CONFESSION:

It bothers me in ME2 that if you saved the Council and made Anderson the Councilor, the other three still suggest it best if Udina joins in on the meeting with Shepard. Anderson's the Councilor!! What do you need Udina for, unless you just want him there to kiss ass?!

That Ruthless redeemer idea was actually my 2nd playthrough, but for some reason, i found it off putting that people acted like i was the victim, like Liara. and that Anderson of all people seemed to approve, while Uldina seemed disturbed(he's WAY more reasonable at the start weird huh?) Also my attempts at Paragon Shepherd responses to the massacre always had him saying FOR GREATER GOOD (TM) and i found that character breaking. still Butcher of Torfan is a bad ass epitaph

Udina and Anderson’s responses at the beginning of the game are fixed so they always go “Is that the person we want protecting the galaxy?” “That’s the only kind of person who CAN protect the galaxy.” Most of the victim impression comes from Mindoir (background), and yeah while you do get a lot of people starry-eyed over Torfan (psychological history), it seems to be more of the “WOW you’re a real badass!” rather than “you were completely in the right”. I can remember a couple of occasions where people make comments about being too bloodthirsty, and Balak in Bring Down the Sky definitely has negative stuff to say to Ruthless Shepard.

Personally I did find the Paragon response about the massacre in-character, since Shepard always sounds regretful when talking about how they “had to do it”. What I don’t find in-character is that there’s no option to say Colonist!Shepard did it because they really, really hated Batarians. But then again, that’s something I think Paragon Shepard would be too ashamed to admit anyway.
