Abstract
Compressed Natural Gas (CNG) marine transportation is poised to be a viable solution to bring natural gas supplies to new markets or provide a solution for monetizing stranded gas. This is being driven in large part by high liquid fuel energy prices. CNG marine transport has a market niche between the volumes and distances that pipelines and LNG can economically transport. CNG Corporation's Gas Mobility Module (GMM)1 a lightweight pressure containership vessel, has been developed to specifically address this market. CNG marine transportation in large volumes is not presently utilized anywhere in the world, though bulk transport by truck is well proven. Due to the reluctance by many parties to be the 'first mover', CNG Corporation has embarked on the development of a small, simple compression loaded barge based CNG marine transport project that will provide a demonstration platform for the GMM technology. The small size and resulting minimal capital outlay will provide a much needed working commercial scale model while minimizing the risks and financing problems associated with many proposed large scale projects.This paper will present details of the project, its development timetable and address the development process necessary to make CNG marine transportation a viable reality.
Introduction
CNG transport is not new nor are the technologies being introduced to CNG transport, but what is new is the application of these technologies into a CNG marine based system and the increased volumes of CNG proposed to be transported. CNG Corp's Gas Mobility Module (GMM) technology is well positioned to become the CNG transport market leader due to the competitive advantage of the lightweight GMM, commercial availability of the GMM product, CNG Shipping, CNG Supply, CNG Storage, CNG Retail Station and the proposal for mobility module of cng conversion for motor cars and motorcycles.
Natural gas Sources
Indonesia has almost 190 trillion cubic feet (TCF) of natural gas reserves (proven and probable), the thirteenth largest in the world. In 2004, the country produced 3.03 trillion cubic feet (TCF) of gas, ranking eighth in world gas production. Gas reserves are equivalent to almost four times Indonesia's oil reserves and can supply the country for 62 years at current production rates. According to the analysis, over 71 percent of natural gas reserves are located offshore, with the largest reserves found off Natuna Island (28.8 percent), East Kalimantan (25.2 percent), South Sumatra (13 percent) and Irian Jaya (12.8 percent). However, not all of these reserves are commercially viable, due to both the quality of the gas and the distance to market.
Growing Power Needs Will Drive Gas Demand
Power generation needs in Java and Bali will also drive growing domestic gas demand. Over the last several years, peak power demand grew by an average of six percent annually, while power capacity did not increase. Peak loads on the Java-Bali grid (which accounts for of 80 percent of Indonesia's power demand) reached a record high of 14,821 MW in April 2005. As a result, the actual reserve margin has declined from 16 percent in 2001 to a razor-thin 6 percent in 2004 in (Note: desired reserve margins are normally between 25 and 30 percent). PLN estimates that Indonesia needs over 23,000 MW in new capacity between 2005 and 2015 to prevent a long-term power crisis and restore its power reserve margin. Much of that new capacity will be fueled by gas and coal. PLN plans to raise natural gas use by the power sector from 17 percent in 2004 to 40 percent by 2015.

In addition to these projects, the CNGC is proposing to build an CNG exprot terminal in West Java, to process and distribute gas from existing CNG plants, as well as future plants in Papua (Tangguh) and South Sulawesi (Donggi). CNGC is extending its distribution network and plans to ship compressed natural gas (CNG) over short to medium distances to remote areas. In addition, CNGC is also investigating the feasibility of developing an integrated mini-CNG transportation system. The project will involve a mini-CNG receiving terminal in Singapore.
RECENT ENERGY TRENDS AND ENERGY POLICY
Singapore's primary energy consumption increased from 35.0 Mtoe in 2000 to 44.1 Mtoe in 2004, primarily from oil and gas spurred by the resilient growth in the industry and transport sectors. The energy mix has seen a major shift in recent years. As a result of switching from oil to natural gas in electricity generation, Singapore has dramatically increased the consumption of natural gas since 2001 when the economy started importing natural gas from Indonesia. From 2000, the share of natural gas in primary energy consumption increased from 5 percent to 20 percent. By contrast, the share of oil in total primary energy consumption decreased from 95 percent to 80 percent over the same period. Not having its own energy resources, Singapore relies entirely on imported oil and gas to meet the economy's growing energy requirements. More than half of Singapore's oil import was re-exported, while the other half was retained for domestic use. Singapore is the third largest refining centre in the world after the US Gulf Coast, and Rotterdam, and the primary refined products trading hub in Southeast Asia. Singapore also serves as the world's top bunkering port due to the economy's strategic location at the entrance to the Strait of Malacca.
To ensure supply security, Singapore is seeking to diversify natural gas supply sources. The economy has undertaken a study to investigate the feasibility of importing compressed natural gas (CNG) and the construction of CNG receiving terminal. Most of the industrial activities in Singapore - refining and petrochemicals - use oil as the feedstock and are fairly carbon intensive. Therefore, as a means to minimize the burden to the environment resulting from the utilization of oil, Singapore has recently initiated the "Singapore Green Plan 2012", which anticipates reducing CO2 emissions by at least 25 percent of the 1990 level by 2012. The Plan outlines strategies to achieve the target through greater energy efficiency improvement, use of cleaner energy sources in the industry, commercial, and transport sectors. Some of the measures adopted include: 1) voluntary energy-efficiency labeling for appliances and buildings, 2) fuel switching in electricity generation, and 3) introduction of "green vehicles" (such as hybrid, and CNG).
Transport
Given the small land area (650 km2) and high population density (at 6,425 persons/km2 ), Singapore has been developing a comprehensive road transport system that can efficiently handle both freight and passenger transport. In particular, Singapore has been striving to reduce dependence on passenger vehicle and encourage the use of public transport. With the implementation of various economic instruments such as mandatory acquisition of a certificate for passenger vehicle ownership, and electronic road pricing on congested roads, Singapore has successfully slowed the growth in the number of passenger vehicles and consequently gasoline consumption. Over the outlook period, energy demand for road transport sub-sector is expected to grow at an annual rate of 2.2 percent. Gasoline demand for passenger vehicles will grow by 1.8 percent annually, a slower rate than the previous three decades at 3.8 percent per year. As a result of the implementation of various economic instruments which limit passenger vehicle ownership, the number of vehicles per 1,000 populations will not show any significant change from the 2002 level, remaining at around 102 per 1,000 populations.
Diesel demand for trucks is projected to grow annually at the steady rate of 2.4 percent since trucks are favored as the main mode of freight transport for high value added manufacturing and petrochemical products. Singapore's Changi international airport serves as a regional air transport hub and ranks as the second largest in Asia in terms of passenger handling capacity. In anticipation of the increasing number of passengers and volume of freight air transport, Singapore has been continuously upgrading airport facilities and promoting bilateral agreements with neighboring economies on "open sky" initiatives that will facilitate the free flow of passengers and freight transport. As a result, the demand for jet kerosene, the primary fuel for air transport, is projected to grow robustly, more than doubling from 2.9 Mtoe in 2002 to 6.2 Mtoe in 2030. 99 The amount of energy needed to produce a dollar's worth of industrial sector's value added 100 Between 1980 and 2002, energy intensity in Singapore's industrial sector increased at an annual average rate of 5.9 percent as a result of drastic expansion of petrochemical industries.

Time flies when you’re having fun!

So here’s a little low down on my first crazy, colourful year at Alice and the Hair (I know a year already, I still can’t believe it myself!)...
As some already may know my life was totally different before I started my adventure here, I cant believe just 12 months ago I was a Manager of a flower company call centre with only dreams of being a stylist. One year ago I made the biggest decision I've ever had to make... to change my career! I can’t honestly believe that in this short space of time I’m already well on my way to making that dream I once had a reality whilst loving every single day of it too. I now love my ‘job’, creating beautiful hair everyday for the most lovely people and this is only the beginning...
I’ve been keeping super busy, cramming every bit of time I have with training. I’m attending derby college (the roundhouse) every Monday afternoon, where I do practical sessions followed by theory sessions. I have now passed six of my written exams (first time)...wooohoo! Alongside this I train in the salon every Thursday afternoon, everything from colour, cuts, up do’s, gents, theory and so much more! With the help of my fellow hares, I now have so much knowledge behind me that I would of been totally oblivious too just 1 year ago. These girls have taught me the ‘Alice and the Hair way’ and shared all of their skills with me, which I will be forever grateful for. They have made what felt like a daunting decision at the beginning, into the most rewarding, inspirational and fun experience that I could have ever wished for. As many fellow hairdressers may well know, when you are training this can sometimes be the hardest part of becoming a stylist, but for me I’ve loved every minute and this is down to the amazing team we have here. We have the best bond between us, a combination of friendship and amazing work ethic, I couldn't have imagined anything better, it just works!

I never thought I’d have the opportunity to get involved in so many of the amazing things I’ve done so far. I was honoured to be asked to assist backstage at London Fashion Week alongside side the incredible brand R+Co. It was such a great experience to work the madness backstage as it’s a totally different atmosphere to being in the salon. Laura and I travelled down together and helped to create these looks on the beautiful models walking the catwalk! The fast pace of the day was something I had never experience before, but something I loved the feeling of. After finishing looks we ran downstairs to backstage for any touch ups, then back upstairs for the next look, as you can imagine the day flew by like a flash!

We also had an in salon competition in the summer. This was basically just to let our imaginations run a little wild, for a chance to win a colour course... besides who doesn’t love a little bit of healthy competition? For me this was a real confidence tester, I loved every single moment of creating my look from idea planning, my mood board to finished look on the day, but for me standing up and presenting my own work in front of an audience was terrifying! I was nervous the whole week running up to the day and I can’t even tell you what my heart felt like 2 minutes before it was my turn. With the support of the lovely audience we had in from CNG salon and my amazing bunch of girls I went up there and presented my work. It's safe to say that I felt on cloud nine after I’d finished and wanted to do it all over again! Here’s a few of the pictures from the day …

A couple of weeks ago I helped out at Lindsay's 2018 Bridal shoot. Lindsay wanted to create some Bridal inspired looks so she planned the whole day from start to finish with three models. Beth and I helped out prepping the hair for Lindsay to style, for Richard Gardner to shoot. This was a very inspiring day for me to watch Lindsay create final looks of something she’s so passionate about. In the future I would love to plan something similar to this, so watch this space!

My love affair with colour, where do I start? I did a lots of training last year on all types of colour services and I am now filling up my very own column with lots of lovely clients for our colour queen services. I loved art at school and I always feel that's the same with colouring hair, it’s a type of art really right? Let's take a Balayage for example, it like shading a drawing, blending it till its seamless. When you see a perfectly blended Balayage once blow dried... it’s priceless! Here’s just a few of my favourite creations over the past year.

So what’s the plan for this year going forward? I’m currently really hammering down on all of my cuts including gents, I’m really interested in barbering too and is something I would really like to nail! All I do know right now is that the future is looking very bright and I’m aiming to be fully on the salon floor by Christmas 2018! I can’t thank everyone enough for being incredible throughout my crazy, life changing journey so far from all of our clients who ask about my training every time they visit to my wonderful bunch of girls that I get to call my TEAM ever single day!  THANK YOU!

Introduction
We all must have thought about the fact that how are the doctors, police, grocery stores, etc. still working? Ever imagined a life without having access to any essential commodities or services, sounds petrifying right? Therefore, even during a lockdown, it is essential to have a continuous and efficient supply of essential goods and services.
The takeaway after reading the article will be answers to the following questions: what all comes under essential goods and services? How can one obtain an exemption pass for businesses dealing with essential goods and services? Why is the pass necessary?
Essential Goods and Services during the Crisis
During the tough phase of COVID-19 pandemic situation, it is necessary to keep the supply of certain essential goods and services uninterrupted. As the name itself suggests the goods and services which are essential for the survival of every being and country on the planet. Essential items include food, water, shelter, medicines, etc. 
After combining the guidelines mentioned in all the circulars (including the circular issued on March 30, 2020, that had allowed the supply of essential as well as non-essential items) issued by Ministry of Home Affairs related to COVID-19 and the lockdown, as per Government of India, the following services and goods come under the category of “essentials” and can function even during the lockdown-

All Government of India’s offices and Public Corporations are closed, except-
Defence, Central armed police forces;
Treasury which includes- Pay & Accounts, Financial Advisers & field offices of Controller General of Accounts, there should be minimum staff;
Public utilities (which also include PNG, LPG, CNG), post offices and power generation & transmission units;
Disaster management and Early Warning Agencies ;
National Informatics Centre;
Customs clearance at ports/airports/land border, GSTN; and MCA 21 Registry, there should be minimum staff;
Reserve Bank of India and RBI regulated financial markets and entities like NPCI, CCIL, payment system operators and standalone primary dealers, there should be minimum staff.
All the offices of State/ Union Territory Government, Corporations, Autonomous bodies are closed, except-
Police, fire & emergency services, disaster management, prisons, home guards, and civil defence.
District administration and Treasury (including field offices of the Accountant General, there should be minimum staff.
Electricity, water, sanitation. 
Only staff of Municipal bodies required for essential services like sanitation, water supply, etc.
Resident Commissioner of States, in New Delhi with bare minimum staff
Workers/ Staff of forest offices required to maintain zoo, wildlife, nurseries, watering plantations, firefighters in forests, patrolling and required transport movement.
Social welfare department for operations of Homes for children/ disables/ senior citizens/ destitute/ women /widows; Observation homes; pensions, there should be minimum staff
Agriculture products’ procurement agencies
‘Mandis’ that are operated by the Agriculture Produce Market Committee or as per the State Government’s notification
All the above-mentioned offices are to work with minimum employees as major work is to be done from their homes.
All the following must remain Functional-
Hospitals, 
Veterinary Hospitals (animals hospital), 
medical establishments: manufacturing and distributing units like dispensaries, chemists, pharmacies, laboratories, nurses, Pharmaceutical research labs, ambulances, etc. 
Transportation and other services of medical personnel, nurses, para-medical staff.
Except for the following, all other commercial & private establishments are closed:
Ration shops dealing with food, groceries, fruits & vegetables, dairy & milk booths, meats & fish, animal fodder, fertilizers, seeds & pesticides. Home delivery of such products should be supported by the district authorities.
Banks, insurance offices, and ATMs including IT vendors for banking operations; Banking Correspondent and ATM operation and cash management agencies. 
Print (including newspaper supply) and electronic media.
Telecommunications, internet services, broadcasting and cable services. All IT services should be tried to be delivered from home.
Delivery of all essential goods including food, pharmaceuticals, medical equipment through E-commerce
Petrol pumps, LPG, Petroleum and gas retail and storage outlets. 
Power generation, transmission and distribution units and services.
Capital and debt market services as notified by the Securities and Exchange Board of India. 
Cold storage and warehousing services.
Private security services.  
Only data and call centres related to government activities.
Farmers are allowed to work 
‘Custom Hiring Centres (CHC)’ related to farm machinery.
Except for the following, all Other Industries must be closed:
Manufacturing units of essential goods, including drugs, pharmaceutical, medical devices, their raw materials & intermediates
Production units that require continuous process can function after obtaining permission from the State Government
Coal and mineral production, transportation, the supply of explosives and activities incidental to mining operations.
Manufacturing units of packaging material for food items, drugs, pharmaceutical and medical devices. 
Manufacturing and packaging units of Fertilizers, Pesticides and Seeds
Except for the following, all Other Transport Services must be closed:
Transportation for essential goods only. 
Fire, law and order and emergency services. 
Operations of Railways, Airports and Seaports for cargo movement, relief and evacuation and their related operational organisations. 
Inter-state movement of goods/ cargo for inland and exports. 
Cross land border movement of essential goods including petroleum products and LPG, food products, medical supplies. 
Sowing related machines’ movement in Intra and inter-state. 
Transit arrangements for foreign nationals 
Except for the following, all Hospitality Services are closed:
Places being used for quarantining people
Hotels, motels, homestays, and lodges that are accommodating people who are stuck due to lockdown like tourists, sea crew, etc.
Except for the above-mentioned, no other establishment or service can be allowed passes. The Health Department also advises the above-mentioned organizations and employees to take precautions necessary against COVID-19 as mentioned by the World Health Organization(WHO) and the Health Department. 
No State/Union Territory can exceed the consolidated list provided by the Ministry of Home Affairs under The Disaster Management Act, 2005. The establishments/ organizations that are not mentioned in the list can only work from home.
Obtaining an Exemption Pass for Businesses Dealing with Essential Goods and Services
Who can issue a pass and where can one avail it?
As per the Ministry of Home Affairs orders for all over India, one can get a pass from the following:
The process to obtain an exemption pass is easy. As per the instructions given by the Ministry of Home Affairs, the District Magistrate of local jurisdictions has to deploy Executive Magistrates as Incident Commanders. In that local jurisdiction, all other department officers have to follow Incident Commander’s orders. One can get their passes to enable essential movement from the Incident Commander. 
One can also get their passes from the Deputy Commissioner of Police(DCP)’s office where the organization works. The owner can collect for its employees and then can hand over the passes to the drivers of the vehicles. 
No individual requires a pass if he/she is going to buy or avail any essential goods and services subject to the State’s exceptions. Workers involved in fisheries, agricultural and animal husbandry do not require a pass.
One needs to carry their pass along with a valid photo identification proof. The government has now given the work to issue passes to a wide range of authorities and not just the District Collector.
Different states have different ways for issuance of passes, some require pass even for the civilians whereas others do not require a pass and one can simply show their valid ID cards:
In New Delhi, no person is allowed to enter the city without the pass. As per reports, media persons do not require the passes and can get entry with their ID cards. DCP of the area where the organization is located can issue passes. One can send an email to [email protected] with the details to obtain an e-pass. One can also receive e-pass on WhatsApp by messaging on the following numbers based on your organization’s location along with the details:

In Goa, the State Executive Committee(SEC) decided that the Director of Food and Drug Authority(FDA) can issue passes to Chemists, any person engaged in the supply of medicines, employees of restaurants for home delivery purposes. SEC has also allowed grant of a pass to NGOs, charitable workers and volunteers.
In Bangalore, Karnataka police had issued 80,000 passes till 31 March 2020 i.e. 70,000 manually and 10,000 e-passes. The city is using MyGate- Karnataka State Police CLEAR pass, an android app for issuance of e-passes where one needs to upload their Aadhaar card and it is issued once approved by the police. 
In Rajasthan, even the individuals also need to have an e-pass in case they want to step out of their houses due to some unavoidable work. One can get it issued by using the  RajCop Citizen app. E-commerce delivery personnel do not require a pass and can use their valid ID cards
Currently, Maharashtra Police are using the system of vehicle e-pass. They are being developed by Adivid Technologies which is a TCS foundation initiative. The motive is to ensure smooth movement of authorized services and goods. One can apply for a pass-through public URL filing, once police approve all the information provided, an e-pass is issued. One can download the pass from the same link and the pass contains the name, vehicle number, validity date and a QR code. In Mumbai, e-commerce delivery employees can receive their pass from the local police station. 
In Haryana, one can also apply for a pass online at https://saralharyana.gov.in/ .
To obtain a pass in Chennai, Tamil Nadu, one can fill the details on this website- https://web-covid19.chennaipolicecitizenservices.com/user/register.
Need for the pass
For better functioning, it is essential that there are rules which everyone has to abide by. One such rule of having a pass to wander on the streets is extremely important. Without a pass, anyone can claim to be an essential goods or service provider. The issue of having fake ID cards can certainly be a problem for the authorities. 
To strictly follow the guidelines and precautions issued by the health department and the World Health Organization(WHO), it is essential to take measures to prevent stacking of people and practice social distancing along with maintaining regular supply of essential goods and services to the citizens.
It is important to understand as much as the principle of social distancing is to be followed, it also needs to be ensured that the operation of producing, processing, supplying is not interrupted.
The main advantage of having a legal exemption pass is that no one can act as a hindrance while one is doing the necessary task for which he/she had obtained the pass in the first place. Recently, a lot of cases of atrocities faced by civilians have been highlighted by the media because of wandering on the roads without an exemption pass. 
One can avoid such instances by obtaining an exemption pass from the concerned authorities. The main disadvantage of not having an exemption pass is that the individual, if caught, might be punished under the law. Roaming without the pass and then being caught can cause disruption in the individual’s work and can cause him/her monetary or physical loss. Therefore, it becomes necessary to have an exemption pass as its non-availability can land one in danger. 
Conclusion
If one does not obtain a pass at places where it is required, he/she can be made liable under Section 188 of the Indian Penal Code. It is necessary to either directly contact the local police or Incident Commander or as per the State’ requirement contact the concerned authorities. One can also obtain e-passes in States where such a facility is available. 
In these tough times, let us not burden the already overburdened authorities and frontline workers by breaking the rules. Stay safe, Stay Healthy.
