources of the “weaker” states. Although they are jointly waging war against Russia in Ukraine, this inevitably exacerbates conflicts between themselves as well.
The escalation of the war in Ukraine shows that the ruling elites are willing to go to extremes to enforce their profit interests. Only the working class can put an end to permanent war and the prospect of devastating nuclear war by bringing the resources of the entire planet under its democratic control on the basis of a socialist program and holding war profiteers to account.

NEON DARK: Yoruichi’s Cyberpunk 2077 AU
The Fourth Corporate War of the early 2020s ruined everything. To many—certainly to its enemies—there was one entity to blame above all others: the Arasaka Corporation. Although Arasaka was defeated in that conflict and returned its attention to Japan in the years which followed, that renewed focus only further antagonized its traditional Japanese rivals such as Honda, Mazda, Mitsubishi, Nissan, and Toyota, all of which redoubled their investment in the Far Asian Co-prosperity Sphere (FACS Group). Things would quickly come to a head with Arasaka’s attempt to launch a coup d’etat against the Japanese government itself.
Although that effort failed, it had profound ramifications upon the Japanese political climate; among other things, the Japanese Self-Defense Forces were reorganized into a conventional military to further normalize Japan’s posture beyond what the repeal of Article 9 in the 1990s had achieved. The main supplier of the Japanese armed forces would, of course, be FACS. While Arasaka’s public image would gradually be domestically rehabilitated, both FACS and the Japanese military would remain highly suspicious of Arasaka and its intentions, and knew they would need allies to keep it in check. They soon decided they could find them in Arasaka’s other diehard enemies: Militech International Armaments and the armed forces of the New United States of America (NUSA).
While no friend of Japan, Militech’s hatred of Arasaka was more than enough to smooth over any other problems or considerations. Throughout the 2050s and 2060s, Japanese-American military-to-military relations would quietly grow, as would FACS-Militech joint technical ventures. These were, of course, completely secret. One of the most consequential would be a program that was partially carried out under the aegis of Militech’s Special Projects Department...
The idea was simple: while military-grade full-body conversion cyborgs (fullborgs) such as the IEC Dragoon were immensely powerful, they were also quite frankly stupid and predictable. The control mechanisms necessary to prevent cyberpsychosis rendered them little better than drones and they lacked any kind of battlefield initiative or individual autonomy. It was judged that going forward, it was worth sacrificing a little firepower and durability for the virtuoso adaptability of a proper soldier. The trouble which confronted the research group was: how to go about that?
The solution came from a fusion of product ideas from before the Fourth Corporate War, specifically the Raven Microcybnernetics (R.M.C.) Gemini human-like full-body conversion, and Militech’s own Eclipse black ops full-body conversion. It was determined that if the appearance of a fullborg could be made indistinguishable from a human, and more importantly the experience of being a fullborg could be made largely indistinguishable from being fully human, then cyberpsychosis could essentially be eliminated as a consideration, functionally yielding a ‘human’ soldier with massively enhanced abilities and only the typical problems of loyalty, training, morale, and so on—very simple things to solve. As the form factor of the solution precluded an excessive focus on sheer bulk and industrial-strength power, it naturally leant itself more to speed and stealth instead.
FACS and Militech fabricated several example models along the lines of the Gemini while incorporating features from the Eclipse. The final testbed, completed in 2072, was a third-generation human-passing full body conversion unit codenamed Raiden, and proved markedly superior to both its inspirations in physical power, durability, armor, reflexes, and stealth.
The Raiden includes limited military-grade cyberoptics (teleoptics, image enhancement, low-lite, antidazzle), cyberaudio (amplified hearing, level dampener, passive radar detector, passive sonar detector), olfactory sniffer sensors, and a radiation detector, all in a package which was superficially indistinguishable from a human to all but the most powerful sensors. These enhanced senses were engineered to interface with the human brain in an intuitive, unobtrusive fashion—they would blend relatively seamlessly into existing sensoria or register as premonitions, intuitions, or gut-feelings as appropriate, minimizing if not eliminating any dysphoria and thus dramatically reducing the risk of cyberpsychosis. For the same reasons, the unit was equipped with a Sandevistan-style system of boosterware rather than a Kerenzikov-style set, as well as an on-command Pain Editor, as it was determined that putting control of non-standard systems squarely in the user’s hands would make them less obtrusive.
The Raiden’s outer sheathe is notably more advanced than the now obsolete R.M.C. ExoDerm, even featuring the ability to sweat and apparently bleed, and incorporating multiple refinements to protection. While still featuring the equivalent of a dense skin weave, such structure is much more difficult to detect within the artificial skin. Below it are flexible subdermal layers and membranes designed to defeat or diffuse other types of damage, include armor-piercing and monomolecular threats, while still mimicking muscle tissue rather than any kind of rigid structure. This attention to detail extends to the mouth and other orifices as well, and the Raiden is not only anatomically accurate but can even eat and drink for the sake of its biopod maintenance and (admittedly quite limited) self-repair of certain features, to include replenishment of bodily fluid mimicry.
Finally, the Raiden is designed to be both untrackable and more importantly unhackable. In addition to being difficult to detect through observation, its internal software is written with a custom and proprietary code, it has no external links or interface plugs whatsoever, no remote access, and does not come with any tracking devices installed. There are only three physical maintenance links (a primary and two backups) which cannot be readily detected or accessed, being located deep within the unit's structure. In essence, there is no easy way into its systems without completely disabling it, nor does it emit any signals which could be remotely detected.
An obvious consequence of this design philosophy is that the Raiden has no built-in weapons, active sensors, or communication links. It was judged that relying on traditional human modularity in equipment was a small price to pay for all the benefits accrued, and would actually not only lower production costs but better befit the intended objective of flexibility... That and the Raiden could scarcely be considered ‘unarmed’ even when lacking any weapons. With a testbed completed, the next step was to select a candidate for the final production prototype...
Several entirely volunteer programs (for what besides black ops was obviously left unsaid) were started within both the Japanese Army and NUSA Army and Marine Corps to identify the ideal candidate. Perhaps unexpectedly, the person ultimately selected not only came from the Japanese Army, but was a woman. Her identity prior to her recruitment was scoured from every database and record, and in exchange for effectively starting over she was allowed to customize the look of her Raiden. Using her own appearance as a template, she made several cosmetic changes (notably making her Raiden taller at 5′8″, enhancing its physique, adjusting her facial features somewhat, giving herself gold irises, and adding an iridescent blue-red quality to her black hair) to distinguish it from her past life and actually make it less conspicuous than a fully unmodified human would be. Finally, she picked the name Yoruichi Shihōin for herself. Orientation and rollout testing were soon well underway, and she had just been given a constructed identity and Japanese and NUSA passports when the entire situation went to hell.
The Raiden had been developed at a joint FACS-Militech facility in a remote part of Hawaii, which had been judged an adequate compromise both geographically and politically. In late 2073, the facility came under attack. By who (or what) has never been conclusively determined—although many in both FACS and Militech would later naturally blame Arasaka, even if their involvement seems highly dubious. In any event, the result was well-documented: the total destruction of the facility, the remaining Raiden testbed, most of the project records (including those relating to personnel), and apparently all staff involved. While some off-site backups had been made, the highly sensitive nature of the project meant that almost all information regarding it was stored on-site. Indeed, neither the FACS nor Militech corporate offices were aware of how many (if any) prototypes had been built. They would accordingly ultimately cover up the entire incident and sweep it under the rug while focusing on other parts of their relationship.
What they did not know was that Yoruichi had survived the attack. A good and loyal soldier, once it’d become clear what was happening she’d secured records of the project as best she’d been able, fought her way out, and retreated to a safe distance to wait for backup to arrive. None did—the project was if anything too secret. Accordingly, she finally went to ground to evade detection by any follow-up assault while mulling over how to contact her hapless beneficiaries. Ironically, her initial attempts were treated as prank calls. She was weighing up the possibility of success from going to corporate offices or a military base in person when it suddenly dawned on her that she was actually free. Neither company seemed to have any record of her existence, and while she had official identities, they were as milquetoast as they came. She was a nobody.
A nobody with no money, no connections, no native ability to interact with the Net and not even an old school cyberdeck, stuck on an island chain still overwhelmingly dominated by the NUSA military—but she at least had an assault rifle. Yoruichi subsequently acquired a set of clothes from the local civilian population before ditching the identifying uniform she still had from the facility, then proceeded to secure funding for herself by ‘liberating’ it from various nearby criminal elements. Finally discarding her weapon, she would buy some fundamentals and a plane ticket out—destination: Night City. The newly reascendant free city would give her time, space, and opportunity to plan her next moves.
Over the next four years, Yoruichi carved out an interesting niche for herself in the city. While routinely taking jobs as a Techie and having some underground notoriety as a Rockergirl, she most notably has a very particular reputation as a Solo specializing in retrieval: she works clean and doesn’t get caught. (Not that anyone knows of, anyway.) How exactly she does this is something of a mystery given her evident nature, but she’s noted for not leaving much if any trail in her wake, bodies or otherwise. She’s also noted for being picky about jobs, falling back on her other careers when only disliked or distasteful missions are available to her.
However, her overwhelmingly nonlethal reputation shouldn’t get one twisted into thinking she’s ever unarmed. While she still has a lingering preference for wares from Tsunami Defense Systems, she isn’t choosy besides having a vague aversion to Arasaka weapons and gear. She’s most commonly seen with some very fancy and advanced looking brass knuckles (that clearly aren’t made of brass) and some combination of a Tsunami Nue, a Militech M-76e Omaha, and a Militech M251s Ajax, although she’s lately been more routinely spotted with an interestingly-colored (jet black and copper) Malorian Arms 3516.
Unbeknownst to anyone on the street, she’s also been quietly amassing a veritable armory of heavy weaponry in a secure location, to include things like: a Militech M-179 Achilles, a Midnight Arms MA70 HB, a M2A5HB Browning .50cal HMG, a Tsunami Helix, a Colt-Mauser M2X Cannon, a Rhinemetall EMG-85 Railgun, and a Militech AM-3 “Anti-Matter Rifle”, among many, many others. What exactly she’s collecting such an arsenal for besides a rainy day is an open question.
Nobody quite seems to know where exactly she lives or what her home’s like, but she is known to own a Quadra Turbo-R V-Tech, a Quadra Type-66 Avenger, and a Yaiba Kusanagi CT-3X, all apparently very heavily customized. The Turbo-R V-Tech is the one most commonly seen.
It should be noted that despite her (apparently) Japanese heritage, Yoruichi’s physical attributes allow others to read her origins as they desire in a kind of ‘eye of the beholder’ way. It’s likely she will be identified as Japanese by other countrymen despite her darker skin, but others are likely to assume she’s whatever is easiest for them to imagine.
She knows at least English, Japanese, and Spanish, though she defaults to the former and speaks without a foreign accent. Her word-choice, syntax, and phraseology errs more toward Corpo than Street, but she fluidly blends and switches styles often enough to leave others confused as to her background. Her fashion sense is similarly varied depending on situation and context, often mixing elements of Kitsch and Neomilitarism, although she occasionally wears items suggesting Entropism and Neokitsch as well.
Who she is, where she comes from, where her allegiances lie, and just how much wealth and influence she has are all mysteries not easily untangled, and all are the source of persistent rumor.
