How to Choose the Right Brake Lining Supplier for Your Vehicle
Choosing the right brake lining supplier is essential for ensuring the safety and performance of your vehicle. With numerous options available, selecting a reliable supplier can be challenging. Here’s a comprehensive guide to help you make an informed decision.
Tumblr media
Understanding Brake Linings
Brake linings are crucial components in your vehicle's braking system. They provide the friction needed to slow down or stop your vehicle safely. The quality and compatibility of the brake lining directly impact your vehicle's braking performance and overall safety.
Importance of Choosing the Right Supplier
Selecting the right brake lining supplier is vital for several reasons:
Quality and Safety: High-quality brake linings ensure effective braking and reduce the risk of brake failure.
Cost Efficiency: Reliable suppliers often offer better value for money in terms of durability and performance.
Compatibility: Ensuring that the brake lining matches your vehicle’s specifications is crucial for optimal performance.
Key Factors to Consider
Quality Standards
When evaluating brake lining manufacturers, it's essential to check for industry certifications and quality standards. Look for suppliers who adhere to recognized standards to ensure you receive high-quality products.
Materials Used
The materials used in brake linings vary, including organic, metallic, semi-metallic, and ceramic. Choose a supplier that offers linings made from materials suited to your vehicle’s requirements.
Supplier Reputation
Research the reputation of brake lining manufacturers and suppliers. Opt for those with positive reviews and a track record of reliability. For example, brake lining exporter in India like BBL Brakes has established a strong reputation for quality and dependability.
Researching Suppliers
Brake Lining Manufacturers From India
India is known for its robust manufacturing sector, and brake lining manufacturers from India are recognized for their competitive pricing and quality. When choosing a supplier from this region, ensure they have a proven track record in producing reliable commercial vehicle brake linings.
Brake Lining Shoe
Some suppliers specialize in components such as the brake lining shoe. If your vehicle requires specific components, such as those used in heavy-duty applications, ensure the supplier offers these specialized products.
Technical Support and After-Sales Service
Evaluate whether the brake lining supplier provides adequate technical support and after-sales service. This can include installation guidance, product warranties, and customer service.
Pricing and Cost Consideration
Compare prices among different brake lining manufacturers. While cost is important, consider the overall value, including product lifespan and performance. Brake lining exporters in India often offer competitive pricing, but ensure that the quality is not compromised.
Environmental Considerations
Consider suppliers who focus on sustainability. Eco-friendly practices in manufacturing can reduce environmental impact, which is an added benefit when selecting a supplier.
Conclusion
Choosing the right brake lining supplier involves assessing quality, compatibility, and support. Whether you are looking at brake lining manufacturers from India or local suppliers, ensure they meet industry standards and offer products suited to your vehicle's needs. Reliable suppliers like BBL Brakes can provide high-quality commercial vehicle brake linings and brake lining shoes that ensure safety and performance.
By following these guidelines, you can make a well-informed decision and select a brake lining supplier that will enhance your vehicle's braking system.

Despite numerous protests from the Palestinian side, the Paris Agreements signed in 1994 continue to constitute the framework for the main economic agreements between Israel and the Palestinian Authority, including the Gaza Strip. Israel controls the customs regime, thus there is no import duty on goods imported from Israel to the occupied territories, while there is on goods imported from abroad. International aid organizations are required to provide humanitarian aid in the most efficient way possible. They must purchase the cheapest food available to aid the greatest number of people within their budget. Though food is cheaper in Jordan and Egypt, food imports from Jordan and Egypt to the occupied Palestinian territory are taxed. The taxes, in principle, go to the PA coffers, but this cannot be a consideration for the aid organizations. Instead, they are required to purchase most of the goods they distribute from Israeli companies, unless importation from another country, including import taxes, will still be cheaper than the price in Israel. Additionally, Israeli security regulations require aid organizations to use Israeli transportation companies and vehicles, since Palestinian companies are not allowed to enter Israel to pick up goods from airports or sea-ports. Even more significant is the fact that the Palestinians do not have their own currency or central bank: financial assistance must be given in New Israeli Shekels. The foreign currency remains in the Bank of Israel, and Israeli commercial banks collect numerous service charges along the way. What this means, in fact, is that Israel exports the occupation: as long as the international community is willing to contribute financially to prevent a humanitarian crisis in Gaza, Israeli companies continue to supply them with goods and services and receive payment in foreign currency. district 6 headcanons! 🚂
yeah, i'm a d6 fan too!!! sue me! here are my top hcs that i use for worldbuilding. if you've read my fic, "o children", then you'll recognize a lot of these things.
industry things
district 6 has many industries involving transportation. oil rigging companies, vehicle manufacturing factories (that they call 'manu-factories' for short), exporters and importers, etc..
exporters and importers get to travel outside of the district for a few weeks at a time, but their activity is monitored by peacekeepers quite heavily.
exporters and importers have the most access to morphling, and consume it more too. of course, there's rings that trade it and such, but people (and those in different districts) usually get their fixes through them.
i can imagine d6 being a work accident prone district. falling off trains, spilling oil, falling manufactured parts, etc..
as part of my fic, there's also an underground boxing ring ran by the peacekeepers to keep themselves entertained, but also to put money in the pockets of those who might not wanna end up in prison and need an... alternative to jail time. i hc that other districts have it too! maybe in d2?
^ OOH! speaking of which, what if career districts developed it into academies while others had it die down/kept more on the down low?
places
VERY polluted district. like, they have to have air purifiers in their homes and wear "outdoor masks" made out of cloth around their faces type of polluted. i also think districts that manufacture things -- like 1, 2, 3, 5, 8, 12 -- also have a smilar problem.
i think the problem is concentrated more on the urban areas or people who live next to the factories/train stations.
apparently their population is larger than the average district, according to the fandom wiki, so i imagine that the poorer section of the district live near the factories in large apartment buildings. a neighborhood that i've created is called "farren heights".
Tumblr media Tumblr media Tumblr media
meanwhile, the richer folks lived in townhouses/rowhouses. they have more of their own space, but the houses are still very, very squished together. another neighborhood i've created is called "peregrine court".
Tumblr media Tumblr media Tumblr media
between the two is their marketplace/commercial area called "traveler's square". of course, they'll have their own shops in their respective neighborhoods, but it's not as plentiful as traveler's square. they need those spaces to create new apartment units or housing developments for the growing population. TS brings them together as it has all the fun pubs, shops, etc..
i think they travel within the district via a smaller metro/train system!
i also believe that due to their growing population, and because not everyone can afford the rent, they have a group of people they call "vagabonds". they build their own homes, but because of the expenses, they don't have their own purifiers. they are the most affected by the pollution.
cultural influences?!
DISCLAIMER: i don't claim being part of the cultures mentioned, so if anyone wants to drop some info, feel free to comment or send an ask so that i can incorporate it into my d6 lore! <3
Tumblr media Tumblr media Tumblr media
german and indigenous algonquin are their dominant cultures. (hugest shout out to @pottershawkinswp and @wxstfulthoughts for helping me with the german stuff TM).
this is b/c there was a big migration of german people in this region some time ago. and the indigenous tribes that occupy these lands are algonquin!
the more minor cultures are black and latino! this is because of the fact that they have a very, very small portion of illinois/chicago according to the fandom wiki 😜
potatoes are their main source of carbs. and they have a lot of german-style foods like cheese soup, cold breakfast, etc..
along with travel/manufacture themed names, i also think some people have german influences in their names or surnames.
as for indigenous influence, i can see the youngsters referring to the older people as "elders". they also definitely pass down cultures through story-telling or word of mouth.
i also think they have a cryptid called the W. nothing else to the name, just the W. it's known today as the w*ndigo, but b/c i'm scared TM of the taboo that saying its name will bring it closer to you, i will not say it 😇 over time, the name was forgotten and just became known as the singular letter!
those of indigenous descent would keep their hair long in braids. i believe beading is implemented into their clothes too :)
these folks definitely line dance, a bit of jazz, bit of freestyling. very lively and very rowdy, free, etc.. they're there for a good time, not a long one!
HEAR ME OUT: district 6 greasers. i'm talking the outsiders, random fights, overly gelled hair, cigarette in mouth, and greaser v. socs battles in very sketchy alleyways.
yeah! that's all i have off the top of my head. this was longer than i thought 😭 feel free to incorporate these into your own d6 lore, but yeah! i 💜 district 6

[RFA is US State Media]
China’s economy improved in the first two months of the year buoyed by a 7% rise in industrial output despite the ongoing decline in the beleaguered real estate industry, a major economic driver.
The two-month increase in industrial output from enterprises above designated size was also a 0.2 percentage point increase from December, according to data from the National Bureau of Statistics (NBS) on Monday.
A 5% jump in retail sales – a gauge of consumption – also boosted growth in the world’s second-largest economy[...]
[The] numbers surpassed market expectations, according to a Reuters poll of economists, which forecast a 5% increase.[...]
The state’s investment push would also have boosted overall growth. Fixed asset investments, including those in infrastructure projects, expanded 4.2% to 5.08 trillion yuan (US$706 billion) in January and February from the year-earlier period. Investments in real estate continued to be a drag as, minus property investments, the increase was 8.9%.
On the other hand, investments in property slid 9%, underlined by a 20.5% drop in the amount of newly built floor area compared with the first two months of 2023. In tandem, sales of new homes plunged 29.3% to 1.05 trillion yuan ($145.9 billion).
Still, Liu conceded that the worst is over.
She said industries and companies continue to suffer operational pressure due to rising costs and insufficient orders.
But she was quick to add that a “new leap forward” to modernize the industrial system and accelerate the development across sectors like electric vehicles, hydrogen power, new materials, life sciences and commercial spaceflight would revive growth.
It is also part of the domestic consumption drive under Chinese President Xi Jinping’s latest mantra to unleash “new productive forces,” [...]
To support the domestic demand policy, Beijing will issue 1 trillion yuan of special long-term bonds this year, and more in the next few years.
Externally, China continues to face a complex and difficult global trade environment, even though exports edged up 10.3% in the first two months of this year, compared with the previous year.

THUNDERBIRDS Christmas
Thunderbirds is a British science fiction television series created by Gerry and Sylvia Anderson, filmed by their production company AP Films (APF) and distributed by ITC Entertainment. It was made between 1964 and 1966 using a form of electronic marionette puppetry (dubbed "Supermarionation") combined with scale model special effects sequences. Two series, totalling thirty-two 50-minute episodes, were filmed; production ended with the completion of the sixth episode of the second series after Lew Grade, the Andersons' financial backer, failed in his bid to sell the programme to American network television.
Set in the 2060s, Thunderbirds is a follow-up to the earlier Supermarionation productions Four Feather Falls, Supercar, Fireball XL5 and Stingray. It follows the exploits of International Rescue, a life-saving organisation equipped with technologically advanced land, sea, air and space rescue craft; these are headed by a fleet of five vehicles named the Thunderbirds and launched from the organisation's secret base of operations in the Pacific Ocean. The main characters are ex-astronaut Jeff Tracy, leader of International Rescue, and his five adult sons, who pilot the Thunderbird machines.
Thunderbirds debuted in September 1965 on the ITV network. The series was exported to around 30 countries during the 1960s. Alongside tie-in merchandise, the series was followed by two feature films– Thunderbirds Are Go and Thunderbird 6. Widely regarded as the Andersons' most popular and commercially successful series, Thunderbirds has been praised for its special effects (directed by Derek Meddings) and musical score (composed by Barry Gray). It is also remembered for its title sequence, which begins with an oft-quoted countdown by Jeff Tracy voice actor Peter Dyneley: "5, 4, 3, 2, 1: Thunderbirds Are Go!" Periodically repeated, it was adapted for radio in the 1990s and has influenced many TV programmes and other media. It was followed by an anime adaptation, a mime theatre show, a live-action film and a computer-animated remake series; additionally, three new episodes, based on tie-in audio plays and made using the same techniques as the original series, were created.

Hino Contessa 1300 Coupé
The name Hino was taken from the homonymous town in the Tokyo prefecture where the company's headquarters were (and still are). His first steps were to create powerful military vehicles for the Imperial Japanese Army during World War II. Once the greatest war of all time was over, it dedicated itself to the manufacture of diesel engines, trucks and buses. The post-war Japanese automobile industry underwent a major transformation thanks to the numerous agreements that many manufacturers made with car brands in Europe and the United States. Hino was no different. The operations were going from strength to strength, they had already earned an important place in the industry and even theirs was the first trolleybus in the history of Japan. The brand wanted to expand its business by launching into the world of passenger cars. Already under the name of Hino Motors, it signed a collaboration agreement with Renault in February 1953 and two months later they began to manufacture the Renault 4CV (also called Renault 4/4) under license. In Japan it was marketed as the Hino PA and some 35,000 units were sold in the 10 years it was in production. The French brand ceased production of the Renault 4CV in 1961, so Hino set out to take another step in the automotive world: manufacture its own car. They contacted the prolific Italian designer Giovanni Michelotti, who had worked with brands as relevant as Ferrari, Lancia, Maserati, Alpine or Triumph, to draw the silhouette of the new Japanese car.
The Hino Contessa 900 used the base of the Renault 4CV but at first glance no one could recognize that link due to the charming sedan body designed by the Turin designer. Renault's 35 hp 0.9-litre engine was positioned at the rear and was sufficient to animate the rear axle with the 750 kg that the car weighed. Shortly after, the Hino Contessa 900 Sprint was launched, a coupe version that reduced the weight by 100 kg and had an engine powered by Nardi up to 45 CV. With an attractive design, greater habitability -it offered space for five passengers, one seat more than the 4CV- and the proven reliability of its engine, it was not surprising that the Contessa achieved good sales results. 47,299 units were marketed between 1961 and 1964, a small part of them manufactured beyond the Japanese borders. The great reception in the market of its first car encouraged Hino to develop the second generation. Once again, Michelotti was in charge of its design, who had an overwhelming personality. The front with double optics and no grille was clearly reminiscent of the Chevrolet Corvair while the general lines were similar to other models designed by Michelotti such as the Triumph 2000. The Italian designer had been inspired by the English and American cars for this Japanese model with a French engine. Long live globalization! The Hino Contessa 1300 was bigger and heavier than its predecessor, but also more powerful by using a 1.3-liter 55 hp engine from the Renault 8. It began its commercial journey in 1964 and a few months later the sports version with bodywork arrived. two-door, the Contessa 1300 Coupé with 65 CV. The second generation of the Contessa was exported to several countries around the world, being manufactured in Japan, Israel and New Zealand.

Russian stealth hunting Su-57 is ready for export
Announcement was made by FSMTC employees at the Dubai Air Show.
Fernando Valduga By Fernando Valduga 11/14/2023 - 08:31am Dubai Air Show, Military
Russia is ready to receive export orders for its Su-57 poaching after completing its development program.
Officials of the Federal Service for Military-Technical Cooperation (FSMTC) declared at the ongoing Dubai Air Show that, "if our foreign partners contact us, we are ready to start working on this topic". They noted that several customers are already showing “growing interest” in Su-57 aircraft.
Since the end of 2022, the Russian Aerospace Forces have received three batches of Su-57, most of which are actively involved in the ongoing conflict in Ukraine. Notably, some of these aircraft have the latest 'Product 30' engine, also recognized as the 'second stage', improving the thrust and super crucing capabilities of the stealth jet.
The Su-57 launches missiles and bombs from its internal compartment - an exclusive feature shared only by a few selected aircraft around the world.
Tumblr media
In the field of fifth-generation aircraft available for export, the Russian Su-57 is next to the F-35 as a singular competitor.
Rostec's recent announcement announces the start of the 5ª generation Su-57 serial multifunctional fighter equipment with 2º stage post-combustion turbojet engines, labeled as 'Product 30'. With a post-combustion thrust of 18,000 kgf and a maximum thrust of 11,000 kgf, this advance amplifies the thrust-to-weight ratio of vehicles by 1.2 times (increasing from 1.13 to 1.36 kgf/kg with normal takeoff weight with 63% fuel).
This improvement translates into an increased ascent rate, ranging from 330 to 340-350 m/s, along with an increase in angular velocity during constant curves. In addition, it raises the service ceiling and supersonic cruise flight speed to 2,150-2,200 km/h and the maximum speed to an impressive 2,600-2,700 km/h.
Notably, the engines at the center of this advance were created by the team of the JSC Salyut Gas Turbine Research and Production Center.

Just for a bit of perspective:
🇺🇲💵 US Weapons Exports in 2022 totalled $205.6 Billion, up 49% over the same one-year period from 2021.
This makes Weapons Exports the third largest export category for the United States when commercial and government arms sales are tallied; with the largest export category being Mineral Fuels, Oils, and distillation products and the second largest export category being Machinery, Nuclear Reactors and Boilers.
These were the top five largest US Exports by category:
Mineral Fuels, Oils, Distillation products- $378.56 Billion
Machinery, Nuclear Reactors, Boilers- $229.59 Billion
Weapons Exports- $205.6 Billion
Electrical, Electronic Equipment- $197.75 Billion
Vehicles, other than railway/tramway- $134.89 Billion
US Government Arms exports alone were valued at $51.9 Billion in 2022, accounting for 40% of global government arms sales.
By comparison, Russian arms exports for 2022 are estimated at the equivalent of $10.8 Billion, while Chinese arms exports accounted for roughly 5% of global arms sales or roughly $6.5 Billion. Though admittedly, using US dollars as a comparison point can be limited in its ability to accurately represent the actual number and quality of weapons being sold.

**The US no longer produces and exports the goods and services you would expect of a nation of its size, population and GDP. The US, which as recently as the 1970's led the world in global production, now only produces and exports overpriced weapons of war and a cultural hegemony that eats insidiously away at the bonds that hold communities together; for a divided nation is easier to conquer and a divided people are easier to rule.

Re: this: I can't reblog the post, but "pre-Columbian North American giant wild bison herds had a similar total biomass to modern North American grazing cattle herds and converted grass to animal tissue at a similar rate" doesn't seem obviously silly to me.
Biologically, cattle are basically just more docile bison. Human selective breeding has probably made some difference to how much metabolic resources domestic cattle invest in growth vs. everything else, but cattle and bison are physiologically and structurally very similar organisms and meat is already a large percentage of a bison's mass, so I doubt it's an orders of magnitude difference. It's not like fruit, where you can easily selectively breed the plant to grow orders of magnitude bigger fruit.
There is the factor that with domestic cattle you can feed them stuff that isn't wild grass. You can feed them irrigated farmed animal feed crops extensively selectively bred for high yields that grow in monoculture fields with no competition and have their own growth supercharged by commercial fertilizers full of mined phosphorus and Haber process nitrogen etc.. That might make an orders of magnitude difference. But I have the admittedly vague impression that while modern cattle-raising does involve a significant amount of stable feeding with animal feed crops or agricultural waste, it also still involves quite a bit of basically just letting the cattle walk around the landscape and eat grass.
It's worth noting that there is at least one major biome where basically industrialized hunting is still a major modern food source for humans: the ocean. It doesn't seem crazy to imagine the same approach might work in terrestrial contexts; the oceans and the land have similar total productivity and the land is significantly more productive per average square kilometer. On the flip side, it's also worth noting that modern fishing isn't exactly a glowing model of sustainability and even there we're seeing a switch to aquaculture.
Like, I doubt "return the land to the bison and then industrially harvest them the way we harvest ocean fish" would actually be a good idea (or what Headspace Hotel actually wants to do), but it actually isn't obvious to me that it would be orders of magnitude less land-efficient than modern cattle ranching, at least in terms of meat production (a major advantage of cattle over wild bison is you can milk cattle, but we're talking about meat, so that isn't very relevant).
Now I wonder to what degree modern San Franciscan office workers eating way more meat than tenth century Chinese peasants has more to do with improvements in transport (railroads, trucks, motorized ships), food preservation (canning and refrigeration), weapons (guns and railroads enable agriculturalist states to conquer semi-arid nomad country and turn it into export-oriented meat factories), and the efficiency of specifically chicken production than with a general increase in the land efficiency of meat production.
Aside: I have no idea how realistic it is, but "basically treat bison the way we treat fish" gives me a mental image of giant vehicles that drive around the Great Plains to run down herds of bison and pull them in for efficient industrial slaughter, dismemberment, and packaging; basically exactly how fishing boats work, but on land! Giant vehicles roaming steppes and gathering up big wild herbivores for on-site slaughter and processing might be a neat idea for speculative fiction!

What is Brake Lining? Understanding its Importance in Vehicle Safety
Brake lining is an essential component of the braking system in any vehicle. It plays a critical role in ensuring smooth and safe stopping, making it crucial for overall vehicle safety. In this blog, we will explore what brake lining is, its importance, and why selecting the right brake lining manufacturers and brake lining suppliers is key to maintaining vehicle performance.
Tumblr media
What is Brake Lining?
Brake lining is a material attached to the surface of the brake shoe or pad. It creates the necessary friction when pressed against the brake drum or disc, allowing vehicles to decelerate or come to a complete stop. Typically, brake linings are made from various materials such as organic, semi-metallic, or ceramic composites, each designed for specific performance needs.
Types of Brake Linings
There are different types of brake linings based on the vehicle and braking system used. For example, brake lining shoe refers to the linings used in drum brakes. Drum brakes are common in both passenger vehicles and larger commercial vehicles. Similarly, commercial vehicle brake lining is designed for heavier loads, offering better heat resistance and durability under extreme braking conditions.
Importance of Brake Lining in Vehicle Safety
The primary function of brake lining is to create friction that slows down or stops the vehicle. Over time, these linings wear out, and if not replaced, can lead to unsafe driving conditions, such as reduced braking efficiency, longer stopping distances, or complete brake failure. Regular inspection and replacement of worn-out linings are essential to prevent accidents and ensure road safety.
Brake Lining Manufacturers: Ensuring Quality and Safety
The quality of the brake lining depends heavily on the manufacturer. Reputable brake lining manufacturers ensure that their products meet high safety and performance standards. Using low-quality brake linings can result in quicker wear, more frequent replacements, and unsafe driving conditions. Therefore, it’s crucial to purchase brake linings from trusted brake lining suppliers.
In countries like India, brake lining manufacturers from India have earned a reputation for producing high-quality and cost-effective products. Companies like BBL Brakes are known for their innovative manufacturing processes and commitment to safety, making them a reliable choice for automotive manufacturers and service providers.
India’s Role in the Global Brake Lining Market
India is a major player in the global brake lining industry, with many companies recognized as top brake lining exporters in India. These manufacturers offer high-quality products at competitive prices, contributing to the global supply chain for both passenger and commercial vehicles. For businesses looking to source reliable brake lining suppliers, Indian companies offer a blend of affordability, quality, and timely delivery.
Choosing the Right Brake Lining Supplier
Selecting the right brake lining supplier can make a significant difference in vehicle safety and maintenance costs. A good supplier should offer durable, high-performance products that comply with international safety standards. Additionally, partnering with a supplier who has a strong track record, like the leading brake lining manufacturers from India, ensures long-term reliability.
Conclusion
Brake linings are critical to vehicle safety, and regular maintenance is key to avoiding costly repairs and ensuring driver safety. Whether for personal or commercial vehicle brake lining, it is essential to invest in high-quality products from reputable brake lining manufacturers and brake lining suppliers. With India’s strong presence as a brake lining exporter in India, businesses can find reliable, affordable, and high-performing brake linings to suit their needs.

There’s little doubt that the American government has decided to slow China’s economic rise, most notably in the fields of technological development. To be sure, the Biden administration denies that these are its goals. Janet Yellen said on April 20, “China’s economic growth need not be incompatible with U.S. economic leadership. The United States remains the most dynamic and prosperous economy in the world. We have no reason to fear healthy economic competition with any country.” And Jake Sullivan said on April 27, “Our export controls will remain narrowly focused on technology that could tilt the military balance. We are simply ensuring that U.S. and allied technology is not used against us.”
Yet, in its deeds, the Biden administration has shown that its vision extends beyond those modest goals. It has not reversed the trade tariffs Donald Trump imposed in 2018 on China, even though presidential candidate Joe Biden criticized them in July 2019, saying: “President Trump may think he’s being tough on China. All that he’s delivered as a consequence of that is American farmers, manufacturers and consumers losing and paying more.” Instead, the Biden administration has tried to increase the pressure on China by banning the export of chips, semiconductor equipment, and selected software.
It has also persuaded its allies, like the Netherlands and Japan, to follow suit. More recently, on Aug. 9, the Biden administration issued an executive order prohibiting American investments in China involving “sensitive technologies and products in the semiconductors and microelectronics, quantum information technologies, and artificial intelligence sectors” which “pose a particularly acute national security threat because of their potential to significantly advance the military, intelligence, surveillance, or cyber-enabled capabilities” of China.
All these actions confirm that the American government is trying to stop China’s growth. Yet, the big question is whether America can succeed in this campaign—and the answer is probably not. Fortunately, it is not too late for the United States to reorient its China policy toward an approach that would better serve Americans—and the rest of the world.[...]
Since the creation of the People’s Republic of China in 1949, several efforts have been made to limit China’s access to or stop its development in various critical technologies, including nuclear weapons, space, satellite communication, GPS, semiconductors, supercomputers, and artificial intelligence. The United States has also tried to curb China’s market dominance in 5G, commercial drones, and electric vehicles (EVs). Throughout history, unilateral or extraterritorial enforcement efforts to curtail China’s technological rise have failed and, in the current context, are creating irreparable damage to long-standing U.S. geopolitical partnerships. In 1993 the Clinton administration tried to restrict China’s access to satellite technology. Today, China has some 540 satellites in space and is launching a competitor to Starlink.
When America restricted China’s access to its geospatial data system in 1999, China simply built its own parallel BeiDou Global Navigation Satellite System (GNSS) system in one of the first waves of major technological decoupling. In some measures, BeiDou is today better than GPS. It is the largest GNSS in the world, with 45 satellites to GPS’s 31, and is thus able to provide more signals in most global capitals. It is supported by 120 ground stations, resulting in greater accuracy, and has more advanced signal features, such as two-way messaging[...]
American measures to deprive China access to the most advanced chips could even damage America’s large chip-making companies more than it hurts China. China is the largest consumer of semiconductors in the world. Over the past ten years, China has been importing massive amounts of chips from American companies. According to the US Chamber of Commerce, China-based firms imported $70.5 billion worth of semiconductors from American firms in 2019, representing approximately 37 percent of these companies’ global sales. Some American companies, like Qorvo, Texas Instruments, and Broadcom, derive about half of their revenues from China. 60 percent of Qualcomm’s revenues, a quarter of Intel’s revenues, and a fifth of Nvidia’s sales are from the Chinese market. It’s no wonder that the CEOs of these three companies recently went to Washington to warn that U.S. industry leadership could be harmed by the export controls. American firms will also be hurt by retaliatory actions from China, such as China’s May ban on chips from US-based Micron Technology. China accounts for over 25 percent of Micron’s sales.[...]
The U.S. Semiconductor Industry Association released a statement on July 17, saying that Washington’s repeated steps “to impose overly broad, ambiguous, and at times unilateral restrictions risk diminishing the U.S. semiconductor industry’s competitiveness, disrupting supply chains, causing significant market uncertainty, and prompting continued escalatory retaliation by China,” and called on the Biden administration not to implement further restrictions without more extensive engagement with semiconductor industry representatives and experts.
The Chips Act cannot subsidize the American semiconductor industry indefinitely, and there is no other global demand base to replace China. Other chip producing nations will inevitably break ranks and sell to China (as they have historically) and the American actions will be for naught. And, in banning the export of chips and other core inputs to China, America handed China its war plan years ahead of the battle. China is being goaded into building self-sufficiency far earlier than they would have otherwise. Prior to the ZTE and Huawei components bans, China was content to continue purchasing American chips and focusing on the front-end hardware. Peter Wennink, the CEO of ASML, stated that China is already leading in key applications and demand for semiconductors. Wennink wrote, “The roll-out of the telecommunication infrastructure, battery technology, that’s the sweet spot of mid-critical and mature semiconductors, and that’s where China without any exception is leading.”[...]
Former State Department official Susan Thornton, who oversaw the study as director of the Forum on Asia-Pacific Security at NCAFP, said: “This audit of U.S.-China diplomacy shows that we can make progress through negotiations and that China follows through on its commitments. The notion that engagement with China did not benefit the U.S. is just not accurate.”[...]
One fundamental problem is that domestic politics in America are forcing American policymakers to take strident stands against China instead of pragmatic positions. For instance, sanctions preventing the Chinese Defense Minister, Li Shangfu, from traveling to the United States are standing in the way of U.S.-China defense dialogues to prevent military accidents.
