Development actors find themselves up against a host of risks and challenges that no organization can resolve on their own. Addressing the health and economic fallout from the pandemic, vaccine development, climate change, financial contagion, infectious diseases, forest and biodiversity loss, overfishing, antimicrobial resistance, governance of artificial intelligence, and many other risks and challenges call for effective collaboration across national and organizational boundaries. International development organizations need to collaborate and act collectively to develop effective solutions. Convening, when successful, achieves such collective action. Convening is the art and science of fostering collective action. We define convening as “bringing together relevant actors to act collectively to address common challenges” (Figure 1).

Development leadership requires strong convening capabilities. Because of mandate and capacities, some organizations are more obvious conveners on certain topics. These organizations stand to gain in reputation and stature as leaders of development. The G-20 Eminent Persons Group recognized the World Bank’s convening role when it suggested the World Bank play a coordinating and facilitating role among multilateral development banks on global public goods, and help make the multilateral development banks work more as a “system” with harmonized practices and procedures. While many organizations can organize events and conferences, fewer can do so in a way that leads to change. To convene successfully requires advanced organizational capabilities and deliberate efforts. Much convening fails. The world would be a better place if collective action were easy. International organizations routinely organize events to discuss important social, environmental, or public health problems. Too many events, however, have loosely defined goals and accomplish little besides meeting fatigue and wasted time and travel costs. In a recent evaluation, we found that the World Bank often makes strong and relevant convening contributions. We reviewed many examples of effective World Bank convening efforts, including on malnutrition, river blindness, financial inclusion, open data, poverty measurement and development microdata, and standards for banks and private sector investors. The World Bank has expanded its convening efforts as the development agenda grew larger and more demanding, and in response to high demand. High demand for the World Bank’s convening was a consistent theme across the hundreds of interviews we conducted with leaders from governments, the private sector, multilaterals, and civil society. For example, all the nine Financial Intermediary Funds (FIFs) the World Bank has established since 2013 originated in multilateral fora such as G-7/G-8, G-20, the United Nations Framework Convention on Climate Change, the World Economic Forum, and the United Nations General Assembly. External partners typically ask the World Bank to host FIFs to benefit from its convening power and to use its systems and support services, thereby forgoing the alternative of creating new organizations from scratch. The World Bank influences FIFs during the design and setup stages—leading on building consensus among the founding partners, mobilizing financing, establishing the fund, and so on. Once FIFs are established, the governing bodies of the FIF-financed partnerships assume control. The World Bank is a voting member in only 6 of 24 FIF governing bodies, giving it little influence over the strategic direction of most FIFs. Looking across successful and less successful initiatives, we found that the World Bank tends to be more effective when the initiative has potential to add significant value in addressing an important problem, crisis, or urgent need; there is strong demand for the World Bank’s engagement; issues align with core goals and mandates; it has adequate resources, established expertise and experience, and data and knowledge work that can inform and persuade; it engages with clear objectives; senior champions are engaged; it embeds the topic in select country programs; and it sustains efforts over time. The World Bank is frequently strong in these factors but not always. Where it did not achieve success, this was often because it was spread too thin. This is not surprising: Staff and managerial resources are finite, and country programs can absorb only so many global priorities at a time. New issues and new demands arise often, and there is a large pool of prior commitments. Some examples from recent years include new engagements and priorities on debt relief, debt transparency, the Sustainable Development Goals (SDGs), disruptive technology, Mobilizing Finance for Development, financial inclusion, disability, forced displacement, ocean plastics, female entrepreneurship, road safety, and gender-based violence. In fact, it is hard to identify any single area of development in which the World Bank does not participate. The multiplication of agendas strains internal capacity. The World Bank satisfies requests to convene on hundreds of relevant and ambitious initiatives but does not always adequately resource these initiatives or follow up on major convening events with action. In our interviews, leaders from some partner organizations expressed frustration with what they perceive at the World Bank’s drifting priorities because new priorities sometimes supersede ongoing initiatives in which these external partners have already invested. Yet, paradoxically, strong demand from partners for the World Bank’s engagements—backed up by trust funds which finance 64 percent of all global engagement budgets—is often why the World Bank finds it hard to be selective. Therefore, the World Bank has helped launch many new initiatives. But to achieve impact at a scale commensurate with the problem, the World Bank needs to focus. The World Bank could be a more powerful agent for global change by engaging in stronger and more ambitious convening efforts on fewer priority issues and sustaining its engagements long enough to see results. Sustained engagement over many years is usually a necessary though insufficient condition to generate transformative results. Long-lived flagship programs build staff expertise and external networks and reputation over time. Some parts of the World Bank use explicit criteria to decide on the entry, role, types of contributions, funding, and exit of major global convening efforts. Criteria may include relevance to corporate priorities, links to the organization’s operational work, whether the proposed role leverages the organization’s comparative strengths, and whether the convening effort is likely to lead to a clear public good or global collective action. COVID-19 could be a game changer. It is the single largest development disaster in our lifetime. Amid the disruption and crises brought on by the pandemic, business as usual is clearly not effective. People grasp that we need to focus our minds on finding solutions to the most pressing development challenges, and that only by joining forces can we hope to be successful. For example, the World Bank’s convening through analytics, financing, and policy dialogues helped place climate change at the center of the international development agenda. This was made possible by a long-term focus on climate change backed up by consistent leadership, sustained prioritization, internal incentives, resources equal to the challenge, and dedicated operational work at the country level. The world needs better convening, not more convening. It is not the number of events that count. Rather, what counts is effectiveness in fostering collective action to deliver the shared understanding, solutions, and implementation needed to address key social, economic, and environmental issues. The World Bank can strengthen its convening effectiveness by more deliberately scoping the initiatives it engages in, as well as its role and contributions; creating monitoring and management systems to make convening initiatives more results-oriented; and ensuring more consistent links between its global work and its country programs.

An Open Letter: Marriage Equality and MSHS
Dear Kerry and all Staff at Manjimup SHS,
I hope this letter finds you well. For those who may not recognise my name, I am an alumnus of MSHS, past Dux of School ‘09, Head Boy 2009, student representative on the School Board 2008-2009, and all round advocate for the quality public schooling that MSHS provides its students. I certainly would not be where I am today without the investment that MSHS and its superb teaching and support staff placed in me during my time there. And where is that? I’m currently completing my Doctor of Medicine and Masters of Public Health at the Melbourne Medical School and University of Melbourne’s School of Population and Global Health, with a view to practicing medicine in rural and remote Australia. However, I am not writing to you to tell of the 8-year adventure that has been my life following graduation from your fine institution. Rather, I am writing to express my concern over the current debate that is occurring on the issue of same-sex marriage, and the effect that this debate may be having on current MSHS students. I appreciate that this is a contentious issue for many people, and I respect that there will be a range of opinions within the MSHS community on this topic. While I will be sharing some personal anecdotes to illustrate how I have reached my own stance on this issue, my primary objective is the well-being and support of all students at Manji High. I moved to Manjimup just before the end of my 5th year in primary school. I distinctly remember my first recess break at Manji Primary, sitting with a group of new classmates as a nervous city-slicker kid, who had moved to the country to start a new chapter. Not even 2 hours into my first day at school, and I was called a ‘poofter’ by a boisterous young classmate, much to the enjoyment of the rest of the boys in the group. I didn’t even know what a poofter was, and so laughed along with the joke that was my presumed sexuality. I soon learnt that poofter was not something I wanted to be called… and so began a decade long journey of suppression and denial, the ramifications of which I still deal with today. I do not wish to portray Manjimup or MSHS as a particularly homophobic place, or community. Overall, I think that my experience growing up in Manji was a good one, and certainly has contributed in a positive way, to shaping me into the man I am today. However, like many towns across rural and regional Australia, homophobia in Manjimup was present, and was something that I had to deal with growing up in that place. More pertinent to the objectives of this letter however, are my experiences as a young, closeted, queer student at MSHS. Academically, the level of support I received at MSHS was outstanding and served as a superb foundation for both my undergraduate and postgraduate studies. However, lying behind the narrative of good academic achievement I experienced at MSHS lies a more insidious story of homophobic abuse that I experienced at the hands of my peers. “Faggot”, “poofter”, “pansy”, “homo”, “gay-boy”, “pillow-biter” were all terms that were occasionally used to refer to me in the school-yard. I was told to perform lewd homosexual acts by some of my male classmates, and on several occasions I was intimidated physically, even with teachers present in the room. Needless to say, there were numerous occasions where I did not feel safe at MSHS. While I have little doubt that these experiences contributed to the anxiety that I deal with today, I consider myself lucky to say that I survived high school relatively psychologically unscathed. The friendships that I formed at MSHS served as my haven, and it was these individuals who accepted me for the person who I was without question or suspicion, and supported me and shared in my high school journey. Of course, there were social support resources available at the school during my time there, and perhaps people will criticize me for not accessing these resources. The reality is, I did not feel safe, nor justified in accessing support from the school counsellor or chaplain. I existed in an environment that told me that what I was, was abnormal, and the treatment I was experiencing was simply a natural consequence of the ‘affliction’ I was suffering from, and something that I had to endure in silence. In some ways, I feel my devotion to my academic studies was a compensatory mechanism for the supposed homosexual flaw in my underlying character. Over the course of my university studies, I have become increasingly concerned with social justice, and in particular how it relates to health. My decision to undertake a masters of public health is emblematic of this. Public health is a discipline of health science that is concerned with the prevention of disease, disability and suffering through interventions that occur at a population level. Many who work in the public health arena speak of taking an “upstream” approach, where one assesses the broader social, political, and economic determinants that have contributed to whatever health issue Is being examined. Mental Health and suicide is an important health issue for all of Australian society, but is also one that disproportionately affects the LGBTIQA+ community. LGBTI Australians aged 16 years and over are 5-11 times more likely to attempt suicide; 16-18 times more likely to experience suicidal ideation; 2-6 times more likely to self-harm; and twice as likely to be diagnosed with a mental health condition, when compared to the general Australian population[1]. And what is fueling these disastrous outcomes? Homophobia. Be it personal, interpersonal, institutional, or cultural, homophobia creates environments where queer individuals (and even people who are simply perceived to be queer) are attacked physically and verbally, are made to question and defend their own validity, and are expected to see themselves as second class, and less deserving of the rights and privileges that are attached to being heterosexual. While personal and interpersonal homophobia is damaging and should be called out and dealt with, particularly in our schools, these acts are often the product of underlying institutional and cultural homophobia. And as a student of public health, I know that fighting this more insidious form of prejudice is where the real money is, if we have any hope of progressing Australia towards the more inclusive, “fair go” society that it professes itself to be. Policy and law, must play an important role in shaping cultural and institutional perceptions of what is acceptable and unacceptable in our secular society. In doing so, they in-turn function to mold individual perceptions, particularly for our young people. This is why the marriage equality debate is so important to me, and why I will be voting YES for marriage equality. As a young person growing up in a rural community, the concept of even being in a same-sex relationship was not something I was privy to. It wasn’t until I reached undergraduate studies at UWA that I began to explore concepts outside heteronormativity, and even then, it was a number of years until I decided to come out to my friends and family. Having marriage equality will allow young, closeted and openly-queer teenagers to see that there are options for them to have their love and relationships celebrated in the same way that their straight friends and family members do. It will help to fuel a culture of acceptance, that embraces diversity and values the collective strength of a diverse nation. While I do think that marriage equality is an inevitable legislative end, it in no way justifies the means by which our current Federal Government is using to achieve it. Using a $122 million, non-binding, non-representative postal survey to inform government policy is unprecedented, and is an example of the institutional homophobia I mentioned earlier. Homophobia that expects myself and other queer individuals to sit by while the rest of the country ”respectfully debates” the validity of our relationships, and whether we should be granted the same rights under Australian law. Because make no mistake, the campaign for same-sex marriage is not just about the label of “Marriage”. Our illustrious former PM Mr. Abbott would have us believe that same-sex couples already have the same rights under civil union legislation, however it only takes a quick google search to find the flaws in that argument. Same-sex couples experience a deficiency in rights in all manner of ways from carer-rights, Medicare and the pharmaceutical benefits scheme, to tax concessions, employee rights and superannuation [2]. The fight for same-sex marriage is a fight for these rights. The debate that has been occurring on this issue has been undeniably toxic. The ‘Honorable’ Mr. Turnbull continues to harp on about the ability of the Australian public to have a respectful debate, yet seems blind to reality of what is actually occurring. While I acknowledge that majority of Australians are capable of having a perfectly civil discussion around this issue, thanks to social media and the current speed of the media cycle, much of the content we are seeing relating to this debate is extreme, vitriolic, and often uninformed. And while I do not purport to say that the NO campaign hold exclusive claim over the extreme views seen in this debate, I do believe that it is these extreme views that sell newspapers and website clicks, and ultimately hinder our ability to have civil discussion. It is these extreme, and widely publicised views that have real ramifications for the queer community. I can say without a shadow of a doubt that the past 12 months has been the most concentrated period of homophobia that I have experienced in my (relatively short) life. Not direct homophobia, although I have been accused of spreading hate speech simply for expressing my support of same-sex marriage, but more indirect homophobia. Having to see nasty and vitriolic comments on social media, listening to hateful and ill-informed rhetoric on national news bulletins, watching TV ads that tell me I am advocating for pedophilia and radical gender theory in classrooms. This all has power. Words have power, and we (the queers) of all people know the power of words. I have seen many colleagues withdraw from social media over the course of this campaign to protect themselves from the hateful vitriol. I myself have decided to remain engaged, but have also felt the need to seek professional support during this period. And if I am finding it tough to deal with the day to day commentary that is happening in this debate, imagine what our queer youth are going through. I believe that school should be a safe haven. Not necessarily apolitical, as I believe that our youth are our dreamers and visionaries, capable of imagining a future that is better than the present, and politics is an important part of this. However, growing up these days is difficult enough without the added pressure of dealing with this ongoing debate. And it’s not just queer youth we should be concerned about. Many straight-identifying young people also support same-sex marriage, have friends that identify as queer and are having an equally distressing time having to deal with the ongoing commentary that is occurring in homes, playgrounds and other spaces around the country. I really do urge the MSHS community to draw together during this time to support all its students. While I cannot attest to the current socio-political atmosphere of MSHS or the broader Manjimup community, I do strongly urge all individuals to call out homophobia, or any other type of prejudice or discrimination as completely unacceptable. Acknowledge the divisiveness of this debate and the effects it may be having on individuals, especially our queer youth. Give people the space to express their feelings openly, and if there must be debate within the school environment, ensure that it is respectful and factually informed. Student support systems must be proactive in addressing this issue and ensuring that MSHS strives towards being an environment that is respectful and inclusive of all individuals, regardless of sexuality, race, gender, social status, physical or intellectual ability. I would love to hear what initiatives MSHS has put in place to support LGBTIQA+ students, and to hear how the school community is going in general. I am also more than happy to be contacted by any staff or students who are seeking support around this issue, or would simply like to discuss the topic or share their insight. I hope this letter has been relevant and informative to the MSHS experience, and I hope that it contributes in a constructive way to the progression of a discussion around how MSHS can best support all its students and strive towards a culture of respect, diversity and inclusion.

Every July Americans celebrate the day in 1776 when we declared our independence from a monarchy and began to create a Constitutional Democratic Republic to secure liberty and justice for all. 1
Today, we are witnessing the erosion of core values that our constitutional democracy was founded upon.
One example is a public campaign led by the medical establishment to demonize and discriminate against anyone opposing zero tolerance vaccine laws that violate human rights in the name of public health. 2

The 1986 National Childhood Vaccine Injury Act was historic acknowledgement by the US government that government licensed and mandated childhood vaccines can and do cause injury and death. 3
Four billion dollars in federal compensation has been paid to thousands of vaccine victims over the past three decades. 4
The 1905 U.S. Supreme Court ruling in Jacobson v Massachusetts affirmed the authority of states to require healthy citizens to undergo smallpox vaccination during outbreaks of that deadly, high communicable disease.
However, the Court also warned that vaccine mandates should not be implemented in a way that is “cruel and inhuman to the last degree.” 56
Public Confidence in Vaccine Safety Declines, Public Debate Is Censored
Today, all children in America are being required to get dozens of doses of vaccines, 7 whether or not the disease is deadly or high communicable, whether or not there is a disease outbreak, and whether or not a child is biologically at higher risk for being harmed by vaccination. 8 9
This is an inconvenient truth that nobody developing, licensing, recommending, administering or voting to mandate a growing list of vaccines wants to talk about. So, as more Americans have become aware of vaccine risks and failures, the government, industry and medical trade have enlisted the cooperation of mainstream media to censor the public conversation. 10 11 12
It hasn't worked. Recent surveys reveal that 20 percent of Americans think vaccines may be unsafe and 45 percent are not sure. There has been almost a 10 percent decline in public confidence in vaccine safety over the past decade. 13

Medical Doctors Attack Anyone Questioning Vaccine Safety and Laws
Now the conversation about vaccination has taken an ugly turn. 14
Prominent medical doctors and professors at leading universities are publishing articles in academic journals and are being quoted in media reports attacking the intelligence, emotional and psychological stability, and moral values of anyone who dares to question vaccine safety or vaccine laws. 15 16 17 18 19
Men and women who become doctors are no more equal than anyone else in society and, yet, they are being given a free pass to track, profile, marginalize, coerce and call for segregation and criminal prosecution of fellow, citizens who disagree with them about vaccination. 20 21 22 23 24 25 26 27
Constitutional Democracy Values Individual Life and LIberty
A constitutional democracy recognizes that the ultimate source of government authority is consent of the governed and that, although the majority rules, the natural rights of minorities are protected. 28
A constitutional democracy highly values the dignity and life of each individual. This core moral value is affirmed by laws that protect privacy, and freedom of thought, conscience and expression, and allow unsanctioned association between individuals without government coercion, which is the legal foundation for a civil and open society built on respect, tolerance and inclusion.

A constitutional democracy promotes fair and equal justice for all. So the authors of the Declaration of Independence rejected rule by an elitist ruling class of citizens who are considered to be more important and qualified to govern without the consent of those being governed. 29
The Bill of Rights in the US Constitution makes it clear that respect for the natural rights of individuals limits the power of the state. As Thomas Jefferson put it: “the minority possess their equal rights, which equal laws must protect, and to violate would be oppression.” 30
Why, then, are we allowing an elite aristocracy of doctors and professors to bully people who disagree with them about laws that disempower parents and place an unequal vaccine risk burden on vulnerable children in the name of the public health? 31
Two Laws in America Require Citizens to Risk Their Lives
There are only two laws that require American citizens to risk their lives. The first is a federal law, the military draft, which requires all healthy male adults to risk their lives in a war declared by the government to protect national security.
Adults objecting to a war for religious beliefs or conscience can obtain a conscientious objection exemption without being punished.32

The second is a state law requiring all healthy children to risk their lives in a war that doctors declared on microbes two centuries ago.
However, unlike adults who are not punished for following their conscience and refusing to fight in a war to protect national security, parents can be punished for following their conscience and refusing to risk their children's lives in a war to theoretically protect the public health. 3334
State sanctions include segregation and loss of the unvaccinated child's right to a school education or permitting pediatricians to deny medical care to children if their parents refuse one or more government recommended vaccinations. 35
Two different laws that require healthy Americans to risk injury or death: one conscripting adults in what government clearly defines as an emergency military action; and the other conscripting children in a mandatory vaccination program that is not defined as an emergency military action but is operated like one.
Vaccine Risks Not Being Shared Equally By All
How many Americans understand that when legislators vote for no exceptions vaccine laws like the one adopted in California in 2015, 36 they vote to enlist children as soldiers in a war in which vaccine risks are not being shared equally by all?
No two children are alike. Some children are genetically, biologically or environmentally more susceptible to being injured or killed by vaccines without warning. 37 38
To sweep this inconvenient truth under the rug so doctors don't have to think about their moral duty to prevent vaccine injuries and deaths, the Centers for Disease Control and American Academy of Pediatrics have narrowed medical contraindications to vaccination so that now almost no health condition qualifies as a reason to grant a child a medical exemption. 39 40
Since Congress gave doctors a broad liability shield in 1987 similar to the one they gave to vaccine manufacturers in 1986 to protect them from most vaccine injury lawsuits, 41 doctors no longer have to worry about getting sued for being militant enforcers of vaccine policies and laws that punish children for the genes they were born with and leave too many of them disabled and chronically ill for the rest of their lives.
War On Microbes Conducted Like A Military Campaign
The medical establishment's war on microbes, which has no end in sight, has always been conducted like a military campaign. The Commissioned Corps of the U.S. Public Health Service (USPHS) traces its history back to the US Marine Hospital Service, whose doctors had the power to segregate by quarantine and prevent immigrants sick with infectious diseases from disembarking from ships entering U.S. ports. 42

Today, doctors employed by the U.S. Public Health Service wear military style uniforms, are expected to follow orders, and are promoted through a rank system similar to that of the U.S. Navy. 43
Supervised by a Surgeon General, who is technically a three star Admiral reporting to a four star Assistant Secretary of Health, the US Public Health Service is described as “an elite team of more than 6,700 full time, well trained, highly qualified public health professionals.” These health soldiers, along with other federal and state government health officials, work to maintain the public health.
Zero Tolerance Vaccine Laws Lead to Tyranny
But there should be limits placed on the authority that public health officials and their physician colleagues exercise in a constitutional democracy. They should not be given unchecked power to order parents to play vaccine roulette with their children's lives and punish them for refusing to obey the order. 44
My father was a decorated World War II veteran, a career Army officer and military historian. History teaches us, he said, that military campaigns should only be used in true emergencies to protect national security because militarization of civilian institutions inevitably leads to an authoritarian government and tyranny.

So when I see doctors aggressively lobby for enforcement of zero tolerance, no mercy vaccine laws that fail to respect biodiversity and force parents to risk their children's lives in a war they cannot refuse to fight without being punished, I remember what he said.
I think about how there is no human right more fundamental than the freedom to think rationally and follow our conscience when making a decision about whether or not to risk our life or the life of our child for any reason.
Forced Vaccination Lobby Doubling Down in 2019
The forced vaccination lobby backed by industry and medical trade is already making plans to double down and target multiple states in 2019 for removal of religious and conscientious belief exemptions, while also placing further restrictions on medical exemptions to vaccination. 45

Medical Doctors Opposed to Forced Vaccinations – Should Their Views be Silenced?

One of the biggest myths being propagated in the compliant mainstream media today is that doctors are either pro-vaccine or anti-vaccine, and that the anti-vaccine doctors are all “quacks.”
However, nothing could be further from the truth in the vaccine debate. Doctors are not unified at all on their positions regarding “the science” of vaccines, nor are they unified in the position of removing informed consent to a medical procedure like vaccines.
The two most extreme positions are those doctors who are 100% against vaccines and do not administer them at all, and those doctors that believe that ALL vaccines are safe and effective for ALL people, ALL the time, by force if necessary.
Very few doctors fall into either of these two extremist positions, and yet it is the extreme pro-vaccine position that is presented by the U.S. Government and mainstream media as being the dominant position of the medical field.
In between these two extreme views, however, is where the vast majority of doctors practicing today would probably categorize their position. Many doctors who consider themselves “pro-vaccine,” for example, do not believe that every single vaccine is appropriate for every single individual.
Many doctors recommend a “delayed” vaccine schedule for some patients, and not always the recommended one-size-fits-all CDC childhood schedule. Other doctors choose to recommend vaccines based on the actual science and merit of each vaccine, recommending some, while determining that others are not worth the risk for children, such as the suspect seasonal flu shot.
These doctors who do not hold extreme positions would be opposed to government-mandated vaccinations and the removal of all parental exemptions.
In this eBook, I am going to summarize the many doctors today who do not take the most extremist pro-vaccine position, which is probably not held by very many doctors at all, in spite of what the pharmaceutical industry, the federal government, and the mainstream media would like the public to believe.

Two University of Mississippi employees have been recognized for their outstanding service to assist students with disabilities.
Meghan Edwards, a graduate assistant in the Department of Health, Exercise Science and Recreation Management, and Heather Duncan, administrative coordinator in the Patterson School of Accountancy, were presented Access Awards in the faculty and staff categories, respectively, Wednesday (April 19).
The annual awards are sponsored by the university’s Office of Student Disability Services as part of its open house activities in Martindale Hall.
“The recipients are nominated each year by students registered with the office for demonstrating exceptional support for inclusion of students with disabilities,” said Stacey Reycraft, SDS director. “This year, we had more nominations than ever before.
“All of the students’ comments we received were incredible, which made selecting our award recipients truly a challenge.”
Both honorees expressed surprise and gratitude for the honor.
“I am humbled and honored to have been chosen to receive this award,” said Duncan, who began working at the university Sept. 11, 2001 as a senior clerk typist. “I try to treat all of our students as if they were my very own kids because that’s the way I would want someone to treat my child while in school.”
The Oxford native was a senior administrative secretary before assuming her current duties.
Employed at the university for three years, Edwards teaches classroom courses and several activity courses for the department. Receiving the award has additional meaning to Edwards, who herself had experiences with trying to learn while coping with a sleeping disorder.
“During my undergraduate years, I was registered with my university’s disability services,” the Plymouth, Minnesota, native said. “Despite having a diagnosed sleeping condition, I still had instructors that seemed to not understand what I was going through.
“I would always tell professors that my condition causes me to fall asleep unexpectedly, and that it is no personal disrespect to them or their class. Yet, sometimes I still felt like professors thought I was a lazy or disrespectful student.”
However, Edwards said she also had some professors who really empathized and worked with her to accommodate in any way they could to ensure her academic success.
“Feeling like your professor is on your side and genuinely wants to see you succeed is quite powerful,” she said. “I am just thankful that I was able to serve in this capacity for a student.”
Excerpts from students’ nomination letters praised the two recipients for their exemplary efforts.
Edwards is described as “an incredible, patient, kind, charismatic teacher, and now, a friend.” Duncan is cited as being “absolutely outstanding” when it comes to arranging for students to take tests with their accommodations.
“Meg has gone out of her way to help me achieve my greatest potential, taken the time to even email me whenever I have told her that I am having a hard time and reminded me that she is always there to help,” one student wrote.
“She always makes sure that my test accommodations are comfortable, is extremely easy to talk to and responds to me, usually within minutes, if I need to catch up on something or just vent about what is going on. Meg is what Ole Miss should strive to always be about.”
Those words are all the acknowledgement needed to continue working with students, Edwards said.
“Her words have served as a wonderful reminder of the importance of my continued efforts to do this for all of my students,” she said.
The Patterson School of Accountancy has many students whom need accommodations, and Duncan goes above and beyond to make sure their needs are met, the student wrote.
“She always goes out of her way to ensure each student is comfortable and has everything they need for exams in order to help the student remain calm during the test. When you arrive, she always greets you with a smile and a kind word.
“If a student needed something, from a pencil to a hug, Ms. Duncan would go out of her way to make sure each student was accommodated appropriately. She always makes sure you have a clock and a quiet testing environment. We are so lucky to have Ms. Duncan, and I can’t think of anyone more deserving of this award.”

Job Description Our company is currently in search of a Control Systems Engineer to join our team in Davenport, IA. The Control Systems Engineer will work as a member of a team of process engineers who support problem solving across the rolling department, with the focused objective of applying the principles of data analytics toward diagnosing and eliminating equipment and process problems.   This role will encompass the following dimensions: Develop knowledge of equipment, control systems, and the process as a whole, specializing in the ability to understand and interpret the associated process data. Study and quantify normal patterns of process behavior as a basis for detecting outliers, process shifts and unusual operating conditions. Develop metrics and process performance indicators that provide early warning of equipment degradation and impending failure.  Prioritize and schedule appropriate preemptive actions with maintenance planners. Apply first principles models and simulations to remove the effects of known sources of variation from the data, thereby exposing the underlying anomalies and equipment problems. Apply data visualization approaches that naturally reveal the structure and behaviors of the process, giving insights to operators, maintenance personnel, and other engineers. Interpret alarms and associated data to help guide maintenance technicians in root cause analysis, with the goal of reducing mean time to repair. Support the plant in strategic business improvement activities that will focus on improving the Safety, Quality, Delivery, and Productivity with a results-oriented approach. Coordinate efforts on process improvements, and support and lead the execution of problem-solving efforts related to process and machine improvements. Although the person in this position works primarily daytime shifts M-F, it is expected that they work off-shifts as needed to support the functions of this role. Qualifications Basic Qualifications: Bachelor’s degree in electrical, Mechanical, Chemical, or Manufacturing Engineering from an accredited institution. Minimum of 1 internship, co-op or other applicable work experience.
