In this guide, you’ll learn how you can send push notifications using Firebase in Android.
Excited?
Related: Firebase VS AWS
Let’s get started.
Curious to see the end result of this tutorial? Watch!
What is a Push Notification?
Push notification is a simple message that appears with a notification in the notification tray or like a popup messaging – depends on the platform.
Push Notifications are usually pushed from backend servers to the clients like Firebase in this case. It is the way to deliver users a message without opening the app. It is a highly effective tool for developers and advertisers to re-target/re-engage your dormant users.
Push notifications boost app engagement by 88% (Source: Localytics Data Team)
(adsbygoogle = window.adsbygoogle || []).push({});
As you can see, the push notifications get benefits most from the eCommerce stores since users are excited about the new products.
What is FCM (Firebase Cloud Messaging)
Firebase Cloud Messaging is a new version of Google Cloud Messaging or GCM that is a cloud cross-platform messaging solution. You can use Firebase Cloud Messaging for any kind of end-user device including iOS, Android, or even web at no-cost.
Firebase allows two types of messages:
Firebase SDK automatically handles notifications messages. All you need to do is to implement the Firebase SDK and start sending messages from Firebase Console.
The client app handles data messages.
NOTE: In this tutorial, we’ll be sending a notification message only.
Firebase Push Notification Tutorial (Step by Step)
Here is the step by step guide how you can implement Firebase push notification with an example:
1. Things You Need to Get Started
Android Studio
A Firebase account (you can use the same Google account – no extra sign up required)
A real Android device or an emulator to test your Android App
2. Create an Application in Android Studio
Open Android Studio and create a new project.
Enter the app details – the app name, domain name, location – and leave the rest as default i.e., the empty activity, and minimum Android version. In my case, the package name of my app is ‘com.firebasetutorials.testingnotification’ but you can have one of your choices.
After Android Studio finishes the building App for you, leave it, and move to the next step, we will soon get back to Android Studio.
Creating Application in Android Studio for Firebase Push Notification
  3. Setup Firebase for Push Notification
There are three steps to set up Firebase for your Android app notification:
Signing up
Creating a Project
Registering an App
Sign up for Firebase
Before anything, you need a Firebase account. Click here and signup for Firebase Console or sign in using your Google account.
Create a Project
Now visit the Firebase Console and hit ‘Add Project’. Enter Project name, select Country/region. And hit ‘Create Project’
Create project at Firebase Console for Android Push Notification
Register App with Firebase
There are three simple steps to get your Android App Registered with Firebase:
(adsbygoogle = window.adsbygoogle || []).push({});
Register App
After your first project is completed, you’ll see a page like below. Hit ‘Add Firebase to your Android App’
Adding Android app at Firebase Console for Android Push Notification
Enter ‘Android package name’. In my case, it is ‘com.firebasetutorials.testingnotification’ – you can enter one of your choices.
NOTE: Package name should be exactly the same as the app package name. Otherwise it will not work.
Enter ‘App nickname’. I’m entering the ‘Testing Notification App’ – you can enter anything;  it has nothing to do with your app.
The third field is for ‘Debug signing certificate SHA-1’ you can skip it at this point as we are not going to use Firebase Authentication.
Hit ‘Register App’ to get your app registered with Firebase
Registering App for Firebase Console Notification
  Download Config Files
Hit ‘Download google-services.json’ button to download a JSON file. Save the JSON file under the app directory of your Android Studio project we just recently created.
Downloading Config file for Android from Firebase Console
Add Firebase SDK
After downloading the JSON file under the App Directory of your project hit Continue on Firebase Console Dialog.
(adsbygoogle = window.adsbygoogle || []).push({});
In Android Studio, open build.gradle file. You will find it in the project directory, but not the one that is in your app directory. Add the following line of code inside dependencies:
classpath 'com.google.gms:google-services:3.2.0'
(adsbygoogle = window.adsbygoogle || []).push({});
After adding the dependencies, your project will look like this:
Added classpath in build.gradle for Firebase Push Notification in Android
After adding this, you will see a yellow message, asking you to sync the project. You can ignore it at the moment. Now head over to app-level build.gradle file. You will find it under the app directory of your project.
Add the following lines of in dependencies section
compile 'com.google.firebase:firebase-core:11.8.0' //Firebase Messaging library for sending push notifications compile 'com.google.firebase:firebase-messaging:11.8.0'
And at the end, outside of the dependencies section, add the following line and hit ‘Sync Now’
apply plugin: 'com.google.gms.google-services'
And your build.gradle file will look like this:
Implement Firebase SDK in Android Studio for Push notification | Build.gradle (App) Screenshot
That’s all we need to do in Android Studio.
Send Notification from Firebase Console
Get back to Firebase Console. Open the Firebase project, on the left pane select ‘Notification’ or click here
Firebase Notification in Firebase Console
  Hit ‘SEND YOUR FIRST MESSAGE’
Send First Notification in Firebase Console
And you’ll see the ‘Compose Message‘ form, where you can enter the details.
In ‘Message Text‘ enter the message that you want to be displayed in the Notification Bar of your Android App
(adsbygoogle = window.adsbygoogle || []).push({});
In ‘Message Label‘ you can enter the message nickname, it has to do nothing with the notification at the client-side, it is just for saving purpose in Firebase Console.
In the ‘Delivery Date‘ drop-down, you can select the delivery time. If you select ‘Send Now‘ your message will be sent and displayed instantly. If you select ‘Send Later’ then some more options will be displayed asking for when you want to send the notification to your users.
You can mark the ‘Recipient Time Zone‘ option and your message will be delivered according to the recipient time zone or you can provide any custom timezone.
Recipient Time Zone is very useful because sometimes we want to send notification on some custom events like New Year. Due to timezone differences, your message can be shown to users before New Year and make them feel annoyed. So it’s better to use the ‘Recipient Time Zone‘ option with that kind of notification.
Send Later Option in Firebase Console
In this tutorial, we will select the ‘Send Now’ option to make the notification sent right now.
In the target section, we can target a custom range of users depending on their behavior and much more. We will be covering that all in a whole new section.
In the next drop-down, select the app package name. You can select multiple apps simultaneously, but they all need to be on the same project.
After that, there are ‘Conversion events’ options, here you can track the analytics data of your notification. The ‘Sent‘ and ‘Opened‘ are added by default, but you can add more.
Sent and Opened are shown in the Notification Section in Firebase to show you how many users received the notification message and how many opened it. We are not adding a conversion event for the sake of this tutorial.
In the end, there are few ‘Advanced Options’, but we will keep the default. Those are for Data Messages; we will cover that all in detail later.
(adsbygoogle = window.adsbygoogle || []).push({});
Now hit, ‘Send Message‘ to make the notification sent to the client app.
Your Notification will be displayed on your Android Phone, and if you tap on that notification, it will open the app.
You can watch the video above if you don’t understand the text.
Ask any questions in the comment section below, our experts will be happy to help you at no extra cost.

Shortage of funds For international academics, financial assistance is crucial — lack of costs or insufficient finances and paperwork to support overseas studies might result in visa denial. In order to pursue higher education abroad, you should therefore apply for grants or loans before requesting a visa. Solution: Ensure that your funds are under control. In each nation, a specific sum of money is needed for your account and tuition expense sheet.
Selecting wrong course The interview for the visa may be impacted by your incapacity to explain why you choose a particular course. The application may be swiftly rejected if the student visa interview is underprepared for and the inappropriate course is selected.
Be specific and clear in your reasoning for choosing any academic subject, then. Solution — Choosing the correct course is crucial, but you should be completely aware of all the requirements and implications for you. In your situation, it’s critical to feel confident that you are ready for the challenge and have a solid grasp of what to anticipate.
3. Inappropriate Document This can lead to the denial of your visa application. Your desire to pursue an education abroad may be severely hampered by missing or forged student visa papers. Solution: The problem with your approval is the visa papers. You can never carry too many paperwork, so make sure you have everything written down and prepared to turn in when requested. This presents you as a well- rehearsed, assured interviewee with certain objectives.
4. Wrong attitude Your improper or unprofessional approach toward interviewers may be the most effective troubleshooting tool. As a result, your application for an academic visa can be declined or delayed. Solution: Misbehaviour never solves anything; the interviewer is in a position of authority and has years of expertise; act appropriately, use suitable vocabulary, and project a respectful body language. Do not act as though they are your friends!
5. Poor communication and lack of skills This is why requests for academic visas are usually turned down. It also makes it difficult to make a great impression during interviews. Solution: MOCK INTERVIEW is the answer! Speaking abilities are essential. Find your weak points — the most important research questions — by doing practice interviews with yourself and recording your speech.
6. Academic performance The visa officers go at a student’s academic history and consistency. Visa officials review a student’s overall academic record. For approval, receiving good grades is important, but it’s not everything.
The result of an English language test, such as the TOEFL or IELTS, will be a key factor in deciding whether a candidate is given a visa. If there are any discrepancies in your academic history, you will be questioned.
7. Letter of Acceptance At the time of admission, each student shall receive a letter of acceptance from the Designated Learning Institute (DLI). This acceptance letter from each international student’s DLI must be brought by the visa officials. The visa or study permit will be outright rejected if the students miss the deadline for the acceptance letter. The students must provide a letter of acceptance and identification that satisfies the fundamental eligibility standards set forth by the Canadian government. The application form may be amended to include any supplemental personal documents or declarations. Solution: Make sure you contact the university and set up these documents before your interview.
8. Desire to return to your home country A temporary visa is one that has an expiration date, such a student visa. Therefore, the immigration officers will ask if the foreign students plan to go back home following the course. International students may decide to go to Canada following the study because there aren’t many job opportunities there.
However, this can result in the denial of a student visa. Therefore, when there is a low possibility that they will return to their native country, applications are automatically denied.
Solution: During the visa interview and application process, international students should express their intention to return home following the course.
Make sure your justifications for going home are sound!
Few tips to ensure your visa does not get rejected ● Always carry yourself in a professional manner. It must adhere to the key’s rules, for which you have made an application. ● Make sure your answers are pertinent and in keeping with the interviewer’s questions. ● When discussing your chosen academic location during the student visa interview, be truthful and courteous. ● Be effective in communicating your desire to enroll in the course, as well as your prior academic success and other information.
● Be flexible and agile when answering interview questions because anything is possible.

How to Apply for GCMS Notes issued under ATIP for Canada?
Tumblr media
GCMS Notes or Global case management system is an integrated electronic data processing system that is used to track the application of immigration to Canada. It contains all the details of the applicant as well the complete details of the application. It enables the candidate who has applied for Canadian immigration to get every detail at each stage of the verification process. Let’s understand in detail what information is available under GCMS, how to apply for a GCMS note and how long it can take.
As mentioned above GCMS is an online tool where all the information regarding the immigration application is fed. The application has to go through various stages or a number of checks before it can be finally approved. So at each stage, the officials verifying the documents and checking the application make a note. GCMS Notes or ATIP notes help to access those remarks. For example, an officer would check VISA documents and mark whether they are correct or not. Another officer will check the purpose of the visit and the supporting documents and he too shall mark a note of it. Someone else will check the bank statement and ensure there are sufficient funds in the account to stay in the country. Such statements from officers and marked and noted in the application of the candidate. So when the applicant requests his GCMS notes or ATIP notes, he gets all the details related to them.
How to apply for GCMS Notes?
GCMS notes are issued under ATIP which is a federal law of the government of Canada meant for the Canadian citizen and permanent residents of Canada. Hence GCMS notes which can be issued under ATIP notes can be applied only by citizens of Canada. Many authorized agencies also have the right to apply for any information under ATIP Notes. Therefore international applicants who want to track the status of their application have to request their GCMS notes through these authorized agencies or through people whom they know and who are also citizens of Canada. Since GCMS is an online tool, GCMS notes can be applied from within Canada or from outside Canada.
Applicants should make a note that when they seek the help of an authorized representative or agency to fetch details for them, they will be required to sign a consent form. Since the ATIP act deals with the personal information and privacy of the citizens, GCMS notes of any random person can’t be shared with just anyone. Hence, a consent form acts as proof that you have authorized external agencies to fetch your application detail on your behalf.
How and when it is delivered?
GCMS notes is a 35-40 page report that is being sent electronically through mail or can be requested as a paper statement. The agency fetching your details will send your GCMS notes or ATIP notes as per your requirement. The normal processing time of the GCMS note is 30 days. Since it is handled by a governmental department under IRCC, express delivery or urgent services aren’t available for the same. Once the report is generated, you will receive your notes within 30-35 days of your application. Depending upon the type of notes, the processing fees can differ. You can check the same with the GCMS notes provider agencies and they will help you with the appropriate costing.
Hope you are clear on what GCMS notes or ATIP notes are and how international applicants can apply for the same with the help of authorized agencies. If your IRCC application is rejected and you want to check where it went wrong, then you can contact Worldwide transcripts to request GCMS notes for your application. Along with the reasons for your application rejection, you will also be provided with suggestions on how you can re-apply and how you can get your next immigration application approved.

Moving to British Columbia: Information you need
When you plan to move to a new country, you need to be prepared and should be aware of all the important things that would help you settle down smoothly. British Columbia is a beautiful place to immigrate but there are certain things that you need to aware of:
LIFE IN BRITISH COLUMBIA When you plan to immigrate to Canada, be rest assured of tapping the high standard of living and British Columbia is no different. The onus of health care is on the government which allows you to focus on building a new life without having to worry about your health. With immigration laws becoming more lenient, immigrants make up about 28% of British Columbia’s population. This statistics reveal how accommodating British Columbia is when it comes to accepting immigrants. British Columbia is known for its diversity where you meet people from different cultures across the globe. Commuting is safe and easy in British Columbia but more importantly affordable. A monthly commuter’s pass should cost you around $95.
JOB MARKET & LIVING COST IN BRITISH COLUMBIA According to a job report, it is predicted that around 900,000 job openings will be filled by the end of 2019 and bulk of the job openings being in skilled job market. The minimum wage in British Columbia is $11.35/hour which makes it an attractive market for people who want to migrate from across the globe. However, living in British Columbia is expensive. It is said that the cost of living is one of the highest in the world. Cost of 1 bedroom near city centers in major cities like Vancouver can easily cost around $2500 and if you plan to live outside city center, the cost would be around $1500.
HEALTHCARE WHEN IMMIGRATING Your healthcare is covered by the government when you plan to immigrate to British Columbia. It is very important that all the residents enroll themselves under The Medical Service Plan (MSP) provided by the government. You need to get yourself enrolled as soon as you arrive. The registration takes only about 15 minutes however the waiting time is of 3 months. As a precautionary measure, it is advised that you get yourself covered for the first 3 months of your stay by buying an insurance plan from the country you are migrating from.
IMMIGRATING THROUGH PROVINCIAL NOMINEE PROGRAM
There are four categories through which one can apply for the British Columbia Provincial Nominee Program:
Skills Immigration
The skills immigration category is for the immigrants who possess the necessary skills, education and work experience that is required by the labour market in British Columbia.
Entrepreneur Immigration
This category is for those who intent to invest a significant amount of capital in the province of British Columbia. Immigrants who plan to expand their business can apply through this route. However, the immigrants need to show a viable business opportunity, their plan, business model and should have enough experience in running a business to apply under this category.
Express Entry
This category is the most popular way through which immigrants migrate to British Columbia. This category is a part of the Canadian Federal Express Entry program and applying under this category means that the immigrant can shift base to any province in the entire country.
Tech Pilot
This category is for people who are highly skilled in the field of Trade and Technology. The immigrant needs to have the experience and education in the technology field. The immigrant should be eligible to apply for the 29 listed jobs that are in demand in British Columbia. The processing time under this category is much faster than other categories due to the demand of particular skills.

The Global Compact on Migration and Kerala
I’ve been following the development of the Global Compact on Safe, Orderly and Regular Migration (GCM) for the past couple of years, but the issues really hit home to me last month in Kerala, India. I traveled to Kerala and later to Tamil Nadu under the auspices of the US Speakers Program for India to give a series of lectures and presentations on various migration and refugee issues, including the Global Compacts. I knew that the GCM marks a turning point in international response to migration and, like many in the migration community, I’m anxiously awaiting its adoption in December at the Intergovernmental Conference in Marrakesh, Morocco. But talking – and learning – about migration in Kerala made it clear that this global compact will not only strengthen global governance but more importantly, will have a direct impact on the lives of millions of migrants.
With a population of about 34 million people, Kerala ranks highest among India’s states on most social development indicators – literacy, life expectancy, education. Kerala is also a large exporter of people. Some 3 million of its citizens work overseas – 90% of them in the Gulf states. The remittances they send home contribute about a third of the state’s GDP. While there is a long tradition of migration from Kerala to other parts of Asia, the migration boom really took off in the mid-1970s with the surge in oil prices – quickly followed by the construction boom in the Gulf countries.
Migration has many consequences for Kerala. Most obviously, the flow of remittances fuels development and is having a ripple effect, not only in Kerala but in other Indian states as well. Wages are now higher in Kerala, attracting migrants from other parts of India, particularly from scheduled castes and tribes. The remittances sent home by Keralites working in the Gulf are fueling development in Kerala which in turn is attracting internal migrants from lower-income states – and the remittances those internal migrants send home are helping families in their states of origin. The whole emphasis of the GCM is on supporting safe, orderly and regular migration as a driver of economic growth and prosperity. This is playing out in spades in Kerala. Objective 19 of the GCM emphasizes the importance of remittances in contribution to development while Objective 20 talks about the importance of facilitating remittances and decreasing the costs to migrants of sending money home. Implementation of both of these objectives will have immediate consequences for Keralite migrants and their families as well as for the state’s population.
Migration has social consequences as well, particularly for families left at home. Surveys of migrants carried out by Professor Irudaya Rajan at the Centre for Development Studies find that almost 90% of remittances are used for subsistence, with 46% supporting education. Migration also affects caste and social status. A professor at the Centre for Diaspora Studies explained that migrants will do low-level work in the Gulf that they disdain doing in Kerala because the income they receive enables them to move up in the social hierarchy back home. In fact, he said “if you see a very big house in Kerala, it’s likely to be a migrant -- or a corrupt official.” Migration is providing both education for migrants’ families and social mobility.One-third of Kerala’s population is directly affected by migration.
Muslims make up about 25% of Kerala’s population – but 40% of the migrants who go to the Gulf. Almost one in every two Muslim households has a family member working in the Gulf. “There are more flights to the Gulf,” one professor observed, “than there are to Chennai.” The growth of ties with the Gulf plays out on Trivandrum’s streets with many Arabic restaurants. My hotel in Trivandrum, for example, offered an Arabic mezza plate – in addition to a mouth-watering array of curries and South Indian dishes.
Migration from India is overwhelmingly male; about 15% of migrants from Kerala are women, but only half of them are labor migrants. And women are often employed in occupations where they are likely to be invisible, such as domestic workers. Professor Praveen Kodoth of the Centre for Development Studies noted that while male migration is seen as natural, the Indian government has tried to discourage women from migrating, in an effort to protect them from potential abuse. And indeed abuse of domestic workers in the Gulf and elsewhere is well-known. The theme of gender runs throughout the Global Compact on Migration with an emphasis on seeing women migrants as more than victims but also as agents of social change.
While migration has been mostly a driver of prosperity and growth, there is a dark side and I heard stories of migrants who were abused by their employers in the Gulf – and I was reminded of the Global Compact on Migration’s emphasis on improving recruitment practices and safeguarding conditions for safe and decent work (Objective 6) and suggestions that governments do more to regulate recruitment agencies operating in their jurisdiction.
The GCM emphasizes the importance of the states of origin in supporting their migrant workers and enhancing consular protection throughout the migration cycle (Objective 14). India doesn’t have a national policy on immigration – its  National Immigration Act dates back to 1922. But the state of Kerala established the Department of Non-Resident Keralite Affairs (NORKA) to support its overseas migrants – before they travel, while they’re overseas, and when they return home. NORKA stays in close contact with the migrants and solicits their views and inputs into their programming. For example, the World Assembly of Keralites has been set up to provide a forum for Keralites in the diaspora to express their views and raise concerns to the government. Objective 16 of the GCM stresses the importance of empowering migrants to realize full inclusion and social cohesion.
The objectives included in the Global Compact on Safe, Orderly and Regular Migration are more than carefully-drafted statements hammered out by skilled diplomats. If adopted – and more importantly, if implemented – the will change the lives of millions of migrants in Kerala and around the world.

IBFAN at the 142nd WHO Executive Board Meeting
142nd session of the Executive Board
22–27 January 2018, Geneva, Switzerland
CLICK HERE for the webcasts of all the meetings.
Elizabeth Sterken, IBFAN Dr Tredos Ghebreyesus, WHO Director General, Maryse Arendt, IBFAN/ILCA and Patti Rundall, Thursday 25th January.
This has been a hectic week once more at the WHO  Executive Board (EB)- and we have needed to give interventions every day on one topic or another.  Our major concern, as always, alongside the protection of breastfeeding, is to protect WHO’s integrity, trustworthy  and independence so that it  carries out its constitutional Mandate as the world’s highest health policy setting body.
This year is a reporting year on Infant and Young Child Feeding so there was much to do and it was good to have a small but  strong IBFAN team.   But there were also many related and cross cutting Agenda items: Climate Change,  the Prevention on Non Communicable Diseases (NCDs); Health Emergencies, WHO’s  Framework for Engagement with Non State Actors (FENSA),  the draft proposals to address Conflicts of Interest in Nutrition and the General Program of Work 2019-2013 (GPW).  We made interventions on all these items – see  below.
One good thing – two references to breastfeeding were  inserted into the GPW- a result of advocacy by IBFAN, other NGOs and Member States. However, the clear differences of opinion between Member States led to some very worrying developments.

As one of WHO’s longest-standing public interest partners, IBFAN places great value on WHO’s Core constitutional norm-setting functions and its independence, integrity and trustworthiness.
We appreciate the opportunity to comment on the latest draft of the GWP. While some of the concerns we and others raised in the consultation have been partially addressed, omissions remain, for example the importance of sound nutrition and especially laws to protect breastfeeding. However, most importantly, the plan fails to fully identify the risks of engagement and partnership with the private sector and the threat this poses to WHOs lead role in proposing and building the international Rule of Law.
In relation to undue influence, the GPW relies on the protection afforded by FENSA. Yet FENSA, like the SUN Initiative, uses a faulty concept of Conflict of Interest that needs to be corrected. It confuses conflicts of interest within an institution or person with conflicts between actors who have diverging or fiduciary duties. WHO’s internal conflict between its mandate and prime functions and its secondary interest to be adequately funded should not be ignored. Paragraph 129 recognises that the ‘quality of funds’ is more important than their ‘quantity’ and calls Member states to un-earmark their funding and increase assessed contributions. However the GPW call for private sector funding is clear.
The notion that funding and engagement with the private sector will speed up action in areas such as NCDs is not supported by evidence – indeed such engagement is more likely to slow things down – especially when it comes to regulation. Voluntary promises attract much publicity, but unless backed up by regulation can be little more than diversionary public relations – here today and gone tomorrow. WHO must not allow itself to be used as a cover for corporations whose practices damage health and the environment. The world’s poorest people are the ones who pick up the costs of misleading marketing, deforestation, mono-cropping, land and sea grabbing and risky technologies.
Agenda Item EB 3.3  (142/9)  WHO’s work in health emergencies.
I delivered this statement on Health Emergencies in the morning session of Wednesday 24th January Move to 12.38.00    CLICK HERE for PDF
As a global network that protects breastfeeding, IBFAN is pleased to comment on this important topic.
Breastfeeding is a lifeline in emergencies. Babies are born with an undeveloped immune system and are at greatest risk of water-related diseases – with diarrhoeal disease the second biggest killer of under-fives.  Breastfeeding provides both food, care and immune support, and protects babies from the worst of emergency conditions.
Despite this, all too often emergency responses are characterized by unsolicited donations of all manner of baby feeding products. Public appeals for funds often make this worse – with starving babies shown alongside the myths used by the baby food industry – that women can’t breastfeed because of stress or malnourishment.   Rarely do appeals highlight the resilience of breastfeeding or that artificially fed babies face many more risks to survival.
IBFAN’s World Breastfeeding Trends Initiative assessment of policies and programmes on Infant feeding during emergencies show that implementation of UN recommendations on this is dismal.
WHO can play a key role in reversing this situation by promoting emergency preparedness protocols that protect breastfeeding and improve food security.  The new updated Operational Guidance for Emergency Relief Staff and Programme Managers  is designed to give all those working in emergencies concise, practical guidance on appropriate infant and young child feeding and ensure that when breastmilk substitutes are required they are purchased, distributed and used according to the UN’s agreed strict criteria.
Emergencies are prime opportunities for commercial exploitation and the Business of Malnutrition is thriving. While the speedy delivery of products can be essential, over-emphasis on fortified products and quick-fix treatments of malnutrition – often traded globally and containing  25% sugar – can undermine breastfeeding and sustainable, local, bio-diverse foods that are more culturally appropriate.
We look forward to working with WHO to ensure that families in emergencies have the support and protection they need.
With Dr Tedros – after breastfeeding was inserted into the General Work Plan – note the Conflict of Interest Coalition statement in my hand.
Agenda Item: 3.5 Health, environment and climate change
IBFAN Chair Elisabeth Sterken delivering the Climate Change intervention
Elisabeth Sterken delivered the IBFAN intervention on Climate Change on Wednesday 24th January
Breastfeeding and Human milk’s contribution to environment sustainability and food security year-round should be considered in climate-smart development goals at national and global level. The promotion, protection and support of breastfeeding has significant impact on mitigating harm to the environment. When women breastfeed their contribution to the reduction of Green House Gasses (GHG) and water conservation is substantial and an unacknowledged contribution that women make to reduce the impacts of climate change.
Breastmilk is a natural, renewable food, environmentally safe and produced and delivered without pollution, unnecessary packaging or waste.Breastmilk substitutes leave a major ecological footprint. Breastmilk substitutes (BMS) need energy to manufacture, materials for packaging, fuel for transport distribution and water, fuel and cleaning agents for daily preparation and use. More than 4000 liters of water are estimated to be needed along the production pathway to produce just 1kg of BMS powder. In the US alone, 550 million cans, 86000 tons of metal and 364000 tons of paper are used annually to package the product, that ends up in landfills. Furthermore, the methane gas emanating from dairy herds is a potent form of GHG.
These effects are all mitigated when women and babies are supported for optimal feeding. Breastfeeding is especially important and protective with the increasing food insecurity and extreme weather conditions that the world’s most vulnerable women and their children face. Policies and practices that implement the International Code and resolutions and support women to breastfeed are unique ways to contribute to meaningful approaches to mitigate the impact of climate change and a cornerstone to global efforts to achieve the Sustainable Development Goals (SDG13 )  on climate change. IBFAN’s study of the impact of infant formula production on GHG emissions can be found  HERE :ibfan.org/docs/Carbon-Footprints-Due-to-Milk-Formula.pdf
Agenda Item EB 3.8.  Preparation for the third High-level Meeting of the General Assembly on the Prevention and Control of Non-communicable Diseases, to be held in 2018 (EB142/15); Preliminary evaluation of the GCM (EB142/15 Add.1)
I delivered this statement on NCDs (ag 3.8 ) on  Thursday 25th  January (afternoon /evening)
IBFAN has supported WHO’s leadership role in the control of NCDs. We attended the 1st UN General Assembly on NCDs launching the Conflict of Interest Coalition, demonstrating the concern of161 NGOs to keep policy setting free from commercial influence.
Table 5 lists contradictory obstacles to the implementation of WHO’s Best Buys. Section 5 clearly points to industry interference in policymaking while No 3, makes sweeping assumptions that developing countries have no ‘policy backbone…and lack the capacity to find common ground between policy-makers and private sector.”  Suggesting partnerships with the private sector as the best way forward, with no evidence of efficacy.
If governments are to be in the drivers seat they need a clear assessment of the national situation based on hard data, with goals, a clear strategy (hopefully including good laws to protect breastfeeding)  and careful consideration of whether and what role private sector should play in its implementation. Finding ‘Common ground’ with the private sector – especially on regulatory issues – seems unlikely to us.
Since bad diets are one of the biggest causes of death and disease, WHO should remind Member States there is no time to waste. Incremental changes, self-regulation and monitoring according to industry’s criteria will be simply inadequate.
The power exerted by rich producer nations when global trading standards are set at Codex is evident. Developing countries advocating WHO recommendations are overlooked and WHO is increasingly called on to defend their integration.
Not surprisingly the analysis of WHO’s Global Coordinating Mechanism  “finds the effectiveness of the activities and outputs.. to be MODEST.”  Similarly, after over 10 years, the European Commission’s Platform for Action on Diet Physical Activity and Health shows no evidence of real effect. Meetings are now reduced from 4 to 2 per year. Is this a   sign of disenchantment with multi-stakeholder initiatives involving corporations?  Surely better to work with with town planners, small farmers and public health experts.
Agenda Item: 4.6.1 Comprehensive implementation plan on maternal, infant and young child nutrition: biennial report  CLICK HERE for PDF
Implementing supports for breastfeeding is vital for progress in carrying out the comprehensive plan. Progress remains slow with only 40% of infants under 6 mo exclusively breastfed. Thus 60% are not meeting the recommendations of the WHO GS for IYCF. Additionally we are concerned that sustained breastfeeding to 2 y or beyond is not included in the global target. IBFAN’s World Breastfeedin Trends Initiative which tracks policies and practices in over 84 countries to date reports an average rate of breastfeeding initiation within the 1st hour at just above 50%. Exclusive breastfeeding for the first 6 months to be 38%, and the median duration of breastfeeding to be 15.5 months. On policies that are needed to support mothers, IBFAN’s monitoring found that only 21 out of 84 countries have a policy that includes infant feeding in emergencies yet this need is increasing. Of 84 countries only 10% provide more than 26 weeks of maternity leave. Women in the informal sector, which form 90% of the world’s working women, have no maternity protection. Only 46 countries reported having some breastfeeding and child care facilities at work. For the elimination of commercial interference in IYCF through the implementation of the International Code, IBFAN since 2015 has worked with 77 countries on implementing some or all of its provisions and of 2016, 40 countries have implemented most of the Code. We are pleased to have worked with recent entrants – Armenia, Bolivia, Kosovo, Kuwait and Vietnam and have witnessed the opposition from baby food industries in their struggle to achieve this. Additionally another 31 have partially implemented the Code and 56 others, including EU members only some aspects as regulations, while 12 have voluntary measures. IBFAN does have concerns regarding the proposed revisions to the BFHI, however we are pleased that WHO has increased work on Code implementation through NETCODE and to make significant contributions to its independent monitoring work.
Agenda Item EB 4.6 Safeguarding against possible conflicts of interest in nutrition programmes (EB142/23) CLICK HERE for PDF
Since the first WHA resolution on CoI in 1996, IBFAN has worked on preventing and managing conflicts of interest in the nutrition arena.
We maintain that WHO’s CoI guidance is problematic because it is not based on legal definitions of conflicts of interest which refer to conflicts within a person or an institution, between their OBLIGATIONS (e.g. WHO constitutional mandate, roles and functions), and secondary interests (e.g. gaining access to funding). They are NOT conflicts between actors who have diverging interests.  If WHO does not correct this definition the institution’s integrity, independence and trustworthiness will be endangered.
The approach also introduces a problematic engagement typology, and folds “integrity” into a cost-benefit analysis. Any concern about integrity is thus likely to be overwhelmed by arguments about potential benefits.
The implementation of the proposed Approach will lead to a harmful redefinition of CoI at national level, an increase of financial CoI, and a weakening of any existing national safeguards. It will promote the development of measures that increase rather than reduce risks of conflicts of interest and undue influences, in particular by commercial corporate actors and venture philanthropies, on policy decisions and programme implementation. It will add to the confusion created by FENSA and the Scaling up Nutrition’s CoI guidance, and undermine government’s efforts to build effective CoI safeguards in the area of nutrition.
IBFAN calls on the EB to request WHO to:
correct the CoI concept, the ‘engagement’ typology and clearly distinguish between CoI assessment and risk assessment;
undertake a thorough review of this Approach by Legal CoI experts and public discussion of the findings;
Finally, IBFAN hopes that the EB will not simply note the Draft Approach
Agenda Item EB 28/29 Engagement with non-State actors (FENSA)
Alessia Bigi reading the IBFAN statement on FENSA at 19.40 Friday 26th January
This is an important agenda item – quite short – so worth listening to the whole thing. – webcast on the debate on Non State Actors  (move to 35.00.00)    Dr Tedros’ concluding remarks – (move to 35 minutes)  mirror the US position that being ‘risk averse’ is dangerous for WHO and that it is better to  just manage COI. However he also  talks about the need to regulate.   The US intervention   is at  19.14.00  – urging  neither a “risk averse nor cavalier approach”   The intervention from   India is at 20.00.00. IBFAN  at  22.55.00  followed by Medicus Mundi/People’s Health Movement and ThirdWorld Network.
This statement was delivered by Alessia Bigi at the very end of Friday 26th move to 22.50.00    CLICK HERE
IBFAN and many other public interest NGOs have consistently expressed concerns about the unresolved conceptual problems of FENSA, whose COI definitions mirror the flaws in Sun’s Guidance on Conflicts of Interest. SUN confuses conflicts of interest with disagreements and differences, depending on Trust and Collaboration rather than caution.
Not wanting to repeat concerns expressed in other agenda items, we look forward to FENSA being opened up to public and expert input and scrutiny in the initial evaluation due in 2019.
FENSA follows decades – long debates about how WHO should appropriately approach its engagements with the private sector, and in particular with public-private hybrid entities. OECD COI Guidelines describe sponsorships and lobbying as particular “at risk areas” for conflicts of interest – yet these issues are woefully absent.
As we feared, the Non-State Actors (NSA) terminology is creating many problems, as is the lack of due diligence in the approval of NSA Official Relations applications.
Providing different colour badges for NSA types would be at least one step towards transparency. Similarly, all participants, including those with public badges, should be listed. In what appears to be a growing trend, Senior members of ISDI – an NSA that lost its Official Relations status in 2013 – are attending this EB. At the Codex meeting in December – dozens of industry representatives (far more than in the official ISDI delegation) attended with Public Badges and were not listed. We urge Member States to ensure their delegations to WHO and Codex are free from commercial influence.
We welcome the assurances given by Dr Tedros and Dr Axelrod that WHOwill be safeguarded. In order to achieve this, we urgently suggest that WHO enlists COI experts to correct the wrong COi conceptualization in FENSA. If a corrected version could be ready by the forthcoming WHA, MS would then more safely proceed with COI in nutrition.
Statement from Medicus Mundi/People’s Health Movement and Third World Network
Thank you Chair, MMI appreciates this opportunity to speak on agenda 5.5. The statement is supported by TWN and PHM.
We thank the Secretariat for the reports. We would like to underline the importance of making available reports that are both comprehensive and detailed, to facilitate an informed discussion regarding implementation of FENSA. We thank the Secretariat for expanding the amount of information being provided. Nonetheless there is still scope for enhancing the quality of information provided. There is an urgent need to provide detailed information in areas such as the number of engagement in each category of engagements; and the details of secondments — including the rank and position of personnel seconded from NSAs to WHO.
We want to express the concern that Para 13 of FENSA which deals with the identification of NSAs which are not at arm’s length with the private sector, is yet to be implemented. Further, a perusal of the Guide on FENSA developed for WHO staff indicates that a comprehensive policy on Conflict of Interest is yet to be developed by WHO. We call upon the Secretariat to develop a comprehensive COI policy, which is crucial for implementation of FENSA.
Finally, we wish to express our concern on the participation of entities linked to the alcohol industry at WHO’s Global Conference on NCDs in October 2017. Further, we also wish to express similar concerns regarding links to industry, related to the co-chair of the civil society Working Group for the third High-level Meeting of the UN General Assembly on NCDs in 2018. We call upon the Secretariat to take steps to protect WHO’s integrity and credibility.

They Are Available In Lots Of Measurements And Costs.
For generations that has been actually the obligation of grown-up little ones to look after their senior parents. And also if those people educated others as well, quickly everybody might appreciate making more commissions, and the moms and dad company will be offering more product. Tapping the services of a GCM to finish an assessment and also treatment think about your parent is a good investment.
Good morning, everyone as well as thanks again for joining our team. For decision today, the management team lies in a number of various locations. As was actually mentioned earlier, the company creates a lot of its own profits coming from possessions picked by parent company for their steady and dependable cash-flow, as well as reduced market and also company risk. If a homozygous prevalent moms and dad has a kid along with a. homozygous receding parent at that point smuklecialoblog.Info each of the little ones are going to place the right thumb over the right. For our reasons, a little one that is well-maintained, properly fed, as well as healthy as a result of the treatment provided to them through their moms and dad's best shots is actually stated to become the product from excellent parenting. This's additionally essential to note that regardless of whether you do not possess children, universities are a great clue for getting realty. A moms and dad must place kids initially meaning that you need to be actually non selfish and also make the most effective decisions for your children while presenting all of them effective ways to carry out the very same. To cater to the demands of such parents most universities keep their moms and dad educator seminars over a number of times to provide moms and dads an opportunity to find in at any moment they might be free to carry out thus. A teacher moms and dad meeting is actually really brief certainly not lasting more compared to thirty minutes. Much cleared away off their parent vegetations, hybrids may just be duplicated vegetatively as well as could not be actually trusted from seed. For good clear relevant information regarding breakup problems, check out Lucille Uttermohlen at - Send your lawful and also connection inquiries to lucille @ for a quick, thorough response. Maybe the allowing moms and dad is playing out a recognizable case off his/her very own childhood years. So, the continuing to be moms and dad must understand that the thought and feelings as well as the stream of thinking of the little one is quite different from grownups. Gamer as well as moms and dad( s) should recognize the others' demands as well as idiosyncrasies as well as all at once be actually pliable. I think the response to this concern would differ from private to individual, based on their upbringing as well as the involvement from each parent. George: Like a good parent, it's not politically correct to state you like one little one much more than another. The court of law will give the non-custodial parent times and also places to be in the child's lifestyle. In undoubtedly i really did not know some today i have actually known Thanks a lot its great THE LORD honor u dear. A singular moms and dad has to remain on leading from all institution projects and also happenings with no aid from a parent. Yet it is actually challenging to determine just exactly how motivating, supportive and also nurturing a parent is actually. The action moms and dad need to agree to support the little one and also enjoy as if that were his or her personal. I strongly feel parents ought to remain in the room unless that a kid which is actually aged enough to point out that he/she is actually 'uneasy' when the moms and dad is in the area! Understanding how you can be actually a successful audience can help enhance connections, support in fixing problem, and also provide valuable support to those which need this. Take the time as a parent to educate your teens what energetic, helpful listening resemble.

Dev Misadventures, Part I: Boy Meets Asynchronous World
While working on a consulting gig a few years ago, I was tasked with implementing a content syncing system to support a mobile app intended to work in limited connectivity contexts.
When I took over development of the platform, the distribution model involved pre-installing the application onto low-cost Android tablets, downloading the content, and then sending the tablets off to user sites. This was made necessary by the fact that the content was a huge, monolithic multiple GB dump. Most of our users had limited Internet access, if any at all, making it impossible for them to set it up themselves. It proved to be a costly logistical nightmare whenever the app or content was updated, as the tablets had to be returned to the office. This had the additional unfortunate effect of lengthening development cycles, since we could not send out regular updates.
My brief was, basically, to:
Reduce the need for content downloads.
Reduce the amount of data transferred when downloading content, a problem that arose from the monolithic nature of the data dump.
Make it possible to update the content on-site, rather than having the tablets returned whenever there was need to.
I designed and built a system that:
Provided endpoints for specific, filtered content. The original design pushed all the data to the app, and filtered on the device.
Sent a push notification to client devices whenever content was updated. The device would then query an endpoint that returned a list of content changes, each with a unique ID. It would then use the IDs to determine what content needed to be pulled, rather than indiscriminately downloading the entire dump. This is where my problems started.
The notification system hinged around sending a Google Cloud Messaging (GCM) request whenever a model was persisted. The flaw in the approach I took was basically that the GCM request would need to be sent within the same thread as the request served to the content editors. During the initial test phase, the system worked like a charm due to low load. It still stands as one of the proudest moments in my career, where I built a feature that measurably reduced a business pain point. I basked in the glow of my seemingly flawless architecture for two long weeks of testing. The celebration was, however, cut short when we finally launched the sync feature. It broke down quite badly, and in ways that, in hindsight, I felt I should have been able to predict.
If, for some reason, the GCM request took too long a time, the request updating/creating the content would time out, leaving me at the mercy of (justifiably) frustrated content editors, who often wondered if they’d lost their changes. This happened often. The service was hosted by a now-defunct local Kenyan cloud hosting provider to take advantage of low in-country latency, as they peered at the Kenya Internet Exchange Point. They, however, throttled external traffic, which the GCM requests were.
The long running requests tied up resources, making the system unresponsive for other users.
It was clear that I needed to come up with an asynchronous notification model. At that point, my experience with async programming consisted entirely of working with Camel on a pre-existing Grails/Spring codebase, so I had little knowledge, outside of light reading, of how to go about redesigning the Django based system I was working on. The launch fiasco came at a pretty bad time, as I was preparing to start a new job. While I didn’t get a chance to work on it, I drafted a proposal in my handover notes for the dev who took my place to rebuild the system using Celery, an asynchronous task queue, which from conversations with him, I believe he ended up implementing.
I was quite happy when, at a later engagement, I found the same problem at play in a different codebase after the team working on it struggled for a while to figure out why a server was choking under what seemed like perfectly normal request loads. I felt a sudden sense of déjà vu. It turned out that a user had enabled webhooks whenever new content was submitted. The webhook requests were fired off in a post-save signal handler, slowing the entire app to a crawl because of an unresponsive destination. Felt nice to work that out as quick as I did, from that initial humbling experience. The team ended up reworking the post-save signal handler to use an asynchronous task, and all was right with the world once more.
