Những cô gái trẻ được môi giới bên Việt Nam đưa sang Ả Rập Xê Út làm nghề giúp việc nhà hầu hết là người Tây Nguyên chưa tới 18 là độ tuổi lao động theo luật pháp Việt Nam.
Chuyện được chú ý sau khi tin tức về cô H’Xuân Siu, người dân tộc J'rai, chết trong lúc đang giúp việc nhà cho một gia đình người Ả Rập Xê Út.
Tiến sĩ Nguyễn Đình Thắng, Giám đốc điều hành BPSOS, cho biết:
“Chúng tôi lấy được tin trên Internet và Facebook từ những  người đi lao động ở Ả Rập Xê Út. Tin em Siu H’Xuân qua đời do những người Tây Nguyên ở Thái Lan cung cấp, liên lạc và kết nối chúng tôi với gia đình Siu H’Xuân”.
Hai điểm cần làm rõ, vẫn lời Tiến sĩ Nguyễn Đình Thắng, thứ nhất là chuyện làm giấy tờ giả để tăng tuổi người được xuất khẩu lao động, thứ hai là cách thức đưa người đi như thế có giống hành vi buôn bán trẻ vị thành niên không:
“Khi H’Xuân chết, em vẫn chưa đến 18 tuổi. Thứ hai, việc đánh đập dẫn đến sự  tử vong của em H’Xuân cũng phải được điều tra là một tội phạm xảy ra ở Ả Rập Xê Út và một tội phạm xảy ra ở Việt Nam”
“Cảnh sát Ả Rập cuối cùng đã truy ra nơi giữ xác em H’Xuân ngày 13/9 vừa rồi. Họ đang thúc hối chính quyền Việt Nam nhanh chóng đưa xác em về. Trong suốt tuần qua chúng tôi gặp rất nhiều trở ngại, bởi công ty VINACO chuyên môi giới xuất khẩu người đi làm việc ngoài nước nhất định ép mẹ em H’Xuân phải ký một giấy ủy quyền, trong đó xác nhận em H’Xuân sinh năm 1996”.
Đó là năm giả mà VINACO khai lên để làm hộ chiếu cho H’Xuân Siu, vì năm sinh thật sự của em là 2003:
“Gia đình em H’Xuân phải lên tận Buôn Ma Thuộc để làm việc với luật sư, xác nhận theo  yêu cầu của công ty VINACO. Đây là điểm khuất tất nhưng chúng tôi nghĩ họ cần làm để đưa xác em về, sau đó sẽ tính vấn đề truy tố  hình sự những ai đã làm giả giấy tờ”.
RFA đã liên lạc với H’Soan Siu là chị của H’Xuân Siu, và được cô cho biết khi ra đi thì em gái cô chỉ mới 14 tuổi:
“Có bà Lê Thị Toan, công ty VINACO ở Thanh Hóa, tới đây gặp em H’Xuân, đưa em đi chơi và đi làm hộ chiếu.”

Chuyện này cô H’Soan Siu và gia đình không hay biết cho tới khi em H’Xuân gọi về từ sân bay, báo tin em đi Ả Rập Xê Út, nói rằng em chỉ được cầm hộ chiếu lúc sắp sửa lên máy bay, và khi đó mới hay  VINACO đã đổi năm sinh 2003 của cô thành 1996.
H’Xuân nói với chị khi còn ở Thanh Hóa là em đã từng đòi về nhà. Bà Lê Thị Toan bảo muốn về cũng được nhưng phải trả lại 30 triệu chi phí ăn ở mua sắm cho em. Vì không có tiền, H’Xuân Siu đành phải đi theo  họ:
“Tháng 10/2019 ở nhà chủ bên Ả Rập em mới gọi điện về nữa.
Tháng 7/2021 gia đình mất liên lạc với em. Ngày 13/7 công ty gọi báo H’Xuân đang nằm trong bệnh viện, bảo là H’Xuân bị suy tim. Gia đình em đã yêu cầu  chụp một cái hình gởi về cho gia đình, nhưng mà công ty bảo là không được phép chụp hình. Tới ngày 17/7 họ báo là H’Xuân đã tử vong”
“Bên công ty bảo gia đình ủy quyền cho họ làm thủ tục chôn cất ở bên kia. Gia đình chưa làm cái thủ tục nào hết. Bây giờ đang làm giấy ủy quyền để đưa xác em về”.
Được hỏi về nghi vấn H’Xuân Siu không chết vì suy tim mà chết vì bị chủ đánh, cô H’Soan nói cô tin chắc H’Xuân chết vì bị đánh. Cô H’Soan còn gởi cho RFA đoạn băng ghi âm lời H’Xuân gọi về từ Ả Rập Xê Út mà cô dịch ra tiếng Việt như sau:
“Em H’Xuân nói em xin nghỉ ngơi mà bà chủ không cho nghỉ. H’Xuân bị đau đầu rồi mà bà chủ vẫn đánh. Cả đêm H’Xuân không ngủ  được vì bị đau mắt. Họ độc ác với Xuân lắm. Xuân có gọi cho Nhung (môi giới) nhưng đổi lại Nhung không chịu giúp đỡ còn chửi lại H’Xuân. Cuối cùng H’Xuân bảo không chịu ở nhà bà chủ đó nữa”.
“H’Xuân có nói với bà chủ rồi mà bà chủ vẫn đánh và không cho H’Xuân nghỉ ngơi. Cứ làm miết giờ này tới giờ khác. Rồi H’Xuân có gọi cho Nhung với Khánh, bảo cố gắng rồi mà không làm nỗi nữa, mệt quá. H’Xuân xin với Nhung với Khánh cho về văn phòng nhưng họ không cho,  bảo sợ dịch bệnh mà H’Xuân chỉ bị ốm với mệt thôi. H’Xuân bảo là ở thêm mấy ngày mấy tháng nữa rồi khi nào có chuyến bay thì H’Xuân sẽ về”.
Không riêng H’Xuân mà còn trường hợp H’Ngọc Niê đã về nước tháng mười năm ngoái, chưa kể hai trường hợp vị thành niên khác cũng bị lừa đi làm gia nô như H’Xuân và H’Ngoc. Tiến sĩ Nguyễn Đình Thắng cho biết:
“Đó là hai em Siu H’Chiu và R’Ma Nguyệt, vẫn còn ở bên Ả Rập Xê Út. Nếu để ý thì thấy VINACO nhắm vào các em vị thành niên người Tây Nguyên sống xa thành thị như em H’Xuân bị bà Lê Thị Toàn gạ đưa đi Thanh Hóa chơi mà gia đình không hề biết. Thành ra khi mẹ về, chị về thì không thấy H’Xuân đâu nữa”.
Từ buôn làng của huyện E H’Leo, tỉnh Đắk Lắk, H’Ngọc Niê kể về em như sau:  
“Em sinh năm 2003, người dân tộc Ê Đê. Những người môi giới ở Thanh Hóa kéo vô trong buôn em, bảo là đi bên kia sung sướng, giúp được gia đình, nghèo thế này ở nhà làm gì. Thế là bọn em đi luôn. Em 15 tuổi, môi giới làm hộ chiếu giả mà em không biết, cứ đi theo cô Toan với lại anh Tùng, anh Sơn. Tới chuyến bay Nội Bài-Dubai người ta mới đưa hộ chiếu cũng tên H’Ngoc Niê nhưng lại  sinh năm 1997”.
Tháng 10/2018 H’Ngoc Niê đặt chân tới Ả Rập Xê Út, bắt đầu làm việc không hở tay trong nhà chủ xứ này:
“Ngủ ba bốn tiếng người ta đã kêu dậy. Đang ăn nó kêu đi làm. Nói chung gia đình nó ăn cả ngày luôn, mình làm còn nó chỉ có ngồi, xong việc này nó kêu làm việc kia nữa”.
Dẫu đầu tắt mặt tối nhưng H’Ngọc Niê vẫn thấy mình may mắn hơn các chị em khác vì không bị chủ đánh đập. Những lúc quá nhọc  cô gọi cho đại diện VINACO ở Ryadth, lần nào cũng bị môi giới rầy rà, nạt nộ rằng ‘người ta làm được mày cũng phải làm được’
“Lúc đầu  em gởi tiền về cho mẹ được hai tháng, làm một năm thì không gởi nữa vì bà chủ không trả tiền. Khi nghe người ta đồn có dịch, em bảo bà chủ kiểu như là đưa tiền cho văn phòng Việt Nam đặt vé, người bên đấy là anh Khánh và anh Tùng”
“Em về Việt Nam tháng 9/2020, môi giới bảo em về là không cho ai xem hộ chiếu, bất cứ ai cũng không cho xem”
“Em bảo  môi giới nói đi bên kia sung sướng không muốn về, không ngờ đi là mệt mỏi mất ăn mất ngủ, bảo tại sao hỗ trợ người ta tầm 20, 30 triệu mà hỗ trợ em có 5 triệu thôi. Nó bảo tại em không biết làm việc, nó so sánh em với Siu H’Xuân đấy”.

Người tên Khánh mà cả H’Xuân Siu và H’Ngọc Niê nhắc tới là ông Nguyễn Quốc Khánh, chuyên trách người Việt lao động ngoài nước trong Đại Sứ quán Việt Nam ở thủ đô Ryadth của Ả Rập Xê Út.
RFA gọi vào số của ông Nguyễn Quốc Khánh nhưng ông không bắt máy.
Khi gọi về công ty VINACO ở Thanh Hóa, nhân viên tên Thy trả lời là VINACO được chính quyền địa phương cho phép tuyển người ra nước ngoài làm việc:
“Về vấn đề này chị hỏi trực tiếp lãnh đạo công ty hay gọi cho chính quyền địa phương, em không hề biết thông tin nào”.
Đ��ợc yêu cầu chuyển đường dây cho bà Lê Thị Toan, là người đã tiếp cận các em gái dân tộc, nhân viên tên Thy vội vàng dập máy.
Luật  pháp Việt Nam nghiêm cấm hành vi dụ dỗ, lừa gạt, bắt buộc trẻ vị thành niên vào đường lao động khi chưa tới tuổi, là khẳng định của ông George Blanchard, Giám đốc tổ chức Alliance Anti Traffic Liên Minh Chống Buôn Người, hoạt động tại Việt Nam từ năm 2001:
“Từ 2004 đã có mấy công ty ngoài Trung, ngoài Bắc, mục tiêu của người ta là tìm kiếm buôn bán người. Cả những người Việt bị bán qua Malaysia là cũng mấy công ty đó”
“Tôi cũng làm về giáo dục phòng ngừa ở mấy khu dân tộc miền Trung. Người dân tộc đời sống còn khó khăn nên là dễ bị lừa, bị bán đi, nên là mấy em vị thành niên 15 tuổi bị lừa đi Ả Rập Xê Út làm ô xin”
“Có thông tin về mấy chuyện đó là tôi làm báo cáo cho bên công an được. Công an theo dõi và đã bắt nhiều người lắm”.
Chuyện lừa gạt buôn bán trẻ dưới tuổi lao động ra nước ngoài, vẫn lời ông George Blanchard, không phải một hay hai người làm được mà phải cả một đường dây trong ngoài cùng phối hợp thì mới thành.

Al Jaber e a controvérsia climática da Cop28

Nos últimos meses, Sultão Al Jaber, figura central nas negociações climáticas da Cop28 em Dubai e CEO da empresa petrolífera estatal dos Emirados Árabes Unidos, tem sido foco de intensos debates. Sua posição dual, liderando discussões climáticas e comandando uma grande petrolífera, é defendida por ele como benéfica, facilitando a persuasão de empresas de combustíveis fósseis a adotarem práticas sustentáveis. Essa abordagem ganhou credibilidade com avanços nas negociações preliminares. Contudo, um relatório publicado pelo The Guardian revelou aspectos preocupantes. Em um evento em 21 de novembro, Al Jaber criticou Mary Robinson, ex-presidente da Irlanda e enviada especial da ONU para o clima, e fez declarações negando a ciência climática. Ele sugeriu que reduzir o uso de combustíveis fósseis levaria o mundo "de volta às cavernas", afirmação prontamente contestada pela comunidade científica. Esses comentários geraram reações imediatas. Especialistas em clima ressaltaram a necessidade crítica de abandonar carvão, gás e petróleo, conforme apontado no último relatório do IPCC. Al Jaber tentou esclarecer suas afirmações, dizendo que foram mal interpretadas. A discussão se estendeu às implicações econômicas das políticas climáticas. Agora, ele enfrenta o desafio de corrigir suas declarações e liderar uma decisão assertiva para a eliminação progressiva dos combustíveis fósseis em Dubai, reconhecendo a complexidade e a urgência da crise climática global.
