I have not used either of these tools so I can't vouch for them in particular but you might want to look into Kivy and BeeWare. Ultimately, you'll probably still run into limitations because you're using Python to build apps, which it's not really designed to do. These are what's known as frameworks: basically, a translation layer between the OS and your code. You'll have to use one of these because mobile OSs can't run Python directly, and you can't directly translate Python into something they can. Frameworks have limitations, sometimes in terms of how much OS functionality is available, and always in terms of performance: Electron is a framework, and the cost of translation is why it's bad! But some are more well-designed than others. Kivy and BeeWare are both probably fine, at least compared to Electron.
I'm not considering HTML here because unlike Python, HTML is a very inflexible language: it's only good for making websites, everything else is a hack on top of that. Also, if you don't want to learn CSS (or presumably JavaScript (completely different from Java, similar names for '90s marketing reasons)), making an app in pure HTML is somewhere between terrible and impossible, depending on your needs.
If you're more open to other languages, I'd suggest Flutter, which is a framework using the programming language Dart. It's pretty popular, particularly for mobile (probably the most popular framework for mobile?), as a framework designed from the ground up to be good for building apps, including the language itself. As such it's a fair bit lighter and more efficient than Electron, and reasonably easy to use.
Although in any case beware the curse of iOS: you cannot develop apps for iOS without a Mac. There's some emulation workarounds that generally offer a worse experience but Apple is constantly stamping even them out. I don't think any framework can get you around that requirement for building an iOS executable.
