Can someone possibly help me with a problem I got with ESO?

I cannot even get into the game and it won't let me link my eso account to steam.

My PC connects to the internet through an internet adapter but everything runs very smoothly. I tried finding solutions online but I could not find much besides "close game and launcher, then open them again" - which does not work.

If anyone could help me, that'd be great.
