At 535 mm in 24 hours, rain in Nainital breaks all records The hill town of Nainital — which has remained cut off from the rest of the state following landslides on Monday — has recorded a downpour of 535 mm in a 24-hour period, setting a new record. This is about 68% of what Delhi gets in an entire year. The annual average rainfall in Delhi (Safdarjung) is 779 mm, according to available data. Before this, the highest-ever rainfall in 24 hours in Nainital town was recorded on September 15, 1957 at 313 mm.” Two more towns — Pantnagar (US Nagar district) and Mukteshwar (Nainital) — also witnessed record-breaking rainfall. Nearly 403 mm of rainfall lashed Pantnagar in the past 24 hours, breaking the previous all-time record of 228 mm of rain that was witnessed in July 1990. A three-time National Film Award Winner, star of Indian Soap Operas, and Hindi theatre veteran, Surekha Sikri is undoubtedly one of the finest actors we have. Her latest performance in Badhaai ho has made us realize and made this very clear that the roles she opts for are actually written for her only. The way she does justice to each one of the roles is really remarkable. She is born on 19 April 1945 in New Delhi, British India. She belongs to Uttar Pradesh and she spent her childhood in Almora and Nainital. She also attended NSD. When I first heard about her, she is already in limelight due to her famous Dadisa’s role in the famous soap opera Balika Vadhu. She is always in limelight due to her hard-hitting characters and realistic acting. Some examples of her stellar performances are-
Surekha Sikri made her film debut in Kissa Kursi Ka (1978), with the role of Meera. Though her character wasn’t on the right side, she succeeded in making her impression on the audience.
Her supporting role as Rajo in Tamas (1988) stayed in people’s hearts forever. The movie is based on Bhisham Sahni’s novel, which made her win her First National Film Award for Best Supporting Actress. This shows the heart-wrenching effects on people during the partition.
Her performance in Salim Langde Pe Mat Ro (1989) was unbelievable because the role she played in the movie was way far from her age in real life. And she portrayed the character really well. The movie explores the effects of Hindutva extremism on minor communities. The movie won two national film awards.
Surekha’s role as Radha in a TV series Banegi Apni Baat (1993) remains one of Indian TV history’s most remarkable characters. The show was based on the class divide, gender differences.
The role of Fayyuzi in the first part of the Muslim Trilogy that is Mammo in 1994 whose director was Shyam Benegal, made Surekha Sikri win her second National Film Award. She was the protagonist’s legal guardian, who comes in an encounter with her long-lost sister, Mammo unexpectedly. Her role and character had a perfect balance of warmth and emotions.
In Kirdaar: Rehman Ke Joote, TV Series (1993-1995), Surekha Sikri managed really well to hold her performance and show her astonishing acting skills. Despite having Om Puri and Irfan Khan kind of stupendous actors in the series, she managed to get her part of fame. It was directed by Gulzar, which involves various short stories by Indian writers.
Surekha played the role of Ittan Bai in Sardari Begum (1996) was the second part of Shyam Benegal’s trilogy. Though the role was very brief, she still succeeded to make the place in the audience’s heart with her brilliant acting as always.
Hari Bhari (2000) was a collaboration of Surekha Sikri and Shyam Benegal to give life to his story of 5 women and their struggles with reproductive rights. Surekha has played the role of the eldest in the family, which shows the journey of life she has lived to the life of her granddaughter if the customs and traditions won’t change.
The final part of Benegal’s trilogy, made Surekha repeat her role as Fayyuzi in Zubeidaa (2001). With her performance in Zubeidaa, she proved again how finely she is seasoned with acting skills.
Surekha Sikri is an alumnus of NSD and she has continued acting throughout her career. Her act in the play Parindon Ki Mehfil was based on the 12th century Persian Poem written by Farududdin Attar, “Mantiq-Ut-Tayr”. Her acting was so brilliant in the play that people still remember her performance. Acting is in her blood. It's like she can act on anything at any time.
In Mr. and Mrs. Iyer (2002), she just had 2 scenes in the entire movie, but still, her anguish role was on point, and she was really appreciated for her fantastic acting skills.
Star Bestsellers’ Kabaad, TV Series (1999-2000), is one of the best tales of Star Bestsellers. It starred Surekha Sikri and Raghubir Yadav, which shows how a simple conversation between two people from completely different backgrounds curbs their loneliness. And undoubtedly, her performance was remarkable which made the simple story worth remembering for a lifetime.

North Korea puts Kaesong city in lockdown over suspected outbreak
North Korean leader Kim Jong Un placed the city of Kaesong near the border with South Korea under total lockdown after a person was found with suspected COVID-19 symptoms, saying he believes “the vicious virus” may have entered the country, state media reported Sunday.
If the person is officially declared a virus patient, he or she would be the North’s first confirmed coronavirus case. North Korea has steadfastly said it has no single virus case on its territory, a claim questioned by outside experts.

Ambulance driver demands Rs 9,200 from COVID-19 patients for 6-km journey to hospital
An ambulance driver allegedly forced two coronavirus-infected minor boys and their mother to get down the vehicle as they could not pay the exorbitant fare he demanded for a six-km journey between two hospitals in Kolkata. However, after the intervention of doctors, the driver settled for Rs 2,000, the boys' father said.
The two brothers -- one nine-month-old and the other nine-and-half-years -- both undergoing treatment at the Institute of Child Health (ICH), tested positive for COVID-19 on Friday, after which their father tried hiring an ambulance to take them to a state-run hospital.

India sets new record by testing over 4.4 lakh samples in past 24 hours
India on Sunday registered a record number of single-day COVID19 tests on the second consecutive day. In the last 24 hours, 4,42,031 samples were tested.
For the first time, government labs have set a new record of testing 3,62,153 samples. Private labs also scaled a new high of 79,878 samples tested in a single day.

COVID-19 toll in Assam mounts to 77
A 65-year-old man died due to COVID-19 in Assam on Saturday, taking the death toll to 77, while the state's tally crossed the 31,000-mark after 1,165 fresh cases were reported, Health Minister Himanta Biswa Sarma said.
The total number of COVID-19 cases reached 31,086 from Friday's 29,921. Of the fresh cases, 353 are from Guwahati and 100 from Golaghat.

UK to quarantine travellers from Spain: Sunday Times
Britain’s government is set to announce all travellers from Spain arriving after midnight (2300 GMT) on Saturday will need to spend two weeks in quarantine in case they are infected with coronavirus, the Sunday Times newspaper reported.
“Second wave of Covid-19 there has prompted decision to kick Spain off the safe country list,” the newspaper’s political editor, Tim Shipman, said on Twitter. Britain’s health ministry had no immediate comment on the report.
Coronavirus LATEST Updates: India on Sunday registered a record number of single-day COVID19 tests on the second consecutive day. In the last 24 hours, 4,42,031 samples were tested.
Many high-risk areas across the country observed lockdown on Saturday as part of restrictions announced by different state and local authorities to contain the spread of the infection. While some states have announced a weekend-lockdown, others have clamped down restrictions for varying periods in areas with the high caseload.
While Uttar Pradesh observed another weekend lockdown, similar curbs were imposed for the second time this month in four Uttarakhand districts—Dehradun, Haridwar, Nainital, and Udham Singh Nagar districts — which have reported 1,348 cases since 18 July.
Tripura chief minister Biplab Kumar Deb on Saturday announced a three-day total lockdown in the state from Monday to curb the spurt in infections.
A complete lockdown till Monday morning was imposed in Coimbatore in Tamil Nadu, which has been enforcing shutdown every Sunday, similar to that in Madhya Pradesh. Lockdown restrictions also kicked-in in the state's capital Bhopal from Friday night. Bihar and Manipur have imposed a state-wide shutdown from 16 and 23 July, respectively.
In Maharashtra, civic authorities of Nagpur city announced a voluntary 'janta curfew' on Saturday and Sunday, with only essential services remaining functional.
All shops were shut and transport services were suspended in West Bengal as part of the twice-a-week lockdown in the state.
Jammu went under a 60-hour lockdown from 6 pm on Friday, while a six-day complete lockdown has been imposed across the Kashmir Valley except Bandipora since Thursday.
Amidst this, India's COVID-19 tally went  past 13 lakh on Saturday, just two days after it crossed the 12 lakh mark, while the recoveries mounted to 8,49,431, according to the Union Health Ministry.
With 48,916 fresh cases as of 8 am Saturday, the country's coronavirus infection count stands officially at 13,36,861 with 31,358 fatalities. Of them, 757 succumbed to the disease in the last 24 hours, data updated by the ministry showed.
West Bengal observes two-day lockdown
Normal life came to a grinding halt in the eastern state on Saturday as shops were shut and all modes of transport went off the roads as part of the West Bengal government's plan to clamp restrictions two days a week.
A similar lockdown will take place next Wednesday.
More than 3,800 people were arrested for flouting lockdown guidelines on Thursday when it was first imposed. Flight operations at the Kolkata airport were also suspended during the lockdown.
Police patrolled all major traffic intersections in the metropolis to keep a check on the movement of people. Barricades were also put up in various parts of the state to stop people from coming out of their homes, officials said.
In Karnataka, the civic chiefs of Dakshina Kannada and Udupi confirmed that the districts will follow the Sunday lockdown starting 9 pm on Saturdays. The week-long lockdown imposed in Dakshina Kannada was lifted Thursday morning, while Udupi has closed its district borders till the month-end.
According to news agency ANI, Bruhat Bengaluru Mahanagar Palike (BBMP) commissioner N Manjunatha Prasad said that lockdown curbs will in place in the city over the weekend and legal action will be taken against those who violate the norms.
Karnataka also reported a record 5,072 new case, with nearly half of the cases coming from capital Bengaluru urban alone. The state also reported 27 deaths, taking the number of casualties to 1,796.
In Maharashtra's Nagpur city a voluntary 'janta curfew' was announced for Saturday and Sunday but the civic chief has warned of strict curfew if the rules are not followed.
Three-day lockdown in Tripura from Monday
In a televised address, Tripura chief minister Biplab Kumar Deb said that a state-wide lockdown will begin at 5 am on 27 July and last till 5 am on 30 July.
"Our fatality rate is only 0.29 percent while the infection rate is far less than the national average. But, since there is no other more effective way of fighting the coronavirus, we have to go for a brief lockdown period again," he said, adding that rapid antigen test will commence soon.
The lockdown will have 21 exemptions, including that to emergency and essential services as well as to print and electronic media but those violating the curbs will be fined, said a government order.
Those not wearing masks will be fined Rs 200 for the first time and Rs 400 the next time, the government order stated, adding a penalty of Rs 1,000 will be imposed on those flouting social distancing norms.
Lockdown restrictions have also been announced in the northeastern states of Nagaland and Meghalaya.  Nagaland capital Kohima will be under a shutdown till 31 July, while curbs will come into effect in Dimapur from Sunday till 2 August. The Meghalaya government has also decided to impose a complete lockdown in Shillong agglomeration from 26 to 29 July.
Southern states continue reporting high numbers
Besides Karnataka, Tamil Nadu, the second-worst-hit state by the virus, too recorded its biggest daily spike. The state breached two lakh coronavirus cases on Saturday with 6,988 fresh infections, pushing the aggregate infections in the state to 2,06,737.
The upward trend in new cases continued in Andhra Pradesh as well with 7,813 patients testing positive, taking the overall case count to 88,671. Another 52 COVID-19 patients succumbed while 3,208 were discharged from hospitals in the last 24 hours, the latest bulletin said.
The total number of COVID-19 patients discharged so far touched 43,255 and the toll mounted to 985.
Kerala saw its biggest single-day spike so far, recording 1,103 fresh COVID-19 cases, taking the infection count to 18,098. As many as 9,420 persons are under treatment. Thiruvananthapuram, where the government had declared that two areas are witnessing community transmission, has 2,666 active cases, the highest in the state.
Shivraj Singh Chouhan tests positive
Madhya Pradesh chief minister Shivraj Singh Chouhan said that he has tested positive for the virus. "I had symptoms of COVID-19. In the test report I was found positive. I appeal to all my colleagues that whoever has come in my contact to get tested for coronavirus. My close contacts should move to quarantine," Chouhan said in a tweet.

Maharashtra CM stresses on balance between health and economy
Meanwhile, Uddhav Thackeray, Chief Minister of Maharashtra, the worst-hit state by COVID-19, Saturday said that he was not in favour of complete lifting of the coronavirus-induced curbs in the state only to address the economic concerns.
"I will never say that the lockdown will be lifted completely. But I have started reopening a few things gradually. Once reopened, it shouldn't be shut again. Hence, I prefer taking steps in phases. You can't just think about the economy or health. There needs to be a balance between the two," he said in an interview to Shiv Sena mouthpiece 'Saamana'.
From June onwards, the government had started lifting the restrictions in a phase-wise manner under its 'Mission Begin Again' initiative.
Maharashtra on Saturday registered 9,251 new COVID-19 cases, taking the cumulative count in the state to 3,66,368 while fatalities mounted by 257, including 116 in Mumbai Metropolitan Region (MMR), to 13,389, the state health department said.
Record 4.2 lakh samples tested in a day, says health ministry
With 4,20,898 samples tested in the past 24 hours, the health ministry said in a separate statement, the Tests Per Million (TPM) has increased to 11,485 and continues to maintain an upward trend.
Till Friday, a total of 1,58,49,068 tests for COVID-19 had been done in the country with  3.50 lakh tests being conducted every day over the last one week, the ministry said.
With increased testing of samples for COVID-19, the fatality rate has significantly dropped to 2.35 percent on Saturday and the recovery rate has surged to 63.54 percent, it said.

Why is CJI so conspicuously silent on more High Court Benches?
It is a matter of greatest national shame that Uttar Pradesh which is the biggest state amongst all the states in India with maximum population at more than 22 crore as UP Chief Minister Yogi Adityanath and Prime Minister Narendra Modi keep proudly bragging about at public rallies time and again which is more than even that of Pakistan and many other countries, maximum MPs in Lok Sabha at 80, maximum MPs in Rajya Sabha at 31, maximum MLAs in Vidhan Sabha at 404, maximum MLAs in Vidhan Parishad at 100, maximum Judges at lower courts at more than 5000, maximum Judges in High Courts at 160, maximum pending cases in lower courts at more than 50 lakhs, maximum pending cases in high court at more than 10 lakh, maximum members in UP Bar Council which is more than one lakh which is the highest not just in India but in  the whole world as is pointed out in the website of UP Bar Council itself, maximum Mayors, maximum villages which is again more than one lakh, maximum tehsils, maximum Mayors, maximum constituencies at 80, maximum districts at 75, maximum poverty and what not yet has least high court benches in India – only one and that too just about 200 km away from Allahabad at Lucknow! What a shame that Jawaharlal Nehru had the great guts to create a high court bench in Lucknow on July 1, 1948 about 71 years ago which is just 200 km away from Allahabad where main high court is located but no PM had the guts to create a high court bench thousands of kilometers away at any of the 13 districts in hilly areas which now constitute a separate state called Uttarakhand and the people then numbering 88 lakh living there had to travel so far for more than 50 years after independence which led to resentment and agitation of a separate state and now it has a high court nor at any other district in UP!
                                        Why is it that Justice Jaswant Singh Commission headed by former Supreme Court Judge Justice Jaswant Singh had in late 1970s recommended 3 high court benches at Agra, Dehradun and Nainital but Centre did not approve even a single bench for UP even though it created bench at Aurangabad in Maharashtra, at Jalpaiguri in West Bengal and Madurai in Tamil Nadu on its recommendations? Why former UN Secretary General Ban ki moon had slammed UP as the “rape and crime capital” of India when he was in office but our law makers never felt it necessary to create even a single more bench for any other district in UP other than Lucknow where it was created way back in 1948? Why peaceful states like Karnataka has 3 high court benches, Assam has 4 high court benches, Maharashtra has 4 high court benches but UP which has maximum pending cases at more than 10 lakh cases in high courts even though other states have just 1 or less than 2 lakh pending cases yet they have so many high court benches but UP has just one?
                               Why is it that West UP which owes for more than 57% of the total pending cases of UP as acknowledged by the Justice Jaswant Singh Commission itself has not even a single bench of high court in any of the 26 districts? Why is it that the situation in West UP is so lawless which can be gauged from this that the newly elected Chairperson of UP Bar Council – Darvesh Singh Yadav was shot dead right inside court premises just three days after being elected just recently on June 12, 2019 yet West UP has not even a single bench of high court? Why is it that the former UP High Court Chief Justice Dilip Babasaheb Bhosale who hails from Maharashtra in a heinous case involving rape of few women on national highway in Bulandshahr in West UP had rightly said as Chief Justice of Allahabad high Court that there is total lawlessness in UP as compared to Maharashtra where women can travel alone in night anywhere without any fear but still see the crowning irony that Maharashtra has 4 high court benches at Panaji, Nagpur, Aurangabad and latest at Kolhapur for just 6 districts but for UP just a single bench since 1948? When peaceful states like Maharashtra can get benches in no time then why Allahabad High Court in UP which has maximum pending cases in India has been denied its due share unfairly for such a long time?    
                                       One cannot but fully agree with Chief Justice of India – Ranjan Gogoi that the number of Judges must be increased and the retirement age of High Court Judges must also be increased from 62 to 65 but what about High Court Benches? Why is CJI so conspicuously silent on such a sensitive issue? Why is it that CJI Ranjan Gogoi fully admired that KL Chitra a woman advocate who filed a PIL pleading for a high court bench in West UP last year was right that there is a valid reason for creating a bench in West UP but declined to entertain it as he said that it is for the Centre to do so knowing fully well that Centre has done nothing in last more than 70 years even after the historic recommendations of Justice Jaswant Singh Commission of creating 3 benches in UP but not a single bench was created in any hook and corner of UP?  
                                        Why is it that CJI ignores that the 230th report of Law Commission of India recommended more high court benches for states? Why CJI ignores that Centre created 2 more high court benches for Karnataka at Dharwad and Gulbarga for just 4 and 8 districts in 2008 first as circuit benches which were made permanent in 2012 apart from the bench at Hubli but for UP not a single bench created till now in 2019  even though Karnataka has less than 2 lakh pending cases and UP has more than 10 lakh pending cases and here too West UP alone has more than 5 lakh pending cases in high court? Why CJI does not writer about this to Centre?
                                          Why the lawyers of more than 20 districts of West UP keep going on strike for last nearly 40 years from May 1981 till now every Saturday protesting the denial of bench but CJI does not deem it fit to mention it to Centre? Why the lawyers of West UP even went on strike for 6 months in 2001 and earlier also similarly and not stopping here even went on strike for 3 months in 2014-15 also and for nearly a month every year but still West UP has no bench? Why is it that litigants of West UP are compelled to travel more than 800 to 900 km away to Allahabad to attend cases as there is no high court bench in West UP yet CJI says nothing on it?           
                               Why is it that West UP always remains in the news for wrong reasons for brutal crimes and still CJI doesn’t write to Centre demanding high court bench for it? Why is it that the population of West UP at more than 9 crore is more than all states except UP of which it is a part, Maharashtra and Bihar and here too areawise West UP at 98,933 square km is bigger than Bihar which has just 94,000 square km but still has not even a bench? Why CJI does not point out that so many UP CM like Sampoornanand had recommended a high court bench for West UP at Meerut in 1955 but till now not a single bench created anywhere in any of the 26 districts of West UP? Why CJI does not point out that even small islands like Andaman and Nicobar islands have high court bench with just 3 lakh population at Port Blair but West UP with more than 9 crore population has none?
                                          Why CJI does not recommend more benches for other lawless states like Bihar which has none even though we daily keep listening news of horrifying crimes in different districts of Bihar? Why other big states like Odisha has no high court bench even though the lawyers of Western districts keep protesting for a bench frequently, why  Rajasthan has just one high court bench at Jaipur alone and not at other places like Udaipur where lawyers keep demanding the same? Why only a few big states like Maharashtra, Karnataka and Assam have either 3 or more than 3 benches? Why not others who either have just one or have none? Why can’t this glaring and shameful indiscrepancy be corrected immediately?
                                    What a crying shame that UP CM Yogi Adityanath government has the ability to bear Rs 36,000-crore for construction of 600 km Ganga Expressway for better connectivity of Allahabad with western districts of the state and which will be the longest expressway in the world but it can’t spare just a few crores for creating a high court bench in lawless West UP or at Bundelkhand or at any other deserving place so that people are not compelled to travel so far and waste huge money in doing so for various expenses like staying, travelling, etc! Why can’t Centre take serious steps to address this cancerous problem of law and order in UP root and branch by creating more benches here and just resorting to baby steps and bandaid measures like reducing time limit to reach Dlhi by about an hour or so by spending more than 20 crores on creating 14 lane national highways? Why can’t CJI direct Centre to do so accordingly?    
                               Why is CJI so conspicuously silent on more high court benches not just in UP but in other different states also like Bihar from where the present Union Law Minister Ravi Shankar Prasad hails? Why only a few states are enjoying the right to speedy justice, justice at doorsteps and cheap justice? Why big states like UP, Bihar and others are being wrongly deprived of the same?
                         Let me again reiterate that there can be no denying or disputing what CJI says regarding increasing the number of Judges in Supreme Court and High Court and age also of High Court Judges but  this alone is not enough to ensure that people get justice easily and cheaply! More high court benches also must be created for big states like UP, Bihar, Rajasthan, Odisha and others as was very rightly recommended by the 230th report of Law Commission of India more than 10 years ago but which has been implemented only in Karnataka, Maharashtra and West Bengal! Why UP which has maximum pending cases and other states left out in the cold?
                                      Should the CJI not speak out most vociferously on this also? Who can deny that Allahabad High Court is the biggest high court not just in India but in whole of Asia yet has just one bench which is so close at Lucknow and is also one of the oldest high court which completed its 150 year of creation in 2016? Who can deny that Bar Council of UP has maximum members in whole world yet UP has just one bench and here too West UP which owes for more than half of pending cases has none? Can this be justified on any ground and under any circumstances? Certainly not! Allahabad High Court must get its due share as it has maximum pending cases, maximum Judges and what not! It must have maximum benches in India and not minimum as most unfortunately we have been seeing since last 72 years! It is CJI’s moral and constitutional duty to point out in detail about this to the Centre and if still Centre does not act then the CJI must most promptly order the creation of a high court bench in any of the 26 districts of West UP and also at other suitable places in different deserving states like Bihar, Odisha and Rajasthan! It brooks no more delay anymore now!

A cry from the Hills !!!
A Cry from the Hills…… This is my second post in FB about the recent Uttaranchal Trip. While the first was about the beautiful place and the beautiful moments this one is about the other side …. stark and sad. Come April the Hills start singing with new blooms and fresh greens and the hill people start sprucing up their Hotels and stock up their stuff as the season is about to begin. Begin it does but with a disaster waiting to happen every minute. Be it Nainital or Shimla or our own closest Hill station Mussourie People start arriving and how they do!! Equipped with fancy cars open rooftops music running full blast and every Tom Dick and Harry thinking he is the best driver in town…. till he reaches the narrow winding road which is the entrance to almost all these stations. Heavy jams are a norm, people shouting at each other not budging an inch and cars rolling back when you restart after every five minutes is the scene which greets you. We ourselves were unfortunate to reach there in the busiest weekend of the year and my God the only way to survive was to stay put inside the Hotel. Everyone is equipped with TripAdvisor’s ten best things to do in all these places and sadly in such a small town there are only one or two roads leading to them which are packed with vehicles till at least a kilometre away. So, you start for say Company garden and in ten minutes are stuck in a jam which has not been moving for the last one hour or so. You want to walk but you can’t as you are scared of being run over by cars noisily crawling upwards in the first gear. The meaning of Devdar is ‘A wood of the Gods’ one of the most beautiful trees in the Himalayan region found above six thousand feet. I saw pan stains on these trees, the narrow naalis besides the streets which should be having running spring water are clogged with Lays uncle chips Kurkure packets. (Somehow, we are raising a generation whose survival depends on munching away these twenty rupees delicacies). The aroma of Devdar and Pine has been replaced with a clutch plate smell a term coined by the drivers there. Temperature was close to 35 degrees which would be in Delhi in August. Queen of the Hills is crying ….it does need tourists for its economy and the money they bring in but does anyone realise it is not okay to trample a young bud which flowers once a year, it is not okay to listen to Yo Yo Honey Singh in your latest system when there are birds whose songs want to be heard. This is not Delhi Folks why do you want to turn it into one? Maybe it’s naïve on my part but all the problems I saw could be resolved …. The three or four overworked frustrated policemen who were shouting away at Gandhi Chowk hardly knew what they were doing……The problems have been created by man and can definitely be solved by us also. The Himalayas are shouting for our help and all we do is to set up Maggie points at most exotic locations and call it eco-tourism. I have always wondered what happens to these Maggie packets when one has finished devouring them. Does anyone bother?

Britain’s health ministry had no immediate comment on the report. Coronavirus LATEST Updates: India on Sunday registered a record number of single-day COVID19 tests on the second consecutive day. In the last 24 hours, 4,42,031 samples were tested. Many high-risk areas across the country observed lockdown on Saturday as part of restrictions announced by different state and local authorities to contain the spread of the infection. While some states have announced a weekend-lockdown, others have clamped down restrictions for varying periods in areas with the high caseload. While Uttar Pradesh observed another weekend lockdown, similar curbs were imposed for the second time this month in four Uttarakhand districts—Dehradun, Haridwar, Nainital, and Udham Singh Nagar districts — which have reported 1,348 cases since 18 July. Tripura chief minister Biplab Kumar Deb on Saturday announced a three-day total lockdown in the state from Monday to curb the spurt in infections. A complete lockdown till Monday morning was imposed in Coimbatore in Tamil Nadu, which has been enforcing shutdown every Sunday, similar to that in Madhya Pradesh. Lockdown restrictions also kicked-in in the state's capital Bhopal from Friday night. Bihar and Manipur have imposed a state-wide shutdown from 16 and 23 July, respectively. In Maharashtra, civic authorities of Nagpur city announced a voluntary 'janta curfew' on Saturday and Sunday, with only essential services remaining functional. All shops were shut and transport services were suspended in West Bengal as part of the twice-a-week lockdown in the state. Jammu went under a 60-hour lockdown from 6 pm on Friday, while a six-day complete lockdown has been imposed across the Kashmir Valley except Bandipora since Thursday. Amidst this, India's COVID-19 tally went  past 13 lakh on Saturday, just two days after it crossed the 12 lakh mark, while the recoveries mounted to 8,49,431, according to the Union Health Ministry. With 48,916 fresh cases as of 8 am Saturday, the country's coronavirus infection count stands officially at 13,36,861 with 31,358 fatalities. Of them, 757 succumbed to the disease in the last 24 hours, data updated by the ministry showed. West Bengal observes two-day lockdown Normal life came to a grinding halt in the eastern state on Saturday as shops were shut and all modes of transport went off the roads as part of the West Bengal government's plan to clamp restrictions two days a week. A similar lockdown will take place next Wednesday. More than 3,800 people were arrested for flouting lockdown guidelines on Thursday when it was first imposed. Flight operations at the Kolkata airport were also suspended during the lockdown. Police patrolled all major traffic intersections in the metropolis to keep a check on the movement of people. Barricades were also put up in various parts of the state to stop people from coming out of their homes, officials said. In Karnataka, the civic chiefs of Dakshina Kannada and Udupi confirmed that the districts will follow the Sunday lockdown starting 9 pm on Saturdays. The week-long lockdown imposed in Dakshina Kannada was lifted Thursday morning, while Udupi has closed its district borders till the month-end. According to news agency ANI, Bruhat Bengaluru Mahanagar Palike (BBMP) commissioner N Manjunatha Prasad said that lockdown curbs will in place in the city over the weekend and legal action will be taken against those who violate the norms. Karnataka also reported a record 5,072 new case, with nearly half of the cases coming from capital Bengaluru urban alone. The state also reported 27 deaths, taking the number of casualties to 1,796. In Maharashtra's Nagpur city a voluntary 'janta curfew' was announced for Saturday and Sunday but the civic chief has warned of strict curfew if the rules are not followed. Three-day lockdown in Tripura from Monday In a televised address, Tripura chief minister Biplab Kumar Deb said that a state-wide lockdown will begin at 5 am on 27 July and last till 5 am on 30 July. "Our fatality rate is only 0.29 percent while the infection rate is far less than the national average. But, since there is no other more effective way of fighting the coronavirus, we have to go for a brief lockdown period again," he said, adding that rapid antigen test will commence soon. The lockdown will have 21 exemptions, including that to emergency and essential services as well as to print and electronic media but those violating the curbs will be fined, said a government order. Those not wearing masks will be fined Rs 200 for the first time and Rs 400 the next time, the government order stated, adding a penalty of Rs 1,000 will be imposed on those flouting social distancing norms. Lockdown restrictions have also been announced in the northeastern states of Nagaland and Meghalaya.  Nagaland capital Kohima will be under a shutdown till 31 July, while curbs will come into effect in Dimapur from Sunday till 2 August. The Meghalaya government has also decided to impose a complete lockdown in Shillong agglomeration from 26 to 29 July. Southern states continue reporting high numbers Besides Karnataka, Tamil Nadu, the second-worst-hit state by the virus, too recorded its biggest daily spike. The state breached two lakh coronavirus cases on Saturday with 6,988 fresh infections, pushing the aggregate infections in the state to 2,06,737. The upward trend in new cases continued in Andhra Pradesh as well with 7,813 patients testing positive, taking the overall case count to 88,671. Another 52 COVID-19 patients succumbed while 3,208 were discharged from hospitals in the last 24 hours, the latest bulletin said. The total number of COVID-19 patients discharged so far touched 43,255 and the toll mounted to 985. Kerala saw its biggest single-day spike so far, recording 1,103 fresh COVID-19 cases, taking the infection count to 18,098. As many as 9,420 persons are under treatment. Thiruvananthapuram, where the government had declared that two areas are witnessing community transmission, has 2,666 active cases, the highest in the state. Shivraj Singh Chouhan tests positive Madhya Pradesh chief minister Shivraj Singh Chouhan said that he has tested positive for the virus. "I had symptoms of COVID-19. In the test report I was found positive. I appeal to all my colleagues that whoever has come in my contact to get tested for coronavirus. Maharashtra CM stresses on balance between health and economy Meanwhile, Uddhav Thackeray, Chief Minister of Maharashtra, the worst-hit state by COVID-19, Saturday said that he was not in favour of complete lifting of the coronavirus-induced curbs in the state only to address the economic concerns. "I will never say that the lockdown will be lifted completely. But I have started reopening a few things gradually. Once reopened, it shouldn't be shut again. Hence, I prefer taking steps in phases. You can't just think about the economy or health. There needs to be a balance between the two," he said in an interview to Shiv Sena mouthpiece 'Saamana'. From June onwards, the government had started lifting the restrictions in a phase-wise manner under its 'Mission Begin Again' initiative. Maharashtra on Saturday registered 9,251 new COVID-19 cases, taking the cumulative count in the state to 3,66,368 while fatalities mounted by 257, including 116 in Mumbai Metropolitan Region (MMR), to 13,389, the state health department said. Record 4.2 lakh samples tested in a day, says health ministry With 4,20,898 samples tested in the past 24 hours, the health ministry said in a separate statement, the Tests Per Million (TPM) has increased to 11,485 and continues to maintain an upward trend. Till Friday, a total of 1,58,49,068 tests for COVID-19 had been done in the country with  3.50 lakh tests being conducted every day over the last one week, the ministry said. With increased testing of samples for COVID-19, the fatality rate has significantly dropped to 2.35 percent on Saturday and the recovery rate has surged to 63.54 percent, it said.
