The worst symptom that affects me is the chronic fatigue that comes with it. There will be days where I will have a hard time breathing and difficulty moving. I would want to be productive or spend time with loved ones but severe headaches will disrupt my activities. It can last for hours to days. Chronic fatigue used to come only when I was my period but recently, as I was nearing my mid 20s, it came often even on days when I would not expect it. I absolutely hated those days when I wanted to learn or work but I can’t. I also hate telling people about my sickness when I have to give them the real reason why I can’t make it to work or to a hang-out. 
I also wish I can eat like other people. My body is intolerant to many kinds of food such as sweets, fried food and even milk. Unlike others who can eat these kinds of food without experiencing any physical repercussions, for me, consuming these in substantial amounts means that I risk my symptoms getting triggered. A few short weeks ago, I was sitting in the back of a taxi returning to the office with a Guatemalan human rights defender after an afternoon of meetings on Capitol Hill. Interpreting between her and our chatty driver, who proclaimed that he knew just enough Spanish to take foreign visitors around town, I learned a new word for giving directions: "¡recto!"-- a much more efficient way of saying, "Keep going straight!" We had been on the Hill speaking with congressional staff about how the United States government can support Guatemalan civil society, which has become much more vulnerable with the recent expulsion of the UN-sponsored commission that was investigating high-level corruption. Guatemala's path of reforms and relapses in the areas of human rights, rule of law, and the strengthening of institutions has been anything but recto. 
The Peace Accords signed in 1996 ended the brutal 36 year civil war, but despite the government's agreement to dismantle illicit networks, reports of human rights violations and rampant violence perpetrated by illegal armed groups continued to grow. In 2007, the UN sponsored an anti-impunity commission that had enormous success in working with the Attorney General’s Office to investigate and prosecute corruption cases over the span of twelve years, but it was kicked out of the country on September 3rd. The situation has only deteriorated since then. 
My aim here is to highlight how the military elites, counter-insurgency forces, and paramilitary groups have evolved in post-conflict Guatemala and are hindering the transitional justice process today. The UN-sponsored anti-impunity commission made substantial progress in strengthening the independence of judicial bodies and improving citizens' perceptions of the justice system, but its abrupt closure this year has stalled anti-corruption work. Given that the small circle of shadowy elites continues to operate with impunity while enriching themselves and exerting strong influence over many sectors of Guatemala's government, there will be no progress without re-imagined international assistance.
The "hidden powers" are secretive elites who hold much of the real power in the country. It is believed that many are former military officials who played important roles during the internal armed conflict and adapted after the 1996 Peace Accords to maintain their power. The main goals of the hidden powers are to enrich themselves through illicit business, to prevent justice for past abuses, and to stop military and intelligence reform.
In the early 2000s, it was clear that the government lacked the ability to investigate and prosecute hidden powers because they had embedded themselves so deeply into the state infrastructure. From their powerful perches, they perpetuate a climate of citizen insecurity as they adapt counterinsurgency tactics from the war and use clandestine armed groups to intimidate and kill human rights defenders and journalists. Such violence further undermines the implementation of the 1996 Peace Accords, stifles efforts to obtain justice for past abuses, and inhibits the elimination of present-day state corruption. Additionally, their enormous power ensures the incapacity of the justice system to uphold the rule of law.
To address these problems, civil society lobbying resulted in the creation of La Comisión Internacional Contra la Impunidad en Guatemala (the International Commission against Impunity in Guatemala, or the CICIG), which started operations in September 2007. In a unique setup, the CICIG was an international body that worked alongside local institutions. Its corruption investigations and assistance to local prosecutors began to restore faith in public institutions. While the CICIG was not explicitly set up to serve the purpose of transitional justice, its high-level corruption investigations targeted many members of the elite and the clandestine security structures that had maintained their power after the civil war.
One of the CICIG's most significant cases was the prosecution of former military officer and President Otto Pérez Molina, who was charged, along with his Vice President Roxana Baldetti, with leading a multi-million dollar customs fraud network (known as La Línea case). After vigorous civil society demonstrations, Congress unanimously stripped him of his immunity and within days he was in court. Pérez Molina is a perfect example of how transitional justice processes in Guatemala had failed to dismantle criminal organizations left over from the conflict and how the CICIG was the next step in strengthening democratic institutions in post-conflict Guatemala. Additionally, this case demonstrated the unique convening power of the CICIG: after decades of intense repression, this was the first time that people took to the streets en masse to support anti-impunity efforts.
Through September of this year, the CICIG had seized more than $3 million in criminal assets and helped prosecute more than 1,500 individuals, of whom 660 were found guilty. But despite the CICIG's successes, high-level corruption still has a 99% impunity rate. As the CICIG's commissioner, Iván Velásquez said in early 2018, the CICIG has demonstrated that criminal groups had achieved a total co-optation of the state.
As the CICIG got increasingly closer to the country's business and political elite and opened an investigation into illegal donations to the party of President Jimmy Morales, the previously friendly Guatemalan government became hostile to the CICIG's work. Accusing the CICIG of infringing on Guatemala's sovereignty, working with the Russians, and violating proper legal processes, Morales refused to renew the commission's mandate to operate in the country, and it closed its doors on September 3rd of this year. Despite an approval rating of 70% and absolutely no evidence that it was corrupt or operating illegally, the CICIG's high profile investigations created enemies in high places.
On September 24, the day before the President lambasted the CICIG at the UN General Assembly, the Guatemalan Congress announced the establishment of a commission (La Comisión Específica del Congreso) to investigate the work of the CICIG and receive public complaints about its actions, with a final report due on January 10, 2020. Amid widespread criticism from Guatemalan civil society and the Public Prosecutor’s Office, the Constitutional Court temporarily suspended the Comisión Específica on the grounds that Congress was usurping the functions of the Attorney General's Office. Congress responded by reforming the investigative commission as a "truth commission" (comisión de la verdad) to "request, compile, and receive" information about the CICIG's alleged illegal activities. This commission will present a report on January 10, 2020: the same end date as the now-defunct unconstitutional investigative commission.
Furthermore, the Attorney General's Office has refused to hire a single CICIG investigator, and it is unclear what will happen with the unfinished cases. The incoming President, Alejandro Giammattei, had positioned himself against the commission to investigate the CICIG and has claimed that he wants to substitute the CICIG with a national commission, (which would be under the control of the Guatemalan government and probably less independent than the CICIG), but he has not provided any details on how it would be structured or funded. His alliances with old military operators, support from the business elite, and proposal to use the army as part of the state security apparatus do not offer much hope for the further dismantling of criminal networks and elite corruption.
The elites' resurgent efforts to obtain impunity are fundamental threats to the continuing peace process, the rule of law, and the functioning of democracy in post-conflict Guatemala. As the CICIG demonstrated, the Guatemalan state does not have the capacity to rid itself of corruption; the grip of the elite who have evolved since the end of the armed conflict is simply too strong. And the circumstances under which the CICIG was kicked out of the country should further show the international community that the Guatemalan elites will not go down without a fight. The CICIG's twelve years of work that connected international backing with local prosecutions proved that corruption and organized crime are not insurmountable challenges. At the same time we more easily resist the urge to instantly act on our immediate impulses. Thus, mindfulness increases our freedom to reflect and choose appropriate responses, and to wisely mitigate critical situations. In order for our mammalian brains to regain full control, our reptilian and pre-amphibian brains must first be reconditioned on a bodily level.
Emotional Katas
The term “kata” stems from Japanese martial arts where it denominates “choreographed patterns of movements” for training on all levels of mastery. As such, katas also serve engraining habits, in this case to perfection certain courses of motion crucial for surviving in battle. Emotional katas make use of the fact that motions and emotions are strongly coupled. When performing such a kata, the practitioner first enters into a certain posture strongly expressing… A) anger, B) shame or C) dissociation. E.g. in the anger posture the practitioner tenses her muscles, highly alert, clenching fists, ready to attack. Simultaneously, she invokes an infuriating memory. Then, the practitioner releases all tension, stretches her limbs opening hands, and breathes out in a long call of “No”. This expresses the practioner’s resolution not to react to anger with violence and to freely choose her most skillful response. Holding this opened posture for a moment, she says “And now?” and calmly reflects on this question. Obviously, this way of reconditioning our anger response deals with our fight (-or-flight) impulse. Analogously, the emotional kata for shame is tailored to recondition our (fight-or-) flight impulse. Lastly, the emotional kata for dissociation mitigates the force of our freeze impulse.
Summary
In this article I offered an explanation why the introduction of agile methods still fails so frequently although they reached the mainstream years ago. I argued that superficially establishing agile processes and tools is of little avail. Only a deep realization of agile attitudes and values will produce the desired results. Such a cultural transformation first requires the removal of the conflicting conditionings implanted by the previous culture. I claimed that such reconditioning cannot be achieved only by the rational mind but also has to take place on a bodily level. Therefore, I proposed to establish new habits: namely through practicing mindfulness and emotional katas.
