How to Choose a Marine Surveyor in Dubai

But before you consider hiring a Marine Surveyor, you need to be competent to do a basic per-survey inspection of any boat that might qualify for the short list. The reason is cost. Probable costs are around $AUD 1,000 for an average survey, including slipping for the out of water component. So your Marine Surveyor should be your last line of defence, not your first.

Also for a Buyer, there are so many listings to see and evaluate. And because many of these boats for sale might well qualify; in terms of suitability, aesthetic qualities and price; it pays to take your time. When you find a Surveyor by this means you need to clearly communicate to him your usage intentions for the boat. Do you intend to go to sea? Will you be day sailing or undertaking longer term cruises? What are your expectations with regard to the boat? All of these questions are relevant to the stance your Surveyor takes with respect to his investigations on your behalf.

Secrets of Nazi Art Rescue Continue as Long Lost Vault Yields Frozen Treasure By SHARON CARTER

Within days after it was discovered that an 85-year-old man had hoarded hundreds of artworks collected by his mentor during the Nazi era in an unmarked Siberian bunker, the world gasped at the prospect of rediscovering long-lost treasures.

This week, two months after the discovery of the bunker inherited by Aleksander Lukin, the vault was finally opened. Past seismic activity had damaged the structure, which delayed the excavation.  

Once the three foot thick door was removed, though, workers were met with shocking conditions. It was quickly discovered that while the inner chamber remained structurally intact, a breach in the antiquated ventilation system had allowed snowmelt to flood the vault. Over time the underground facility had turned into a giant freezer, trapping the contents in solid ice for decades.

The collection contains over 500 items, including not only paintings, sculptures, sketches, and drawings but also ledgers and other documentation, most of which will not be disclosed until a full investigation on the provenance of the pieces has been concluded.

Most of the finest works in the collection were acquired by the late Mr. Lukin’s mentor, Vasily Karpov, an art dealer who began smuggling art out of Nazi Germany in 1938. Among other accolades, Karpov was also one of the original founders of Shield’s, the world-renowned auction house based out of New York. Just as Shield’s is known for conservation efforts, Karpov’s efforts mostly focused on rescuing art that had been dubbed ‘degenerate’ by the National Socialist party, and brokered deals for Jewish families attempting to exchange their collections for passage out of Nazi occupied territory. While Karpov’s motives are scrutinized by some historians as war profiteering, Karpov bypassed checkpoints by requiring the first party owners of the work to travel with it. This established an art-fueled underground railroad that allowed many Jewish families to escape persecution and they themselves considered the man a hero.

Lukin left his possessions, including the now infamous art hoard, to Shield’s, and a number of their top art historians were on site to assess the finding. Not all were disappointed in what they uncovered.

“In a way this could be a blessing,” said Philip Coulson, long time art historian for Shield’s. “Despite the level of damage and decay caused from exposure to the elements, we’ll still be able to identify much of what’s been stored here. Even if we can’t salvage anything, what we’re most excited for are some answers.”

There is evidence that the vault may contain works by Monet, Cézanne, Renoir, Fabergé, Otto Dix, and other masters, though only one piece in the collection has been identified to the press, and is perhaps the most mysterious. The single portrait was recovered from the vault while keeping it encased in ice in an effort to protect it from succumbing to rapid decay. Coulson identified the subject as a lone American soldier from the Second World War, artist is unknown.

The rest of the hoard, according to Alexander Pierce, Chairman of Shield’s, will remain on site as they are carefully excavated from their frigid prison.

“I know this sounds like a disaster,” said Pierce. “We are doing all we can to safely relocate the rest of the collection and identify more that may be somewhere in one of Lukin’s many properties and holdings. Later in life, the man became fairly eccentric. I wouldn’t be surprised if we found some kind of message that he left behind.”

Whether or not this one, frozen painting was left as some clue leading to the rest of the collection or simply abandoned due to relatively unremarkable provenance has yet to be determined.

The single recovered painting has been dubbed The Winter Soldier due to the condition it was found in. It will be transported to a world-class restoration department of The Metropolitan Museum of Art in hopes that the painting can be salvaged.

For now the mystery of the Lukin art hoard will continue to baffle the art world and historians alike, until The Winter Soldier can tell his own story.

Winson Oil Sends Letter Of Indemnity To Scorpio LR2

egal representatives from Hong-Kong based oil trading company, Winson Oil, and vessel chartering business, Scorpio LR2 Pool Ltd, met in the High Court of the Republic of Singapore.

According to the Manifold times, the purpose of the meeting was to discuss security between the two parties due to a letter of indemnity received by Scorpio. The discussion will mainly revolve around the $13.6 million USD worth of gasoil 10ppm sulphur cargo which was lifted by Winson Oil in Taiwan using the 10,999 dwt oil tanker STI orchard sub chartered from Scorpio in February 2020.

As part of the operation, Winson Oil requested Scorpio to send the STI Orchard to deliver the subject cargo at Tanjung Pelapas, Malaysia via ship-to-ship discharge to the very large crude carrier (VLCC) Changi Bai San to Hin Leong Trading (Pte) Ltd.

Later on, Scorpio received a letter of indemnity from Winson oil for the operation. This is due to the fact that the transfer which occurred between 5 to 6 March of 2020 to the VLCC was conducted without producing the original bill of lading required.

OCBC Claims Subject Cargo from STI Orchard’s Owner, Scorpio

In Februrary 2021, Oversea Chinese Banking Corporation Limited (OCBC) wrote to Scorpio, claiming ownership of the subject cargo as OCBC possessed the full set of the original bill of lading.In light of the above, OCBC demanded the delivery of the subject cargo, holding STI Orchard Shipping fully liable and responsible for the loss and non-delivery of the subject cargo. In addition to this, Manifold Times reports that OCBC has also attained an admiralty in rem Writ of Summons, allowing it to potentially arrest or detain STI Orchard.In response to the demands, STI Orchard shipping informed Scorpio of the developments, requiring Scorpio to indemnify liabilities along with providing security and funds to defend against OCBC’s claim.

19/2/2017: Princess Haya Bint Al Hussein, wife of Sheikh Mohammed, inaugurated Mediclinic City Hospital’s new Comprehensive Cancer Centre (CCC), Dubai’s most advanced facility for the diagnosis and treatment of cancer.  

As part of the inauguration, Princess Haya visited the Radiotherapy department which is equipped with the UAE’s first TrueBeam linear accelerator for radiation therapy, offering oncology patients the very latest in treatment technology.  She also viewed the Centre’s diagnostic capabilities in the Nuclear Medicine department including its PET and equipment.  

She also took the time to visit a paediatric and an adult patient, both of whom are currently receiving chemotherapy treatment at the Centre. Finally, she was introduced to the Centre’s Hospital Angels programme. This programme is a voluntary scheme; its mission is to empower individuals and the community to be engaged in the charitable act of caring for those most in need, and to contribute to improving the health of the nation in line with the direction from the leaders of the UAE. With silver and lead, Britain woos new allies in the Gulf

THE scenario for naval exercises carried out off the Iranian coast earlier this month was thinly disguised. “Redland and Grunland are regional rivals,” read the brief, code apparently for Saudi Arabia and Iran. “Relations have recently degraded with aggressive rhetoric coming from both sides.” Leading the way through the Strait of Hormuz was HMS Ocean, the Royal Navy’s flagship until its two new aircraft carriers enter service. American and French warships sailed close behind.

Forty-five years after a withdrawal that the foreign secretary, Boris Johnson, describes as mistaken, Britain is back in the Gulf. The union flag flutters over the new Juffair naval base in Bahrain. More military installations are sprouting in Dubai and Oman. Bahrain’s rulers have covered their island in posters lauding “200 years of friendship and peace” with Britain. So copious are Gulf investments in London that Britain’s capital is the “eighth emirate”, says Mr Johnson.

Brexit has given added impetus to Britain’s renewed interest in the region. Just as it ended colonial rule of the Gulf on the eve of its accession in 1973 to the European Economic Community, so now Britain is wooing old partners with a succession of visits. British forces will redeploy to Oman after they pull out of Germany in 2019. Merchants offering everything from weapons to sand for golf bunkers have made the Gulf Britain’s largest export market after the EU and America. London fund managers play on jitters over Gulf stability to attract locals’ wealth. Such landmarks as the Shard, the Olympic Village and Harrods—all Qatari-owned—are testaments to their success. Even City Hall, the seat of London’s mayor, belongs to Kuwait.

Britain’s pretensions can seem overblown. Behind the hype, the Juffair base amounts to little more than a pier inside the sprawling base of America’s Fifth Fleet. Britain’s flotilla of seven warships in the Gulf looks puny next to America’s 40, complete with nuclear-powered aircraft carriers with decks the area of three football pitches. On his last visit to Bahrain as defence secretary, Ash Carter seemed to scoff at suggestions that Britain might replace a wary America. “There aren’t any good alternatives,” he said

That said, potentates who bridled at the restrictions the Obama administration placed on arms exports find Britain’s government less pernickety. It licenses arms exports to all Gulf regimes and supports their forces of law and order (in 2015 a stink about a contract between Britain’s justice ministry and the Saudi prison service led to the deal’s cancellation). BAE Systems, an arms manufacturer, is one of Saudi Arabia’s largest private-sector employers. Activists have gone to court in Britain to challenge the legality of over £3.3bn ($4.1bn) of arms sales to Saudi Arabia since the onset of its Yemen war in March 2015.

With Iran across the water, many Gulf leaders seem happy to pay for British protection. Indeed, many trained at Britain’s military college, Sandhurst, before Britain backed their succession. Oman’s sultan, Qaboos bin Said al-Said, served with the Scottish Rifles in Germany.

But Britain also risks making enemies. Oman-watchers in London fear for their relationship (and the defence contracts) when the ailing sultan dies. “Money ploughed into arms deals should be spent internally. The security challenges the Gulf faces are internal, not external,” says an Omani official. Britain’s role as protector of Bahrain’s king infuriates the island’s suppressed Shias. “Of all the main Western embassies, only Britain keeps its distance,” says a Shia elder. Abu Taqi, the father of a stone-thrower who was shot dead, curses Britain for befriending Bahrain’s rulers.

As tensions with America rise, Iran’s ayatollahs, too, see Britain as a potential weak spot. “In the event of a war in the Gulf, the [Juffair] base will definitely be a target for Iran,” says an ayatollah close to senior officers of Iran’s Revolutionary Guard Corps. Britain is sailing into rather warm waters.
