NOTE: the last line is poorly phrased on my part, but it implies tutting because of annoyance that the train is delayed, and longing/yearning for the narrator’s destination.

thousand-light festival: a summer festival held in hyogo prefecture (where kobe is) and shiga prefecture. details on what the festival actually is are unclear, but it involves a lot of candles
gogh exhibition: an exhibition of vincent van gogh’s art. it seems to be a traveling and/or recurring exhibition hosted by the hyogo prefectural museum of art.
minato kobe fireworks festival: a huge summer fireworks festival held by the port
ijinkan road: probably referring to kitano ijinkan-gai, a historic neighborhood with western-style houses built in the meiji and taisho eras
