Apuesta por una gestión tributaria justa y transparente en el municipio

Alfredo Catalán inscribió su candidatura a la alcaldía de El Hatillo

Caracas 09/06/25. (PS).- Alfredo Catalán, exalcalde del municipio El Hatillo (2000–2008), formalizó este lunes su candidatura a la Alcaldía de El Hatillo con el respaldo del partido Unión Nacional Electoral (UNE). Durante el acto de inscripción, Catalán presentó una ambiciosa propuesta de modernización del sistema tributario municipal, que calificó como “un modelo fiscal con rostro humano, transparente y centrado en el bienestar colectivo”.

Destacó que su plan se construye sobre cinco pilares clave: Gobierno Electrónico con atención inclusiva, transparencia presupuestaria, recaudación eficiente, equidad fiscal dentro del marco legal vigente, e inversión con enfoque de sostenibilidad.

“Hoy no solo inscribimos una candidatura, presentamos una visión. Un modelo de gestión tributaria que impulse el desarrollo del municipio, fortalezca la confianza entre vecinos y autoridades, y garantice que cada bolívar que se recaude se devuelva en obras, seguridad y calidad de vida”, afirmó.

Plataforma digital e inclusión

El proyecto plantea una plataforma digital avanzada para el pago y consulta de tributos, complementada con puntos físicos de atención en centros comerciales y espacios públicos para facilitar el cumplimiento a personas mayores o con dificultades tecnológicas. La sede principal de la alcaldía se reservaría para trámites que sí requieren presencia del contribuyente.

Transparencia: Gobierno Electrónico real

Catalán propone un sistema de Gobierno Electrónico que incluya la publicación periódica y detallada de los ingresos y egresos municipales, visualización en tiempo real de la ejecución presupuestaria, y activación de mecanismos de veeduría ciudadana.

Recaudación con liquidez estable

El candidato respaldó la continuidad del esquema de declaración y pago mensual del impuesto sobre actividades económicas, al considerar que mejora la planificación y la liquidez presupuestaria del municipio, especialmente en un entorno económico tan volátil como el actual.

Equidad fiscal en el marco de la legalidad

En relación con la Ley Orgánica de Armonización Tributaria, Catalán expresó su disposición a revisar las ordenanzas locales y los puntos de adhesión del municipio para garantizar justicia fiscal sin vulnerar el marco legal. Asimismo, se compromete a establecer incentivos específicos para la formalización de emprendedores y pequeñas actividades económicas.

Inversión con visión de futuro y sostenibilidad

Los recursos recaudados se destinarían a prioridades como la seguridad, vialidad, programas educativos, y fortalecimiento del emprendimiento local. También se reactivarán los Consejos Locales de Planificación de Políticas Públicas (CLPP) para incorporar a los vecinos en la formulación del presupuesto municipal. Además, se otorgarán beneficios especiales a los contribuyentes que promuevan proyectos sostenibles y ecológicos, alineados con los Objetivos de Desarrollo Sostenible (ODS) de la Agenda 2030.

“Digitalizar no es suficiente”

Alfredo Catalán reconoció los avances en digitalización del sistema tributario local, pero advirtió que “digitalizar no es suficiente si no se informa con claridad y no se involucra a la ciudadanía. Se trata de construir confianza y gobernar con la gente”.

Con esta propuesta tributaria, Catalán busca abrir un nuevo ciclo político y de gestión en El Hatillo, basado en eficiencia, cercanía y rendición de cuentas.

“Volvemos a servir, no a prometer. Vamos por un El Hatillo que recaude bien para invertir mejor”, concluyó.

IJMS, Vol. 25, Pages 7874: Comparative Analysis of Plastome Sequences of Seven Tulipa L. (Liliaceae Juss.) Species from Section Kolpakowskianae Raamsd. Ex Zonn and Veldk.

Tulipa L. is a genus of significant economic, environmental, and cultural importance in several parts of the world. The exact number of species in the genus remains uncertain due to inherent taxonomic challenges. We utilized next-generation sequencing technology to sequence and assemble the plastid genomes of seven Tulipa species collected in Kazakhstan and conducted a comparative analysis. The total number of annotated genes was 136 in all seven studied Tulipa species, 114 of which were unique, including 80 protein-coding, 30 #tRNA, and 4 #rRNA genes. Nine regions (petD, ndhH, ycf2-ycf3, ndhA, rpl16, clpP, ndhD-ndhF, rpoC2, and ycf1) demonstrated significant nucleotide variability, suggesting their potential as molecular markers. A total of 1388 SSRs were identified in the seven Tulipa plastomes, with mononucleotide repeats being the most abundant (60.09%), followed by dinucleotide (34.44%), tetranucleotide (3.90%), trinucleotide (1.08%), pentanucleotide (0.22%), and hexanucleotide (0.29%). The Ka/Ks values of the protein-coding genes ranged from 0 to 3.9286, with the majority showing values <1. Phylogenetic analysis based on a complete plastid genome and protein-coding gene sequences divided the species into three major clades corresponding to their subgenera.
