please assist me with ideas regarding this background question that has arisen in the course of a fanfic i'm writing:

is anything known about hugh's life in between the events of the TNG and PIC? he originally went back to a group of borg but at what point did he join the federation and get more of his borg hardware removed and all that? do we think that the borg reclamation project started a while back, or was it only begun on the artifact? did hugh found that organization or did he only join it later on?

additional questions about xBs more generally: in the PIC episode "stardust city rag" seven mentions that bjayzl butchered ex-borg for their parts, including icheb. how many ex-borg are we thinking there were at that time? were there any on earth besides seven and icheb, or were most of them out with hugh in their sort of ~independent collective~ but not as fully transitioned to humanity type of situation?
