8 ans!
8 longues années Professeur, a faire et a refaire, a voir et a revoir, a décider que c'est cela puis que il y matière a continuer, car comme je l'ai dit rien ne me prédisposait depuis le dessin que j'ai abandonné après mes années de lycée, a part des gribouillages sur des calepins pendant des formations professionnelles ennuyantes, a réaliser un tel navire
Un travail que modestement je peux qualifier de minutieux, de progrès graduel pour arriver a notre dernière version
3D2!
3D2 qui est la suite de notre version 3D1, soit notre deuxième voir troisième version du Cuba Libre puisque l'on peut considérer que 3D0 a existé a un moment donné, tandis que 3D2 n'est en elle même que le point de départ de 3D3
Ah?
3D3 vise la réalisation en 3D du Cuba Libre, un modèle exploitable a des fins d'engineering pour sa fabrication
Quel est votre sentiment?
C'est cette photographie Professeur que nous voyons la qui me fait réaliser a présent qu'au dela de l'idée du Cuba Libre, de réaliser un soumarin afin de faire le tour du monde se projette une idée bien plus vaste et plus éminente
Qui est celle de la découverte de notre monde et de la rencontre de l'autre, qui est un petit monde bien qu'il nous paraisse grand, et qui est riche de la diversité des ses cultures et de ses peuples
Qu'en définitive le Cuba Libre est un moyen et non une fin en lui même, ce qui est pour moi une réalisation tout a fait surprenante que ce navire qui a été une fin pendant ces 8 années finalement se révèle être un moyen
Mais quel moyen!
Il est tout simplement hors norme Professeur, et je suis tout a fait curieux de savoir si nos futurs ingénieurs vont arriver a lui conserver ces espaces que l'on voit la en terme de superficie, bien que j'estime qu'ils seront de 8 a 10% moindres afin d'implémenter la structure intérieure du navire, les cloisons et séparations, porteuses ou non porteuses
Egalement il est peut être injuste de dire qu'il n'est qu'un moyen et cela est propre aux soumarins qui a quelques dizaines d'encablures sous les mers deviennent leur propre monde, et c'est cela aussi l'idée, la proposition faite a la CCL, non pas de fuire le monde mais de construire un monde dans le monde, plus petit certes mais tout semble y être, loin de tout, c'est nécessaire parfois ou souvent
Que pensez vous qui pourra décider les différents candidats a devenir membres de la CCL?
En premier lieu leur enthousiasme pour l'idée, en second la conviction chiffres a l'appui qu'il s'agit d'un investissement humain et financier viable et non pas de voir la chose comme jeter des mille et des cents dans un soumarin a l'encontre de toute logique, en dernier lieu vouloir réellement faire partie de la communauté solidaire qu'est la CCL qui a ses objectifs, ses buts et son fonctionnement
Comment imaginez vous votre première rencontre avec ces candidats?
Ah cela c'est le travail de la petite équipe de Moulinsart, car nous aurons besoin Professeur d'un modèle réduit du Cuba Libre qui doit absolument être disposé aux regards de tous en plein milieu de cette grande table de réunion
Le soumarin qui est l'objet de la CCL, et le challenge d'en faire une affaire qui tourne pour tous les membres de la CCL
Oui il y a le soumarin, et ce voyage autour du monde, qui deviennent possible avec l'investissement et de Bombardier et de la CCL, et de la CCL, au dela la CCL a des projets pour consolider sa rentabilité, des restaurants, et le site de La Rochelle qui doit fonctionner comme musée dédié a la mer, et aux soumarins
Nos candidats doivent être indépendants financièrement, a parts nos passagers emplois solidaires, et doivent et c'est la l'objet même de ces réunions être convaincus que c'est la chose a faire pour eux, leur engagement doit être mûrement réfléchi et sans l'ombre d'un doute ou hésitation quant au succès de notre entreprise, convaincus par eux mêmes et par tout ce qu'on pourra mettre sur papier comme chiffres et études
Notre première préoccupation lors de la formation de la CCL est cet aspect, critique, de ne pas former la CCL avec des membres qui hésitent et qui peuvent changer d'avis par la suite
Pendant 8 ans j'ai porté ce projet sans aucun retour financier en prenant sur mon temps libre et mes weekends, je ne demande a personne d'en faire pareil mais on doit le savoir, qu'il s'agit d'un engagement avant toute chose
Les apports a la CCL pourront etre financiers, en industrie, ou mixtes financiers et en industrie, maintenant je le dit en toute transparence, la CCL et l'équipage embarqué Bombardier travaillent a bord du Cuba Libre, le voyage autour du monde nous permet de changer de cadre pendant que l'on travaille, avec un seuil de productivité attendu, par tous a la CCL, nous sommes réellement une entreprise avec des charges et une rentabilité a atteindre
Et donc personne ne se tourne les pouces a bord du Cuba Libre Professeur, nous travaillons tous a réaliser les buts et objectifs de la CCL, a part peut être nos membres VIP dont l'apport financier est en conséquence, qui veulent simplement profiter du voyage ou bien travailler sur leurs projets personnels
Et même la cette question d'apport financier reste tributaire de ce que tel ou tel membre pourra apporter de plus en valeur ajoutée a la CCL outre l'aspect financier, et ils participent aux corvées a bord comme tout le monde
Alors c'est intéressant cet aspect d'entreprise, très intéressant, toute entreprise a un objet, ou plusieurs, quels sont les objets de la CCL?
Nous souhaitons réaliser ce navire, dont l'exploitation est commune et qui fonctionne également comme navire de representation pour Bombardier a travers le monde

Nous souhaitons ouvrir différents restaurants à travers le monde, plus d'une quinzaine, nous en avions prévu 17 si mes souvenirs sont bons, et jusqu'à une vingtaine au total, en réaliser une dizaine lors de notre voyage serait déjà un exploit, ensuite nous pouvons être partis pour un an et demi, voir deux

Nous souhaitons développer le site de La Rochelle pour qu'il fonctionne comme musée dédié a la mer et aux soumarins
Bien! C'est clair et conçis, et sur le long terme?
Eventuellement nous souhaitons réaliser un navire plus conséquent en taille le Cuba Libre II, qui est un navire purement commercial pour une activité de tourisme balnéaire, avec un si
Si la CCL décide de s'engager dans ce projet, pragmatiquement je pense que de réaliser le Cuba Libre sera déjà un exploit et que nos membres souhaiterons rentabiliser leurs investissements avant toute chose
Et donc peut etre, si le Cuba Libre les restaurants et La Rochelle tournent bien, dans 20, 25 ans
Vous aviez mentionné les Maison d'Amis Bombardier et les Résidences Bombardier?
Vous avez bien fait de me le rappeller, nous souhaitons développer cela aussi avec nos restaurants puisqu'il s'agit de visiter et de prospecter des sites pendant nos voyages
Et c'est rémunéré par Bombardier?
Cela devrait c'est du travail, d'autre part la CCL peut prendre une participation dans le réseau Maison d'Amis, Concernant les Résidences Bombardier nous n'en avons pas prévu d'en lancer beaucoup a date pendant le voyage, Rabat serait construite au préalable

Avec plaisir Professeur, l’intérêt de BCS par rapport au Cuba Libre est qu'il ne s'agissait pas uniquement de dessiner ou de concevoir un soumarin, mais également de le construire et pour cela biensur en assurer la rentabilité pour une communauté qui est la CCL, ainsi que pour Bombardier qui est associé perenement a ce projet au delà de son rôle de constructeur
Ah! A propos, certains disent que les frais de représentation pour Bombardier sont trop bas pour un navire de cette taille et effectif a l'année?
Oui et non Professeur, il est indubitable que Bombardier rend possible ce projet en prenant 60% des parts, également en versant les frais pour son personnel embarqué et bureaux, donc nous ne pouvons ajouter aux frais pour Bombardier qui doit s'y retrouver aussi, par contre nous pouvons les intéresser a notre projet pour les Maisons d'Amis Bombardier en vue de rémunérer notre travail de prospection, dans le cadre de cette représentation
Vous savez Professeur si on me prend 20 cabines a bord a l'année, pour un effectif maximal de 96, qu'on me loue des bureaux et que l'on me verse des frais de représentation, il faudrait par la suite faire preuve de médiocrité pour ne pas rentabiliser ce navire
Et donc la médiocrité je n'aime pas cela, par contre j'ai la conviction d’être arrivé a une équation qui rend possible et la construction et la rentabilisation de ce projet, et modestement Professeur c'est un exploit, n'importe qui ferait les yeux ronds si on leur annonce que l'on va construire et rentabiliser un soumarin de 85 mètres, en vue de faire le tour du monde
Un soumarin civil est jusqu’à présent une rareté, et ce n'est pas quelquechose que l'on rentabilise, c'est cela le tour de force de BCS par rapport au Cuba Libre
Je vous confirme l'avis de l'ensemble de mes correspondants et de moi même, BCS est une étude de cas inédite a plus d'un titre, en effet la dualité entre votre ambition de conquête spatiale et la réalisation d'un soumarin est tout a fait fascinante!

GO生, Stray Kids | Review PART II

“...’God’s Menu’ was born”
Every second of the song captivated me. Every scene in the M/V was intriguing and sucked me in. I never rewatch M/Vs - ever. I’ve never been one to stream it a million times for the view count to go up. No way. My attention span is waay too short for that
“God’s Menu”, though. 
Wow.
I’ve had to have watched it 40 times since it came out, at least. And the thing is, it’s not my STAY self trying to accumulate views for the boys (although they do deserve it). It’s myself watching it just to watch it. It’s so good. I know exactly what scene is coming, the exact part. I know how the music is about to change and who is going to be center in the next shot, but despite this, it still gives me chills every time.
I think there are a couple reasons for that. One obviously being the song itself, but the other being the phenomenal camerawork. The cameramen and editors have always been the unsung heroes of k-pop and M/Vs in general, but they really outdid themselves this go-around. All the transitions were heavenly. You can tell they didn’t just throw them in there for shock value, but truly thought about where they would have the most impact.
The sets are also amazing. Somehow a transition from kitchen to construction site not only works, but is seamless. All the racetrack scenes also fit in perfectly. 
I started to ask myself why these sets worked so well together. What did a master chef’s kitchen, a construction site, and a racetrack have in common? Anything?
Well, maybe more than you think.
All around the world master chefs retreat into their kitchen to experiment with new recipes and cook up ones never seen before. At construction sites blueprints drawn up by architects are used to build amazing towers are intricate buildings. At the racetracks, old stars and rookies are holding onto their fame or making a name for themselves, fighting for the lead on every lap.
Stray Kids are cooking up their hits in the kitchen, laying the foundation for their success with their hardhats on, and then accelerating past all the competition.
As previously stated, “God’s Menu” is their best song, hands down. But every song on the album brings something to the table. Because of this, GO生 might just be their best release yet…

“God’s Menu” was hard-hitting hip hop in a way I haven’t heard or seen before from SKZ. As I’ve already said, it’s easily the best song they’ve released, including B-sides. Every verse is well crafted, the pre-chorus is catchy and serves as the nice mellow tone the song needed for the vocalists to really shine, and the chorus is a masterpiece of simple onamonapia and tangy flavor (see what I did there~) with strong choreography. The song is shockingly short, especially considering it’s a title track. However, it still feels solid. It’s a full course meal in less than three minutes. That’s so impressive, to me at least. I can’t be the only one who feels like the song is much longer than it is because it’s so immersive.
My favorite parts include Changbin’s “Yes, sir and ma’am / welcome” intro,  the first verse, and the second verse. Changbin’s intro sets the tone immediately. The “sir and ma’am” is almost sassy in context. It’s like he’s truly welcoming us into a restaurant, but there is that eerie undertone of “you don’t know what you’re in for”. I love that Han gets to rap the entire first verse. Not only does it make sense because he is a main rapper, but it sounds better than if it has been split between several people as verse 2 had. There is a clear split about halfway through the first verse where they could have switched to another member, but they stayed with Han, and I think that makes the song so much more powerful, especially since it comes at the beginning. Unlike verse one, verse two splits its lines between five different members. And it works perfectly. I wouldn’t have changed anything at all. Felix’s low voice oozes charisma and is the perfect way to pull listeners deeper into the song after the chorus, and Seungmin and I.N.’s cocky, drawing sound pairs perfectly with that. Chan’s voice and attitude fits wonderfully for his “자물쇠 따 싹 다 unlock / Idea bank 머릿속을 털어 털어” (“All the locks unlock / Idea bank, empty your head, empty it”) part. It’s also a fitting part for him as the main producer of the group. Hyunjin is the perfect person to wrap up the verse. His demanding attitude paired with his visuals as he says “비밀재료가 궁금하다면 / 사실 우린 그딴 거 안 써” (“Wonder what’s our secret ingredient / We don’t use such a thing”) deliver the line in a way no one else in the group could.
And, can we talk about that line for a minute, T? What a statement. It’s on the same flex level as “Daechwita”. “Oh, how are we so good? What’s our secret? How are we cutting corners to get here? We aren’t.”
I also really like that “Go Live,” “God’s Menu,” and “Easy,” feel like a trilogy. It’s a nice way to start the album because it gets the listener immersed immediately.

To have“Easy” follow “God’s Menu” is maybe the best decision made on this tracklist. Still just as proud and cocky as its predecessor, “Easy” talks about how Stray Kid’s don’t just turn the tables or meet expectations, they flip the table over and exceed the expectations - all with ease. 
My favorite part in “Easy” is the bridge, and I’ve found a few different translations of it:
Zaty Farhani’s “Easy” lyric video translates the bridge as “Showing off is all for show, what are you doing getting all scared? / The brave ugly-duckling turns the table / Let’s raise the stakes as you’ve wished / or do it my way”
Color Coded Lyrics’s (CCL) blog translates it as: “What’s the point of being braggy / When you’re just eating up your fear / A loser with courage will turn the tables around / Let’s make it to the next round, as you want / Or I’ll mess around with my own way”
Genius Lyrics translates the part as: “Your words are just bragging / What are you doing while being all coward? / A brave loser has overtook everything / Let's make this game even more big as you wanted / Or just screw it and do it my way”
All of them amount to about the same thing: “You have to show off and brag to prove your worth and rise to the top but we don’t. We know where we came from, and we know what we are, but we will go farther because of this. We’ll take over the world our way,”.

“비행기 (Airplane)” ends the “Go-God’s-Easy” trilogy with it’s lighter hip-hop sound. It’s a love song. The narrator speaks of taking an airplane to a vacation spot with his girlfriend as a metaphor for the two of them traveling to their own world where they can be happy together. What really draws me to this song is its style and sound. The track reminds me a little of “Mixtape : Gone Days”,  with it’s lighter feel. It’s a nice example of a lighthearted love song. I don’t have as much to say about this one, I just really like it. There isn’t any deep meaning in the lyrics for me to dive into (unless you’re into speculating the composer's relationship status. Bang Chan and Changbin wrote “Airplane” in collaboration with others so it’s possible the lyrics came from them or one of the other three composers. Maybe all of them are just good enough at imagining situations to write things like this. We’ll never know.)

“청사진 (Blueprint)” comes in 4th for me, but really 3rd-5th place may as well be equal. The three songs have the same energy to me, especially “Blueprint” and “Airplane”. I like “Blueprint” for its folk-inspired pop sound. It reminds me of AKMU, which I’m sure T digs. It’s not SKZ’s usual sound, but they sing it well and have made it their own. I smile every time it comes on. The lyrics have a wonderful message about overcoming and accomplishing your dreams despite the odds and the people out to get you. Very sweet, and the message reminds me of that of many of their old songs.

“일상 (Another Day/Daily Life)” is the closest thing to a ballad we’ve gotten from the boys.
The beginning count reminds me of NCT 127’s “Boom” and the overall sound reminds me of NCT Dream’s “Puzzle Piece”.
While the first time I listened to it I could easily tell it was a sad and mournful song about something, I wasn’t expecting to tear up while reading the lyrics on my 3rd listen.
It hurts so much. It’s so beautiful. The song tells the story of the narrator (Han wrote it, it’s absolutely about him and his anxiety) as he reflects on himself and his situation, wondering if he’s the only one feeling the way he is, wondering if he is the only one putting on an act every day, and wondering if it’s evening convincing.
But I guess that painfully beautiful tune fits with the message. The notes are so sweet they make you want to cry. And that’s how it feels to go through what the narrator is dealing with. Everything you’re doing looks beautiful. You seem perfect, but if anyone really takes time to listen, they will hear your hurt.
He was a young teenager and was forced to deal with so many pressures (“I’m still so young, but I have so many worries”/”So much worries for such a young child”) during training, and then debut.
After that line, we get to the hard truth of the industry. Of course companies care about their idols, but only to a point. After that, it’s “Just do what you're supposed to be doing well” and “Just do your job properly”. In other words, “Okay, great, you’re going through something. Get over it.”.
CCL translation: “When I pushed my way into this dark room / Did anybody bother to look back at me? / I barely managed to make it through this hard day / How many times did I smile, and were they genuine smiles? // I find the way I’m trapped in my thoughts funny / I’m still so young, but I have so many worries / Just do what you’re supposed to be doing well / Nobody knows anything about how empty my heart feels / And I hate how / All they know how to do is laugh it off”
Genius translation: “The day I forced my way into the dark room / Would at least one person have turned to look at me / Me, who barely lived through another day / How many times have I laughed, but were those sincere? // Myself deep in thought looks funny / So much worries for such a young child / Just do your job properly / Without knowing about my empty heart / Just laughing over it, I don't like that”
I think it’s fitting that the only parts Han gets opens and close the song. It just draws more attention to the fact that it’s his story. He’s opening the door for him and others to talk about their feelings, and once they’ve covered it all, he closes it back up.

I don’t have too many complaints about this album. A couple, maybe.
One would be that  “TOP”, “SLUMP”, “Mixtape : Gone Days”, and “Mixtape : On Track/바보라도 알아” were released separate from this album, so they stick out from the other 10 tracks. I’m glad they were all grouped together at the end and not sporadically placed between songs like “Easy” and “Pacemaker”. 
“Gone Days” sticks out the most because of its playful hip-hoppy sound that is reminiscent of previous tracks such as “Awkward Silence” and “Get Cool”. I’m not particularly fond of the fact that it is the only one that sounds as it does, but I suppose it is just the same thing they did with “Get Cool” and “Awkward Silence”’s respective mini albums. Both songs were the only ones of their kind on their albums and feel a little out of place. I think I was able to get accustomed to it quicker as being on mini albums there was a smaller tracklist, therefore drastic tone changes between songs weren’t as novel. 
Go Live’s sound alternates (mainly) between two different styles. There are louder, harder hip-hop songs like “God’s Menu” “TA” and “Pacemaker”, and then we have what I’ve dubbed “The Quiet Trilogy” with “Airplane”, “Another Day”, and “Blueprint”. Songs like “Phobia” and “Haven” seen to sit solidly in between the two styles.
But “Gone Days” and “On Track” don’t sound like anything else on this tracklist. “Gone Days” has an over-saturated upbeat take on hip-hop, and “On Track” has a ballad inspired sound (honestly it vaguely reminds me of OSTs for dramas…) to it. This makes the transition from beginning of album to end shocking, and I’m not overly fond of that.
My other issue is that the rest of the track-list simply pales in comparison to its title track. “God’s Menu” was so powerful, so overwhelming for me that it made the rest of the album underwhelming.
Maybe that’s a compliment, actually? At least as far as “God’s” is concerned. I don’t know…
I think I’ll get used to it after a few more listens. (Future Kasin: I did and I love it <3)
One thing is for sure: if they master making every song deliver the same punch as “God’s Menu”, I’ll be done for.
I can’t wait to see what they do next.

職業上,傳統熱門職業有會計工程IT呢啲,唔係我範圍內,所以只可以話大概知道。另外較吃香的就係醫護。係打計分戰營營役役之中,聽最多既係“醫護移民係贏在起跑”,而且近來的中國武漢肺炎一疫,老美開出七年居美黎向全世界醫護招手,咁護士移民又係咪真係咁易呢?
輕輕Google都知,澳洲的技術移民係分數的遊戲。以往如果走獨立路線(visa189), 分數高當然係最緊要。但當一年一年過去,189名額一年少過一年,你冇返90-100分你都係唔使諗獨立路線。(��到呢度你可能未感受到係一個天台咁高既分數... 睇完成篇你計下自己幾多分再講...)
呢個時候,你只可以玩州擔保路線 (visa 190/491):向其中一個澳洲州政府申請擔保。你要滿足各自州政府的門檻,例如個別職業的經驗/資歷要求,再承諾佢開出的條件,例如你落地之後係佢個州住滿幾耐,甚至係呢幾年入面每年收入要滿一個數。如果佢肯擔保你,你就可以有額外加分。加分唔重要,重要係佢肯擔保你就代表你直接獲得澳洲大政府的移民邀請。 其中190係落地有永住權(PR), 但各州名額比491少, 門檻亦相對高啲, 同埋冇咁快批到。190只係州擔, 所以只要佢個州內都可以。例如Victoria州, 你可以照去Melbourne! 而491一樣係州擔保, 但係係暫居(TR), 定期會REVIEW續唔續比你, 關鍵係你年收入要過(若果係做護士工就輕鬆過既)。另外佢係偏遠地區擔保, 最大個兩個城市就唔去得喇, Victoria州會限你只可以某啲postal code內。留意返澳州係草木多過人的地方, 491係名額多啲寬鬆啲批快啲, 計落移民監時長亦同190一樣。而190加分只有5分, 但491加分係15分! 但亦可能代表你要下鄉, 要小心找工同會唔會悶死既問題。

呢度只專講一啲各位護士前輩想移民要注意既野。
咁當然第一樣野,你要有個牌。 香港護士局註冊,冇咩不良紀錄。(因為你靠佢出封verification of registration加一封certificate of good standing) 係邊做野唔重要。(係HA做野唔會加分,只係你係技術評估個時大啲機會100%計你的年資。資歷計分計作海外經驗,三年起跳有分加,不過分數九年就封頂,如果前輩係十年大將軍,年資實際計幾多都不太重要了。) 有冇做緊護士都唔太重要��(最緊要你有你老細寫比你employment letter, 有埋reference letter就仲好。計資歷都係計你有做野個幾年。) 有學位在手再容易一啲。(有學位一黎會額外加學歷分。Bachelor degree 加15分,要再多分要上到phd。不過澳洲護士你有master人工會多啲啲。) (香港各大學都有申請相關課程accreditation同有個active的Academic Secretary幫你找需要的資料send去澳洲, 做起上黎就方便快捷啲。如果係high dip or school的,要聯絡到你的學校幫你出返curriculum比澳洲個邊評核你護士training的資格。否則,你有可能會被要求讀bridging course先比你攞牌。而School的curriculum點証明我唔清楚, 麻煩各位前輩自行google了。)
其次,你要諗諗花啲時間考個公共英文試。澳洲認受的英文試唔少,呢度只講三個。最出名有ielts, 其次有pte, 醫護仲有多一個選擇叫oet。下面簡單講下各英文試優劣。
1. IELTS (International English Language Testing System): 價錢三者之内居中,hkd$2340。考期開得最密,香港center多,考生基數亦都多,畢竟全世界要留學移民都會認可佢。網上網下找到的資料,坊間補習班,參考書都係最多最齊。 (係大學入面仲可以免費報考試技巧班,點解我畢業前唔考埋先畢業呢...嗚...) 對真人考試。(我覺得呢點有辣有唔辣啦...) 護士移民最少要聽說讀寫全7(proficient english),要衝多啲分要全8 (superior english)。 聽聞: 四個6唔難,四個7要啲功夫,四個8難,四個9等於登天。不過拉curve黎講係評分上最平均的。
2.PTE (PTE Academic: Pearson English Language Test): 價錢三個入面最平,官網寫usd$240, around hkd$1872) 換句話講, 假設你一鋪唔得再黎既成本都冇咁高。 考期冇咁多,一星期三至五日。香港啱啱開多一個center, 分別係灣仔同旺角。灣仔個個幾方便係地鐵站口,試場大媽長期黑面,旺角個個就未去過。 考試係對電腦Program考,由電腦run algorithm黎評分,簡而言之你要操練到你呃得過部電腦。 考試資料坊間都有唔少,個人黎講我除咗比考試費同玩佢個official mock就冇再比過錢。不過有啲人都會比錢報下微信大陸人開的補習班。另外網上有大量題庫(機經),入啱group入面熱心的朋友們會免費share,背/操哂佢就啱喇。 題型多達20種, 亦唔似香港一般公開試既英文題式, 比較似外國既試。同其他考試唔同佢唔係分開四份卷考,再獨立計分;佢係唔同題型會計你聽說讀寫其中一或兩個主要能力既分。(成績表另外有列出一啲例如grammar, vocabulary 既能力分,不過都唔係重點。) 題型有難有易,但practice makes perfect,幸運地我一take就all 79+, 等於ielts all 8.5及superior english。(下一篇文我會再重點寫自己PTE考試同操練的小小心得。) Proficient english 的要求就係all 65+。 根據非正式統計,如果係護士,all 65+難唔到大家,all 79+就要下啲苦功喇,不過係比ielts全8容易。
3.OET (Occupational English Test): 係專比醫護考的英文試,唔止醫生護士,PT OT 各healthcare professional同事都可以考, 各個professional 份卷都有唔同(?)。同IELTS一樣考聽說讀寫四份卷,對真人考。 價錢係三個入面最貴,aud$587 around hkd$2818,考期亦最少,一個月得一兩日,考場香港有三個,包括新開的理工大學考場。 網上都有資料同補習course。題目主要內容係寫吓referral同交更reporting類,會例如出個scenario比你問你個management (但係個management合唔合理啱唔啱唔係佢評分既重點啦)。 以我黎講, 因為自知太jun喇, 你問我management我應該會諗得耐過用英文點答,加上窮,放棄呢個。 但據又係非正式統計,proficient english 即全B,係三個試入面最易,但攞superior english全A係三個試入面最難。
第三,你要諗諗你的配偶。如果你係同我一樣既一條冷單身狗,恭喜你自動會加十分。如果係有家室的前輩亦唔使灰,你的另一半係同你一樣係healthcare professional (即或同一張skill occupation表內認可既專業人士),加五分。再考到英文試 (唔使proficient, 只要competent 即ielts全6/pte all 50+, 就得喇),就再加五分。
除咗以上基本盤之外,仲有其他野係個移民遊戲入面會加分既,例如有冇係澳洲讀過書,年數多分愈多。其他濕星刁鑽加分例如:有冇係澳洲讀到至少兩年佢個表上面STEM的research master/phd,有冇account/IT professional year, 有冇係澳洲偏遠地區讀過書呢啲(我冇既野)。
仲有可以考���一個守尾門的考試: CCL (Credentialed Community Language Test), 考試機構叫NAATI (National Accreditation Authority for Translators and Interpreters)。 一樣係考英文,不過係考口語翻譯,香港人梗係最多人考英譯廣東話啦,另外英譯普通話亦有人考,仲有其他語種印尼話馬拉話日文韓文烏爾都語勁多種口語都可以考,全部都係同英文對譯咁考。 廣東話為例,內容係你聽一句英文,jot notes, 再用廣東話講返出黎,然後聽一句廣東話既回應,用英文講返出黎。 英文程度上冇pte咁難,但係因為係考scenario conversation, 澳洲本土專有名詞會多。 都係個句,practice makes perfect。網上同樣有補習班同各種past paper。廣東話算近年新興, 所以各大(陸)補習社都係新開發緊呢條line, 老師亦有出現大陸人 (姐係呢, 你明明都係聽緊純正發音既廣東話但係你會聽得出佢係大陸人黎...) 相對地普通話既資料會再多啲,中文上係可以共通既,只要温個時注意中共語法(蝗語)就得喇。 不過最重點係,呢個試成本好貴。一黎全世界所有人都只可以飛去澳洲現場考,冇海外考試提供。(不過因為疫症好似開發緊網上考,詳情未知,有興趣既朋友可以留意。) 二黎佢本身考試費就好很貴,索價aud $800 around hkd$4000, 計埋機票酒店食宿攞大假,埋單分分鐘要五位數! 考試上唔可以話易,passing rate據觀察都有七成(?)。 咁貴成本,考到出黎會賞你珍貴的5分。呢5分有可能係你關鍵一席��5分。所以當你上面其他可以做既都做哂,等緊移民隊的時候就可以考慮飛過去比佢劏。畢竟玩州擔保除咗職業啱,同一職業內高分啲自然會容易啲受邀。 不過我黎講好幸運係我準備緊考既時候就有邀請了,所以最後係唔使考的。
最後,你要計一計年齡。25-32歲係最高底分的。(申請個一刻計)年紀每大一截你就會減分, 滿咗45歲就唔接受申請。所以,心動不如行動啦,蘇州過咗就...
計哂上面所有林林種種,你會得到一個總分。全澳既門檻係65分。獨立技術移民(visa 189),一落地唔使比人綁死係一個州, 據政府公開的數據, 近年入場要90分或95分, 100, 105呢D怪物仲老是常出現 (aka 如果你冇去過澳州讀書浸過下咸水係唔使旨意會有既變態分數)。而州擔因為有各州特別條件,分數上各職業獨立計分(?),雖然因為受邀情況唔透明十分黑箱,只能靠前人主動分享或網上一啲移民中介公佈佢地自己公司case既數據。咁你一定會問,你幾多分啊?
我呢,分數是咁的 (VIC 190):

This is the first in what might be a series of weekly blog posts. This is an experiment in quick takes or partially developed thoughts on topics that I don’t feel warrant a Medium post (more for longer, well-developed ideas) or a Twitter thread, where I fear excessively long threads will annoy my followers.
Energy Innovation and Carbon Dividend Act of 2019
This is a carbon fee and dividend bill that was introduced in the U.S. House of Representatives last year. I believe that a carbon fee and dividend is the most important response to climate change and should be at the core of a public response to the issue. I won’t go into the details on my thoughts on fee and dividend, or carbon pricing in general, but instead confine remarks to the contents of the bill itself.
The bill is the fruit of eight years of hard work by Citizens Climate Lobby, and more than any piece of legislation that has been introduced so far, represents CCL’s policy proposal. I consider CCL the gold standard in advocacy, and seeing this bill introduced is very gratifying. Of course, it will be many times more gratifying to see it passed.
The crux is a fee and dividend: a fee imposed on CO2 emissions that the point of extraction or import (more on that later), which is rebated to the public. The dividend, in my view, is an essential part of the package: it allows the government to take in money, via the principle of Pigouvian taxation, without expanding the scope of government. If revenues went into the general fund, that’s just more taxes when we don’t need them. If they were tied to some specific program, such as clean energy research, that’s still more taxes and also there is now a constituency that has a vested interests in seeing emissions remain high because that’s their revenue source. So there’s my spiel on why the dividend is important.
To prevent carbon leakage, there is a border adjustment. Carbon-intensive goods have a levy assessed based on their estimate emissions, minus whatever carbon pricing the exporting country already assessed. This is an important part of the package and in past years has been a subject of concern by several members of Congress. The border adjustment is initially based on a relatively simple process of applying standard life cycle analysis to bulk imported products. The bill calls for Treasury to adjust the formula over time. Getting the border adjustment right is likely to be the most delicate part of the bill, so the details can’t be fully prescribed by Congress. I think they got a good solution here.
The fee follows a gradually increasing rate, though there are some provisions that will raise or lower it depending on how emissions unfold. That’s extra complication that makes it a bit more like a cap and trade bill than a straightforward carbon price.
The bill excludes agricultural emissions, including fossil fuels used by farmers. I can speculate about the political economy of this exclusion, but from a policy standpoint, I don’t like it. Agriculture is about 10% of US emissions.
Another important component is regulatory preemption. The bill is meant to supersede EPA’s ability to regulate emissions, which the Supreme Court has previously determined is both within the scope of the Clean Air Act and required. However, there seem to be two loopholes. First, the bill still allows GHG emission reduction to be considered as a secondary effect of regulations primarily for some other purpose, which already creates a double counting problem that some conservatives have been concerned with. Second, the EPA can still regulate GHG emissions from transportation (classified as road vehicles, nonroad vehicles, and aircraft). I’m not sure the reason for this exception. Even if the exception was not carved out, I presume regulation of vehicles for air pollution and energy conservation reasons (the more relevant historical motives) would still be on the table.
There is a provision calling for a study of greenhouse gas emissions from biomass. This is a topic where research isn’t well-developed enough yet to definitively say how biomass should fair under carbon pricing. I’m glad to see that be addressed. Perhaps this is part of a broader movement to question biomass’ clean energy or low-carbon designation, which has been a major mistake in Europe’s climate policies.
Some criticisms notwithstanding, I am still happy to see fee and dividend in Congress and I heartily support the bill.
Supply Chain Resilience
Reason Magazine has a very good article this week on the stress that highly specialized manufacturers are facing as a result of the pandemic and associated regulations. I cannot summarize it in a way that does justice, so read it if that’s your thing.
Anyway, there’s a common line going around, as part of a broader political trend toward protectionism, that long, international supply chains are fragile and we should repatriate some manufacturing to increase resilience. Advocates of this line often acknowledge that highly globalized supply chains are efficient (why else would we have them?) but there is a tradeoff between efficiency and resilience.
I am generally skeptical of this argument; I tend to think that a greater diversity of potential suppliers is more likely to support resilience. But what I would really like is some serious, quantitative evidence one way or the other on this question. I have looked, albeit not very hard.
Air pollution
A few years ago, a Lancet commission released a big study (requires a free sign-up) estimating the costs of air pollution. The study is, to my knowledge, the most comprehensive attempt to date to monetarily quantify damages from air pollution, as well as water pollution, lack of sanitation, and lead exposure. I found it useful and hope to see more like it expand the scope of monetized damages.
However, the study is marred by editorial stances it takes. There are statements such as “This economic paradigm focuses single-mindedly on GDP14 and is ultimately unsustainable: this model fails to link the economic development of human societies to social justice or to maintenance of the Earth's resources” and “Finally, GDP does not measure societal wellbeing.” Reduction of air pollution is a goal that I think most reasonable people across economic ideologies can agree upon, but such a goal is undermined by ideological points that are likely to alienate many policymakers. I pick on this one study, but it is a pervasive problem across academic environmentalism.
There is a relatively small but robust tradition of free market environmentalism, and an emerging tradition of ecomodernism, which reject (or at least provide alternatives to) the socialistic impulses that are prevalent in academic environmentalism. I want to see these movements get more mainstream traction in academia. As for my myself, I will keep working on the outside.
Affordable housing
This week I made some public comments to the Washington County Board of Commissioners calling for a more supply-side approach to the country’s affordable housing strategy. My comments were rebuffed by staff, as the affordable housing program focuses on regulation, subsidies, or public supply of affordable housing, and the supply issue is under the jurisdiction of the land use and transportation committee, which is totally different.
The response was disappointing, though not surprising. Historically every local government I have been involved with, with WashCo no exception, treats affordable housing narrowly as subsidized or regulated housing. There is seldom any interest in how land use policies affect supply, which in turn affects price, which in turns affects affordability. One of my advocacy goals is to change this.
However, it is a reminder to me that I need to better understand the governing process if I am to effectively critique it. For all the noise I have made over the years about housing regulation, I remain much more ignorant than I wish I was on the details of how the sausage is made.
