SPOKANE, Wash | Audit finds mismanagement in Washington State athletics

SPOKANE, Wash. (AP) — An internal audit has found extensive mismanagement within the budget-challenged Washington State athletic department, including the possible inflation of home football attendance figures and the improper distribution of free tickets to football games.

“The environment within Athletics … did not support a culture of compliance or fiscal responsibility,” according to the audit, which was completed in mid-April.

The document comes as leaders of the school grapple with a $67 million athletic budget deficit built up over recent years.

The audit was initially intended to examine the distribution of tickets and passes to Washington State football games to ensure regulations were being followed. But it expanded as problems were discovered with contract management, ethics training, attendance data, benefits for athletic department employees and other issues.

The school responded to the audit by saying changes were coming because of the hiring of a new athletic director and other top administrators.

“All aspects of the organization structure of WSU Athletics are being evaluated and will be restructured as appropriate by the new Director of Athletics,” the university said in its management response to the audit. “A new culture and work climate are already being implemented.”

Pat Chun was hired by school President Kirk Schulz in January to be the Cougars’ new AD. He replaced Bill Moos, who was in charge during the period covered by the audit.

Moos, who surprised Cougars fans by leaving for Nebraska last October, said Thursday that he had not seen the audit results.

Washington State, located in Pullman, a town of 30,000 far from the state’s major population centers, has the smallest football stadium (32,700 seats) and smallest athletic budget and revenues in the Pac-12 Conference. The school spends about $70 million per year on athletics.

The department has run a deficit of up to $13 million per year in recent years. The deficit is now down to about $9 million per year and the school is developing a plan to balance the sports budget. The $67 million deficit was largely caused by spending on renovations to Martin Stadium and a new football operations building, and lower-than-expected television revenues.

The audit initially focused on complimentary tickets for a 2016 home football game against Arizona.

Auditors determined that the Cougar Athletics Compliance Office did not receive complete information on who got free tickets, a situation which could result in NCAA violations.

In one case, four premium club seats for the Arizona game were given away to “cultivate donors.” But the department was unable to say who received those free tickets, the audit found.

“We put people up there in unused seats to encourage them to purchase seats,” Moos said.

The audit also found mismanagement in the school’s major marketing contract.

Washington State has contracted since 2006 with a company called IMG for sports broadcasting, advertising and marketing. The audit found that IMG was given $40,000 more worth of free football tickets than was required by their contract.

The audit also found the IMG contract was improperly amended, in some cases verbally, by athletics staff.

Management of the university agreed the verbal deals were improper. “We used those instances as training opportunities,” the management response said.

The audit also found that the department was inflating home football game attendance figures.

For the 2016 Arizona game, the program reported a near sellout, when only about 26,000 tickets were scanned for entry, the audit said.

Later that season, athletics officials said the annual Apple Cup game against archrival Washington was a sellout, when scanned attendance was only around 27,000. The audit said accurate attendance numbers were important for budgetary and facility planning purposes.

Management responded that not all ticket buyers showed up for games, and that it had trouble with faulty scanners and errors by temporary staff manning the gates in the past.

“We released attendance as to sold tickets,” Moos said Thursday.

The audit found potential violations of state law in cases where athletics staff used discounts to upgrade to the premium club seating area of Martin Stadium. Those discounts weren’t offered to the public or to any other university employees, which could make them an illegal special privilege, the audit found.

Auditors calculated that the discounts, in place since 2012, potentially cost Washington State over $130,000 in lost revenue for the 2016 football season.

The audit also discovered that over half of athletics staff who took advantage of the discount in 2016 didn’t fully pay for their seats. The athletics department has since ended the discount.

The Microsoft.ConfigMgrDataWarehouse.log file contains entries that resemble the following: DATA_WAREHOUSE_SERVICE_POINT Error: 0 : {timestamp}: Arithmetic overflow error converting expression to data type int. The Configuration Manager console may terminate unexpectedly after you go to the Script Status node in the Monitoring workspace. Synchronization of Unified Update Platform (UUP) files may time-out on a Central Administration site or primary site. After you apply this update rollup, files that are associated with UUP packages will be downloaded only one time to a site server if the same file is already present in the local package source cache. A multicast operating system deployment task sequence that is initiated from Software Center is unsuccessful if it is used together with a distribution point that is configured for HTTPS traffic. After you update to Configuration Manager current branch, version 1802, the Run Script feature does not work with spaces in the script parameters. After you update to Configuration Manager current branch, version 1710 or a later version, the SMSTSDownloadProgram variable does not function as expected in conjunction with applications or software updates. Status code = 401 and StatusText = 'CMGConnector_Unauthorized' GetDPLocations failed with error 0x80004005 If the Enable clients to use a cloud management gateway option is set to No in an environment that has multiple management points and cloud management gateways in use, the client cannot process any location service requests. Additionally, errors entries that resemble the following are repeated in the ClientLocation.log file on the client: Cloud Management Gateway is not allowed to use on this machine, skip it. Note This message is intended to read, "...is not allowed to be used..." When you edit nested task sequences, changes that you make in a child task sequence are not automatically reflected in the parent task sequence. Task sequences may hang and return a status of “Installing” in Software Center on a client. This issue occurs if there is insufficient space in the Configuration Manager client cache, and the currently cached content is 24 hours old or newer. Content may not distribute to a cloud-based distribution point if the package contains several hundred files (for example, an Endpoint Protection Definition Update). Additionally, the PkgXferMgr.log file contains errors entries that resemble the following: Caught exception System.ServiceModel.ServerTooBusyException - The HTTP service located at https://{source_url} is unavailable. This could be because the service is too busy or because no endpoint was found listening at the specified address. Please ensure that the address is correct and try accessing the service again later. Synchronization of updates to a remote Software Update Point may be unsuccessful  if hundreds of files are being imported. For example, this issue may occur when you import Microsoft Surface drivers. Additionally, errors entries that resemble the following are recorded in the wsyncmgr.log file, and the synchronization process fails 15 minutes after it starts: Generic exception : ImportUpdateFromCatalogSite failed. Arg = {guid}. Error =Thread was being aborted. The download of express installation files for Windows 10 may time out in some environments. This issue can occur when Delivery Optimization (DO) or the Background Intelligent Transfer Service (BITS) are throttled. Additionally, messages that resemble the following are recorded in the DeltaDownload.log file: Download timed out after 5 minutes. Cancelling download job. Uninstall content for an application is not updated in the content library. This issue occurs if the content is modified after the original deployment type is created. Applications may not install through a task sequence in environments that use a management point that is configured for HTTPS traffic and have a cloud management gateway enabled. After a restart, an installation of a Windows Feature Update, such as Windows 10 Version 1803, through Windows Software Update Services (WSUS) may be reported as having failed. Error 0x80070422 is displayed in Software Center even though the operation was successful. Additionally, errors entries that resemble the following are recorded in the WUAHandler.log file: Failed to query IsRebootRequiredBeforeInstall property of WUA UpdateInstaller. Error = 0x80070422. When the Add-CMDeviceCollectionDirectMembershipRule cmdlet is used to add a client resource to an existing collection, it may unexpectedly remove nested Include or Exclude membership rules. This causes the collection to contain incorrect clients. After you upgrade to Configuration Manager current branch, version 1802, the Export-CMDriverPackage cmdlet may not correctly generate the expected driver package. The New-CMCloudDistributionPoint cmdlet may be unsuccessful, and you receive errors messages that resemble the following: The WriteObject and WriteError methods cannot be called from outside the overrides of the BeginProcessing, ProcessRecord, and EndProcessing methods, and they can only be called from within the same thread. The New-CMCloudManagementGateway cmdlet may be unsuccessful, and you receive errors messages that resemble the following: Operation is not valid due to the current state of the object. The New-CMBootableMedia cmdlet does not create valid subfolders. Additionally, the CreateTSMedia.log file contains errors entries that resemble the following: Output directory “C:\\Folder1\\Folder2\” does not exist. After you connect to a client through a Remote Control session and you the Keyboard Translation feature enabled, the language bar on the client is no longer visible. It can be restored after you log off and back on, or by making a change to the keyboard language through Control Panel. Operating system deployment Starting with System Center Configuration Manager, version 1702, unknown computers that are started from media or PXE may not find task sequences targeted to them. This issue may occur if the Previous button on the "Select a task sequence to run" page is selected on the unknown computer.   The ImportMachineEntry method in the Configuration Manager Software Development Kit (SDK) fails when a computer record already exists, even if the OverwriteExistingRecord property is set to True. The Data Source page of the Operating System Upgrade Package properties does not load in the Configuration Manager console, and you receive an error message that resembles the following: Notice: System.ArgumentOutOfRangeException Index was out of range. Must be non-negative and less than the size of the collection. Parameter name: startIndex Multiple improvements were made to the client and the task sequence engine to ensure a more consistent transition into and out of provisioning mode. Windows 10 mobile Enterprise devices are not upgraded by a Windows 10 edition upgrade policy. The Create Task Sequence Media operation may fail if the Configuration Manager version 1702 client is installed on the computer being captured. If the final restart step does not complete, the computer can be manually restarted to complete the operation. The Install Applications task sequence step fails for HTTPS-only workgroup clients after you upgrade to Configuration Manager, version 1702. Additionally, errors that resemble the following are recorded in the smsts.log file on the client:   Software distribution and content management After a secondary site is recovered, all packages are redistributed to the secondary site if any of the package contents contained invalid metadata. The distmgr.log file contains excessive entries for skipped drives on distribution points with many volumes when the NO_SMS_ON_DRIVE.SMS file is present. This could lead to problems in troubleshooting issues, as important information can roll out of the logs more quickly. Messages that resemble the following are logged in the distmgr.log file: Ignoring drive E:\. File E:\NO_SMS_ON_DRIVE.SMS exists. Ignoring drive F:\. File F:\NO_SMS_ON_DRIVE.SMS exists. Ignoring drive L:\. File L:\NO_SMS_ON_DRIVE.SMS exists. Ignoring drive C:\. File C:\NO_SMS_ON_DRIVE.SMS exists.   Device-targeted Volume Purchasing Program (VPP) applications that require an associated mobile application management (MAM) policy are not installed. The status of the deployment is listed as "Remediation failed" in the Configuration Manager console. Site systems Internet-based clients may not scan for software updates when they connect to a Software Update Point through the Cloud Management Gateway (CMG). This issue occurs when the CMG encounters an internal server error during communication with Windows Server Update Services (WSUS). Errors that resemble the following are recorded in the scanagent.log on the client: ScanJob({job_guid}): CScanJob::OnScanComplete -Scan Failed with Error=0x8024401f   The Delete Orphaned Client Deployment State Records task is not removed at the Central Administration Site (CAS) following an upgrade from Configuration Manager version 1602 to a later version. Clients do not register with Management Point replicas. Errors resembling the following are recorded in the MP_ClientIDManager.log file: Parse a client ID request CMPDBConnection::ExecuteSQL(): ICommandText::Execute() failed with 0x80040E14 ======================================= MP_ClientIDManager MPDB ERROR - CONNECTION PARAMETERS SQL Server Name     : Server.Domain.Label SQL Database Name   : CM_P01_REPLICA Integrated Auth     : True MPDB ERROR - EXTENDED INFORMATION MPDB Method         : ExecuteSP() MPDB Method HRESULT : 0x80040E14 Error Description   : Could not find stored procedure 'spGetLockState'. OLEDB IID           : {guid} ProgID              : Microsoft SQL Server Native Client 11.0 MPDB ERROR - INFORMATION FROM DRIVER SQL Server Name   : {sql_server} Native Error no.  : 2812 Error State       : 62 Class (Severity)  : 16 Line number in SP : 1 Mobile device management and Microsoft Intune Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall the operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk. International station mobile equipment identity (IMEI) data for existing devices is not updated in Microsoft Intune-connected environments when their discovery data records are processed. Deleting an obsolete or decommissioned device that is superseded during re-enrollment removes the capacity to manage the new device. Additionally, the Exchange allow/block state cannot be changed. This issue occurs because the Exchange Active Sync (EAS) device ID is the same for both the removed and superseding device. An Exchange Connector full resync will restore management of the new device. If a managed device is not compliant with conditional access policies, a notification is sent to the user. If the user takes no action to make the device compliant (such as by enrolling in Microsoft Intune), the device is blocked from Microsoft Exchange access after 10 minutes. This 10-minute period is now configurable by creating the following registry value on the site server: Registry location: HKEY_LOCAL_MACHINE\Software\Microsoft\SMS\COMPONENTS\SMS_EXCHANGE_CONNECTOR DWORD name: CAGracePeriodInMinutes DWORD value: number_of_minutes Configuration Manager console The username font driver host\umfd-# is listed as a potential primary user when you edit the user device affinity for Windows 10 Creators Update computers. The summary data that is displayed in the Distribution Point Configuration Status window is inconsistent between a CAS and Primary site. However, the details of the data are correct. To recover the Distribution Point that has this problem, run the following script: exec spRebuildContentDistribution 1 Device Health Attestation information is not updated for clients when double-byte character set languages are used. Update information for System Center Configuration Manager, version 1702 This update is available for installation in the Updates and Servicing node of the Configuration Manager console. If the service connection point is in offline mode, you must reimport the update so that it is listed in the Configuration Manager console. See Install in-console Updates for System Center Configuration Manager for detailed information. After you install this update on a primary site, pre-existing secondary sites must be manually updated. To update a secondary site in the Configuration Manager console, click Administration, click Site Configuration, click Sites, click Recover Secondary Site, and then select the secondary site. The primary site then reinstalls that secondary site by using the updated files. Configurations and settings for the secondary site are not affected by this reinstallation. The new, upgraded, and reinstalled secondary sites under that primary site automatically receive this update. Run the following SQL Server command on the site database to check whether the update version of a secondary site matches that of its parent primary site: select dbo.fnGetSecondarySiteCMUpdateStatus ('SiteCode_of_secondary_site') Note If a value of 1 is returned, the site is up to date, with all the hotfixes applied on its parent primary site. If a value of 0 is returned, the site has not installed all the fixes that were applied to the primary site, and you should use the Recover Secondary Site option to update the secondary site.
