1990 کی دہائی میں آئی پی پی نے پاکستان میں بجلی کی پیداوار بڑھانے کے لیے سرمایہ کاری کرنے پیشکش کی، حکومت پاکستان نے جن شرائط پر معاہدہ کیا ان میں ایک شرط یہ بھی کہ حکومت پاکستان تیل خود خرید کر IPPs کو دے گی اور اس کی نرخ اس وقت کے ڈالر ریٹ پر فکس کر دی گئی۔ اس شرط کے مطابق عالمی منڈی میں تیل کی قیمت بڑھے یا زیادہ ہو جائے، حکومت پاکستان اس ہی مقررہ ڈالر ریٹ پر IPPs کو تیل فراہم کرنے کی پابند ہو گی۔ اس شرط کے تحت بڑھتی ہوئی تیل کی قیمت کا فرق حکومت پاکستان کو دینا ہو گا جب کہ ڈالر کی بڑھتی ہوئی قیمت کا فرق بھی حکومت پاکستان کو برداشت کرنا پڑے گا۔ ہمیں آئی پی پی سے بجلی چونکہ ڈالر میں خریدنی ہے اس لیے ان کے ہر یونٹ کی قیمت آج کے ڈالر ریٹ کے مطابق ادا کرنی ہے۔ اس شرط کے اثرات کیا ہیں، وہ اب طشت از بام ہو چکے ہیں۔ ہم اس شرط پر عمل کرتے کرتے ملکی معیشت اور عوام کی کمر توڑ چکے ہیں۔دوسری شرط کے مطابق آئی پی پیز کی پیدا کردہ بجلی کو حکومت روپے کے بجائے ڈالر میں خریدے گی۔ اس شرط کی بنا پر پاکستان کثیر زر مبادلہ آئی پی پیز کو ادا کر رہا ہے۔ اس معاہدے کی ایک اور شرط یہ ہے کہ حکومت پاکستان اگر بجلی کا ایک یونٹ بھی نہ خریدے گی تب بھی اسے ائی پی پیز کو مقررہ قیمت ڈالر میں ادا کرنی ہو گی۔ حکومت پاکستان یہ رقم بھی عوام سے بجلی کے بلوں میں ایڈجسٹمنٹ کی مد میں وصول کر رہی ہے۔

آپ ذرا غور تو کیجیے کہ پاکستان کے پالیسی میکرز نے کس بے دردی سے اپنی آنکھیں، کان اور دماغ بند کر کے اس معاہدے پر دستخط کر دیے، یہی نہیں بلکہ اس معاہدے کو بین الاقوامی قواعد کے تحت Sovereign Garrente بھی حاصل ہے۔اگر حکومت پاکستان یا پاکستانی عوام اس معاہدے پر عمل نہ کریں یا کسی بھی شق کی خلاف ورزی کریں گے تو بین الاقوامی قواعد کے مطابق انھیں جرمانہ یا حرجانہ بھی ادا کرنا ہو گا۔ 1990 سے اب تک برسراقتدار آنے والی تمام حکومتوں نے ان معاہدات میں ترمیم تک لانے کی کوئی عملی کوشش نہیں کی، یعنی ہر حکومت نے ذاتی مفادات کو ترجیح دی۔ 1990 سے لے کر اب تک ان معاہدات کو جاری رکھنے اور شرائط کو جوں کا توں رکھنے والوں کا احتساب ضرور ہونا چاہیے۔  مہنگی بجلی کا یہ ایک رخ ہے، دوسرا رخ بجلی چوری اور لائن لاسز ہے۔ ان نقصانات کی رقم بھی بجلی صارفین سے وصولی کی جارہی ہے۔ بجلی کی چوری کو روکنا یا بجلی کی ترسیل، ٹرانسمیشن لائنوں کو درست رکھنا، وفاقی حکومت اور محکمہ بجلی کے افسروں اور اہلکاروں کی ذمے داری ہے، انھیں بھرتی ہی ان کاموں کے لیے کیا جاتا ہے اور انھی کاموں کے عوض انھیں قومی خزانے سے تنخواہیں، مفت بجلی اور دیگر سہولتیں اور مراعات دی جاتی ہیں۔ 

بجلی چوری روکنے کے نام پر چھاپے مارنا اور گرفتاریاں کرنا دکھاوئے کے سوا کچھ نہیں ہے۔ 2013 میں کپیسٹی پیمنٹ 200 ارب روپے تھی جو اب دو ہزار ارب روپے ہو چکی ہے۔ ملک کی معیشت جس حالت میں ہے اس سے ہم سب بخوبی واقف ہیں ملک اگر دیوالیہ نہیں بھی ہوا تو بھی دیوالیے کی دہلیز پر کھڑا ہے لیکن حقیقت یہ ہے کہ پاکستانی عوام دیوالیہ ہو چکے ہیں عوام نہ تو وہ اپنا کچن چلانے کے قابل ہیں نہ ہی بچوں کی تعلیم کے اخراجات پورے کر سکتے ہیں نہ ہی ڈاکٹر اور اسپتال کو فیس دے کر علاج کرا سکتے ہیں۔ ہر دو ہفتے بعد تیل کی قیمتیں بڑھا دی جاتی ہے۔ اس کے ساتھ ساتھ بجلی اور گیس کی قمیت بھی بڑھائی جارہی ہے۔ عوام تو بس یہی کہہ سکتے ہیں کہ ’’کسے وکیل کریں کس سے منصفی چاہیں۔ اس حوالے سے لکھنے کو تو بہت کچھ ہے میں آج کا کالم اس پر ہی ختم کرتے ہوئے اتنا ضرور کہوں گا کہ اس ملک کی معیشت اور عوام کے مفادات کے خلاف جتنے بھی اقدامات کیے کیے ہیں یہ سب فیصلے ہمارے حکمرانوں اور بیوروکریسی نے کیے ہیں۔

And I’m think of summoning lanling when he first appears with Xiang yu and I think that Chinese lancer girl (can’t remember her name at the moment.) and since lanling is in the permanent gacha pool and I don’t get him now, he can always spook me later or during the garrented gacha at New Years or when we get the free 4 star ticket again!

That theres a Colosseum in the UnderFell universe in Hellland. People go there to show that they are the best of the best, the strongest out there in this dog eat dog trash fire. The narrator is MTT of course, with bragging rights (as well as your life on the line) monsters also go there to bet, trying to rake in as much g as possible in one night off of competitors, which Grillbz likes to do every now and again...its the only two shows that the Underground watches and gets a giant kick out of...there's either the One For All Death Match or the Deadliest Obstical Course On Earth...If your human, MTT is 'nice' enough to ask you which you would like to choose to go with...Either your running from lava in a trap ridden race against other monsters or staying alive (and out of the way)in an all out brawl while trying keeping your head on your shoulders is great and all (even though when you pass one of his twisted games you still need to do the other...yay) but when both of his garrented go-to-plans doesn't kill you...weeeeeelll just try and move as fast as possible...two chainsaws being wielded by extendable arms are much harder to avoid than one...as well as trying not to get hit by bombs...or kicked with robotic legs wearing sharp spiked boots...or lazers...did I mention lazers?

Sunlight poured in through holes in the ceiling, blood of both vampire and human spilled on the floor. Laughing, Garrent stood with a silver sword in hand, un-fearing of the weakened king. He purposely danced through the waves of light, knowing Vlad could not enter as the cieling of the ancient castle continued to collapse. "Your people are dead, Vlad." He mocked. "Your wife is dead. Your children are dead." He pointed the sword towards Vlad, its shimmering blade glinting in the light. "You. You will join them. The world needs no monsters like you." 

Suddenly there was rustling in the otherwise silent room, the sound of a blade being unsheathed and Garrent turned slightly, smirking at first in the belief it was another one of Vlads dying servants. Bloodied, torn, ragged clothes hung from a frail, pale body. Crimson stained their porcelain skin in places where wounds had once bled profusely. Silver eyes like lightning pierced through the air and locked angrily on Garrent, who was to stunned to move. "You're-.. alive?" He questioned, having been the one to pierce his blade through her chest to begin with. The show of Vlad desperately trying to save her was one he had allowed, enjoying seeing the vampire king suffer. Except now she moved with new purpose, no longer fragile, no longer timid. 

With steps that were weighted like stone, Gemina pushed her revived body into the light. Smoke immediately rose off her skin and firey sparks fell to the floor. Garrent readied his blade again, prepared to swing, expecting a rush that didnt come. Instead she dragged the sword she was carrying on the ground, allowing the air around them to squeal with its scraping, a noise that made Garrent flinch. "Need I kill you again?!" He threatened her, fear of the soulless woman that marched towards him now showing in his features and the shake of his voice. 

“You killed my sons..” Gemina’s voice was alarmingly calm. “You killed my friends, my family, you destroyed my home.” She stopped in a ray of light, letting it pour over her. The smoke on her skin started to turn white and the burning slowed. Her eyes lifted back away from where she stared at her own sword, her force contorting into the majesty of a vampire, long fangs baring as her roar tore through the dusty air. 

Immediately Garrent panicked, thrusting forward with expert precision to separate her head from her shoulders, but she turned and allowed the blade to bury into her bicep. In the same violent moment, she thrust her own sword through his gut, piercing the heavy armor he wore, and forcing him to gag on his own blood.

Gemina ripped the sword back and let him fall to his knees in front of her. Despite the sun, her arm healed, and she stared down at him with utter disgust. “For years you feared Vlad, you feared Dracula. You saw him as a monster, a beast to be slain..” She hissed and thrust her leg upwards, her foot colliding harshly with his head. Garrent fell to the ground with a pained grunt, unable to speak as blood pooled and spilled from his mouth. “-but what you failed to understand is that his reign of terror ended centuries ago.” Carefully she pushed him on his back and then drove her foot into his throat, slowly crushing it. As she did she leaned down, eyes swirling and glowing a haunting silver that glistened like the sword Garrent had wielded. 

"-And mine has only just begun.”
