BOT Projects In APSRTC Under TDP Governance
By Board Resolution No. 55/2001, Dt. 07.03.2001, empty valuable lands of APSRTC are taken up on a long-term lease basis. A direction indicating that APSRTC may identify assets that might be put to commercial use to earn money to supplement the Commercial Revenue from non-operating Assets was also issued by the Cabinet Sub Committee, Government of Andhra Pradesh under the leadership of Shri. Nara Chandrababu Naidu with help of TDP MLAs and TDP Leaders went through letter no. 14743/Tr. II(1)/2005 Dt.21.07.2006. As a result, APSRTC has been utilizing unoccupied properties for commercial purposes under the BOT Scheme since 2006.
By relaxing zoning laws, the Andhra Pradesh government has granted the VC and MD of APSRTC permission to convert all of the company's unoccupied properties to multiple-use zones (GO. MS. More than a warehouse: why the closure of Seattle’s National Archives facility matters

On January 26, the Office of Management and Budget (OMB) approved the sale of the 157,000 square foot National Archives and Records Administration (NARA) Seattle facility, which holds permanent federal records for Alaska, Idaho, Oregon, and Washington. This decision raises the question: which is more important, access to historic records or selling a public facility in a high-value real estate market? There has been fierce opposition from historical societies in Alaska and Seattle, historical researchers, genealogical groups, indigenous leaders, university professors, archivists, and historians. They were joined by a bipartisan group of eight Alaskan state legislators and 16 Congress members. The latter, comprising Washingtonian, Alaskan, Idahoan, and Montanan politicians, was also bipartisan. Washington Governor Jay Inslee also opposed the decision, as did Washington’s Secretary of State Kim Wyman. Washington Attorney General Bob Ferguson is considering suing the federal government over the closure. He reportedly submitted a Freedom of Information Act request to the five-person Public Buildings Reform Board (PBRB), OMB, NARA, and the General Services Administration (GSA) regarding the closure. The Washington State Archives even created a page about the topic.
History Associates Incorporated, which cautioned their clients to plan ahead for the facility’s closure, noted the process would take 18 months. They also included the estimate from Susan Karren, NARA’s Seattle director that only “.001% of the facility’s 56,000 cubic feet of records are digitized and available online,” and stated that permanent records may be inaccessible when transferred between facilities. According to NARA, no actions are being taken imminently which affect users of the facility, and NARA has requested to stay in the facility for three years following the sale. With such hullabaloo on this topic, one question is relevant: why does this closure matter to us, as fellow archivists?
NARA’s Seattle facility in Sand Point is more than a “giant U.S. government warehouse” or “excess property” as described in bureaucratic language. This facility holds records on indigenous people in Alaska, Washington, Oregon, and Idaho. It also holds: Chinese Exclusion Act case files which have been diligently indexed by local volunteers for the past 28 years; Forest Service teletypes about the Mount St. Helens explosion in 1980; federal case records from the early 1900s; and other important local documents. Such records make the NARA facility part of the “historical ecosystem” in the Northwestern United States, providing the public “direct access to government documents, from genealogical records to court files.” These aspects make the facility a “high value” federal property (or “asset”) which has a “deferred maintenance backlog of $2.5 million.” Additionally, no public PBRB meeting transcripts showed discussion of the closure. In one meeting, “warehouse[s]” used by NARA for “long-term storage” was touched on and at another there was a passing mention of Seattle.
Some may point to existing digitization efforts. Sure, some of Alaska’s records have been digitized, but record series are often digitized by FamilySearch and the project is only five years old. For instance, some records relating to Alaska have been digitized like crew lists, immigrant lists, draft cards, and naturalization records, as is the case with Washington and Idaho. But these are primarily 20th century records, with very few 19th century records. The letter from congress members criticizing the decision also called this out, stating that “NARA’s partnership with FamilySearch to digitize records has…not resulted in actual access to records that have been prioritized by stakeholders,” a unique and rare criticism of the NARA-FamilySearch partnership. The limitations of existing digitization undermines NARA’s reasoning that some of their “popular records” are already digitized or available online, asserting that public access to their archival records will stay in place.
Access to “archived knowledge” is vital and inherent to archival ethics. Moving records away from those who can use it, dividing it between two existing facilities in Riverside, California, and Kansas City, Missouri, is an act of cruel inaccessibility. Furthermore, splitting the records between two locations, regardless of the reason, leads to a strain on those facilities, which need additional storage space. NARA itself admits that the closure will negatively affect those who use the facility. They pledge to engage with researchers in a “smooth” transition when the facility is shuttered, even though this change will undoubtedly disadvantage various stakeholders, whether state archivists, government employees, scientists, students, or others. In a recent invitation-only meeting, they showed their commitment to the closure of the facility, pledging to work with indigenous groups.
The PBRB’s executive director Adam Bodner claimed that the closure of the facility was a decision by NARA staff. If true, this would put them at odds with users and stakeholders who want the facility to remain open. On pages A-68 to A-71 of their report, the PBRB concluded that NARA wanted to move to a more modern facility and that the 10 acres the facility sat on would be great for residential housing, apparently worth tens of millions of dollars as one article claimed. The PBRB also stated that NARA could only fulfill its storage needs at another facility because the current facility does not meet NARA’s “long-term storage needs.” In the process, some records will be moved to a temporary facility. Reportedly, NARA justified the closure by the fact that the facility is the third-least visited NARA site in the country and has “high operating costs.” Such arguments don’t consider the fact that the 73-year-old building could be retrofitted for the agency’s needs or records could be moved closer rather than split between two locations. This closure also stands against NARA’s stated goal that public access is part of its core mission and violates the Society of American Archivists’ Code of Ethics, stating that archivists “promote and provide the widest accessibility of materials.”
In coming days, NARA will be submitting a Report of Excess to the GSA, headed by Administrator Emily Murphy, which will collaborate with the PBRB and OMB to help “offload” properties like this facility. NHK has reported that Tetsuya Yamagami, the man who shot and murdered Shinzo Abe, had a grudge against a certain organization and believed that Abe had connections to it. He has told police that his mother joined this group and donated a large amount of money, which ruined their family's life.
The name of the religion is not being made public yet by the police, though some of the Japanese media have named the Unification Church. ... Some members have confirmed that Yamagami’s mother attended the Nara Church, which is currently closed and dealing with reporters. Hyung Jin Moon, son of Sun Myung Moon and leader of the schismatic Sanctuary Church (Rod of Iron Ministries), is currently agitating followers on a tour through Japanese cities. He was in Nara last week. 
The suspect has revealed the name of the group to police, and stated his original intention was to murder an official of the group. The targeted official also has not been publicly named. 
In a video of the event, you can see Yamagami looking to the left and right of Abe. He may have been looking for the official then.
There is speculation that this murder was motivated by the financial exploitation of the Unification Church, though there is good reason to also suspect Soka Gokkai, as they have their own political party Komeito, which is in coalition with Abe’s Liberal Democratic Party, and are also known to make millions of dollars from their membership.
The local UC is at the same station where the murder occurred. The next closest UC churches are at least an hour away by train.

It is well known in Japan that Abe’s grandfather had a strong relationship with the Unification Church. The Church’s headquarters in Tokyo was on property owned by Kishi, next door to his residence. Kishi often would see members cleaning up the neighborhood, and hearing them pray and sing. He would speak to young members and vocally support the UC’s anti-communist activities.
Shinzo Abe has maintained this relationship with the UC in order to secure votes, as UC members are known to actively vote and be willing to campaign and mobilize. (Soka Gokkai is known to mobilize their members as well.)
Shinzo Abe has addressed several church-affiliated events the past few years, including the September 12, 2021 Rally of Hope and the February 13, 2022 World Summit. Abe’s relationship with the UC has existed since at least his first cabinet.

”On October 10, 1993, when the Violence Against Women act of 1994 was under debate in the Senate, the Toledo blade published an article about the methods feminists were using to push for the bill to become law. On page 8, Blade staff writers Nara Shoenberg and Sam Roe described a key aspect of the process; how feminists create data to support their narrative.
“Researchers say they can just as easily design a study that finds 1 in 4 women have been raped as 1 in 50. A slight change in the definition of rape or the way questions are worded can yield dramatically different results. Scientists responsible for the highest numbers are passionate advocates who believe rape is very common. This troubles even some in the field.
One scientist is a self-described radical feminist. Another conducted her study with the backing of Ms. Magazine, for years a leading voice in the women’s movement. Still another helped open one of the  country’s first rape crisis centers. All told, some critics conclude the rape numbers are inflated. They charge this has been done to boost support for the cause.”
This is not anything new. The movement did the same thing in the 70s, prior to getting the Family Violence Prevention and Services act of 1984 passed. In 1978 during hearings before the House of Representatives subcommittee on select education, as the 95th congress debated HR 7927 & 8948, feminists did the same thing while testifying on the topics of intimate partner and sexual violence. They cited Susan Brownmiller’s writing to support portraying violence against women as a defining male characteristic. They even cherry-picked Erin Pizzey’s work, using what would support their female victim narrative while excluding everything she learned about gender parity in partner violence. They lied to congress, saying there was no available evidence on male victims, when they knew from the very writings from which they quoted, that Erin Pizzey had sheltered male victims and counseled violent women in her shelters.
They strove to get a gendered law passed, but their efforts at the time failed. FVPSA passed as Title III of H.R.1904 - the Child Abuse Amendments of 1984. This was passed by the 98th Congress and signed into law by then-president Ronald Reagan. It created grants to be distributed to state governments for the establishment, maintenance, and expansion of programs and projects to: (1) prevent incidents of family violence; and (2) provide shelter and related assistance for victims and dependents of victims of family violence in order to prevent future violent incidents. Local agencies, nonprofits, and tribal organizations were eligible for such grants as long as they could show a demonstrated record of serving victims of family violence, domestic violence, or dating violence, and their children. The law did not include any gender specificity. Organizations that helped men were not excluded from funding. In fact, gender discrimination in the application of policy related to this funding would make applicants ineligible for receipt of these federal funds.
This is where federal funding for shelters for victims of family violence originated - not with VAWA, but with FVPSA. What VAWA did, in addition to increases in funding that could have been passed in a simple update, was gender the wording of FVPSA to designate women as victims and men as perpetrators, allowing for the exclusion of men from victim’s shelters and other programs not geared toward modifying perpetrator behavior. Shelters were renamed in the law, from “domestic abuse shelters” to “battered women’s shelters.” Victim’s advocates to accompany domestic violence accusers in the courtroom were also funded by VAWA, as well as data collection from the now women-only shelters, to create a body of evidence supporting the continued gendering of the law. There is funding in the law for training to impose the now-discredited, gender-biased duluth model of handling intimate partner and sexual violence on the entire criminal justice system from law enforcement through the courts and into the prison system. As I pointed out previously, every one of these federally-funded initiatives is administered by gender studies majors, with jobs created in the resulting industries going to gender ideologues.
This meal ticket for feminist hatemongers was achieved by demonizing men as a population of sexually predatory and callously domineering thugs. In their 1978 congressional testimony, feminists cited Susan Brownmiller, from her book, Against Our Will: Men, Women, and Rape:
“As the first permanent acquisition of man, his first piece of real property, woman was, in fact, the original building block, the cornerstone of the ‘House of the Father.’ Man’s forcible extension of his boundaries to his mate and later to their offspring was the beginning of his concept of ownership.”  In fact, studies have shown that wife abuse has its roots in the very structure of society and the family where the husband is expected to play the role of leader. If this position is threatened, many men fall back on their ultimate resource of physical force. The widespread existence of wife beating today underscores the fact that these societal expectations are still prevalent.
To get the data used to promote the Violence Against Women act, Mary P. Koss designed and interpreted her research with such bias that her conclusions were in contradiction to approximately ½ of her subjects’ stated evaluation of their own experiences, and to approximately ¾ of her subjects’ post-incident behavioral evidence. She later added to her writings on the topic a statement intended to justify excluding female perpetration against male victims from her work:
“Although consideration of male victims is within the scope of the legal statutes, it is important to restrict the term rape to instances where male victims were penetrated by offenders. It is inappropriate to consider as a rape victim a man who engages in unwanted sexual intercourse with a woman.”
Feminist rape culture theory has been used to promote changes to state and federal law that have chipped away at due process rights for accused men. These have included protections for accusers proved to have criminally exploited the justice system as a tool of abuse, exclusion of certain types of potentially exculpatory evidence, and policy designed to reverse the burden of proof in so-called “gender violence” cases.
This same formula is how feminists created a similar wave of new positions on university campuses with the sexualizing of Title IX, the passage of the Clery act, and more recently, the Campus SaVE act. Koss’s methodology has become the standard in feminist-led research that influences the creation of law and policy, with the Centers for Disease Control’s National Intimate Partner & Sexual Violence survey, which cites Koss’s prevalence research standards as one of its sources, producing data that was used to promote both the Dear Colleague guidance and the Campus SaVE act.
Feminists have started quite a few hashtags on social media in an effort to use a multitude of female victim anecdotes to further spread the impression that men as a population are sexually violent. When #MeToo broke, they were appalled to see male victims of sexually violent women posting in it, and reacted with outrage and venom. This, the men were told, was not for them. How dare they #manterrupt a moment for #WomenEmpowerment! Get your own hashtag, feminists whined. Leave ours alone. Of course, as soon as #MenToo was coined, that was invaded with angry accusations that it was created to distract from #MeToo.
We in the men’s rights movement are constantly admonished that feminists do not hate men. In fact, feminist writer Lindy West penned an entire article full of myths and misconceptions, and dripping with false condescension, to explain this to us. Unfortunately for her, Suzanna Danuta Walters, professor of sociology, director of the Women’s, Gender, and Sexuality Studies Program at Northeastern University, and editor of the gender studies journal Signs, didn’t get West’s memo. Her article, Why can’t we hate men, was just as filled with myths, misconceptions, and contempt, but at least she was honest about one thing.
Feminism is absolutely misandric. No, the movement isn’t just about hating men. Its entire ideology and the commercial enterprises it supports all rely on that hatred. It is the bread under the movement’s butter, the foundation upon which the victim narrative its practitioners exploit rests, without which not one thin dime would be raised for their initiatives. Male guilt fuels that narrative, and the narrative fuels their every sales pitch in one of the longest-running scams in modern history.
This is why today, we’re seeing feminist animosity and antagonism so ramped up. This is where the panic you can hear in the sound file we’ve been listening to, with the speaker revisiting the history of that scam and wondering what went wrong, comes from. The hysteria we’re seeing today among proponents of gendered law and policy on sexual misconduct is very telling. This is the first time in decades that their scam has been challenged and they have lost ground. They had taken academia, gained another market for accuser’s advocates and services, and secured control over the educational and living environment on university campuses. The DeVoss walkback of the Dear Colleague guidance isn’t just a minor setback to them. It’s a slap across the face to a couple of generations of feminists who have seen nothing but administrative coddling throughout their years of activism. The fate of history in the balance: The Seattle Federal Records Center still under threat
On February 16, John C. Coughenour, a Reagan-appointee and Senior Judge of the U.S. District Court for the Western District of Washington, blocked the sale of the National Archives facility at Seattle, one of the Federal Records Centers (FRC) in the U.S. with a preliminary injunction. This ended the movement of records from the facility to FRCs in Missouri and California, many of which are “un-digitized records.” He called the situation a “public relations disaster” of the Public Buildings Reform Board (PBRB), the entity which proposed the sale, and said that the PBRB had “a stunning lack of appreciation of the issues” of indigenous people. While the attorney generals of Washington State and Oregon applauded the decision, as did indigenous people, genealogists, U.S. Senator Maria Cantwell, and others, the fight is not over. The Stranger said that history “requires defending in the present,” The Cut argued that the fate of the Seattle FRC “remains undecided,” and MyNorthwest noted there is “more potential trouble” in the future if noting about the facility changes going forward. On February 18, local Seattle leaders and the governor of Oregon both wrote President Biden, calling on him to stop the sale of the facility. Even with the injunction, it is short-lived, meaning that the facility remains under threat. As such, it is important to once again, as I noted in February and November of last year, to explain the negative impact the closure of this facility will have on those in the Pacific Northwest and in the U.S. as a whole.
Reprinted from Issues & Advocacy (on Mar. 8, 2021) and my History Hermann WordPress blog. This was written before the sale of the facility was halted by the Biden Administration. After learning this, I said on Twitter, "that doesn't mean it should be sold. The decision to sell tthee [sic] facility was rotten and it's good it was stopped," called for a bigger budget to NARA, and noted "it was good timing to write another article about this back in March. I personally wasn't sure whether the sale would be cancelled [sic], but I am glad it was."
Over the past year, there have been legal efforts to delay the closure. Kim Wyman, the Secretary of State of Washington State, began meeting with the National Archives and Records Administration (NARA) and other stakeholders, in hopes of brokering a solution to keep the archival materials, which document “history across the Pacific Northwest” in the state of Washington. At the same time, Washington Attorney General Bob Ferguson made filings in federal court, including the recent lawsuit which included almost 600 pages from indigenous peoples, individuals, and interested groups which attest to the value of the Seattle facility and materials which are held there. If the “nearly million” boxes of archival materials from the facility were moved to Missouri and California as planned, access to records about Asian American history would be made more difficult, as would records that relate to the “cultural preservation, history and treaty rights” of various indigenous nations in the Pacific Northwest. Moving the records to facilities in those states would make them less publicly accessible, destroying one of the “wellsprings” from which the “collective memory” of the region and nation is formed, as argued in the case in the amicus brief by the Korematsu Center. A recent successful lawsuit filed by Ferguson in early January, joined by 29 indigenous groups, and historic community and preservation groups, to stop the relocation and sale of the Seattle FRC, explains the problem succinctly:
“This action shows a callous disregard for the people who have the greatest interest in being able to access these profoundly important records…The facility contains the DNA of our region. It provides public access to permanent records created by Federal agencies and courts in Alaska, Idaho, Oregon, and Washington…the National Archives at Seattle is the only property among those the PBRB recommended for sale that has profound importance to the region in which it is situated and is regularly used by members of the public…These irreplaceable archives are primarily un-digitized and do not exist elsewhere.”
The closure of the facility would violate NARA’s own principles to preserve and provide access to U.S. records and document U.S. history, especially those documents essential to U.S. government actions, rights of U.S. citizens, and any other records which “provide information of value to citizens.” It also runs afoul of NARA’s commitment to drive “openness, cultivate public participation” and strengthen U.S. democracy through “public access to high-value government records.” That same commitment states that NARA will lead the “archival and information professions to ensure archives thrive in a digital world.” That seems unlikely since only about 1% of the NARA’s record holdings are digitized and even less than 1% of presidential library records have been put online.
Furthermore, moving the records from Seattle to the FRCs in California, whether in Riverside or in San Francisco, and St. Louis, Missouri, would disregard the core values of archivists outlined by the Society of American Archivists. These core values state that archivists have a duty to foster greater access and use to records, maintain records which allow “contemporary and future entities” to seek accountability, serve as responsible “stewards for primary sources,” and root their “ethics of care that prioritizes sustainable practices and policies” when it comes to archival duties. The “boxes of information” within the Seattle FRC, highlighted by one local Seattle reporter, Matthew Smith, would be made less accessible if the records were moved elsewhere in the country. If the Seattle FRC is closed, it will be a sad day for archives, records, and preservation of U.S., indigenous, and community history.
Although the closure of the Seattle FRC has been halted by Judge Coughenour, this is only a temporary measure. In the short-term, you could contact the management team of NARA, especially chief archivist David Ferriero ([email protected]), deputy chief archivist Debra Steidel Wall ([email protected]), and Chief Operating Officer William J. Bosanko ([email protected]), and the PBRB at [email protected], to express your opposition to the closure, while calling on President Biden to follow the judge’s decision and keep the facility open. In the long term, NARA needs increased funding and you can use the information put together by the Archival Researchers Association to contact your members of Congress to push for legislation which would increase the agency’s budget.
