Recently, the Ministry of Fisheries, Animal Husbandry & Dairying has discussed the technical challenges in the implementation of the Aquaculture Crop Insurance scheme for Shrimp and Fish farming under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) scheme.
To mitigate the risks faced by aqua farmers, NFDB (National Fisheries Development Board), which is the nodal agency for implementation of PMMSY, proposeed to implement the Aquaculture Crop Insurance scheme.
The Scheme aims to provide basic cover for brackish water shrimp and fish on pilot basis for one year in the selected States of Andhra Pradesh, Bihar, Gujarat, Madhya Pradesh and Odisha.
The term aquaculture broadly refers to the cultivation of aquatic organisms in controlled aquatic environments for any commercial, recreational or public purpose.
The breeding, rearing and harvesting of plants and animals takes place in all types of water environments including ponds, rivers, lakes, the ocean and man-made “closed” systems on land.

How Union Budget 2023-2024 benefits farmers?
India is an agricultural and farming country, with farming employing the majority of the rural people. Recognizing this, our finance minister, Smt. Nirmala Sitharaman, in the Union Budget 2023-2024 extending her greater support to the agricultural sector and announced plans to expand digital technology in order to strengthen the country’s agricultural sector, encourage natural farming, and fund rural start-ups. The government led by Narendra Modi also promised set up an agriculture accelerator fund to nurture start-ups in rural areas.
The total budget of the Ministry of Agriculture and Farmers Welfare, including Agricultural Education and Research, is about Rs 1.25 lakh crore this time which is an increase of ₹455 crore. Out of this, provision of Rs. 60,000 crore has been made for the Modi Government’s ambitious scheme, – the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan). There are about 86 per cent small farmers in the country, who have been greatly benefited through the Kisan Credit Card (KCC). This time, Rs 23,000 crores has been allocated for this, to enable our farmer brothers and sisters to continue to avail its benefit. In addition, the Budget announced a new sub-scheme under the PM Matsya Sampada Yojana with a target investment of 6,000 crore to improve the fishing value chain.
The government said in Budget 2023 that it will help 1 crore farmers convert to natural (or chemical-balanced) farming during the next three years. The PM Program for Restoration, Awareness, Nutrition, and Improvement of Mother Earth (PM PRANAM) would be implemented, incentivizing states and union territories to promote alternative fertilizers and balanced use of chemical fertilizers, according to the budget.
To assist farmers in storing their produce and obtaining fair prices through timely sales, a sizable decentralized storage capacity will be set up. Overall, the Union budget for this year makes a genuine effort to support agricultural technology and innovation in order to prepare the industry for the future. The establishment of an agriculture accelerator fund will provide a significant boost to the country’s growing agri-startups and even traditional farmers.

प्रधानमंत्री मत्स्य संपदा योजना क्या है
मत्स्य उद्योग एक व्यवसाय है जिससे निर्धन से निर्धन व्यक्ति भी कर सकता है एवं अच्छी आय प्राप्त कर सकता है तथा समाज के विकास में परिवर्तन लाया जा सकता है। विभिन्न माध्यमों से मत्स्य पालन व्यवसाय से  कई लोगों का अपना आर्थिक स्तर सुधरा है तथा सामाजिक विकास स्तर में भी काफी सुधार हुआ है। प्रधानमंत्री मत्स्य संपदा योजना की शुरुआत 10 सितंबर 2020 को  प्रधान मंत्री श्री नरेंद्र मोदी द्वारा वीडियो कॉन्फ्रेंसिंग के माध्यम से की गयी थी। इस योजना की शुरुआत आत्मनिर्भर भारत के अंतर्गत की गयी थी। वित्तमंत्री निर्मला सीतारमण ने प्रधानमंत्री मत्स्य संपदा योजना के तहत 20000 करोड़ रुपये की योजना की सूचना दी थी। 20050 करोड़ रुपए की लागत वाली यह केंद्रीय योजना लागू की जाएगी। इसमें केंद्र की हिस्सेदारी 9407 और राज्य की हिस्सेदारी 4880 तथा लाभार्थियो की हिस्सेदारी 5763 करोड़ रुपए होगी। इस योजना को  वित्त वर्ष  2020-2021 से  2024-2025 तक 5 वर्ष की अवधी में लागू किया जाएगा। भारत विश्व में मछली का तीसरा सबसे बड़ा उत्पादक है। मत्स्य क्षेत्र से देश में 11 लाख से अधिक लोगों को रोजगार प्राप्त होता है। यदि आप प्रधानमंत्री मत्स्य संपदा योजना से संबंधित संपूर्ण जानकारी प्राप्त करना चाहते हैं तो आप हमारे इस आर्टिकल को अंत तक जरूर पढ़े।
प्रधानमंत्री मत्स्य पालन योजना का उद्देश्य 
प्रधानमंत्री मत्स्य संपदा योजना का उद्देश्य नीली क्रांति के माध्यम से देश में मत्स्यपालन के क्षेत्र में सतत विकास को सुनशिचित करना है इस योजना के दो घटक होंगे पहला केंद्रीय योजना और दूसरा केंद्र प्रयोजित योजना। केंद्रीय योजना के दो वर्ग होंगे एक लाभार्थी वर्ग और दूसरा गैर लाभार्थी वर्ग। रोज़गार सृजन गतिविधियों जैसे समुद्री शैवाल और मछली की खेती पर ध्यान दिया जाएगा। यह मछलियों की गुणवत्ता वाली प्रजातियों की नस्ल तैयार करने तथा उनकी विभिन्न प्रजातियाँ विकसित करने,बुनियादी ढाँचे के विकास और विपणन नेटवर्क आदि पर विशेष ध्यान केंद्रित करेगा। इसके अतिरिक्त केंद्रीय पशुपालन मंत्री गिरिराज सिंह ने कहा कि हमारा मंत्रालय विभिन्न प्रकार से मछली पालन, जहाजों,ट्रैसेबिलिटी,प्रयोगशाला नेटवर्क आदि को मजबूत करने में सहयोग प्रदान करेगा। इस योजना से पशुपालकों को उनके वेतन को दुगना करने में सहायता मिलेगी। भूमि और पानी के विकास,विस्तार और मछुआरे मछली पालकों की आमदनी को अधिक करने में सहायता मिलेगी। प्रधान मंत्री मत्स्य संपदा योजना मछुआरों और मछली पालकों को सामाजिक, भौतिक रुप से वित्तीय सुरक्षा मिलेगी और ये सुविधाएँ मत्स्य पालकों के लिये गुणवत्ता  सस्ती दर पर मत्स्य बीज की समय पर उपलब्धता,सुनिश्चित करके मत्स्य उत्पादन और उसकी उत्पादकता बढ़ाने में मदद करेंगी और मछलियों के रोग निदान के साथ-साथ पानी और मिट्टी की परीक्षण सुविधाओं की आवश्यकता को भी पूरा करेंगी।

प्रधानमंत्री मत्स्य संपदा योजना के लाभ
यह मत्स्य उद्योग बेरोजगारी दूर करने में सहायक है। रोजगार मूलक होने के कारण इस उद्योग के माध्यम से देश की पिछड़ी अवस्था में सुधार किया जा सकता है।मत्स्य पालन शुरू करने के पहले मत्स्य पालकों को उन्नत तकनीकी की जानकारी तथा प्रशिक्षण देना होगा। अगर मत्स्य पालन उन्नत तकनीकी से किया जाएगा तो निश्चित रूप से मत्स्य उत्पादकता बढ़ेगी और जब मत्स्य उत्पादकता बढ़ेगी तो आय में वृद्धि होगी और आय में वृद्धि होगी तो निश्चित रूप से सामाजिक विकास स्तर सुधरेगा क्योंकि आर्थिक अभाव में जहां निर्धन व्यक्तियों का जीवन-स्तर गिरा हुआ था उसमें सुधार होगा। परिवार के बच्चों को शिक्षित कर सकेंगे और जब बच्चे शिक्षित हो जाएंगे तो समाज मे उनका विकास स्तर ऊंचा होगा। योजना का लक्ष्य बागवानी को बढ़ाना, कृषि कचरे के प्रबंधन और उन्मूलन का आधुनिकीकरण करना और मत्स्य क्षेत्र में क्षमता का उपयोग करना। प्रत्यक्ष लाभकारी रोजगार के अवसरों का सृजन और उनकी आय में वृद्धि सहित अप्रत्यक्ष रोजगार के अवसरों के रूप में इस संख्या में वृद्धि करना इसका मुख्य उद्देश्य है।
प्रधानमंत्री मत्स्य संपदा योजना के लक्ष्य 
- इस योजना को मछली पालन को बढ़ावा देने के लिए शुरू किया है ताकि जिससे मछली उत्पादन में वृद्धि हो सकें। - मत्स्य पालन क्षेत्र में 55 लाख प्रत्यक्ष और अप्रत्यक्ष रोज़गार के अवसर पैदा करना है। - वर्ष 2024-2025 तक मत्स्य उत्पादन में 70 लाख टन की वृद्धि करना। - वर्ष 2024-2025 तक मत्स्य निर्यात से होने वाली आय को 100000 करोड़ रुपए तक करना। - पैदावार के बाद होने वाले नुकसान को 20 से 25 प्रतिशत से घटाकर 10 प्रतिशत करना। - योजना के तहत सरकार बीमा उपलब्ध कराएगी ताकि उन्हें भी किसी भी प्रकार की दुर्घटना से होने बाली हानि से बचाया जा सके। - योजना का लक्ष्य बागवानी को बढ़ाना है,कृषि अपशिष्ट को कम करना है और मत्स्य क्षेत्र में क्षमता का उपयोग करना है। - 2024 तक मछुआरों और मछली श्रमिकों की आय का दोगुना करना। इस योजना में कुल 20000 करोड़ की सहायताराशि दी जा रही है।
