KIDAPAWAN, COTABATO -- A suspected local police officer in Kidapawan City caught on amateur video from a disclosed concern citizen, after he was beaten and almost pointing a gun with a live-in partner because of total jealousy. The suspect, identified as P/Cpl. Louie Jay Garido Lumancas, 28 y/o assigned to Magpet Municipal Police Station (MMPS) and a resident of Brgy. Gubatan, Magpet, the said city was charged with physical violence, while he was currently off-duty Sunday night (April 9th, 2023 -- Cotabato local time), immediately followed his arrested suspect early Monday morning at 12mn in Kanapia Subdivision, Barangay Poblacion, Kidapawan, Cotabato.

Girlfriend's victim identified as one alyas "Shaira", 27 y/o, who was married, self-employed and resident of St. There's Village, Sudapen, the aforesaid city. In an exclusive radio report from DXND-AM 747khz's Radyo Bida: Kidapawan, a cheating boyfriend heated violent altercation before the victim went to a friend's party the same night.
Although, the video went viral on social media from the amateur video footage of the incident and reported to the nearest police station. Shaira is currently in the hospital, while Lumancas immediately relieved of duty in an instant.
Philippine National Police - Women and Children Protection Center (PNP-WCPC)'s P/Col. Portia Manalad told DWNS-TV 10's GMA Regional TV: Olongapo, Lumancas is currently subject for an administrative case such as grave misconduct, regardless of physical violence and abuse of the relationship: "Her live in partner took her, beat her outside her friend's house and that's where the viral video that we see spreading on the internet happened", Manalad said in Tagalog dialect.
It is also said that it is possible to increase the administrative case of the police because of the fact that they pulled out a gun when the victim was totally injured: “There are other cases that can be included in his current case. We covered the abuse that was done even though he did not pull out a gun, we saw it to prosecute him”, Manalad added.

Lumancas was extremely charged with a violation of Republic Act #9262: Section 3a or Anti-Violence Against Women and Their Children Act of 2004 (VAWC). He is now sentenced to 6 months in prison with a possible fine between PHP100,000 to PHP300,000 (U$D1,806.70 to U$D5,420.05) and was locked up in the Kidapawan City PNP detention cell.

way back 2020, I [24F] was a fresh grad aspiring to be a medical student.. i was redirected to a different path because covid happened and also we found out that my father was cheating and giving that bitch almost 10k a month for almost 2 years; 2020 lang namin nalaman. galit na galit kami ni mama of course, kami tinitipid pero yung bitch na yun sagana sa pera. Dinadala niya sa side niya. Then alam din nung side ni girl, pinakilala nila ang papa ko as balo, minsan hiwalay sa asawa. YUng tito at tita ko, kunsintidor. Kakapal ng mukha. Matagal kaming naging bulag sa lahat ng pangyayari. kahit mga kaworkmate niya alam na may kabit siya. This is a known prostitute, may dalawang anak na iba't iba ang tatay. Lagi niya pinag-aaway ang nanay at tatay ko that time. She played the victim card as well. Kami ang pinag mukha niyang pera, eh kami naman ang pamilya kaya it's our right to demand. Nalaman dinn namin na sa loob ng 2 years na naging bulag kami, ang dami na pala nilang napundar, bahay, lupa at kotse.. pero samin wala ni isa kasi laging excuse inuuna yung school namin at makain sa araw-araw. Grabe rin yung brainwashing ni Poki sa tatay ko. BUt i know ginusto rin to ng tatay ko! Alam kong manyak ang tatay ko!
fast forward to 2021, my father already left us with nothing. Kinasuhan namin sila VAWC pero dahil nga itong malandi kong tatay may kaya mag bayad.. nagbail siya nang tig 72k bawat ulo nila. Ngayon kahit may hearing kami nagsasama parin sila ng babae tapos pagdating sa korte todo deny.. YUng agony and pain namin parang napupunta lang sa wala. masakit makita sila sa korte lalo na pag magkatabi sila. I wish i could elaborate the verbal and emotional abuse that we went thru. Actually, may point na okay na sana yung parents ko, nagkaretraction of complaint sila mama ko kaso nanggugulo talaga ang babae hanggang sa iniwan na kami at di na tumira sa bahay yung tatay ko.
because of all of that, i put my dreams on hold. I really wanted to be a doctor though. I keep crying and asking God why.. Rn i'm working sa isang health institution na sobrang underpaid. My mom resigned sa job niya because of what happened. She's not mentally stable and she's always crying. Ako yung nagiging trauma bin niya. Marami siyang regrets hanggang sa minsan kami na ang sinisisi niya. This also led me to hurt myself, honestly. Then naging passive nalang ako sa nangyayari sa buhay ko. This year medjo naalarma ako sa pressure ng buhay. I see my batchmates, yung iba nasa ibang bansa nagwowork, yung iba dapat kasabay ko sila grumadduate sa medschool, yung iba nagmasters and phd. while ako i felt stuck sa family problem namin. imagine i wasted my 3 years crying over this pain, seeking justice and asking for help (wala kasing tumutulong samin). Everything felt so unfair for me. I'm still stuck at 2020 where it all began. Sobrang unfair kasi no one tells you about the lingering pain while your oppressors are out there living life normally, laughing at you and mocking you because they made you look like stupid. Yung wala kang magawa sa sitwasyon.
it's been 3 years since nag gap year ako to continue my medical degree but right now i don't think i can pursue it anymore.. kahit pa sabihin natin na may scholarships, that wouldn't suffice our daily needs and expenses. i don't think i can juggle med school and part time job. because of this i became resentful. Gusto ko ipasa Diyos lahat or magtrust nalang sa justice na ibibigay ng Philippine Law pero may part sakin na gustong ilagay sa kamay ang batas. I want to get revenge and get even sa kabit ng tatay ko..

How to reduce if not eliminate rape and vawc cases in the Philippines?
Violence against children (VAC) and violence against women (VAW) affect the lives and welfare of millions of people around the world. Many women and children in the Philippines suffer multiple types of violence. The multiple negative sequelae of this violence can be long-lasting throughout the lifespan and across generations as well as impacting on individuals, relationships, communities, and broader society.
Violence against children (VAC) refers to “all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse” against any person under age 18 (United Nations Convention on the Rights of the Child, 1989).
Violence against women (VAW) refers to “any act of gender-based violence that results in, or is likely to result in, physical, sexual or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life” (Declaration on the Elimination of Violence against Women, 1993).
The recent Philippine National Demographic and Health Survey shows that 27% of ever-married women experienced physical, sexual, and/or emotional violence by a spouse during their lifetime and 15% experienced such violence in the past 12 months. Among all women (15-49 years old), 17% had experienced physical violence since age 15 with 73% of cases against ever-married women perpetrated by a current or former husband/partner and 51% of cases among never-married women perpetrated by a parent or step-parent. Among all women (15- 49 years old), 5% had experienced sexual violence and the most common perpetrators were current or former husbands, partners or boyfriends. Only 34% of women who experienced physical or sexual violence sought help through formal systems.
Although far from elimination, there are actually things that can be done to minimize the cases of rape and VAWC in the Philippines:
1. Raise awareness of the dangers of harmful traditions
The media such as the radio, television and newspaper could be used also organizing seminars, workshops and conferences could be used to create public awareness on the effects of these traditional practices.
2. Tackle violence against girls in school
Provide learning that is responsive to needs: more female teachers and better trained school guidance counselors play a key role in creating classrooms that promote equality between girls and boys, provide reproductive health training and support a system that allows victims of violence to report concerns and grievances.
3. Challenge and speak out about violence in the home
Talk about consent, bodily autonomy and accountability to boys and girls, and also listen to what your family has to say about their experience of the world.
4. Embolden children and women to speak out
It’s a domino effect: the more women are speaking up, the more others feel confident to speak up themselves. That’s in stark contrast to a number of years ago, when we used to more easily dismiss actions as ‘boys will be boys’ and women were often just disbelieved.
5. Fund women’s organizations
Donate to local organizations that empower women, amplify their voices, support survivors, and promote acceptance of all gender identities and sexualities.
6. Protect girls who face additional risks during emergencies
Because of their gender and age, disasters and conflict increase girls’ vulnerability. This puts them at increased risk of rape, abuse and harmful practices such as child marriage as parents try to cope with the circumstances. Child-protection interventions during emergencies must take into account the additional risks faced by girls and provide support that will help them avoid abuse and violence.
7. Challenge rape culture
Establish policies of zero tolerance for sexual harassment and violence in the spaces in which you live, work, and play. Leaders must be particularly clear that they are committed to upholding a zero-tolerance policy and that it must be practised every day.
8. Reach out to marginalised and rural girls
The government, together with NGOs, must establish frequent community outreach programs to help educate those who are far from information sources, and listen to the stories of the victims to legislate laws against violence that are community-specific.
No matter where in the world we live, we all have stories of how violence against women has affected our lives, someone we know, or in our communities. The health system, health care providers and policy makers all have an essential role in ending violence against women; in making sure that survivors are heard; and that the world, even in its darkest corners, is a safer place for women and girls.

How to eliminate violence against women and children?

Numerous pieces of legislation concerning women's rights and welfare have been implemented. It started with the Convention on Elimination on All Forms of Discrimination against Women (CEDAW), followed by RA 9262, the Violence Against Women and Children Act (VAWC), and RA 9710, or the Magna Carta of Women. There are also representations of women in the country, such as the top party list, the Gabriella Women's Party. A lot of advocacies and information drives are being disseminated and upheld in the hopes of acknowledging women's interests. However, problems do remain. Women are still subject to abuses caused by this patriarchal society. It affects not only the well-being of these women but also the loved ones and family members surrounding them.
The fact that abuses or crimes against women are still committed mainly through their men or partner perpetrators is haunting to know that everything will change in just a snap. Women victim-survivors thought of marrying and associating themselves with these sweet and sincere men, not realizing that these personalities were just for a show. It is sickening to know that these women are just being taken advantage of by men when women should be respected because they carry the responsibilities that men cannot do alone. As Mao Zedong said, "Women hold up half the sky." 
 I do not know why men attack women; is it because of their insecurities? Or are they just dense to believe that this culture of violence is expected given that they are "dominant," - which feeds their masculine ego? 
Given that numerous pieces of legislation are being imposed, the trend of VAWC cases is still increasing. The solutions I can think of are strengthening the information drive and awareness of how RA 9262 works. The government and the citizens play critical roles because their participation is needed. There should be cooperation between the parties involved. Abuses or violence against women and children happen every hour while trapped in a toxic household. These occurrences are inevitable, but the ways of mitigating it can have the power to slowly and gradually eradicate these problems. Also, the younger generation must be active and wary in promoting women's rights and interests. We are in an evolving society now, so we should all move forward and not backward. 
Overall, I think that no amount of policies, laws or statutes, or even treaties can eliminate such violence if there is no proper evaluation of the system that tolerates and justifies the acts of violence against women. More than crafting another bill regarding women's and children's welfare, there should be a step toward developing a society that respects and condemns the culture of impunity and violence, not just to women and children but to all gender-based violence, especially to those who cannot have the luxury and strength to defend themselves against the cruel realities of today.
