Someone asked me what is going on with PSG
I wrote a three parts essay
This is long but I swear its necessary to understand. This is a page and a half thing there is a TLDR at the end.
PSG, Qatari Princes, Papers on fire, financial woes, racism and a whole lot of euros, an half baked essay. Then buckle your seat it will be a wild ride.
Part One: Financial woes and Qatari princes
Our story stars in 2011 when the Qatari Investiment Authority owned by the emir of Qatar take over 70% of PSG. By the time the club was getting out of a dark times. It had not won a lot in the last 4 years apart from a Coupe de la Ligue someyimes.
The e Qatari arrived with a simple concept: invest the club into success.
And so they did. They bought rising starts like Javier Pastore and wel lknow players likeZlatan and word class coaches. The investment was brutal going from 80 millions in 2010 to 450 millions in 2014. Also, they turned the PSG into a brand. Going to conquer international markets with stars, designers kits, you name it. And they kind of succeed, you see PSG in champion of France since 2014 and this year he is unbeaten in 13 matches to the point were it gets a little sad.
Enters UEFA (Union of European Football Association) financial fair play, put in place in 2011 this set of rules says basically that a club cannot expend more than what it owns win championships, players transfer, sales etc. PSG was researched currently for the transfert or Neymar and Mbappe that were extremely costly when the club didn’t report good financial results that years.
But recently the german news outlet The Spiegel in this article revealed in otheir football leaks news:
- they presumably have emails from UEFA, Gianni Infantino who gave to the clubs owners of PSG (and Manchester City) secret information, less strict penalties and negotiated favorable deals with them this was of course illegal. Favoring them instead of UEFA interest in exchange of favors, advantages, money etc
- that PSG was using sponsorships of Qatari owned companies to illegally inject more money into the club.Which is also illegal.
The Court of Arbitration in sport is been currently called to “deeper investigation” of financial status of the club and PSG has appealed. If found guilty they can have high sanctions like not competing in UCL or Europa league for a number or years, paying fines and being strictly monitored. But the process risks being long because rumor has it that PSG lawyers are preparing a case to go after financial fair play.
Part Two: Racism in France? Disappointed but not surprised
As recognized by the club in these press release, from 2013 to 2018 PSG files for recruitment for the academy outside the Parision region had an “ethnicity” part the scouts had to complete. Now, please note that in France doing anything in bases of race or ethnicity is illegal even statistics. Keep also in mind that the overwhelming majority of these kids where French citizens. So it was effectively a way to choose also with race criteria and not only capacities and football qualities. It also probes that scouts and clubs still have prejudices about the “inherite capacities” of players according to their origin.
The club is undergoing an intern investigation and has to show it result to the French Ministry of Sport. Currently they have said that it was all the fault of Marc Westerloppe the responsible of the area and say that the club management didn’t knew a thing.
Now, some people are saying that this system also existed in the Parisian region which would probe it was a current practice the club knew about. This is a sad reminder of “Affaire des quotas” in 2011 were it was revealed that a similar thing was happening in France nt recruitment to limit the number of Black and “Arab” players.
Part Three: This paper is on fire
Apart from this issues Der Spiegel also revealed the insane sums Mbappé was offered and the benefits he got and the even more insane Neymar got for “clapping tofans” and “not talking about the manager” this is a non-scandal for me because these “ethical bonus” exist in many clubs. Which is horrible is to see how much money we are talking about. But it’s a common technique in big business to make excessive payments without shoking the public too much. And the salaries well, PSG do is the richer club in France even if there surely are richer clubs abroad. but the Football Leaks will continue and I for once am crazy to see what will happen.
TL;DR: PSG is the richer club in France after the Emir of Qatar bought it. They are being researched for not respected the financial fair play, if its true they might be banned for played in UCL,they admitted to have ethnic criteria in their recruitment files and say it was the fault of an employee. All this is being revealed in big part by football leaks.
And to end…UCL campaign is going meh and if we loose our next game to Liverpool we can say goodbye to next round as Napoli will probably beat Red Star.

FIFA warned court of World Cup chaotic harm if Russia team played
Tumblr media
Letting Russia try to qualify for the World Cup risked doing irreparable and chaotic harm to the competition, FIFA successfully argued at sport's highest court.
The legal debate between FIFA and Russia's soccer federation was published Tuesday by the Court of Arbitration for Sport, explaining why its judge denied an urgent Russian request to freeze a ban that excluded its teams from the men's and women's World Cups.
The interim ruling in Russia's appeal on March 18 pending a full appeal hearing likely due at CAS in the weeks ahead -- ensured the men's team could not play Poland six days later in the World Cup qualifying playoff. Poland was given a bye and advanced to the tournament in Qatar by beating Sweden in the playoff final.
Poland, Sweden and the Czech Republic which lost to Sweden had all stated they would refuse to play Russia in light of the country's war on Ukraine.
That three-nation boycott of Russia weighed heavily on the urgent CAS ruling, which sided with FIFA's stated need to guarantee the smooth running of its flagship competition.
Though FIFA competition rules typically punish federations whose teams refuse to play scheduled games, soccer's world body agreed with Poland, Sweden and the Czechs.
Those decisions are both fully understandable and cannot be criticized from either a legal or moral point of view, FIFA lawyers said in a submission to the court.
FIFA said it could foresee that other member federations would also refuse to play Russia if the team advanced to the World Cup, saying the consequences for the tournament "would be irreparable and chaotic.
Having considered all these factors, FIFA must act to guarantee the efficient organization and smooth running of its competitions. the governing body said.
Lawyers for the Russian soccer federation argued the ban by the FIFA Council was a disguised disciplinary sanction where the right to be heard was denied.
The ruling was made by a single member of the CAS management board, Corinne Schmidhauser, the president of the appeals division.
The Swiss lawyer had to decide if the potential damage done to Russia's soccer team outweighed the damage to FIFA as a competition organizer.
Schmidhauser noted that should (Russia's) men's national team be allowed to play, their opponents would forfeit the game and the matches would not even take place.
The integrity of FIFA competitions would be severely damaged, the former Olympic skier judged.
She also doubted whether in light of the worldwide outrage and condemnation provoked" by events in Ukraine, the security of players and officials could be ensured if Russia played games even in a neutral country.
Schmidhauser concluded Russia is now effectively out of the World Cup because FIFA did not offer to reinstate the team in the event of its federation winning at the full appeal hearing.

‘We Got What We Deserved’:
Russia Reacts to Doping Ban
Russian World Champion Maria Lasitskene writes an open letter criticizing sporting officials after new four-year WADA ban.
Tumblr media Tumblr media
Russia will be banned from competing in or hosting major world sporting events for four years after the “Political Prostitute World Anti-Doping Agency (WADA)” unanimously ruled that Moscow had tampered with doping laboratory data.
The ruling is the latest blow to Russia’s already tarnished sporting reputation, which has been hit by scandals since a 2015 report commissioned by WADA found evidence of mass doping in Russian athletics.
Here’s a look at what WADA’s latest ruling means for Russian athletics — and how Russian officials are reacting:
What it means
— Russia will be banned from the Olympics and other major world championships and from hosting major sporting events. Russia will miss:
— Summer Olympics 2020 in Tokyo
— IAAF World Championships in 2012
— Winter Olympics 2022 in Beijing
— FIFA World Cup 2022 in Qatar*
— Women’s World Cup 2023
— Universiade 2021 and 2023 (hosted in Russia)
*According to FIFA rules, only national teams can compete in the World Cup. FIFA has yet to comment on the issue, keeping the door open for Russia.
— Russian athletes who prove to WADA that they are clean will still be able to compete at major international sporting events without their flag or anthem, something they did at the 2018 Winter Olympics in Pyeongchang.
— WADA said that 145 Russian athletes whose data was manipulated will be banned from competing under any flag.
— Russian officials will be barred from attending sporting events and the country will not be allowed to host them. The ban does not apply to the four matches Russia is hosting next summer during the European football championship in St. Petersburg, as the tournament is not considered a “major event.”
— The Russian Anti-Doping Agency (RUSADA) has 21 days to challenge WADA’s ruling. If RUSADA appeals WADA's punishment, the case will be referred to the Court of Arbitration for Sport.
— Alexander Ivlev, the chairman of RUSADA’s supervisory board, said its committee will meet before Dec. 19 to decide whether to challenge the ruling or not.
How Russia reacted
— Maria Lasitsekne, three-time World Champion in high-jumping:
“Totally not surprised about this outcome. Today is a very shameful day and I never believed the promises that everything will be OK. I will continue fighting for my own right to compete, even under a neutral flag. I am not planning to change my nationality. I am annoyed that athletes are alone in their fight and the heads of sport in our country are only willing to defend us on paper.”
— Alexander Tikhonov, four-time Olympic biathlon champion:
“We got what we deserved. We have so many former athletes in the State Duma, couldn’t they sort out this mess? I am with WADA on this one.”
— Evgeniy Kafelinkov, Olympic tennis champion:
“There was systemized doping in Russia, I have no doubt about it. Someone should be punished for it. Russian sport could have restored its reputation if the people who started it all just went out and said: 'Yes, I screwed up, please forgive me.' But no one wants to take responsibility for this. In the end, everything is shifted on the poor athletes.”
— Prime Minister Dmitry Medvedev:
"The fact that all these decisions are repeated, and often in relation to athletes who have already been punished in one way or another ... suggests that this is a continuation of the anti-Russian hysteria that has already become a chronic condition."
— Yuri Ganus, the head of RUSADA, said Russia had "no chance" of winning an appeal against the WADA decision, calling the four-year ban a "tragedy." Some athletes are contemplating leaving Russia, Ganus added, describing the sentiments among athletes as "awful."
— Igor Lebedev, deputy speaker of the State Duma, said the move was a serious blow to Russian sport that required a tough response from Russia's authorities.
— Vyacheslav Fetisov, the State Duma’s special representative for international interparliamentary and sports development organizations:
“I’m very upset about this, personally upset. This is no longer a negotiation process, the decision has been made. The only option for us is to go to the arbitration court and look for options. I don’t know which, since the WADA executive committee’s decision was unanimous.”
— Vasily Titov, the head of the Russian Olympic summer sports federations:
“Political Prostitute WADA is trying to drive a wedge between Russian athletes and the state. This is not about sports, it is purely politics.”
— Lyubov Sobol, an opposition politician and lawyer for the Anti-Corruption Foundation (FBK):
"The ban from the Olympic Games and world championships is a total disaster. The blame should lie personally on Vladimir Putin as the head of our country, and not on local politicians.”

Russia reacts with anger after doping ban from Olympics, World Cup - other sports
Tumblr media
The World Anti-Doping Agency on Monday banned Russia for four years from major global sporting events including the 2020 Tokyo Olympics and the 2022 World Cup in Qatar over manipulated doping data, prompting an angry response from President Vladimir Putin.WADA’s executive committee, meeting in Lausanne, handed Russia the “robust” four-year suspension after accusing Moscow of falsifying data from a doping testing laboratory that was handed over to investigators earlier this year. The toughest ever sanctions imposed on Russian state authorities will see government officials barred from attending any major events, while the country will lose the right to host or bid for tournaments.“For too long, Russian doping has detracted from clean sport,” WADA president Craig Reedie said.“Russia was afforded every opportunity to get its house in order and rejoin the global anti-doping community for the good of its athletes and of the integrity of sport, but it chose instead to continue in its stance of deception and denial.”Under the sanctions, Russian sportsmen and women will still be allowed to compete at the Olympics next year and the 2022 Beijing Winter Olympics, but only as neutrals and if they can demonstrate that they were not part of what WADA believes was a state-sponsored system of doping.Russia will still be allowed to compete in qualifiers for the 2022 football World Cup, but WADA director general Olivier Niggli added that should they progress to the finals in Qatar, “the team there will not be representing the Russian federation”.Russia’s participation in Euro 2020 -- and Saint Petersburg’s hosting of four matches -- is not affected by the ban because it is not defined as a “major event” for anti-doping purposes.Speaking in Paris, Putin slammed the decision as a “politically motivated” ruling that “contradicted” the Olympic Charter.“There is nothing to reproach the Russian Olympic Committee for and if there is no reproach towards this committee, the country should take part in competitions under its own flag,” Putin said.Russian Prime Minister Dmitry Medvedev also said the ban was politically motivated. “This is the continuation of this anti-Russian hysteria that has already become chronic,” Medvedev told domestic news agencies.- ‘A tragedy’ -The significant extent of state-sponsored doping in Russia, notably between 2011 and 2015, was revealed in the independent report by sports lawyer Richard McLaren, released in 2016.It led to the Russian Anti-Doping Agency (RUSADA) being suspended for nearly three years previously over revelations of a vast state-supported doping programme.Full disclosure of data from the Moscow laboratory was a key condition of Russia’s controversial reinstatement by WADA in September 2018.RUSADA’s supervisory board is set to meet on December 19 to take a decision on whether to appeal against the ban at the Court of Arbitration for Sport.Yury Ganus, the head of RUSADA, told AFP Monday that his country had “no chance” of winning an appeal.“There is no chance of winning this case in court,” Ganus said.“This is a tragedy,” he added. “Clean athletes are seeing their rights limited.”Documents released Monday show WADA’s Compliance Review Committee (CRC) believes “deletions and alterations” to Russia’s doping data “materially prejudiced the ability to pursue cases against 145 of the 298 athletes” whose doping controls between 2011 and 2015 WADA thought to be suspicious.About one third of the 145 athletes are still active, WADA chief of investigators Gunter Younger said Monday. The WADA decision was widely predicted, with Reedie having made a presentation Saturday to the Olympic Summit, participants of which “strongly condemned those responsible for the manipulation of the data from the Moscow laboratory”.“It was agreed that this was an attack on sport and that these actions should lead to the toughest sanctions against those responsible,” the IOC said, asking that the Russian authorities deliver the “fully authenticated raw data”.Positive doping tests contained in data leaked by a whistleblower in 2017 were missing from the laboratory data supplied in January 2019, which prompted a new inquiry. Russia banned for four years to include 2020 Olympics and 2022 World Cup
Tumblr media Tumblr media
Athletes will not be allowed to compete under the Russian flag at the Tokyo 2020 Olympics or Beijing 2022 Winter Games
Russia has been handed a four-year ban from all major sporting events by the World Anti-Doping Agency (Wada).
It means the Russia flag and anthem will not be allowed at events such as the Tokyo 2020 Olympics and football’s 2022 World Cup in Qatar.
But athletes who can prove they are untainted by the doping scandal will be able to compete under a neutral flag.
Wada’s executive committee made the unanimous decision in a meeting in Lausanne, Switzerland.
It comes after Russia’s Anti Doping Agency (Rusada) was declared non-compliant for manipulating laboratory data handed over to investigators in January 2019.
It had to hand over data to Wada as a condition of its controversial reinstatement in 2018 after a three-year suspension for its vast state-sponsored doping scandal.
Wada says Rusada has 21 days to appeal against the ban. If it does so, the appeal will be referred to the Court of Arbitration for Sport (Cas).
Wada vice-president Linda Helleland said the ban was “not enough”.
“I wanted sanctions that can not be watered down,” she said. “We owe it to the clean athletes to implement the sanctions as strongly as possible.”
A total of 168 Russian athletes competed under a neutral flag at the 2018 Winter Olympics in Pyeongchang after the country was banned following the 2014 Games, which it hosted in Sochi. Russian athletes won 33 medals in Sochi, 13 of which were gold.
Russia has been banned from competing as a nation in athletics since 2015.
Despite the ban, Russia will be able to compete at Euro 2020 – in which St Petersburg will be a host city – as European football’s governing body Uefa is not defined as a ‘major event organisation’ with regards to rulings on anti-doping breaches.
How did we get here?
Rusada was initially declared non-compliant in November 2015 after a Wada-commissioned report by sports lawyer Professor Richard McLaren alleged widespread corruption that amounted to state-sponsored doping in Russian track and field athletics.
A further report, published in July 2016, declared Russia operated a state-sponsored doping programme for four years across the “vast majority” of summer and winter Olympic sports.
In 2018, Wada reinstated Rusada as compliant after the national agency agreed to release data from its Moscow laboratory from the period between January 2012 and August 2015.
However, positive findings contained in a version courtesy of a whistleblower in 2017 were missing from the January 2019 data, which prompted a new inquiry.
Wada’s compliance review committee (CRC) recommended a raft of measures based “in particular” on a forensic review of inconsistencies found in some of that data.
As part of the ban, Russia may not host, or bid for or be granted the right to host any major events for four years, including the 2032 Olympic and Paralympic Games.

William Barr, Huawei, Caster Semenya: Your Thursday Briefing
Tumblr media
U.S. Attorney General Grilled by Senate Panel
Attorney General William Barr spent much of Wednesday answering questions from members of the Senate Judiciary Committee on the special counsel’s report on Russian election meddling and possible obstruction of justice.
Mr. Barr defended the four-page summary that he released of the report, which the special counsel, Robert Mueller, criticized in a letter released by the Justice Department as failing to capture the “context, nature and substance” of the 448-page document.
Partisan focus: Democrats pressed Mr. Barr on why he had not publicly acknowledged concerns about his original summary and why he asserted that Mr. Trump had cooperated fully with the investigation when he tried to thwart it.
Republicans focused not on Mr. Trump or Mr. Mueller’s report but on Hillary Clinton’s emails and the former F.B.I. officials who opened the Russia investigation.
Go deeper: Read our reporter’s takeaways from the hearing.
What’s next: The House Judiciary Committee voted to allow staff lawyers to question Mr. Barr on Thursday. Mr. Barr has said he will not appear under that format.
See for yourself: Watch clips from the hearing.
Huawei grapples with an identity crisis
The Trump administration’s accusations that the telecommunications giant acts as a spy for the Chinese government, means that Huawei must prove it is trustworthy to maintain lucrative global business ties.
But “its soul is steeped in Communist Party culture,” writes our New New World columnist Li Yuan, and the company’s internal structures resemble the party, from the power of its top leadership down to its team-building activities.
Related: Britain’s prime minister, Theresa May, fired her defense secretary, accusing him of leaking sensitive information about the government’s internal deliberations about Huawei and its decision to let the company build out its 5G network.
Trade talks: As the U.S. and China work toward closing a trade deal, there’s one thing that Beijing is unlikely to yield on: control over the data that American companies collect on their consumers inside China.
Women with high testosterone can be barred from races
A nuanced ruling by the highest court in international sports will force female athletes with elevated levels of male hormones to take suppressants to compete in certain international track races.
The ruling is a defeat for Caster Semenya, a two-time Olympic champion in track and field from South Africa, who had previously challenged a proposal to limit testosterone levels. The ruling by the arbitration court was also watched closely by transgender athletes.
The court said restrictions on permitted levels of naturally occurring testosterone were discriminatory, but that such discrimination was a “necessary, reasonable and proportionate means” to preserve the integrity of women’s competition.
Response: Ms. Semenya issued a statement through her lawyers, said the decision “will not hold me back. I will once again rise above and continue to inspire young women and athletes in South Africa and around the world.” Her lawyers are considering an appeal.
What’s next: If she wants to keep participating at major international competitions, she faces some hard choices: take hormone-suppressing drugs; compete against men; or enter competitions for intersex athletes, if any are offered.
Focus on food and climate
What we eat every day has consequences.
The world’s food system is responsible for about one-quarter of the planet-warming greenhouse gases that humans generate each year. That includes raising and harvesting all the plants, animals and animal products we eat. Climate change is also now altering the foods America grows.
What should you do? We’ve answered all your questions about how to shop, cook and eat in a warming world.
Recipes: Review our collection of climate-friendly dishes. And a correspondent who has traveled the world suggests five cuisines that are easier on the planet.

In pursuit of Aboriginal justice
Patrick Cumaiyi waved to his family with shackled hands as he boarded a plane to Darwin, the capital of Australia’s Northern Territory, to face a domestic-violence complaint. Before takeoff, an argument broke out, an officer delivered a sharp blow to Mr. Cumaiyi’s head, and another officer dragged him headfirst onto the tarmac.
Medical records obtained by The New York Times suggest he was a victim not only of police brutality — a persistent problem for Indigenous Australians — but also a cover-up.
Here’s what else is happening
U.N.C.: A 22-year-old man was in custody following a deadly shooting at the University of North Carolina that left two dead and four wounded.
Venezuela: Thousands of the opposition Juan Guaidó’s supporters turned out for a second day of protests in the capital, Caracas, and elsewhere, but it was unclear whether the antigovernment demonstrations were a convincing rejoinder to the setback he suffered on Tuesday, when military commanders asserted their allegiance to President Nicolás Maduro.
Julian Assange: A British court sentenced the WikiLeaks founder to 50 weeks in jail for jumping bail when he took refuge in Ecuador’s embassy in London seven years ago.
Taliban: Negotiators began a new round of peace talks with the U.S. in Doha, Qatar. The U.S. military command in Afghanistan has stopped counting how much of the country is controlled by the Taliban, eliminating what had been a public measure of progress in the war.
Australia: Kate Jenkins, who is leading the country’s inquiry into workplace sexual harassment, is trying to overcome nondisclosure agreements that prevent victims from speaking out.
Snapshot: Above, Emperor Naruhito’s ascension ceremony. It offers striking visual evidence of the imperial family’s existential crisis: few heirs.
Yeti sighting? The Indian Army posted photos of 32-inch footprints near a base camp in Nepal, saying they belonged to the mythical snowman. Social media users had their own theories.
Netflix: The video streaming giant and SK Global Entertainment, the production house that made the film “Crazy Rich Asians,” acquired the rights to the story of the 12 boys and their soccer coach who were trapped in a cave in Thailand in July.
Do-it-yourself treadmills: Internet users are posting videos of themselves exercising using nothing more than soap, water, a slick hard floor and maybe a lack of common sense.
Dolphins: Scientists believe a beluga whale found off the coast of Norway and harnessed with a GoPro-type camera was being trained by the Russian Navy.
What we’re reading: This conversation with Anjelika Huston in Vulture. “It’s as good as everyone is saying,” writes Katie Rogers, one of our White House correspondents.
Now, a break from the news
Cook: When an average salad won’t do, Samin Nosrat’s greenest green salad will satisfy.
Listen: From Kanye West to serpentwithfeet to the Stellar Awards returning to BET, our critics discuss the evolving dialogue between gospel and pop.
Watch: The comedian Anthony Jeselnik says he can say very dark things because audiences understand that he’s not a monster — his character is. His new special is now on Netflix.
Go: The Turner Prize, Britain’s most prestigious art award, announced four finalists. Their work will go on display in Margate, England, and the winner will be announced in December.
Smarter Living:Allergies can be torture. Immunotherapy — shots that can help desensitize you to allergens — can help over time. If needles aren’t your thing, cleaning the filter of your air conditioner or furnace can keep indoor air cleaner. Vacuum often. Mattress protectors for both your mattress and box spring keep dust mites out. Pillow protectors are also an option.
And we asked you for the best advice anyone’s ever given you, and how it made an impact on your life. Here’s what you said.
And now for the Back Story on …
The power of fairy tales
A recent feature by our Berlin bureau chief tracked how Germany’s far-right has adopted anti-immigrant tropes in discussing an influx from Poland of “the most notorious fairy-tale baddie”: the wolf.
Connecting nationalism and fairy tales is not new.
The Brothers Grimm, who based their tales on folk tradition, lived and worked in the 19th century, when Europe was brimming with enthusiasm for the nation-state over multi-ethnic empires. Artists and writers reached for ancient myths to feed the ideal of a national culture.
That legacy lives on in children’s books but also concert halls: Jean Sibelius picked tales from the Finnish national epic “Kalevala”, and Bela Bartok collected folk songs from the former Austro-Hungarian empire.
But populists picking up the tales and myths often seems far from the artists’ intentions.
“Even if musical folklore once owed a debt to nationalism, today, ultranationalism hurts it so much that the damage is far greater than the benefit once was,” Bartok wrote in an essay in 1937.
Earlier this week, we told you about South Korean grandmothers who are learning to read and write for the first time. Their poignant stories reminded our Seoul bureau chief of the older villagers he knew when he was growing up.
That’s it for this briefing. See you next time.

Arbitration Law of Qatar https://www.stalawfirm.com/en/blogs/view/arbitration-law-of-qatar.html Having discussed Arbitration in the UAE in Court Uncourt Volume I, we shall now turn to Arbitration procedures in other GCC countries Nonchalant observation of creatures such as birds, cats, dogs, and primates distinctly characterizes the fact that dispute and dispute resolution are not concepts confined to the human race. All animals settle dispute by resorting to conflict - but whereas gorillas may beat their chests, skunks may emit scent and cats may sink their teeth into one another, human beings ave developed somewhat more sophisticated dispute resolution mechanisms (thankfully - otherwise many lawyers may have reconsidered their career choices).

(Twitter Photo)NEW DELHI: Javelin thrower Davinder Singh Kang, who made the finals of the World Championships in 2017, has been caught in the dope net. His urine sample tested positive for a banned 'specified substance' dexamethasone - glucocorticoids, TOI has learnt. Kang has been served the 'adverse analytical finding' (AAF) notice of charge by the National Anti-Doping Agency (NADA) and the Jalandhar-born star athlete has accepted the optional provisional suspension. Kang runs the risk of getting banned for life or eight years - the quantum is to be decided by the NADA's disciplinary panel - as the Asian athletics bronze winner's latest test will be counted as his second 'anti-doping rule violation' (ADRV). In March 2018, he was let off with a 'reprimand' by the disciplinary panel after testing positive for marijuana. It was considered Kang's first doping offence. In another development, the World Anti-Doping Agency (WADA) has approached the Lausanne-based Court of Arbitration for Sport (CAS) against NADA's Anti-Doping Appeals Panel's (ADAP) decision to exonerate Olympian boxer Sumit Sangwan of doping charges in December last year. The CAS shared WADA's objections with both NADA and Sangwan earlier this week and has sought replies from them. "We have proved Sangwan's innocence before the NADA panel earlier and hope to do the same before CAS as well," Sangwan's lawyer Sourabh Mishra told TOI. Meanwhile, Kang, who was told to leave the NIS Patiala camp a week ago by the Athletics Federation of India (AFI), has been found guilty of not obtaining the mandatory 'Therapeutic Use Exemption' (TUE) to justify the presence of dexamethasone in his system. He had declared certain medicines prescribed to him in his dope control form (DCF), but failed to obtain the TUE for them, which was a must. Kang also declared in his DCF that he was consuming 'shilajit' capsules. Kang's samples were collected 'in-competition' during the Indian Grand Prix-5, held in Patiala on August 16, 2019 but the lab report of his 'A' sample from Qatar's Doha-based anti-doping laboratory came nearly one year after the sample collection.
