After securing Kemal's license, he should also find ships. The first, a Frenchman, refused and sailed empty. He sends a second, and a third... , until he finally gets the answer that it is not possible to send the ships to Izmir because they will be in danger...

Then Jennings, off their brakes, sends them one last telegram threatening the Greek government that if he doesn't get a favorable response by 6pm he would telephony without an encrypted code, so the message gets known everywhere, wow s... the Greek government did not allow Greek ships to rescue Greek refugees, who awaited certain death. The blackmail has caught on!

All ships in the Aegean are under your administration so that you can remove the refugees from Izmir. Jennings had become, even for a few days, the "Admiral" of the entire Greek fleet!
