The United States Department of Justice on Wednesday announced charges against a 35-year-old Chinese national, Yunhe Wang, accused of operating a massive botnet allegedly linked to billions of dollars in fraud, child exploitation, and bomb threats, among other crimes.
Wang, identified by numerous pseudonyms—Tom Long and Jack Wan, among others—was arrested on May 24 and is accused of distributing malware through various pop-up VPN services, such as “ProxyGate” and “MaskVPN,” and by embedding viruses in internet files distributed via peer-to-peer networks known as torrents.
The malware is said to have compromised computers located in nearly every country in the world, turning them into proxies through which criminals were able to hide their identities while committing countless crimes. According to prosecutors in the US, this included the theft of billions of dollars slated for Covid-19 pandemic relief—funds allegedly stolen by foreign actors posing as unemployed US citizens.
According to an indictment, the infected computers allegedly provided Wang’s customers with a persistent backdoor, allowing them to disguise themselves as any one of the victims of Wang’s malware. This illicit proxy service, known as “911 S5,” launched as early as 2014, the US government says.
“The 911 S5 Botnet infected computers in nearly 200 countries and facilitated a whole host of computer-enabled crimes, including financial frauds, identity theft, and child exploitation,” says FBI director Christopher Wray, who described the illicit service as “likely the world’s largest botnet ever.”
The US Treasury Department has also sanctioned Wang and two other individuals allegedly tied to 911 S5.
Wang is said to have amassed access to nearly 614,000 IP addresses in the US and more than 18 million others worldwide—collectively forming the botnet. 911 S5’s customers were able to filter the IPs geographically to choose where they’d like to appear to be located, down to a specific US zip code, the DOJ claims.
The indictment states that of the 150 dedicated servers used to manage the botnet, as many as 76 were leased by US-based service providers, including the one hosting 911 S5’s client interface, which allowed criminals overseas to purchase goods using stolen credit cards, in many cases for the alleged purpose of circumventing US export laws.
More than half a million fraudulent claims lodged with pandemic relief programs in the United States are allegedly tied to 911 S5. According to the indictment, nearly $6 billion in losses have been linked to IP addresses captured by 911 S5. Many of the IP addresses have been reportedly tied to more insidious crimes, including bomb threats and the trafficking of child sexual abuse material, or CSAM.
“Proxy services like 911 S5 are pervasive threats that shield criminals behind the compromised IP addresses of residential computers worldwide,” says Damien Diggs, the US attorney for the Eastern District of Texas, where the charges against Wang were brought by a grand jury earlier this month.
Adds Nicole Argentieri, head of the Justice Department’s Criminal Division: “These criminals used the hijacked computers to conceal their identities and commit a host of crimes, from fraud to cyberstalking.”
At the time of writing, it is unclear whether these virtual impersonations resulted in any criminal investigations or charges against US-based victims whose IP addresses were hijacked as part of the 911 S5 botnet. WIRED is awaiting a response from the Department of Justice regarding this concern.
According to the Justice Department, law enforcement agencies in Singapore, Thailand, and Germany collaborated with US authorities to effect Wang’s arrest.
Wang faces charges of conspiracy, computer fraud, conspiracy to commit wire fraud, and conspiracy to money laundering, with a maximum penalty of 65 years in prison. The US is also seeking to seize a mountain of luxury cars and goods allegedly owned by Wang, including a 2022 Ferrari Spider valued at roughly half a million dollars as well as a Patek Philippe watch worth potentially several times that amount.

U.S. authorities did not respond to a request from The Associated Press for figures on how many tourists have recently been held at detention facilities or explain why they weren’t simply denied entry.
Weekslong lockups fuel anxieties about tourist travel to US
The incidents are fueling anxiety as the Trump administration prepares for a ban on travelers from some countries. Noting the “evolving��� federal travel policies, the University of California, Los Angeles sent a notice this week urging its foreign-born students and staff to consider the risks of travel for spring break, warning “re-entry requirements may change while you are away, impacting your return.”
Immigration and Customs Enforcement said in an email to the AP that Sielaff and Brösche, who was held for 45 days, “were deemed inadmissible” by Customs and Border Protection. That agency said it cannot discuss specifics but “if statutes or visa terms are violated, travelers may be subject to detention and removal.” The agencies did not comment on the other cases.
Both German tourists were allowed into the United States under a program offered to a select group of countries, mostly in Europe and Asia, whose citizens are allowed to travel to the U.S. for business or leisure for up to 90 days without getting a visa in advance. Applicants register online with the Electronic System for Travel Authorization.
But even if they are authorized to travel under that system, U.S. authorities have wide discretion to still deny entry. Following the detentions, Britain and Germany updated their travel advisories to alert people about the strict U.S. border enforcement. The United Kingdom warned “you may be liable to arrest or detention if you break the rules.”
Sielaff arrived in the U.S. on Jan. 27. He and Tyler decided to go to Tijuana for four days in mid-February because Tyler’s dog needed surgery and veterinary services are cheaper there. They figured they would enjoy some tacos and make a fun trip out of it.
“Mexico is a wonderful and beautiful country that Lucas and I love to visit,” Tyler said.
They returned Feb. 18, just 22 days into Sielaff’s 90-day tourist permit.
When they pulled up to the crossing, the U.S. border agent asked Sielaff aggressively, “Where are you going? Where do you live?” Tyler said.
“English is not Lucas’ first language and so he said, ‘We’re going to Las Vegas,’ and the agent says, ’Oh, we caught you. You live in Las Vegas. You can’t do that,’” Tyler said.
Sielaff was taken away for more questioning. Tyler said she asked to go with him or if he could get a translator and was told to be quiet, then taken out of her car and handcuffed and chained to a bench. Her dog, recovering from surgery, was left in the car.
After four hours, Tyler was allowed to leave but said she was given no information about her fiancé’s whereabouts.
During questioning, Sielaff said he told authorities he never lived in the U.S. and had no criminal history. He said he was given a full-body search and ordered to hand over his cellphone and belongings. He was put in a holding cell where he slept on a bench for two days before being transferred to the Otay Mesa Detention Center in San Diego.
There, he said, he shared a cell with eight others.
“You are angry, you are sad, you don’t know when you can get out,” Sielaff said. “You just don’t get any answers from anybody.”
He was finally told to get a direct flight to Germany and submit a confirmation number. In a frantic call from Sielaff, Tyler bought it for $2,744. He flew back March 5.
‘A blatant abuse’ of US border authorities’ power, victims say
“What happened at the border was just blatant abuse of the Border Patrol’s power,” Tyler said.
Ashley Paschen agrees. She said she learned about Brösche from a TikTok video asking anyone in the San Diego area for help after her family learned she was being held at the Otay Mesa Detention Center. Paschen visited her several times and told her people were working to get her out. Brosche flew home March 11.
“She’s happy to be home,” Paschen said. “She seems very relieved if anything but she’s not coming back here anytime soon.”
On Feb. 26, a tourist from Wales, Becky Burke, a backpacker traveling across North America, was stopped at the U.S.-Canada border and held for nearly three weeks at a detention facility in Washington state, her father, Paul Burke, posted on Facebook. She returned home Tuesday.
On March 3, Canadian Jasmine Mooney, an actress and entrepreneur on a U.S. work visa, was detained at the Tijuana crossing. She was released Saturday, her friend Brittany Kors said.
Before Mooney’s release, British Columbia Premier David Eby expressed concern, saying: “It certainly reinforces anxiety that ... many Canadians have about our relationship with the U.S. right now, and the unpredictability of this administration and its actions.”
The detentions come amid legal fights over the Trump administration’s arrests and deportations of other foreigners with valid visas and green card holders, including a Palestinian activist who helped organize campus protests of the war in Gaza.

What is Bluesky, the fast-growing social platform welcoming fleeing X users?

Disgruntled X users are again flocking to Bluesky, a newer social media platform that grew out of the former Twitter before billionaire Elon Musk took it over in 2022. While it remains small compared to established online spaces such as X, it has emerged as an alternative for those looking for a different mood, lighter and friendlier and less influenced by Musk.
What is Bluesky?
Championed by former Twitter CEO Jack Dorsey, Bluesky was an invitation-only space until it opened to the public in February. That invite-only period gave the site time to build out moderation tools and other features. The platform resembles Musk's X, with a "discover" feed and a chronological feed for accounts that users follow. Users can send direct messages and pin posts, as well as find "starter packs" that provide a curated list of people and custom feeds to follow.
Why is Bluesky growing?
Bluesky said in mid-November that its total users surged to 15 million, up from roughly 13 million at the end of October, as some X users look for an alternative platform to post their thoughts and talk to others online. The post-election uptick in users isn't the first time Bluesky has benefited from people leaving X. The platform gained 2.6 million users in the week after X was banned in Brazil in August—85% of them from Brazil, the company said. About 500,000 new users signed up in one day in October, when X signaled that blocked accounts would be able to see a user's public posts.
Across the platform, new users—among them journalists, left-leaning politicians and celebrities—have posted memes and shared that they were looking forward to using a space free from advertisements and hate speech. Some said it reminded them of the early days of Twitter more than a decade ago.
Despite Bluesky's growth, X posted after the election that it had "dominated the global conversation on the U.S. election" and had set new records.
Beyond social networking
Bluesky, though, has bigger ambitions than to supplant X. Beyond the platform itself, it is building a technical foundation—what it calls "a protocol for public conversation"—that could make social networks work across different platforms—also known as interoperability—like email, blogs or phone numbers.
Currently, you can't cross between social platforms to leave a comment on someone's account. Twitter users must stay on Twitter and TikTok users must stay on TikTok if they want to interact with accounts on those services. Big Tech companies have largely built moats around their online properties, which helps serve their advertising-focused business models.
Bluesky is trying to reimagine all of this and working toward interoperability.

Germany assumes sabotage after Baltic Sea data cable damaged

German Defense Minister Boris Pistorius said on Tuesday that the damage to an undersea data cable running from Germany to Finland was likely due to sabotage.
The damage to the C-Lion1 cable was first reported on Monday with officials saying the 1,173-kilometer (729-mile) line had been cut, although the impact would probably not be noticeable for most people.
Sweden's Civil Defense Minister Carl-Oskar Bohlin also reported on Monday that a second undersea cable had been damaged, according to the French press agency AFP.
The incident occurred in the same maritime region where the Nord Stream pipelines were sabotaged in 2022 following Russia's invasion of Ukraine earlier that year.
'Can't all just be coincidences'
German Foreign Minister Annalena Baerbock said Europe would remain united in light of the hybrid threats following the cut in the fiber-optic cables in the Baltic Sea.
"We are now also experiencing this in Germany … with cyber attacks, with the surveillance of critical infrastructure, parcels suddenly exploding when transported on planes and yesterday … a data cable between Finland and Germany which probably also affected Sweden," said Baerbock. "These can't all just be coincidences."
What else did Germany say about the damaged Baltic Sea cable?
"No one believes that these cables were cut accidentally. I also don't want to believe in versions that these were anchors that accidentally caused damage over these cables," Pistorius said before a meeting with EU defense ministers in Brussels.
"Therefore, we have to state, without knowing specifically who it came from, that it is a 'hybrid' action. And we also have to assume, without knowing it yet, that it is sabotage," he added.
While Pistorius was unable to produce any evidence for his suspicions, his Estonian counterpart Hanno Pevkur also said it was not a "natural cause" based on their preliminary information.
A joint statement from the German and Finnish Foreign Ministers on Monday evening said: "Our European security is not only under threat from Russia's war of aggression against Ukraine, but also from hybrid warfare by malicious actors."

StormBreaker SDB II Achieves 100% Success Rate During F-35C Testing
The network-enabled StormBreaker smart weapon was part of 28 test missions in 2023, of which 14 with the F-35Cs, and the remaining ones with F-35B, F/A-18E/F and F-15E.

Raytheon conducted 28 tests of the StormBreaker smart weapon in 2023 from multiple aircraft, including the F-35C, F/A-18E/F, F-15E and F-35B. The company declared on Jul. 23, 2024 that the weapon achieved a 100 percent success rate on all the 14 planned jettisons from the F-35C.
The company, which made the announcement on the sidelines of the Farnborough Air Show, did not provide details about how the rest of the tests were divided on the other aircraft mentioned. StormBreaker is a precision-strike standoff, networked weapon and has the capability to receive updated target coordinates by airborne or ground controllers mid-flight via two-way datalink communications.
The weapon is capable of defeating moving and fixed targets. It can operate in adverse weather conditions through its tri-mode seeker that employs infrared and millimeter wave radar to see through fog, smoke and rain. The smart bomb can be carried on BRU-55 and BRU-61 multi-weapon racks and increase the loadout and targets struck per sortie by fighter aircraft.

Also called the GBU-53 SDB-II (Small Diameter Bomb-II), the U.S. Air Force wants more than 1,500 of the munitions, as per a $345 million contract awarded to Raytheon in Jan. 2024, Air and Space Forces had reported. This figure also includes FMS (Foreign Military Sales) to Finland, Germany, Italy and Norway.
On Jul. 26, Belgium became the weapon’s latest customer, after the State Department approved a FMS of 196 units to the country to equip its F-35s. The DSCA (Defense Security Cooperation Agency) delivered the required certification to Congress for the contract estimated at $115 million.
According to reports, in its fiscal year 2024 budget, the Pentagon asked for 920 SDB IIs for the Air Force, and 976 in fiscal 2022. The weapon began development when the Air Force contracted Raytheon in 2010 to launch development of a follow-on to the Boeing-produced GBU-39 Small Diameter Bomb.
Urgent need and rapid certification
Budget documents say the total planned acquisition of the StormBreaker is 21,610 units for the Air Force and 5,800 for the Navy. The weapon is considered a “joint-interest Air Force and Navy major acquisition program”, with the Air Force as the lead service.
The weapon was first approved for use from the F-15E Strike Eagle on Sep. 23, 2020, following a combination of 138 developmental and operational flight tests at Eglin AFB. RTX then announced in Nov. 2023 that the U.S. Navy fielded the SDB-II on the F/A-18E/F Super Hornet.
This was followed by a drop test from an F-35B Lightning II for the first time in 2021. The weapon was also tested from the F-35C in Sep. 2023, to gather and analyze data on environment and loads. This was done to “inform a flight clearance decision about the next phase of integration testing, airborne separation tests,” which were scheduled to take place later that year.
StormBreaker‘s small size enables the use of fewer aircraft to take out the same number of targets as larger weapons that require multiple jets. For instance, the F-15E can carry up to 28 SDB IIs by using seven BRU-61A racks, each with four weapons.

Weapon capability
The company says the 204 lb (92 kg) bomb can hit static and moving targets in adverse, low-visibility weather conditions with its tri-mode seeker, which include an IIR (Imaging Infrared), a millimeter wave radar and a semi-active laser. The target lasing can be performed by the laser designators of EO (Electro-Optical) pods, like the Sniper or Litening, or infantry teams on the ground.
While the IIR offers enhanced target discrimination, the millimeter wave radar can penetrate through obscuring weather, cloudy or foggy conditions. “The tri-mode seeker shares targeting information among all three modes,” mentions RTX. The weapon can also prioritize targets autonomously, and its GPS/INS guidance allows it to be retargeted after the weapon’s release.
A two-way data link allows the SDB-II to receive updated target coordinates mid-flight, sent by either airborne or ground controllers. Whether this suggests the weapon’s control can be transferred from the pilot to an infantry or a special operations team on the ground is unclear, but the framing suggests such a capability.
Tactical need
Ukraine has particularly demonstrated massive land-centric operations with both heavy, light, fixed and mobile ground platforms, prolonged artillery duels, classic pre-Cold War era tank battles and attritional infantry trench warfare.
Russia also excelled at EW (Electronic Warfare), with Ukraine showing how many Western air-to-ground gun and rocket artillery munitions rapidly became ineffective to Moscow’s jamming. Interestingly, the GBU-53’s predecessor, the GBU-39 SDB was a rare exception that saw a significant level of success, as The Aviationist had reported.

Poor weather and battlefield obscurants continue to endanger warfighters as adversaries rely on these conditions to escape attacks. This has established the requirement for an all-weather solution that enhances warfighters’ capabilities when visibility is limited.
“Service-members need trusted weapons that are highly survivable, network enabled and keep them as far from harm’s way as possible,” said Paul Ferraro, Raytheon’s president of Air & Space Defense Systems in a statement.

In Germany in 1883, Chncellor Otto van Bismarck managed to implement a national insurance-like healthcare scheme that ensured certain basic access to healthcare for many working-class Germans that would otherwise go without medical care. A second highly similar event occurred in England in 1911 with the establishment of a national health insurance program, which eventually became the National Health Service of the United Kingdom that still provides healthcare services to the nation's citizens today. The Social Security Act of 1935 represents a major shift in the direction of healthcare policy in the United States, as this legislation laid the groundwork for major federal involvement in social welfare programs such as Medicaid and Medicare. Issues with these specific programs began to surface in the 1960s, and the rising costs of medical care prompted a series of legislative efforts to curb healthcare spending and bring costs back down to a rational level, beginning in 1966. Healthcare costs continued to rise over the ensuing decades, however, and spending n medical research and practice in the United States continued to grow as a matter of policy, while actual government provision of medical services has remained extremely limited for certain economic as well as political factors. The passage of the Affordable Care Act in 2010 would be the most recent major event signaling a change in healthcare plans and organizations. Socioeconomic and Legislative Influences In the latter part of the nineteenth century and the first half of the twentieth century, industrialization began to create ever more stark and extreme differences in the living standards of individuals and families living at different rungs on the socioeconomic ladder. Medical care had become hugely more effective, but could not be afforded by many of the working class, and thus government increasingly saw a need -- and felt certain pressures -- to intercede and provide at least a minimum of care for its citizens. There are directly pragmatic economic benefits of such intercession; improved healthcare leads to increased productivity and reduced costs in other social spending, even potentially reducing criminality as fewer families would find themselves in destitute situations without reliable wage earners due to illness or injury. All of these socioeconomic factors have led to an increased sense of social and civic responsibility for healthcare, yet the initial and direct expense of such a system on a national level with universal coverage has been a dissuasive factor. Healthcare organizations in the United States have been hugely impacted by several key pieces of twentieth century legislation, including the Social Security Act of 1935, the adjustments to Medicare and Medicaid made in 1966 and in subsequent years throughout the following decades. Future Air Combat System (FCAS) and the Military Internet of Things

The FCAS Air Combat Cloud (Air Combat Cloud) will bring real-time intelligence to the forefront, taking advantage of the network capabilities of different aircraft and platforms. Innovations in Artificial Intelligence (AI), big data processing and cybernetics will help make defense a truly collaborative mission.
Europe's Future Air Combat System (FCAS) will see next-generation manned jets flying alongside remotely piloted unmanned aircraft carriers of various sizes. These assets will be part of a fully interconnected "system of systems", based on open architectures, which will allow the integration of other existing platforms, such as the A400M or the A330 MRTT tanker plane. At the heart of this complex system will be the Air Combat Cloud, which will allow these platforms to work together.

But what exactly is an air combat cloud? As FCAS Combat Cloud product solution leader at Airbus, Ignacio Rosell often asks this question.
“How does the Android ecosystem work? We have an operating system that allows the integration of applications from different parts, and all this is supported by a communication infrastructure such as 5G, Bluetooth or Wi-Fi. If we apply this analogy to the FCAS, we are developing an important part of the "Internet of Military Things". Our mobile phones can be a fighter plane, an unmanned aerial system (UAS), a warship, a satellite or even a soldier on the ground, each integrating different applications or, in other words, different capabilities. Our air combat cloud has the same components, the communications infrastructure, the operating system and the applications that allow us to operate collaboratively," adds Rosell.
Launched by France, Germany and Spain, and with Airbus, Dassault Aviation and Indra as national industrial coordinators, the FCAS is one of the most important European defense programs of the coming decades. In a context of growing global instability, the objective of the project is nothing less than to design an air defense system that protects Europe, while strengthening its strategic autonomy and technological sovereignty.
Airbus leads the Combat Cloud pillar, with Thales and Indra as main partners. This is one of the seven areas of next-generation FCAS technology (see the infographic on the side), led at Airbus by Marc Paskowski.
It will provide a common situational awareness, capturing, sharing, merging and instantly processing large amounts of data from all connected manned and unmanned platforms, reliably, and transforming that data into actionable information, taking advantage of constantly evolving learning technologies. "The concept based on the cloud in flight is that all elements must constantly interoperate with each other to form a cohesive system that is informed as one and fights as one," says Paskowski.
"Our 'operating system' will need to be opened to accommodate ready-to-use and tailored applications, such as manned and unmanned teams, from Airbus or any other industrial partner. It will be an evolutionary process, with new applications, such as new aerial platforms, being integrated along the way," says Rosell. "Our business model around the Combat Cloud will not be unique. An area such as satellite connectivity could be offered as a service, while an 'app' part of an aircraft's mission system could be sold as a product,” he adds.
The development of intermediate solutions as part of this "internet of military things" should allow customers to use various levels of cloud capabilities and remote operators long before FCAS became operational in the 2040s. For example, Airbus has already carried out the first successful launch and operation in the world of a Remote Carrier flight test demonstrator from an A400M in flight.
Based on this incremental approach, the air combat cloud will be the digital watershed in the way military operations are conducted.
“The ability to integrate, operate and communicate from a networked system will shape the air force of the future,” said German Air Force Lieutenant General Ingo Gerhartz
In fact, future scenarios will require a much higher degree of automation for information management and integration of military services and branches throughout the entire mission cycle. For FCAS, innovations in 'deep techs', such as big data processing, artificial intelligence and cybernetics, will provide the advanced intelligence of the cloud, allowing, for example, the distribution of Command and Control (C2) functions, including to the pilot in his fighter. and provide key stakeholders in a mission with all relevant information in real time. "This will give Air Force decision makers an unprecedented level of awareness," says Paskowski.
But with great power comes a great responsibility. With the growing dependence on artificial intelligence on everything we do as "digital citizens", and the use of platforms such as ChatGPT and its impact on the workplace, the integration of AI at the heart of FCAS Air Combat Cloud presents new challenges. Questions such as 'to what extent will the system support the decision-making process?' or 'What are the ethical criteria that can be applied to the use of this technology?'
Control or be controlled: that's the question
In order to anchor ethical issues and legal principles in the FCAS project, Airbus and the Fraunhofer Institute came together in 2019 to launch a joint expert committee on the responsible use of technologies. It brings together interested parties from the German Air Force with universities, research institutes and a broad group of foundations, specialists in social sciences and engineering science design.
Based on this guidance, within FCAS Air Combat Cloud, AI will provide analysis of complex situations during multi-domain operations and recommend the most intelligent action in the correct sequence. The human will then validate the recommendations. If the operational pace is high, the human being will simply decide whether or not to veto the recommendations, and the subsequent processes will again be automated by AI. “Our European air defense system will always be under the full control of a responsible human operator and in all circumstances,” concludes Marc Paskowski.
Both technologically and militarily, the development of FCAS has the potential to establish new standards and revolutionize the use of air power.
The use of AI in Airbus
Airbus began integrating AI into its products and solutions in the 1990s, with applications for reading and interpreting satellite images.
OneAtlas imaging services harness the power of Airbus' constellation of optical and radar satellites with reliable AI and cloud technology to provide important information, for example, to combat deforestation, optimize agricultural yields and urban planning.
However, in the aeronautical sector, Airbus' Skywise big data platform collects data from 24,000 aircraft parameters, allowing airlines that subscribe to the service to perform predictive maintenance and improve the overall operational efficiency of their fleets.
