Domestic LPG cylinder price hiked by Rs 50 from today; to cost Rs 999.50

Burning a bigger hole in common man's pocket, the price of 14.2-kg domestic LPG cylinder on Saturday was hiked by Rs 50.
With the new revision, the LPG cylinder will now retail at Rs 999.50 in Delhi.
Earlier in the month, the price of a 19-kg commercial LPG cylinder was increased by Rs 102.50, whereas the 5-kg LPG cylinder is now priced at Rs 655.
Previously, on April 1, the price of 19-kg commercial LPG was hiked by Rs 250 per cylinder. With this, the 19-kg commercial cooking gas will now cost Rs 2,253. The commercial LPG price was previously increased by Rs 105 on March 1.
On May 1, the oil marketing companies organised over 5,000 LPG panchayats on the occasion of Ujjwala Diwas, where apart from experience sharing, aimed at safe and sustained usage of LPG, all out efforts were made to maximise customer enrolment.

Finance Minister Shri Arun Jaitley present budget 2018-19 in parliament. Latest budget is guided by the mission to strengthen agriculture, rural development, health, education, employment, MSME and infrastructure. Here are some of the key points from budget 2018-19.

1. MSP for all unannounced karif crops will be one and half times the production      cost. Institutional farm credit raised to 11 lakh crore.

NEW DELHI: The price of subsidised cooking gas (LPG) has been hiked by Rs 35.55 per cylinder in the last five months, Oil Minister Dharmendra Pradhan said on Wednesday. As per government policy, LPG all over the country is available only at market price. However, households are entitled to buying 12 cylinders of 14.2-kg each at a subsidised rate in a year. The government transfers the subsidy amount directly into the bank accounts which the beneficiaries use to buy LPG at the market price.
The subsidised LPG price has gone up by Rs 35.55 per cylinder since October.
In a written reply to a question in the Rajya Sabha, Pradhan said domestic subsidised LPG in Delhi was priced at Rs 538.95 per cylinder on October 1, 2019, and this month it costs Rs 574.50.
He did not give any reason for the price increase.
While non-subsidised or market priced LPG has varied from month to month based on benchmark international rates, subsidised LPG prices have been raised every month by Rs 4 per cylinder plus taxes.
These rates, however, are no longer published by the oil market companies.
To the question of whether state-owned oil marketing companies had stopped publishing subsidised gas prices, he said the price of non-subsidised domestic LPG is available at the websites of oil companies.
In reply to another question, Pradhan said non-subsidised LPG cylinder costs Rs 805.50.
Household consumers are getting a subsidy of Rs 231 per 14.2-kg cylinder, he said.
So, a household buys LPG at Rs 805.50 per cylinder. After accounting for Rs 231 that he or she gets as government subsidy, the payout is Rs 574.50.
“The prices of petroleum products in the country are linked to the price of the respective products in the international market. However, the Government continues to modulate the effective price to consumers for subsidized domestic LPG and the consumers get the product at the subsidised rate.
“The subsidy on subsidized domestic LPG increase/ decrease with the increase/ decrease in the product price in the international market and decision of Government on subsidy,” he said.
Pradhan had on July 31, 2017, stated in a written reply to a question in the Lok Sabha that the government had ordered state-run oil companies to raise subsidised cooking gas (LPG) prices by Rs 4 per cylinder every month to eliminate all the subsidies.
“Public sector oil marketing companies (OMCs) were authorised to increase the price of subsidised domestic LPG cylinder by Rs 2 per cylinder (14.2-kg) per month (excluding VAT) with effect from July 1, 2016,” he had said.
Oil companies had hiked LPG rates on 10 occasions since that go-ahead.
“The government vide its order dated May 30, 2017, has again authorised OMCs to continue to increase the effective price of subsidised domestic LPG by Rs 4 per cylinder effective June 1, 2017, per month (excluding VAT) till the reduction of government subsidy to ‘nil’,” he had stated.
There are over 26 crore customers of subsidised LPG in the country. These include 8 crore poor women who were given free connections under the Pradhan Mantri Ujjwala Yojna.

RBI Ban Stops Indian Police From Cashing Out Seized Crypto
The effects of banking restrictions by the Reserve Bank of India (RBI) have reached an Indian police department. The police sold some cryptocurrencies they seized only to find out that they cannot access the Rs 8.42 crore (~$1.2 million) proceeds due to the current RBI banking ban.

Police Funds Locked
Restrictions on banks placed by the RBI have caused trouble for police wanting to cash out seized cryptocurrencies. Last week, the central bank also blocked customers of Mumbai-based Punjab and Maharashtra Cooperative Bank (PMC Bank) Ltd., with 137 branches across India, from accessing their savings.
Now the Pune city police department is unable to access Rs 8.42 crore which was converted into INR from the cryptocurrencies it seized last year from Akash Kantilal Sancheti, an accused in the Gainbitcoin Ponzi scheme, the Times of India reported Wednesday. The number of coins sold was 244.0925, which included an unspecified amount of BTC.
The police hired Discidium Internet Labs Private Ltd., which operates Indian crypto exchange Koinex, to sell the seized coins. The news outlet detailed that the proceeds are now sitting frozen in the company’s bank account at a branch of the Central Bank of India, a government-owned bank which is one of the oldest and largest commercial banks in the country.
District government pleader Ujjwala Pawar explained that “The police’s plea is pending before the sessions court.” The RBI has replied to the court notice, claiming that it had neither frozen the Discidium Internet Labs’ account nor directed the commercial bank to do so. According to the news outlet, Discidium Internet Labs has filed an interlocutory application before the country’s supreme court to direct the RBI to instruct the Central Bank of India to unfreeze its account.
Banks Close Crypto Exchanges’ Accounts
The RBI issued a circular, dated April 6 last year, prohibiting all banks and payment system providers from dealing in cryptocurrencies. Prohibited services include “maintaining accounts, registering, trading, settling, clearing, giving loans against virtual tokens, accepting them as collateral, opening accounts of exchanges dealing with them and transfer / receipt of money in accounts relating to purchase/ sale of VCs [virtual currencies],” the RBI specified.
The ban went into effect three months later, and banks subsequently closed the accounts of crypto exchanges, forcing some of them to shut down, including Koinex. The exchange announced in June the permanent closing of its crypto trading services, citing that their “bank accounts with user funds are still frozen and the capital is held up.”
Koinex CEO Rahul Raj revealed: “We have consistently been facing denials in payment services from payment gateways, bank account closures and blocking of transactions for trading of digital assets.” He continued: “Even for non-crypto transactions like payment of salary, rent and purchase of equipment, our team members, service providers and vendors have had to answer questions from their respective banks  —  just because of an association with a digital assets exchange operator.”
Several writ petitions have been filed with the country’s supreme court to challenge the RBI ban. The case is ongoing, and the court was expected to resume hearing the case last week. Meanwhile, the Indian government is deliberating on a bill to ban cryptocurrencies. The case in the supreme court relating to the country’s crypto policies has been postponed to January next year since the government told the court that the crypto bill may be introduced in the next parliament session.

Make cooking gas cheaper for poor, remove subsidy for rich: Study

The subsidy on liquefied petroleum gas (cooking gas) cylinders for India's newly-connected 73 million poor households should be increased enough to limit the cost of a cylinder to 4% of a household’s monthly expenditure, according to a study.
The subsidy should only be provided to poor households, and the wealthy should be removed from the beneficiaries list, according to the June 15, 2019, policy brief titled “Ujjwala 2.0” by Collaborative Clean Air Policy Centre (CCAPC), a multi-organisational initiative.
With these two changes the central government’s Ujjwala scheme can help poor families make cooking gas their primary cooking fuel, and not burn firewood and cow dung, the easily available biomass fuels, the policy brief stated.
By distributing 73 million connections (as on July 14, 2019), the Ujjwala scheme has met 91.25% of its target of 80 million connections to poor households by 2020. This is a 35-percentage-point rise since 2014. However, despite the soaring consumer numbers, cooking gas consumption rose by just 0.8% over two years to 2017, and the number of customers increased by 6%, IndiaSpend reported on April 22, 2019.
Beneficiaries under the Ujjwala scheme have only bought 3.4 refills per capita annually, according to government data. For these households to completely switch to cooking gas, at least nine cylinders are required per year, according to the CCAPC brief.

Atlan raises $2.5M to stop enterprises from being so bad at managing data
Even as much of the world is digitizing its governance, in small towns and villages of India, data about its citizens is still being largely logged on long and thick notebooks. Have they received the subsidized cooking gas cylinders? How frequent are the power cuts in the village? If these data points exist at all, they are probably stored in big paperbacks stacked in a corner of some agency’s office.
Five years ago, two young entrepreneurs — Prukalpa Sankar and Varun Banka — set out to modernize this system. They founded SocialCops, a startup that builds tools that make it easier for government officials — and anyone else — to quickly conduct surveys and maintain digital records that could be accessed from anywhere.
The Indian government was so impressed with SocialCops’ offering that it partnered with the startup on National Data Platform, a project to connect and bring more transparency within many of the state-run initiatives; and Ujjwala Yojana, a project to deliver subsidized cooking-gas cylinders to poor women across the nation.
“This is a crucial step towards good governance through which we will be able to monitor everything centrally,” India’s Prime Minister Narendra Modi said of National Data Platform. “It will enable us to effectively monitor every village of the country.”
Two years ago, the duo wondered if the internal tools they built for their own teams to manage their projects could help data teams around the world? The early results are in: Atlan, a startup they founded using learnings from SocialCops, has secured more than 200 customers from more than 50 nations and has raised $2.5 million in pre-Series A funding led by WaterBridge Ventures, an early-stage venture fund.
The startup, which employs about 80 people, also received backing from Ratan Tata, chairman emeritus of conglomerate Tata Sons; Rajan Anandan, the former head of Google Southeast Asia; and 500 Startups. On Tuesday, Singapore-headquartered Atlan moved out of stealth mode.
The premise of Atlan’s products is simple. It’s built on the assumption that the way most people in enterprises deal with data is inefficient and broken, Sankar and Banka told TechCrunch in an interview. Typically, there is no central system to keep track of all these data points that often live in their own silos. This often results in people spending days to figure out what their compliance policy is, for instance.
“Atlan wants to democratize data inside organizations,” said Sankar.
Teams within a typical company currently use a number of different tools to gather and manage data. Atlan has built products — dubbed Discovery, Grid and Workflows — to create a collaboration layer, bringing together diverse data (from internal and external sources), tools and people to one interface.
“We are reimagining every human interaction with data. For instance, code has a profile on GitHub — what would a ‘profile’ of data look like? What if you could share data as easily as a Google Sheets link, without worrying about the size or format? Or what would a data versioning and approval workflow look like? What if data scientists could acquire external data within minutes, instead of the months it takes right now?,” said Banka.
The startup has also built a product called Collect that allows an organization to quickly deploy apps to collect granular data. These apps can collect data even when there is no internet connection. All of these data points, too, then find their way to the interface.
Atlan intends to use the capital it has raised on product development and sign more customers. It has already won some big names, including Unilever, Milkbasket, Barbeque Nation, WPP and GroupM, Mahindra Group and InMobi in India, Chuan Lim Construction in Singapore, ServeHaiti in Haiti, Swansea University in the U.K., the Ministry of Environment in Costa Rica and Varun Beverages in Zambia.
In a prepared statement, Manish Kheterpal, managing partner at WaterBridge Ventures, said, “companies are struggling to overcome the friction that arises when diverse individuals need to collaborate, leading to project failure. The IPOs of companies like Slack and Zoom are proof that we live in the era of consumerization of the enterprise. With its sharp focus on data democratization, Atlan is well-positioned to reimagine the future of how data teams work.”
As for SocialCops, Sankar said it will live on as a data science community and pursue its signature “social good” mission.
