The Line 5 pipeline is a vital part of the energy structure for Wisconsin, Ohio, Pennsylvania, and Indiana, as well as parts of Canada.  There is no plan to replace the loss.

Democrat Governor Gretchen Whitmer made this move without consultation from the public or lawmakers, with the exception of the usual squeaky-wheel environmentalist groups who allege that Line 5 could pose a threat.  They repeatedly denied requests from Enbridge, the pipline’s operator, to discuss security measures and findings.

Enbridge has been engaged in a legal battle with Whitmer for most of 2020 at this point - this is just the latest attempt at turning Michigan into the new California.
