"Movie lovers were supposed to breathe a sigh of relief last week when Warner Bros. Discovery announced the un-firing of Turner Classic Movies head programmer, Charles Tabesh. This move was in response to a deafening howl of outrage from a passionate community that, increasingly devoid of quality options at the multiplexes, cherishes the long-running cable channel as a vital outlet for intelligent, well-crafted adult fare from a time when cinema ruled the entertainment roost. It kinda did the trick. Knowing Tabesh, one of the most respected film programmers in the world, would still be around to complement beloved classics with the deepest of cinema cuts meant TCM wouldn't become the "Casablanca"-every-other-day channel.

WB Discovery also continued to hype the programming/curation input of Steven Spielberg, Martin Scorsese, and Paul Thomas Anderson — which is a terrific PR win for embattled CEO David Zaslav but does little to move the needle outside of the industry. It's actually more heartening to know that creative oversight of TCM has shifted from Discovery veteran Kathleen Finch to Warner Bros. Pictures honchos Michael De Luca and Pamela Abdy. You'd much rather have the genuine film buff who greenlit "Seven," "Boogie Nights" and "Magnolia" co-leading TCM than a reality-show-driven exec who lists "90 Day Fiancé" as one of her proudest artistic achievements.

But De Luca and Abdy are movie people tasked with restoring Warner Bros. Pictures to its former glory by making movies. They don't have time to manage TCM, nor does the Spielberg/Scorsese/PTA triumvirate. So if this group is genuinely committed to the survival of the cable network, and venerating the studio's vast, varied library, they've got one screamingly obvious option that'll allow cinephiles the world over to exhale.

If Zaslav is the classic film fan he repeatedly claims to be, he should be familiar with the observation, "It's no trick to make a lot of money, if all you want to do is make a lot of money." This saying applies to saving money as well.

Zaslav, who inherited a debt-ridden WarnerMedia when the company merged with his thriving Discovery, is currently in slash-and-burn mode to please shareholders and, perhaps, make the studio flippable somewhere in the near-ish future. Per his company's own PR, he's personally due nine-figure compensation if he more than doubles the company's stock price. So he's doing the easy part first: firing as many people as possible, and selling off assets (like half of its music, film and television catalogue).

It's filthy business, but Zaslav has his Hamptons reputation to worry about. Still, as ruthless as he promised to be when he seized control of WarnerMedia, he assured movie lovers that he was one of us. He valued WB's history. He fell in love with movies as a regular, middle-class kid growing up in Brooklyn, and dreamed of running a studio. He works from Jack Warner's desk in his office, where TCM is always playing in the background. He spoke at last April's TCM Classic Film Festival (alongside Spielberg and PTA), and assured the audience the channel's future was secure.

His first greenlight after the merger was to blow the dust off of Hamptons lunch-buddy Nicholas Pileggi's "Wise Guys," a gangster project that had been kicking around the studios since the early 1970s; attaching Barry Levinson as director (who hasn't made a commercially successful film since 1997's "Wag the Dog") puzzled several industry insiders with whom I've spoken. It was old Hollywood chumminess that reeked of rich white-guy back-slapping, and this was before Zaslav erased Adil El Arbi and Bilall Fallah's already finished "Batgirl" movie. Shot on an apparent $50 million budget, the film is in post-production, and has a slated release date of February 2, 2024, although that could always change.

So when Zaslav cleaned house in June by firing five of TCM's top execs, while slashing the staff from somewhere around 90 to around 20, cinephiles were furious. You don't need an MBA to know that a personnel cut that deep is meant to hobble, not sustain. Zaslav didn't care; however, his Hamptons buddy, Steven Spielberg, didn't appreciate being used as a rubber stamp at the TCM Fest. A Zoom call was arranged, which resulted in an empty press release assuring viewers that the three aforementioned filmmakers would mind the short-staffed store. When absolutely no one bought this, Tabesh was reinstalled as head programmer.

Though I'm amused that Zaslav has turned Tabesh into a rock star amongst movie lovers, he is but one man. Tabesh can't do what he's done so brilliantly alone. He needs a team steeped in every facet of film history to help him track down and license those obscure titles that nourish our desire for, ironically, discovery. Basically, he needs everyone Finch and Zaslav axed.

On a practical, strictly corporate level, this should not happen. TCM is currently only available on cable (streaming-wise, no one associated with the channel has anything to do with that embarrassingly shallow hub on Max), and cable is speeding toward total obsolescence. Its 70% profit margin is evidently meaningless to Warner Bros Discovery. If Zaslav hadn't so shamelessly dampened Spielberg's backside over the years, TCM could've easily been shuttered last year.

According to a recent Hollywood Reporter article by Kim Masters, Zaslav underestimated the widespread industry love for TCM (even Ryan Reynolds leaped into the fray). But what jumped out to me in that piece is that he was most miffed that outsiders "were telling him how to run his business," which is not the sentiment of a chastened man. Indeed, that he's still holding firm on the decimation of TCM's staff — which, to give you a sense of the petty scope of this brouhaha, was hastened by a $3 million cut in the channel's budget — suggests that he's still determined to win this battle. And if that's all he wants, TCM is living on borrowed time.

You bought it, you honor it

What's his endgame? My most charitable read is that he'd like to have a boutique outlet that flaunts his prestigious industry connections, e.g. Scorsese presents "The Treasure of the Sierra Madre." This is where the directors he supposedly worships need, as gently as possible, to remind him that in acquiring WB, he became a steward of Hollywood history. Name-dropping a handful of black-and-white movies as evidence of his love for classic cinema won't get it done. Sitting at Jack Warner's desk is the emptiest of gestures if you're disinterested in sharing his studio's output with the public.

TCM is small potatoes financially, but, as a reflection of the company's dedication to the art that made it what it is today, it's invaluable. You re-staff, eat that $3 million, and declare the channel off-limits. You run it at a (presumably minuscule) loss if need be. If Zaslav does this one, culturally good thing, and once he pays his writers what they're worth, his legacy might not be a disaster in the long term (though I know the short term is where his CEO ilk lives). He also might actually earn the love he seeks from the directors he purports to adore (which will make it so much easier for De Luca and Abdy to lure Christopher Nolan back into the fold, not to mention build out the studio's stable of top-tier filmmakers).

This isn't easy in our fiercely risk-averse age. Because while it's no trick to make a lot of money, it takes vision and fearlessness to make a lot of good movies. It is, however, financially feasible to show a lot of great movies 24/7 on TCM. 

Probably costs less than a summer of fine dining in the Hamptons — and, uh, which card are we using out there, David? Because that's an easy snip..."

012. Physical Description. Viresca is 5'4" and her hair is ash brown with some tealy green highlights cut in a chin-length bob with some covering her eye to conceal a scar. Her eyes are gray-green, open, wide, and somewhat gentle despite their relative coldness. There is a scar caused by a blast of cursed magic spidering over the right half of her face, from the crux of her jaw and up to her forehead, twisted and gnarled in shape as if the mark of a painful, failed or insincere curse - magic gone awry due to incompetence. Beyond that, her fingers show a myriad of little scars all over, presumably caused by diligent work in a garden. Beyond this, she is covered head to toe in lightly-pigmented freckling and has a small, light, smudge-like birthmark behind her right ear. She'll casually wear slightly tighter clothes and knee-high leather boots perfect for traveling or adventuring - and she always looks nice. Clean, proper, and not an inch of her skin from the neck down visible in any way. She's altogether rather modest and not necessarily for propriety or dignity's sake. Rather, she gets cold easily (it comes with being a string bean), thus she prefers to wear thicker, heavier cloaks and long-sleeved tops nearly year-round. She tends to wear strictly green, black, teal, and silver/dark gray clothing with extravagant patterns and fabric types, though leather, wool, and satin seem to be staples. It's exceedingly rare for her to wear anything frilly, as she much prefers to appear sharp and sleek - she wants to look like she can walk the walk as much as she can talk the talk. She always wears a set of black gloves as well.

She aspires to become a great woman like her mother, and her goals absolutely include becoming a Sorcier among them. She is also set on mastering the art of transformation, no matter how tedious she's learned the process actually is. Becoming a skilled tamer and herbalist are also on the list (family tradition). Eventually, she would also quite like to start a family, but isn't entirely certain if that is the right choice given that it may conflict with the bulk of her goals.

023. Personality. She has the capability of being quite the spitfire, but a cold fire is more accurate. She is outwardly friendly but incredibly impersonal, tending to keep anyone from getting to know her. This is a defense mechanism she's been making use of so long, she hardly notices it anymore. It's incredibly difficult for her to properly connect to other people, often treating her interactions with other people as transactional; On the flip side, this means she sees them as purposeful and, therefore, not merely a waste of time. 

     Again, she is quite friendly and always willing to help, but she does not help out for free - she does expect the other end of the bargain to be upheld, which may or may not incidentally deepen a relationship depending on the circumstances. She's quite frank about it, too, but not in an insulting manner - just straightforward, unless she believes her favors will be returned naturally. She's also distrustful of others, beyond her natural defensiveness, and rarely trusts what they might say - a feature of anxiety. Kind words often fall on deaf ears, but so do cruel ones - actions, however, are quite different. 

     Now, with all the negatives laid out, Viresca is strong-willed, stubborn, and persistent; There is nothing she can't do without a bit of time to figure it out, though she's actually fairly quick-minded. Solving puzzles and riddles, getting creative with her magic and mixing in a bit of practical technique, as well as her combat prowess make her a formidable ally. Should she ever be beaten in a duel, she is graceful in her defeat - that is, she's not a sore loser - and should she win, she accepts victory with the same amount of grace, modest and fair. 

     She has a passion for learning and trying new things, her nose often buried in an old book or practicing new and old spells. Likewise, the same goes for any number of things. She's quite the quick learner and she often finds enjoyment in all magical things. She is fascinated by the taboo and completely unafraid of bending and breaking the rules to satisfy her curiosity, so forbidden magic is a common thing for her to research.

     She doesn't outright hate anything or anyone - indifference is the correct word for her here. She is unflinchingly tough and once she has her heart or mind set on something, she'll never back down. She meets every challenge with the seriousness it deserves. For as tough and cold as she may be, she is surprisingly gentle and even... paradoxically, warm. There is much she doesn't understand, yet she understands more than you might think at first glance. She's patient, deliberate, careful, and tender when it matters the most. Besides, she has a few tells and, if you know where to find them, they can be easily exploited. She doesn't lie, but avoids the truth.

     Her impersonality does not reflect on her intelligence. She can quite read a room or pick apart another person's expressions or emotions, but she is not at all liberal with her own. She's prone to nightmares. Occasional night terrors, complete with screaming, but certainly more often sitting bolt upright in the middle of the night in a cold sweat and intense fear of going back to sleep. She feels perpetually unsafe and being haunted by the memory of your parents' murder will do that to you, but this explains a lot. She can sometimes be playful, prideful, sarcastic, and even happy, but she's bottling so much of the pain, grief, fear, and anger inside her. She is tired and has already established herself as a Strong and Capable™️ witch, it would be wrong to shatter that expectation, so she must remain strong, no matter how weak she is in actuality. A vicious cycle, for her. She would loathe for anyone to see her as the broken-hearted, terrified girl she really is.

Specialization. Fey, Thorn, Floral, Alchemy & Herbalism - each form of specialized earth magic happens to assist in nearly every aspect of running the Flytrap ; Fey magic is extraordinarily difficult to master, especially if the user is not Fey themselves, wild and volatile ; She is particularly adept in alchemy and herbalism in accordance with family tradition. 030. Graduate School. Belegerande’s School for the Arcane, House La Fey - the first of 11 total sorcery-centered schools established in North america in the 1500s; Quite a prestigious institution despite its current reputation. 031.      Her parents, Lutesce Blackwood & Agrivayne Mandragora, were sorciers and this remained true even after she was born. Together, they lived somewhere in London, distant from the city center, comfortable if somewhat lonely. Throughout her childhood, due to how busy they were in their work, the rate in which she saw her parents dwindled to a measly percentage - but when she could be with them, their time together was of utmost quality. She was their focus, the very reason they were sorciers - to make the world a better and safer place for her to live in, where all nightfolk could live without worry. She respected them for it, believed them to be the very best sorcerer and witch in existence, above the Kingmaker and Morgan Le Fay and all others. When they were gone, her grandmother would care for her, but she was neither warm nor particularly caring. Old, wizened by her own experiences, her grandmother was quite strict and oftentimes unfair, and there were times she'd use magic to punish Viresca - nothing so severe she couldn't quickly heal from. Her relationship with her grandmother was contentious and uncomfortable at the best of times, but she persevered, patiently waiting for her parents to return.

     Unfortunately, the year she was supposed to finally attend Belegerande's - having finally recieved her summons - she didn't, and her parents... Their final case focused on the investigation of a particularly nasty band of blackwyrm poachers and drug traffickers intent on shoving as many beasts into cages as was magically possible, funneling drugs into the Valley, and killing, torturing, or maiming any who got in their way. Lutesce and Agrivayne had been closing in on them, their investigation coming to a close, but they'd dug too deep and poked the wrong bear. When it was afforded to them, before they were given the final go ahead, they returned home for a weekend in the summer, and they spent time together as a complete family - no work, no cruel grandmother, no grief. 

     But, in the end, the poachers had found them and took advantage of their vulnerable family life. Her parents ushered her into the cellar and locked the door, calmly commanding her to keep quiet and never to come out no matter what happened. She did, and she listened with horror as her parents fought the poachers, crawling into the darkest corner of the cellar and staring at the door with terror. The fight went on for longer than it should have, and she realized what the end result would be - there were too many voices and not enough of them belonged to her mother and father. As it went on, they came closer to the cellar door and before much longer, she watched as the wood splintered and her father fell to the floor in a broken heap, the faint glow of volatile red magic robbing him of his life. She heard her mother scream, but she was speechless, and so, too, had her body been thrown into the cellar. 

     The poachers laughed and laughed, mad hyenas the lot of them, taking cruel pleasure in the calculated murder of her parents. She held herself, swallowing the knots in her throat and hot tears in her eyes; She muted every desperate scream, every horrified wail, but she just couldn't help herself. Foolishly, she crawled to them, into the pale moonlight as it struck the stone and her mother's lifeless eyes, and the poachers laughed. They laughed and they laughed and they laughed - and one, the leader of the group, struck her with accursed blood magic. All she knew was soul-rending agony, pain becoming familiar and intimate as her body shook and convulsed on the floor, such permanently scarring her face. 

     In the aftermath, she wasn't quite the same girl. Not nearly as hopeful, nor optimistic, nor trusting of others. Her grandmother's lack of kindness became a comfort - she knew it, familiar and true, the one thing that hadn't changed since her parents died. Her grandmother never blamed her, however, for what happened to her parents nor to her face. Still, she was unpleasant and cold, and still plenty spry enough to hex her when she felt like it. She taught Viresca all she would need to know in terms of magic, however, never once belittling her for her late-blooming. "You're just like your father. He was a late-bloomer, too," she said, and would remain the only kind thing her grandmother would ever say to her. For three years, she studied and practiced and kept trying until her magic manifested, and in that time, she grew closer to her grandmother. It was strange, but...Viresca left home knowing that she always had a place to even call home, dysfunctional and unwelcoming as it was. 

     Her grandmother helped her through the process of preparing for her schooling, all the while telling her little stories about her mother and father - when they were attending school, how she hated Lutesce. Viresca thought it amusing, but would take those little stories to her grave if she could. She vowed to use her time at Belegerande's constructively, to learn as much as she possibly could so she might one day put an end to the plague of poachers and foulest nightfolk mages - to make a difference, whatever that difference may be.

She might try to live for them, too.

Gotta admit, I'm a bit anti Jarpad. Just because he comes off as entitled. BUT given how he and his wife have their hands in the fans pockets EVERY SINGLE DAY, I'd have thought he was far more minted going forward than Jensen. Neither have anything to worry about.

Corollary of that is Jarpad seems to know how to spend, his wife dresses in 10 grand of clothes daily and he wears 200k of watch on his wrist. Investment watches are usually kept pristine, not worn daily. His wife wears a 1.5m engagement ring. They frequently put pictures of the house on her blog and it's stuffed full of expensive crap. I'd feel claustrophobic living there, seriously.

Please correct my points, cos I'm really interested!

1. Lol-jackles (who is a bit of an arsehole IMHO) said JP would be getting the same for Walker as for SPN and extra (cut of profits as exec), so that's around $200,000 dollars per episode. The ensemble cast of Walker looks really expensive so that surprised me. Do you think that's true?

2. He shoves his overpriced vitamins #Mantrafamily down his fans throat and they are EXPENSIVE. He's an investor, though he's changed his story on his position several times. How much do you get from them?

3. He apparently owns a lot of property, including student housing in Austin.

4. He is owner or part owner of San Jac and Stereophonic in Austin.

5. His wife shills products daily on her blog

FYI, I HATE the "family" tag. The family is the fans not the stars. My test, I know my family's phone number and they wouldn't get an injunction if I went to anyone of their houses. Apply that test to J2?

I mean I never said Jared would end up homeless in a box. You can be blackballed and have money in the bank, these two statements have nothing to do with each other.

I haven't checked the Walker payrole. That statement could be true, but I'd say to take it with a grain of salt until you see a receipt about his paygrade. For example, on SPN last I knew he was making about 125K per episode (Jensen was 175K, Misha was just over 100K).

Jensen's value was higher due to a mix of... well, quality, quality of his representation, and the fact he had a few other skills in his pocket on access like directing.

Jared being a producer on Walker likely is worth a paygrade boost, and he headlines the show, truly. It's a matter of how his agent negotiated his worth.

On the other hand, it would be INCREDIBLY stupid for CBS/CW to accept a pitch that high on Jared on a show that hadn't been tested for its success. If Walker was still running its 0.3X in appropriate follow-up to SPN on the same TV season, sure. I guess. But with its fairly stable 0.15 for the last bazillion episodes that is rounding it up or down to 0.1 or 0.2 depending on its thousandths, that is baaaad. The first season should have been more conservative on its paygrades, but CW isn't known for the wisest business decisions and may have highly overestimated its potential appeal, in which case--LOL.

There is some wiggle room on potential budget because at a base, Walker is not a very expensive show to shoot, as it can just drop a camera in real world locations and roll from there. Very little CGI and the like. Again, I'd have to review what the show budget is to see what's going on.

Now to clear up some other things:

Jared does not actually own Stereotype. His friend owns Stereotype. He supported them early on with a small investment but his respective share is not enough to be a decision maker or an "owner" any more than anybody else that owns some stock in a company does. San Jac he is one of the owners of. One of. He holds far larger investment in it with several friends, so he is one of a few co-owners.

Things Jared owns:

Several empty lots

His fancy ass house everybody knows about worth about 5 million (Gen's been given power of attorney)

The "student housing" is:

a 4 bed, 2.5 bath home also for families, that can be arranged like a multifamily unit if needed. If you saw it from the street, you'd go "awww, that's a cute house." (some dude nobody knows has power of attorney--he owns a building company, not gonna be more specific)

a 3 bed, 2 bath home (power of attorney guy has this too)

A funky little duplex with 4 bedrooms per unit, best I can tell. (power of attorney guy has this too)

A singlefamily 3 bed home (different power of attorney guy)

One random suite in a business building with like 200 suites granted to him by a family member

The three with matching "power of attorney" is basically the three rentable ones so Jared himself doesn't have to be your landlord. In total there's 15 bedrooms between three properties (one truly multifamily, one arrangeable-as). These properties aren't located anywhere near each other. There's another 3 bedroom home in there that may be rentable. And some office space that got passed to him and basic cross searching in the past brought up a billion bankruptcy filings so I'm pretty sure it was "quick, Jared, take this".

jared doesn't own some giant mega campus complex. Jared owns a few homes that in theory could be rented out to students. This isn't unusual nor is this something the Ackles don't have too. Jared is the equivalent of that dude you find that owns a couple of houses and rents them out, but he goes through a property management agency by proxy of a building company that does the renovations that puts it in there for him, on 3/4 homes. He's not a landlord titan. He's a guy with a fraction of side income by the time it gets to him on a few properties.

So let's get that set straight before anybody makes it sound like Jared floats the student housing business in some lucrative scooby doo real estate scheme.

AND THEN THERE'S MANTRA:

Yes, Jared is a co-founder of Mantra. Which is honestly... god, don't get me started on why Jared Padalecki should not be simultaneously broadcasting for mental health and then packing nootropics down people's throats. (x for general nootropics) (x for phenibut in particular, which might explain his outburst on SM)

(That's just the one that jumps out as most problematic but the cocktails involved could really just not go over well with the wrong person, some of these things are like mixing OTC ritalin and SSRIs)

At the end of the day, regardless of the ethicality of mantra, I mean, sure, it's a business decision. It makes money. At the end of the day, though, this is not a career move.

Again, nobody ever said Jared's gonna end up living homeless in a box eating beans out of a can. The discussion is whether or not he has arranged himself a viable career forward in media.

Renting out a couple homes by proxy isn't gonna land him roles.

Selling miracle water that turns people into paranoid messes (but with great memory!!) isn't gonna land him roles.

Owning a bar isn't going to land him roles.

None of this actually adds any content to the discussion of Jared Padalecki's professional media career, which his stans keep trying to enter to the conversation to offset discussion of Ackles' business acumen in the acting field.

These are nonstarters in the conversation, at the end of the day. I just wanted to set straight some general details about them.

Jared has a future with an INCOME, but that doesn't mean he's arranged a future in MEDIA. And leave it from Jarpad stans to try to fuck up that conversation.

Connecticut: Muslim Grocery Store Worker Pleads Guilty in $3.2M Federal Food Stamp Fraud

MUHAMMAD SHAHBAZ, 50, of Jersey City, New Jersey, pleaded guilty in Hartford federal court to food stamp fraud. Shahbaz was related to the store owner and often worked shifts later in the day.

John H. Durham, United States Attorney for the District of Connecticut, today announced that, on June 14, 2019, MUHAMMAD SHAHBAZ, 50, of Jersey City, New Jersey, pleaded guilty in Hartford federal court to food stamp fraud.

The federal Supplemental Nutrition and Assistance Program (“SNAP”) is administered by the USDA’s Food and Nutrition Service and utilizes federal tax dollars to subsidize low-income households to provide them with the opportunity to achieve a more nutritious diet by increasing their food-purchasing power.  SNAP recipients purchase eligible food items at retail food stores through the use of an Electronic Benefits Transfer (EBT) card, and SNAP benefits may be accepted by authorized retailers only in exchange for eligible items.  Items such as alcoholic beverages, cigarettes, paper goods and soaps are not eligible for purchase with Food Stamp benefits, and it is a violation of the rules and regulations governing the food stamp program to allow benefits to be used to purchase ineligible items.  SNAP benefits may not lawfully be exchanged for cash under any circumstances.  The program is designed so that the total amount of each purchase is electronically transferred to the retailer’s designated bank account.

According to court documents and statements made in court, Shahbaz worked at WB Trade Fair Grocery, located at 43 Willow Street in Waterbury.  Shahbaz was related to the store owner and often worked shifts later in the day.  In 2015 and 2016, Shahbaz and others illegally allowed customers to redeem their food stamp benefits for cash and other ineligible items, including cigarettes, a tall glass bong and other items.  Shahbaz charged the customers’ food stamp cards approximately double the value for these illegal transactions.

Given the stock of eligible food items at the store, the number of registers and the customer amenities, it is estimated that WB Trade Fair Grocery could lawfully redeem, at most, between $120,000 to $240,000 per year in food stamp benefits.  However, during an approximately 18-month period in 2015 and 2016, food stamp redemptions at the store totaled approximately $3.2 million.

Shahbaz is scheduled to be sentenced by U.S. District Judge Vanessa L. Bryant on October 2, 2019, at which time he faces a maximum term of imprisonment of five years.

Raul Carlos Monarca-Gonzalez, Tallat Mahmood and Tahir Shahzad, who all who worked at WB Trade Fair Grocery, previously pleaded guilty to food stamp fraud.  Monarca-Gonzalez and Mahmood were each sentenced to 30 months of imprisonment, and Shahzad awaits sentencing.

As head of Barack Obama’s National Economic Council during 2009 and 2010 at the height of the foreclosure crisis, Larry Summers broke many promises to help homeowners while simultaneously dismissing Wall Street’s criminality. Now, after the Obama Administration has left power and Summers has no ability to influence anything, he finds himself “disturbed” that settlements for mortgage misconduct are full of lies. Those of us who screamed exactly this for years, when Summers might have been able to do something about it, are less than amused.

In Wednesday’s Washington Post, Summers writes about a “large systematic overstatement” of the burden actually felt by banks in various mortgage settlements. Typically with these settlements, the Justice Department announces a headline dollar amount that the media uncritically prints in their headlines. But that number bears no relation to reality.

Indeed, large amounts of the settlements are directed for “consumer relief,” which banks have been from the beginning adept at gaming. Financial writer Yves Smith coined the phrase “bullshit to cash ratio” to describe the relationship between actual hard-dollar fines for banks and these non-cash consumer relief measures.

Summers highlights an agreement last April, where Goldman Sachs needed to supply $1.8 billion in consumer relief to homeowners to settle claims that they swindled investors with mortgage-backed securities. But Goldman Sachs didn’t own any mortgages. So it bought distressed mortgages in bulk on the open market, for as low as 50 cents on the dollar. Then it modified the balance to, say, 60 cents on the dollar, satisfying the consumer relief while earning profit.

In other words, Obama’s Justice Department sentenced Goldman Sachs to make money. A more recent Deutsche Bank settlement allowed the bank to invest in hedge funds that do the same purchase-and-modify loan scheme, getting credit for $4.1 billion in consumer relief simply from the investment. Deutsche Bank is even looking to earn credit for consumer relief by indirectly funding new subprime loans, also a moneymaking activity. This is like sentencing a bank robber to open a lemonade stand.

“While there may have been some encouragement to principle (sic) reduction through these settlements,” Summers writes, “neither the cost to banks nor the incremental benefit to consumers is remotely comparable to the consumer relief figures advertised by both the DoJ and the banks.”

Larry Summers should be the last person expressing outrage about any of this. It was his indifference to the suffering of homeowners after the financial crash that led to this fake justice-by-settlement scheme.

The week before Obama took office in 2009, when the incoming White House wanted the second half of the TARP bailout money released, Summers wrote a letter to Congress promising that “the Obama Administration will commit substantial resources of $50-100B to a sweeping effort to address the foreclosure crisis.” He added that “we will implement smart, aggressive policies to reduce the number of preventable foreclosures by helping to reduce mortgage payments for economically stressed but responsible homeowners, while also reforming our bankruptcy laws.”

None of this happened. The ballyhooed $100 billion investment in mortgage mitigation ended up spending only $21 billion, and worse, was manipulated into a predatory lending program by mortgage servicers who had financial incentives to foreclose. The reform to bankruptcy laws Summers touted in his letter, which would have allowed judges to modify home mortgages, was something he actively opposed after Obama’s inauguration. Rep. Zoe Lofgren, D-Calif., publicly alleged that Summers “was not supportive of this,” and that he expressed doubts in private meetings.

Summers tries to separate himself from the Justice Department’s lies by saying, “Because of DOJ independence, my work in the White House gave me no window into specific cases.” But that’s completely untrue. When it was discovered that mortgage companies were using false documents to execute foreclosures, in violation of numerous legal statutes, Summers dismissed it.

As I reported in my book Chain of Title, Summers convened a presidential-level meeting about foreclosure fraud, and assured Obama that it represented no systemic threat to the economy. When Elizabeth Warren, then an assistant to the president, disagreed, laying out how it was a cover-up of a larger crime that deeply damaged homeowners, Summers made sure that Warren never showed up to subsequent meetings with the president.

The ignorance of the importance of this issue led directly to the Justice Department’s 2012 foreclosure fraud settlement, which uses the same obfuscation Summers laments in his editorial. That “$25 billion” settlement only cost banks $5 billion in hard dollars, the rest going to “consumer relief.” 1 million principal reductions were promised in this settlement; in the end, they went to just 83,000 homeowners, and banks paid much of the penalty with someone else’s money.

The very scheme that Goldman Sachs and Deutsche Bank are using to profit off of modifying home loans was something advocates for stronger intervention in the foreclosure crisis were pleading with the Obama administration to undertake when Summers worked there. The government could have bought up distressed loans and modified them to prevent foreclosures, something accomplished during the Great Depression through the Home Owner’s Loan Corporation (HOLC). One million loans were purchased and modified to keep people in their homes back then, and when the program ended in the early 1950s, it had turned a small profit.

But Summers recommended nothing of the sort, turning instead to failed programs that put hardly a dent in a crisis that saw over 9.3 million American families lose their homes. And he ignored the potential leverage policymakers would have had for better outcomes for homeowners when mortgage companies were caught with massive legal exposure.

This same person now laments the public relations strategies Obama’s Justice Department used to pretend they got tough on banks, when he’s completely implicated in the policies that ruined homeowners and let banks skate. This fits a typical dynamic for Summers, waiting until he has no power to reverse himself on policies he endorsed when in power.

You would think someone who failed so utterly on this score would be ashamed to opine on anything related to foreclosures. But shame is a rare commodity in Larry Summers’s Washington.

Still, while it’s galling that Summers waited until Obama left office to criticize his Justice Department over this, he at least honestly explained his perspective to Elizabeth Warren when she entered government:

He teed it up this way: I had a choice. I could be an insider or I could be an outsider. Outsiders can say whatever they want. But people on the inside don’t listen to them. Insiders, however, get lots of access and a chance to push their ideas. People — powerful people — listen to what they have to say. But insiders also understand one unbreakable rule: They don’t criticize other insiders.
