RAVNICA: The 38th District

The Spire of Guilds / The Trials of Ravnica / Crescent Rock Prison

The 38th District, commonly known as Innovation District, or since the events of War of the Spark, The District of Trials. The district's main draw for any Ravnican dweller tends to be the safety of the district. On top of the guildmasters working together, most of the district's proper city is controlled by the two guilds of law, Azorius and Boros guilds. The district is divided down the center by *Innovation Boulevard* where the Izzet and Simic guilds stare each other down in an ever-ongoing competition of advancement. Selenya, Along with The Boros and Azorius guilds, to prevent the growth of the Gruul territory. The Rakdos, Dimir, and Golgari guilds are left to fight and claim the land. or are alloted specialized districts near one of the law guilds. This leaves Orzhov. Orzhov being the black sheep of the district has allowed for little interference from outside parties and has allowed them to gain near complete financial power over the district, allowing for the creation of stuff such as The Sleepless Market Macroplaza. And many many ways to spend your cash.

**The Spire of Guilds**

The Spire of guilds is nearly as old as the district itself. Crafted by Azor himself after the creation of the guildpact. Azor detained the previous guild leaders, replacing them with specialized clones of himself Azor left the district in the hands of the one thing on the plane he trusted, himself. These clones, while specially crafted to fit the ideologies and aspects of the guilds they held, still maintained the traces of Azor causing each guild to hold the morals of law higher than the average district’s guild masters. The Guild Sphinxes meet at the Spire of Guilds. The Guild leaders are as follows

**Amzorette, Arbiter or Azor:** The clone closest to Azor himself. Amzorette held the highest esteem for her creator and his teachings. Attempting to replicate his leadership to a T, she was successful up until her tragic death at the hands of the previous guild leader of the Senate, Grand Arbiter, Heptrisa III, who struck Amzorette down with a powerful spell causing Amzorette’s body to transform into a flock of doves. After four years of temporary leadership provided by a trusted guild liaison the guild found Androphit, a sphinx planeswalker who shared a love of order and knowledge.

**Mathalis Athornin, All-Knowing Tactician:** The closest to Azor in terms of appearance Mathalis Athornin is a master at both Abjuration magic and Evocation magic. So much so he began a collage within the district and is overseen by him directly. Magister Athornin has recently adopted the precognition magic, developed by the Azorius Senate, into both his guild’s repertoire and his own personal arsenal. 

**Mistini, The Enigma Eyes:** Mistini’s Cloning process was done secretly as the Dimir guild had not been revealed to the public yet. As a protective measure Azor did not grant Mistini any eyes so she could not escape her imprisonment. After her ascension to guild leader she had two magical gems put in place of her eyes, This did not allow her to see the world as normal eyes would. Instead she could sense through the physical world and see the magical and life-holding essences of the creatures. She uses this along with her magical prowess to control the the choices of the council 

**Sollithris, Rotheart of Golgari:** Cloned, Killed, and Subsequently resurrected, Sollthiris takes his role as the Golgari leader extremely seriously, taking care of the swarm ensures the best for ravnica as a whole, he encourages that the Golgari citizens of the 38th to pay no mind to the political turmoil of the heart of the hive in the 10th districts. He is not without fault though, secretly he has Golgari sink large portions of the city back into the depths in order to gain more land within the city proper.

**Ragormiroars, Wingless Riotmind:** Ragormiroars had his wings ripped off soon after his creation. During the pain Azor connected his consciousness to the wilds themselves. Azor instructed Ragormiroars not to lead Gruul but instead to act as its permanent representative and diplomat. Ragormiroars has stayed true to this order and allows the guild to work autonomously.

**Domahelix, The Meteor Oracle:** The Overcharged clone of Azor Domahelix was gifted with a natural precognitive ability to sense the future of the plane of ravnica, This power has only increased with the creation of the thousand year storm. With her insane magical prowess Domahelix has taken to calling upon the meteors to the enemies of her guild. Domahelix is rarely around to actually run the Izzet guild as she tends to be assisting other districts with whatever crisis they are currently experiencing.

**Teimaiser, Appraiser of Minds:** Teimaiser’s role within the guild of Orzhov is to maximize the profit and maintain the guild's ghastly records, The guildmaster is rarely seen outside of his office above The Sleepless Market where he secretly reads and manipulates the minds of citizens below.

**Sulacas, Ringleader of Madness:** The tragic tale of Sulacas is happily known across the guild of Rakdos within the 38th. A sphinx created by Azor to lead Rakdos, Imbued with the blood of Rakdos himself. Sulacas started his new role with the intention to increase the trust in the rakdos guild within the 38th and possibly the larger guild’s representation. This plan failed spectacularly when the guild fed him to their hidden god hidden deep underneath the surface. The blood of Rakdos fully imbued itself to Sulacas in this moment. Reviving him as a demonic sphinx and bursting from the “god’s” gut, Sulacas had lost the veneer of Azor, his goal has since become to become the thorn within the side of the 38th district. Still yet he happily attends the guildmaster meetings held at the Spire of Guilds.

**Hallirallis, Ingenious Biosmith:** Azor was quite cautious and cruel in his creation of Hallirallis as he knew the dangers the Simic guild possessed. Granting Hallirallis with too much innate intelligence would horribly backfire causing the guild’s scientific pursuit to skyrocket possibly to a hight even the guildpact couldn't handle. Due to this Azor gifted Hall Skyclaim with the egg of Hallirallis. It was entirely up to the Simic guild to teach their guild leader. As Hallirallis grew and developed her own theories she began to experiment on herself. Eventually she found herself splicing herself with a Kraken found within the original oceans of Ravnica. Her overall goals for the guild are heavily guarded but some speculate she plans to become the Prime Speaker overtaking Vannifar.

These sphinxes are what holds together the “order” within the 38th district. As it was hinted at earlier Amzorette had met an untimely demise at the hand of her predecessor, During the four year absence of a guild leader the guild liaison Jaieminsat was sent from the 10th district to oversee the guild’s operations during this absence. Just before the assassination of Ispera, the Azorius Guild Master Androphit, A sphinx from amonkhet, arrived on ravnica with knowledge of Bolas’s master plan to invade ravnica. She was searching for a way to help prepare the people of ravnica. Yet with no knowledge of the plane she wasn’t sure where to try first. Androphit used her intuition and traveled to the largest building she could see. The Spire of Guilds. Androphit resided at the spire of guilds for nearly an entire month formulating every aspect of her plan, awaiting the guild leaders to return; and upon return she made her intentions clear and her goal obtainable. She wanted to train the people of ravnica to fight against the incoming invasion. Despite the overwhelming pushback and scrutiny Androphit layed out her plan to hide the training in plain sight by setting up a series of trials. The five trials would test the skills of Ravnica and showcase the core of each of the guilds Those who prove to be skilled Ravinicans would go on to attempt the Five Trials of The Gods from amonkhet from inside a harmless demiplane. Finally Androphit also utilized the mind of the weaker human liaison. Androphit forced the memories of what she saw during the hour of deviation into the mind of Jaieminsat. The powerful man was reduced to a screaming crumpled ball. His terror of the memories he now had, had convinced the rest of the guild leaders. They would allow her to set up the trials as she saw fit. But in return she must stay on ravnica as the active Azorius Guildleader until either her demise or the Invasion ends in victory. She was happy to accept. Androphit’s first order as guild leader was the construction of the five trials and her new guildhall, each a huge stone pyramid. The trials are as follows.

**The Trails of Community.** The Trials of Community hopes to nurture a love for ravnica its nature and its people as a whole, this represents the core of the Gruul and Selesnya guilds. Participants are sent all across ravnica in a series of goals to learn about the cultures of Ravnica, to gain the trust and protect those you have come to know. To have a Cartouche of Community is to wear an oath that says you will protect ravnica through and through.

**The Trials of Law.**  The Trails of Law represent the core of the Azorius and Boros guilds. Participants of this trial are put through grueling investigations, and court cases. This trial stressed both body and mind. To ware this cartouche is to have a inside and out understanding of Ravnica's law and to enforce it in it's most just manor.

**The Trails of Records.** The Trials of Records represents the core of the Dimir and Orzhov guilds. Participants are tasked to uncover, acquire, and a near idyllic memory of Military, goverment, finacial, and property, records among others by any means necessary. This trial pushes the participants to the edge of debt and death. to ware this cartouche is to know how to steal, understand, forge, and manipulate any form of paperwork to their bidding.

**The Trials of Innovation.** The Trials of Innovation, seek to push how one thinks to the limitations of one’s mind. Representing the core of both the Izzet and Simic guilds. This Trial demands participants to solve the unsolvable and seek to improve on the perfected. To wield this cartouche is to never think inside the box, even on the simplistic of conundrums

**The Trials of Mortality.** The Trials of Mortality brings its participants to death's door then raises them onto the stage of life. Representing Rakdos and Golgari this trial asks it’s participants to push themselves as close to death as possible for the spectacle of others and to become comfortable and even respectful of one’s death and likely undeath. To wear this cartouche is to always have a plan for your death, and to live everyday as if it was your last.

After the completion of all five trials one may seek out Androphit at her guildhall, here they are given the opportunity to enter The Trials of Omniscience. Once accepted there is no going back, the participant is put inside a specialized detention sphere inside of the Guildhall’s main room. From here Androphit projects a one for one recreation of Naktamun and each of the five trials. Androphit creates projections of each of the gods and thousands of citizens. In the matter of just one week the participant lived though or died in the trials of amonkhet. Upon finishing the trials victorious the participant is gifted with the final cartouche. The Cartouche of Omniscience. To embolden oneself with this cartouche is to hold all 10 cartouches, and to be accepted into Androphit’s secret crop known as “Crop  Akh-Id”. Those who are accepted into the Crop  Akh-Id may commune telepathically with Androphit from however far the distance and are entrusted with protecting Ravnica from any cross-planar threats.

**Crecent Rock Prison**

A huge crescent shaped floating isle sitting on the verge of selensyan and Gruul territory. This island floats above the aptly named crescent district, this district focuses much of their energy on handling border disputes between the selenyan and gruul guilds. The prison itself is used as the main Azorius incarceration prison for the 38th. Due to its shape and position, the prison blocks out all the sunlight to the dimir district below, thanks to this it’s gained the nickname The Lamplight District. The prison is seen as a symbol of Azorius's hold on the district by many of the more oppressed guilds.

El verdadero costo de organizar un evento masivo en la Macroplaza de Monterrey

Organizar un evento en la emblemática Macroplaza de Monterrey parece ser un sueño alcanzable para muchos, pero, ¿cuánto cuesta realmente? Más allá del coste monetario, el verdadero desafío radica en el proceso burocrático y logístico que debe llevarse a cabo.

El proceso burocrático: coste cero, esfuerzo máximo

Contrario a lo que se podría esperar, la Macroplaza no tiene un precio de renta para realizar eventos. De acuerdo con una de las organizadoras del evento "Gallinazo Masivo", Gabriela Arely Porto Salas, entrevistada por vía telefónica, "no tiene precio, no te ponen una cantidad, es gratuito". Esta declaración cambia la perspectiva sobre el acceso a este espacio público. Sin embargo, la gratuidad no elimina la complejidad del proceso, ya que organizar un evento masivo implica cumplir con una serie de requisitos impuestos por las autoridades locales.

El Gallinazo Masivo fue un evento celebrado el 23 de agosto de 2024 en la Macroplaza de Monterrey, reuniendo a más de 5,000 personas para apoyar a Mario Bezares durante su participación en La Casa de los Famosos México. Inspirado en el icónico baile que popularizó en los años 90, el evento revivió la nostalgia mientras los asistentes replicaban la divertida coreografía y coreaban consignas en su favor. La convocatoria, impulsada por seguidores del comediante, destacó la conexión de Bezares con su audiencia y se replicó en otras ciudades como la Ciudad de México, fortaleciendo la comunidad de fans del programa y celebrando un momento único de la cultura pop mexicana.

Las solicitudes para realizar eventos en la Macroplaza deben presentarse con al menos 15 días de anticipación, aunque en este caso se hicieron 10 días antes debido a la naturaleza espontánea del evento. Arely mencionó que se tuvo que acudir al área de Formación Cívica, ubicada cerca de la Macroplaza, para tramitar el permiso. A pesar de la premura, lograron obtener la autorización, ya que no había otro evento reservado en la explanada para esa fecha. El proceso incluyó verificar la disponibilidad del espacio, además de solicitar permisos adicionales como el de tránsito vehicular y la autorización de seguridad pública.

El coste no monetario: tiempo y recursos humanos

Aunque el uso de la Macroplaza no tiene un coste económico directo, los organizadores se enfrentaron a una serie de retos logísticos y de coordinación. Leidy Janeth Cruz Garza, también organizadora del evento, mencionó que tuvieron muy poco tiempo para planificar y organizar adecuadamente, lo que derivó en momentos de desorden, especialmente en el manejo del público y la seguridad.

"Nosotras pedimos el permiso como dos días antes y un día antes fuimos a la Macroplaza a ver cómo lo íbamos a hacer", declaró Leidy.

Leidy mencionó que la organización se dividió con Arely, quien se enfocó en la publicidad y ella en la logística del evento, como la contratación de personal para cubrir necesidades de seguridad y primeros auxilios.

Infraestructura y seguridad: un desafío constante

Melanie Belén Romero Ontiveros, quien participó como coordinadora del staff del evento, señaló la importancia de contar con un equipo de seguridad y paramédicos para evitar incidentes durante el evento, en el que se congregaron entre 3,000 y 4,000 personas. Según Belén, "la cuestión de la gente fue el desafío más grande... ya de repente como a las 7 ya no había un orden". La seguridad fue un tema crítico, y aunque lograron mantener el control en gran parte del evento, surgieron momentos de caos debido a la cantidad inesperada de asistentes.

Belén destacó la falta de vallas como uno de los principales errores cometidos en la organización. Comentó que un fotógrafo del equipo les recomendó la instalación de vallas para manejar al público de manera efectiva, pero las organizadoras decidieron prescindir de ellas, lo cual dificultó el control del flujo de personas en el evento. Este tipo de decisiones demuestra que, aunque el coste monetario sea inexistente, el éxito de un evento en la Macroplaza depende en gran medida de la planificación y la experiencia previa en la organización de eventos masivos.

Solicitud de información a las autoridades

Durante esta investigación, a través de la Plataforma Nacional de Transparencia, se realizaron solicitudes de información a diferentes departamentos gubernamentales para obtener datos específicos sobre los requisitos y costes asociados a la realización de eventos en la Macroplaza. Sin embargo, todas las respuestas recibidas indicaron que las preguntas realizadas no correspondían a ese departamento y que debía dirigirse a la institución adecuada. Por ejemplo, la solicitud realizada a la Secretaría General de Gobierno (DGC), con el número de folio 191109124000422, fue respondida de esta manera, señalando la falta de claridad sobre qué entidad es la encargada de proporcionar información específica. Esta situación refleja un problema burocrático adicional al que se enfrentan los organizadores de eventos.

La información recabada a través de las entrevistas fue suficiente para aclarar muchas de las dudas iniciales. Los permisos necesarios incluyen no solo la autorización de Formación Cívica, sino también permisos de tránsito vehicular, seguridad pública y, dependiendo de la magnitud del evento, la contratación de servicios de emergencia como ambulancias. La ausencia de costes directos por parte del gobierno para el uso de la Macroplaza contrasta con la inversión en tiempo, recursos humanos y el esfuerzo requerido para cumplir con todas las exigencias burocráticas.

El balance de la experiencia: ¿vale la pena el esfuerzo?

A pesar de los desafíos y el caos que se presentó durante el evento, las organizadoras coincidieron en que la experiencia fue positiva. Leidy expresó que, aunque hubo momentos difíciles, el evento "fue una experiencia que jamás voy a olvidar, estuvo muy padre".

Por su parte, Arely también resaltó la importancia de estar bien informados y preparados con suficiente antelación si se desea realizar un evento en un lugar tan emblemático como la Macroplaza. Su consejo para futuros organizadores es claro: "informarse muy bien de los permisos, de lo que conlleva y prepararse con tiempo".

Eventos Culturales en Nuevo León: Inversión y Futuro 

Se observa incremento en la oferta de eventos culturales de Nuevo León, han enriquecido la vida cultural de la ciudad, a pesar de ello las controversias siguen. 

Festival Internacional Santa Lucía, el evento esperado. 

El Festival Internacional Santa Lucía, uno de los eventos culturales más importantes de Nuevo León, celebró su 17ª edición del 19 de octubre al 3 de noviembre del presente año, con el objetivo de promover las artes y la cultura a través de disciplinas como música, danza, teatro, cine, artes visuales y literatura, se llevó a cabo en múltiples sedes de Monterrey. 

Vistazo a algunos de los espectáculos que fueron presentados. Autor de foto: ABC noticias En esta edición, se destacó la participación de artistas nacionales e internacionales, entre los espectáculos más esperados estuvo el del Cirque Inextremiste, conocido por sus innovadoras presentaciones acrobáticas. Sin embargo, la duración del festival fue menor que en años anteriores, limitándose a 16 días, a diferencia de la edición de 2023, que se extendió por un mes y llegó a zonas rurales.

El presupuesto para el festival de 2024 aumentó en más de tres millones de pesos respecto al año anterior, alcanzando un total de 16 millones 160 mil pesos destinados al arrendamiento de escenarios y carpas, este incremento del 20% en comparación con 2023 permitió una programación de alto nivel,no obstante, este cambio ha generado algunas críticas, ya que la empresa Troya Eventos y Producciones S.A. de C.V., encargada del arrendamiento, ha sido señalada por ofrecer equipo obsoleto. 

En julio de 2024, se anunció la reconfiguración del Fideicomiso del Festival Internacional Santa Lucía y haciéndose modificaciones en la dirección como el caso de Victoria Kühne quien asumió la presidencia del patronato, reemplazando a Lorena Canavati, había dirigido el organismo desde su fundación en 2008, a pesar de estos cambios, Troya Eventos ganó nuevamente la licitación para el arrendamiento de servicios, compitiendo con otra empresa que no cotizó. 

Con todo y las críticas, continúo siendo un evento el cual cautivo a la población regiomontana y fue clave para la promoción de la cultura y las artes en la región, consolidándose como una cita anual en el calendario cultural de Nuevo León. 

Celebración del Bicentenario de Nuevo León: Inversión y Legado Cultural 

Nuevo León celebró con gran entusiasmo el bicentenario de su independencia como estado libre y soberano, las festividades incluyeron más de 180 actividades, resaltando su rica historia, gastronomía y tradiciones. 

El evento principal tuvo lugar el 7 de mayo del presente año en la Macroplaza de Monterrey, donde se montó una imponente estructura de 20 metros de altura con las letras “NL”, un espectáculo de luces y arte, contando con 250 artistas locales, la gran estructura proyecto momentos representativos de la historia y los paisajes de Nuevo León cautivando a la audiencia.  

La inversión total de este evento ascendió a 51.4 millones de pesos, siendo 22 millones destinados a los espectáculos de luces en la Macroplaza, el Obispado y el Horno 3, 23.3 millones se destinaron a festivales musicales barriales, donde artistas como La Firma y Pesado realizaron presentaciones en municipios del estado. 

El gobernador Samuel García destacó la importancia de este aniversario, mencionando el compromiso del estado con la innovación y el desarrollo económico, "Hoy celebramos nuestra historia y vemos hacia el futuro de un Nuevo León que seguirá siendo ejemplo para la nación", expresó. 

Los eventos del bicentenario no solo celebraron el pasado de Nuevo León, sino que también proyectaron su futuro, consolidando al estado como un referente de crecimiento y cultura.

El Macrofest, una serie de eventos mensuales organizados por el Gobierno del Estado de Nuevo León generó tanto entusiasmo como críticas en la comunidad local durante su realización, los espectáculos llevados a cabo en la Macroplaza de Monterrey buscaban ofrecer entretenimiento gratuito al público, con una inversión mensual de 2 millones de pesos sin considerar el pago a los artistas. 

Tuvo lugar el 5 de marzo, contando con la participación de grupos populares como Los Ángeles Azules, La Leyenda y La Sonora Dinamita,durante este evento, el Gobernador Samuel García interactuó con el público y anunció que el gobierno se haría cargo de los costos del evento. 

Lo que suscitó cuestionamientos sobre la asignación de recursos ya que algunos miembros de la comunidad artística local argumentaron que el presupuesto de la secretaría debería destinarse a la promoción del arte y la cultura en lugar de espectáculos masivos. 

Se estableció un precio de referencia de 1.948 millones de pesos por el montaje del escenario, camerinos, pantallas, sillas y equipo técnico, la subasta inversa para este contrato se realizó el 31 de marzo, donde las empresas interesadas presentaron sus ofertas a la baja respecto al precio de referencia. 

En 2023, la inversión total para los siete Macrofest fue de aproximadamente 49 millones de pesos, incluyendo el montaje de escenarios y la contratación de artistas, la empresa Troya Eventos recibió 13.6 millones de pesos para el montaje, mientras que los costos de contratación de artistas ascendieron a 5 millones de pesos por evento, totalizando 35 millones de pesos. 

También fue criticado por el alto costo de los artistas, estimado en 7 millones de pesos por concierto, para las presentaciones de abril, mayo y junio, solo en pagos a los artistas se proyectaba un gasto de más de 21 millones de pesos, en los cuales se incluía hospedaje, transporte y alimentación. 

Pese a las críticas, el gobierno defendió estos eventos como una forma de ofrecer entretenimiento gratuito y accesible a la población, destacando su compromiso con la cultura y el bienestar social, sin embargo, el debate sobre la mejor forma de asignar los recursos culturales continúa en la comunidad nuevoleonesa. 

Regios celebran la macro fiesta mexicana, la lluvia no los detuvo.  Miles de regiomontanos se reunieron en la Explanada de los Héroes para disfrutar de la fiesta mexicana, evento organizado por el gobierno de Nuevo León para conmemorar el 214 aniversario de la independencia de México, con vestimenta alusiva a la festividad patria, los ciudadanos asistieron a esta celebración que ofreció música y baile tradicional. 

El gobernador Samuel García también estuvo muy activo en sus redes sociales, publicando en su cuenta de Instagram una imagen panorámica desde la macroplaza con el texto “Ya tenemos todo listo para pasar una MACRO FIESTA MEXICANA. Los esperamos a las 6:00 que la pachanga arranca temprano. ¡ÁNIMO! 🇲🇽🤠” 

El evento comenzó a las 18:00 horas con la presentación del conjunto “Acordeones Sinfónicos de Nuevo León y a pesar de la lluvia que se registró momentos antes, el ánimo de los presentes no decayó.

Familias completas disfrutaron del evento, bailando al ritmo del género colombiano interpretado por Isaac “Campa” Valdéz, ex integrante de El Gran Silencio, acompañado por el grupo sinfónico, no de los momentos más memorables de la noche fue cuando todos los presentes unieron sus voces para cantar “Cielito Lindo”. 

Después del Grito de Independencia, liderado por el gobernador Samuel García, la noche continuó con la actuación estelar de Pedro Fernández, quien cerró la celebración con broche de oro, aunque la lluvia volvió a aparecer, no fue suficiente para detener la alegría de los neoleoneses y visitantes que se unieron al festejo, culminando la noche con el grito de ¡Viva México!. 

Hasta el momento se desconoce el gasto de presupuesto para esta festividad.
