Your obscure dinosaur is

Nyasasaurus [Nyasasaurus parringtoni] The classification is hard to pinpoint, and it may not be a dinosaur at all, but rather a very close relative. However, it is likely to be a theropod or an ornithischian of some sort

Timeline:  Early Triassic 243 mya

Location: Tanzania's Manda Beds, Africa

Interesting Fact: It is thought to be the earliest known dinosaur, appearing 10-15 million years before the previously known earliest dinosaur. However, because there is very little fossil evidence, it's hard to know for sure whether it really is a dinosaur at all.
