Things the Biden-Harris Administration Did This Week #35
Sep 20-27 2024
President Biden and Vice-President Harris announced new actions to curb gun violence at the one year anniversary of the White House Office of Gun Violence Prevention. The Office is the first ever White House office to deal with the issue of guns and has been overseen by the Vice-President. President Biden signed a new Executive Order aimed at combatting the emerging threat of machinegun conversion devices. These devices allow the conversion of semi-automatic firearms to a rate of fire that can match military machineguns, up to 20 bullets in one second. The EO also targets the threat of 3-D printed guns. The EO also addresses active schooler drills at schools. While almost every school conducts them there is little uniformity in how they are carried out, and no consensus on the most effective version of a drill. President Biden's EO directions the development of a research based active shooter drills, which maximize both student physical and mental safety.
President Biden celebrated the one year anniversary of the American Climate Corps and announced new Climate Corp programs. The Climate Corps has seen 15,000 young people connected to well paid jobs in clean energy and climate resilience jobs across America. The EPA and AmeriCorps announced a new Environmental Justice Climate Corps program which will connect 250 American Climate Corps members with local communities and over the next 3 help them achieve environmental justice projects. In addition HUD announced it will be the 8th federal agency to partner with the Climate Corp, opening the door to its involvement in Housing. Since its launch the American Climate Corp has inspired 14 states to launch their own state level version of the program, most recently just this week the New Jersey Climate Corps.
The Biden-Harris Administration announced that 4.2 million small business owners and self-employed people get their health insurance through the ACA marketplace. Up from 1.4 million ten years ago when President Obama and then Vice-President Biden rolled out the marketplaces. The self-employed are 3 times as likely as other Americans to use the marketplaces for their insurance, one out of every 5 getting coverage there. The ACA passed by President Obama, defended and expanded by President Biden, has freed millions of Americans to start their own businesses without fear of losing health coverage for them and their families.
The Departments of Transportation and Labor pressed freight railroad companies to close the gap and offer paid sick time to all their employees. Since 2022 under President Biden's leadership the number of Class I freight railroad employees who have access to paid sick days increased from 5% to 90%. Now the Biden-Harris Administration is pushing to finish the job and get coverage to the last 10%.
The EPA announced $965 million to help school districts buy clean energy buses. This comes on top of the 3 billion the EPA has already spent to bring clean energy buses to America's schools. So far the EPA has helped replace 8,700 school buses, across 1,300 school districts in all 50 states, DC, tribal nations, and US Territories. 95% of these buses are zero-emission, battery-electric. The clean bus program is responsible for over 2/3rds of the electric school buses on the road today.
The Biden-Harris Administration took another step forward in its historic efforts to protect the Colorado River System by signing 5 water conservation agreements with local water authorities in California and Arizona. The two short term agreements will conserve over 717,000 acre-feet of water by 2026. Collectively adding 10 feet to Lake Mead’s elevation by 2026. The Colorado River Basin provides water for more than 40 million people and fuels hydropower resources in seven U.S. states.
The Department of The Interior announced $254 million to help support local parks, the largest such investment in history. The money will go to 54 projects across 24 states hoping to redevelopment or create new parks.
HHS announced $1.5 billion to help combat opioid addiction and prevent opioid overdose deaths. The money will support state and tribal governments and help pay for mobile clinics, naloxone kits, and treatment centers. This comes as nationwide overdose rates drop for the first time since 2020, thanks to strong investment in harm reduction efforts by the Biden-Harris team.
The Department of Agriculture announced it'll spend $466.5 million in food assistance and development worldwide this year. Through its McGovern-Dole Program, the United States is the largest donor to global school feeding programs. The USDA will help feed 1.2 million children in Angola, Bangladesh, El Salvador, Ethiopia, Guatemala, Guinea-Bissau, Laos, Malawi and Rwanda. Through its Food for Progress the USDA will help support 200,000 farmers in Benin, Cambodia, Madagascar, Rwanda, Sri Lanka, Tanzania and Tunisia shift to climate-smart agriculture boosting food security in those nations and the wider region.
At a meeting at the UN First Lady Jill Biden announced a partnership between USAID and UNICEF to end childhood exposer to lead worldwide. Lead exposure kills 1.5 million people each year, mostly in the developing world.
The Senate approved the appointment of Byron Conway to a federal judgeship in Wisconsin. This makes the 213th federal judge that President Biden has appointed.

LETTERS FROM AN AMERICAN
March 3, 2025
Heather Cox Richardson
Mar 04, 2025
As seemed evident even at the time, the ambush of Ukraine president Volodymyr Zelensky in the Oval Office on Friday was a setup to provide justification for cutting off congressionally approved aid to Ukraine as it tries to fight off Russia’s invasion. That “impoundment” of funds Congress has determined should go to Ukraine is illegal under the terms of the 1974 Impoundment Control Act, and it is unconstitutional because the Constitution gives to Congress, not to the president, the power to set government spending and to make laws. The president’s job is to “take Care that the Laws be faithfully executed.”
It was for a similar impoundment of congressionally appropriated funds for Ukraine, holding them back until Zelensky agreed to tilt the 2020 election by smearing Joe Biden, that the House of Representatives impeached Trump in 2019. It is not hard to imagine that Trump chose to repeat that performance, in public this time, as a demonstration of his determination to act as he wishes regardless of laws and Constitution.
On Sunday, Nicholas Enrich, the acting assistant administrator for global health at the United States Agency for International Development (USAID) released a series of memos he and other senior career officials had written, recording in detail how the cuts to “lifesaving humanitarian assistance” at the agency will lead to “preventable death” and make the U.S. less safe. The cuts will “no doubt result in preventable death, destabilization, and threats to national security on a massive scale,” one memo read.
Enrich estimated that without USAID intervention, more than 16 million pregnant women and more than 11 million newborns would not get medical care; more than 14 million children would not get care for pneumonia and diarrhea (among the top causes of preventable deaths for children under the age of 5); 200,000 children would be paralyzed with polio; and 1 million children would not be treated for severe acute malnutrition. There would be an additional 12.5 million or more cases of malaria this year, meaning 71,000 to 166,000 deaths; a 28–32% increase in tuberculosis; as many as 775 million cases of avian flu; 2.3 million additional deaths a year in children who could not be vaccinated against diseases; additional cases of Ebola and mpox. The higher rates of illness will take a toll on economic development in developing countries, and both the diseases and the economic stagnation will spill over into the United States.
Although Secretary of State Marco Rubio promised to create a system for waivers to protect that lifesaving aid, the cuts appear random and the system for reversing them remains unworkable. The programs remain shuttered. Enrich blamed "political leadership at USAID, the Department of State, and DOGE, who have created and continue to create intentional and/or unintentional obstacles that have wholly prevented implementation."
On Sunday, Enrich sent another memo to staff, thanking them for their work and telling them he had been placed on “administrative leave, effective immediately.”
Dangerous cuts are taking place in the United States, as well. On Friday, on Joe Rogan’s podcast, Musk called Social Security, the basis of the U.S. social safety net, a “Ponzi scheme.” Also on Friday, the Social Security Administration announced that it will consolidate the current ten regional offices it maintains into four and cut at least 7,000 jobs from an agency that is already at a 50-year staffing low. Erich Wagner of Government Executive reported that billionaire Elon Musk’s “Department of Government Efficiency” (DOGE) team had canceled the leases for 45 of the agency’s field offices and is urging employees to quit.
The acting commissioner of the agency, Leland Dudek, a mid-level staffer who got his post after sharing sensitive information with DOGE, blamed former president Joe Biden for the cuts. In contrast, Senator Ron Wyden (D-OR) pointed out that the system currently delivers 99.7% of retirement benefits accurately and on time. He warned that the administration is hollowing it out, and when it can no longer function, Republicans will say it needs the private sector to take it over. He called the cuts “a prelude to privatization.”
“The public is going to suffer terribly as a result of this,” a senior official told NPR. “Local field offices will close, hold times will increase, and people will be sicker, hungry, or die when checks don't arrive or a disability hearing is delayed just one month too late.”
In South Carolina, North Carolina, and Georgia, more than 200 wildfires began to burn over the weekend as dry conditions and high winds drove the flames. Firefighters from the Forest Service helped to contain the fires, but they were understaffed even before Trump took office. Now, with the new cuts to the service, prevention measures are impossible and there aren’t enough people to fight fires effectively and safely. South Carolina governor Henry McMaster (R) declared a state of emergency on Sunday.
Josh Marshall at Talking Points Memo picked up something many of us missed, posting today that Trump’s February 11 “workforce optimization” executive order is a clear blueprint for the end goal of all the cuts to the federal government. The order says that departments and agencies must plan to cut all functions and employees who are not designated as essential during a government shutdown. As Marshall notes, this is basically a blueprint for a skeleton crew version of government.
But for all that the administration, led by DOGE, insists that the U.S. has no money for the government services that help ordinary people, it appears to think there is plenty of money to help wealthy supporters. In February, the cryptocurrency bitcoin experienced its biggest monthly drop since June 2022, falling by 17.5%. On Sunday, in a post on his social media site, Trump announced that the government will create a strategic stockpile of five cryptocurrencies, spending tax dollars to buy them.
Supporters say that such an investment could pay off in decades, when that currency has appreciated to become worth trillions of dollars. But, as Zachary B. Wolf of CNN notes, “for every bitcoin evangelist, there is an academic or banker from across the political spectrum who will point out that cryptocurrency investments might just as easily go up in smoke, which would be an unfortunate thing to happen to taxpayer dollars.”
The first three currencies Trump announced were not well known, and the announcement sent their prices soaring. Hours later, he added the names of the two biggest cryptocurrencies, including bitcoin. After the initial surges, by Monday prices for the currencies had fallen roughly back to where they had been before the announcement, making the announcement look like a pump-and-dump scheme. Economist Peter Schiff, a Trump supporter, called for a full congressional investigation, suggesting that someone other than Trump might have written the social media posts that set off the frenzy and wondering who was buying and selling in that short window of time.
Also on Sunday, the administration announced it would stop enforcing anti-money-laundering laws that were put in place over Trump’s veto in 2021 at the end of his first term and required shell companies to identify the people who own or control them. Referring to the law as a “Biden rule,” Trump called the announcement that he would not enforce it “Exciting News!” The Trump Organization frequently uses shell companies.
A world in which the government does not regulate business or address social welfare or infrastructure, claiming instead to promote economic development by funneling resources to wealthy business leaders, looks much like the late-nineteenth-century world that Trump praises. Trump insists that President William McKinley, who was president from 1897 to 1901, created the nations most prosperous era by imposing high tariffs on products from foreign countries.
Trump confirmed today that he will go forward with his own 25% tariffs on goods from Mexico and Canada and an additional 10% on goods from China, adding to the 10% tariffs Trump added to Chinese products in February. While President Joe Biden maintained tariffs on only certain products from China to protect specific industries, it appears Trump’s tariffs will cover all products.
Prime Minister Justin Trudeau of Canada called the tariffs “unjustified” and announced that Canada will put retaliatory tariffs on $20.8 billion worth of U.S. products made primarily in Republican-dominated states, including spirits, beer, wine, cosmetics, appliances, orange juice, peanut butter, clothing, footwear, and paper. A second set of tariffs in a few weeks will target about $90 billion worth of products, including cars and trucks, EVs, products made of steel and aluminum, fruits and vegetables, beef, pork, and dairy products.
Mexico’s president Claudia Sheinbaum did not provide details of what her country would do but told reporters today: “We have a plan B, C, D.” Chinese officials say that China, too, will impose retaliatory tariffs, singling out agricultural products and placing tariffs of 15% on corn and 10% on soybeans. It also says it will restrict exports to 15 U.S. companies.
The tariffs in place in the U.S. at the end of the nineteenth century were less important for the explosive growth of the economy in that era than the flood of foreign capital into private businesses: railroad, mining, cattle, department stores, and finance. By the end of the century, investing in America was such a busy trade that the London Stock Exchange had a separate section for American railroad transactions alone.
And the economic growth of the country did not help everyone equally. While industrialists like Cornelius Vanderbilt II could build 70-room summer homes in Newport, Rhode Island, the workers whose labor kept the mines and factories producing toiled fourteen to sixteen hours a day in dangerous conditions for little money, with no workmen’s compensation or disability insurance if they were injured. The era has become known as the Gilded Age, dominated by so-called robber barons.
Today, the stock market dropped dramatically upon news that Trump intended to go through with his tariffs. The Dow Jones Industrial Average dropped 650 points, down 1.48%. The S&P fell 1.76%, and the Nasdaq Composite, which focuses on technology stocks, fell 2.64%. Meanwhile, shares of European defense companies jumped to record highs as Europe moves to replace the U.S. support for Ukraine.
Also today, the Federal Reserve Bank of Atlanta forecast a dramatic contraction in the economy in the first quarter of 2025. Evaluating current data according to a mathematical model, it moved from an expected 2.9% growth in gross domestic product at the end of January to –2.8% today. That is just a prediction and there is still room for those numbers to turn around, but they might help to explain why Commerce Secretary Howard Lutnick is talking about changing the way the U.S. calculates economic growth.

Thoughts on Defuntland's History of Animatronics.
-starting a history of disney animatroics with Homer's The Illiad. *chefs kiss* Kevin Perjurer should never stop telling stories like this.
-the RUR play - fucking horrifying, where can I find it?
-French is a beautiful language
"Real skin....real skin"
-When talking about how the disney Grandpa Chung's face skin would deteriorate, I assumed he was going to go "maybe thats why they used real skin.
-"no." -Walt Disney
-the California adventure bit had me spit a laughed so suddenly, and paused the episode to appreciate it.
-at the start of part 3. There is a lot of stuff about God in here. Like. A. Lot. Giving me Frankenstein vibes. Kevin, kevy, Mr. Defunctland, where we going with this? Are we as humans poor fathers/gods to our creations? Have we created life to reject it and turn it monstrous? Are we the monsters of this story?
-a lot of math and engineering here Kev.
-Lincoln had sort of legit cheekbones. "Unique"
-another pause at How TF did Walter "i want to be a dictator of an automous city in florida" Disney get technology for warheads?????
-is...is Lincoln christ in this metaphor???
-disney was such a shitty boss.
-and that's when the protests started.
-a 6 foot 7 robot Lincoln.
-soooo disney wanted to get rid of people...and have robots work instead???? Because the robots can't form a union????? Cue the RUR play.
-ah historical perfectionist anti union disney.....wants to create robots......
-"because I can't stop" walt disney on why he developed the lincoln animatronic. Big yikes my bud. Big yikes.
-PART 4
-a 6 foot 7 robot lincoln. Who would violently spasm and break his set. "It could kill you" - marc davis
-lincoln's great grandson crying at the world's fair is making me feel things.
-how TF was bradbury friends with Disney?? To get ideas for dystopia?
-bringing up a lot of monsters right now kev. Think we are getting back to the frankenstien stuff.
-kevin babe. Are we skipping over ada Lovelace?
-"the difference engine...the computer would not just be the new way to program animatronics, it would be the key to unlocking the next phase of mechanical life. A living machine, that appeared not just to move like a human, but to sense like one, to respond like one, to think like one. There's something inside us and we let it out."
Fuckkkkk So. We are just holding a mirror up to the horrors of our creation? Thanks kevin. Absolute banger of a line. Thanks for the existential dread.
I need kevin to get like awards for this shit. Seriously the best and most insightful Documentaries.
This. The disney Chanel theme song. The fastpass one. Garfield. All fucking top tier. The Epcot one is so beautiful too.
It's almost like he started by talking about defunct rides, and is now talking about a defunct culture. But as the culture is going under. And in true Kevin Perjurer fashion, he's starting at the beginning of the story. The idolization of business and consumerism and innovation for consumptions sake. The rot of leadership and how to make poor facsimiles.
He's not talking about how society is crumbling now, he's talking about the first termite that started eating away at the foundation. And I love him for it. I guess it's time to watch the fastpass video for fun.

After weeks of uncertainty, U.S. Secretary of State Marco Rubio announced on March 10 that the Trump administration has terminated 83 percent of programs at the U.S. Agency for International Development (USAID), the country's top humanitarian and development agency.
The decision amounts to a purge of an organization that has long served as a tool of U.S. soft power and provided critical aid to millions of people worldwide, with programs focused on addressing humanitarian crises, disease, and malnutrition, among others.
“The 5200 contracts that are now cancelled spent tens of billions of dollars in ways that did not serve, (and in some cases even harmed), the core national interests of the United States,” Rubio posted on X, adding that the decision followed a six-week review.
The surviving 18 percent—approximately 1,000 USAID programs—will now be “administered more effectively under the State Department,” in consultation with Congress, Rubio said. It is unclear exactly which programs remain.
Rubio’s announcement is the latest development in the Trump administration’s chaotic effort to dismantle USAID and the wider U.S. foreign aid infrastructure, alarming aid groups and officials, who warn that the purge will have disastrous consequences worldwide. But while the United States is the world’s biggest foreign aid donor, it only spends 1 percent of its federal budget on foreign assistance; 60 percent of that aid is administered by USAID.
U.S. foreign aid traditionally receives bipartisan support. But the issue has emerged as a political flash point in the second Trump administration, with critics accusing USAID of wasteful spending that does not align with U.S. national interests. One of the agency’s sharpest critics has been Trump advisor and tech billionaire Elon Musk, who has said that USAID should “die.”
The crackdown began on the day Trump was inaugurated, when the returning U.S. leader signed an executive order freezing all U.S. foreign aid for 90 days, pending review, although Rubio later outlined exemptions. USAID was thrown into further disarray in early February as the agency’s website went dark and staffers around the world were placed on leave. Later that month, the Trump administration said it was terminating more than 90 percent of USAID contracts and $60 billion in foreign assistance.
The flurry of moves pitched aid groups into turmoil, as organizations scrambled to make sense of the sweeping freeze and chart a path forward in this new landscape. The Trump administration and some organizations are now locked in legal battles over outstanding foreign aid invoices.
“To say that we are reeling … across the sector would be an understatement,” said a senior aid official, who spoke to Foreign Policy in February on the condition of anonymity. “There are hundreds of thousands, if not millions, of lives that have been upended and put at risk as a result of these actions.”
The stark human costs of such policies were outlined in a series of internal agency memos by Nicholas Enrich, who served as USAID’s acting assistant administrator for global health before he was placed on leave after the memos leaked. If programs are permanently halted, Enrich estimated that the world could see as many as 18 million additional malaria cases per year, as well as up to 166,000 extra deaths from the disease, for example. There could also be an additional 200,000 paralytic polio cases per year.
Enrich blamed these potential outcomes on the “political leadership at U.S.A.I.D., the Department of State, and D.O.G.E., who have created and continue to create intentional and/or unintentional obstacles that have wholly prevented implementation” of aid programs.”
“This will no doubt result in preventable death, destabilization, and threats to national security on a massive scale,” he added.
Even before Rubio’s announcement, the effective shutdown of USAID had already drawn cheers from autocratic leaders who have long objected to the agency’s agenda of promoting democracy and human rights. If Washington continues down this track, experts warn that such moves will only further erode U.S. influence abroad.
“The United States is not just retreating on [its] humanitarian commitments, [it’s] essentially vacating the field when it comes to a global struggle for influence from the West, which surely goes against [its] national interests,” the senior aid official said.

>> I made a post yesterday of me mini-ranting about how I don't have any proper career goals because the ones I made years ago I've achieved now, so I'm questioning myself "What now? 🙃".
Then I remembered I have a recruiter mate and I emailed him asking for help and he gave me a long list of what I could do now to get better from my position. And I like sharing help so here's what he said + my own notes of what I understood from them~!
Hope this helps you too~!

🩶 Assess Current Skills and Set Goals
Identify your strengths and weaknesses.
Set clear goals for technical and leadership skill development.
My notes: I am good at some languages/technologies whilst I am a complete noob in others. Yes, I use them but I am not confident in them and always have to Google what is going on. I need to make a list of all the languages I am good at and those I am not so good at. Maybe even list why I'm not good at them. The same goes for non-technical skills. Got to make plans/goals on how I will improve them and get out of my comfort bubble on my comfort technologies and expand! Leadership skills would probably improve when I get solo projects given/have to present at Team meetings on my own in front of everyone~!
🩶 Technical Skill Enhancement
Deepen your proficiency in current programming languages.
Explore new technologies and frameworks relevant to your field.
My notes: I already answered this in the top one, but I shouldn't neglect my current skills to be able to learn the new ones. With the languages I am good and confident in, I still feel as though I haven't reached the more advanced stuff of that language. OOP stuff skill scares me in any programming language so I need to face my fears and learn it. From time to time, check what's popular in the market in terms of technology used and see which one aligns with my dream tech stack to use in the future and make plans to learn and develop myself~!
🩶 Project Leadership and Collaboration
Volunteer to lead small projects or take on more responsibility in current projects.
Collaborate with cross-functional teams to understand different aspects of project development.
My notes: At work, I eventually (since I'm still new) should ask to be the lead on some projects just like my higher-up developer is to me. Lead my own projects, without having to report to someone unless in dire need or when the project is complete for testing, etc. The team is small so I should talk to the non-developers in the team and see from their POV how the project is. Understand different types of people in the team and communicate effectively. All of this can be transferred to non-work projects like an online group project on an Open-Source project on GitHub for example - lead projects and taking more responsibilities. Being able to talk to people with different skillsets as we work on a group project~!
🩶 Attend Workshops and Networking Events
Attend workshops, conferences, and networking events to expand your knowledge and connections.
Seek mentorship from experienced professionals, including CTOs.
My notes: My gosh, I dread this honestly. I'm still a relatively shy person so going to workshops and events still brings small anxiety but that's something I do want to break~! I will never know what I will learn, who I will meet etc if I don't go to one! I want to aim that this year I would like to go to one, preferably in or near my city. I always love the idea of having a mentor, honestly, I was going to pay someone to help mentor me on that part ( >> loads of cites offer mentorships for programming!!! ) but I feel like my manager right now is that person so I will keep working with him to develop more~!

In conclusion, self-improvement as a programmer is both challenging and super hard to get started BUT rewarding in the end~!
