CEBU CITY – The Anti-Terrorism Bill, once signed by President Rodrigo Duterte into law, will serve as a proactive stance against terrorism in the Philippines that “bolsters its core intent to protect life, liberty, and property from terrorism and to condemn terrorism as inimical to the welfare of the people”., 
In a statement on June 11, Cebu City Mayor Edgardo Labella, who chairs the Regional Peace and Order Council (RPOC) in Central Visayas, said the body supports the passage of the bill that seeks to repeal Republic Act 9372 or Human Security Act of 2007.
While Filipinos do not want confrontations between lawless elements and the government personnel, he said the government side should have a legislative enactment that fortifies its efforts in preventing terror attacks.
“Being better equipped should not only involve guns and artillery. It should likewise come in laws and policies that support our law enforcement agents and military personnel in preventing possible attacks,” he added.
He recalled the five-month-long battle between government troops and ISIS-inspired Maute terrorist group in Marawi City in 2017 that killed and wounded hundreds of soldiers, police officers, and civilians.
Also in 2017, 11 Abu Sayyaf terrorists slipped into Inabanga, Bohol, and clashed with soldiers from the Intelligence Platoon of the 47th Infantry (Katapatan) Battalion, 302nd Brigade of the Philippine Army and policemen from the Bohol Provincial Police Office.
All the 11 Islamic militants, including sub-leaders, Inabanga-native Joselio Melloria alias Abu Alih, and Muamar Askali alias Abu Rami were killed by government forces.
On the government side, three soldiers and a policeman were killed in the firefight.
“These unfortunate events (Marawi and Inabanga sieges) should not happen again,” Labella said, stressing that “acts of terror have no place in our society”.
Labella also dismissed criticisms saying that Malacañang should focus its attention in the fight against coronavirus disease 2019 (Covid-19) pandemic instead of the bill, saying that “we cannot lose sight of our duty to maintain peace and order” while solving the health crisis.
As terrorists are “only waiting for an opportunity to strike”, Labella said Filipinos “cannot afford to wait for another to attack” to happen.
“We have to be better equipped in fighting them,” he added.
Although he understands the sentiments of some quarters that are against the bill, he said, “as a lawyer and as a citizen of this country, I trust that more than anything else, the government will always keep the best interest and welfare of its people paramount." (PNA)

Baku Tembak Aparat Filipina-Kelompok Abu Sayyaf, 3 Orang Tewas
Bohol (SIB) -Tiga orang militan Abu Sayyaf tewas dalam baku tembak dengan pasukan bersenjata Filipina di Clarin Bohol. Kepala pasukan bersenjata Filipina Eduardo Ano mengatakan satu diantaranya merupakan pemandu kelompok Abu Sayyaf, Joselito Melloria. Dilansir dari CNN, Minggu (23/4), baku tembak itu terjadi pada Sabtu (22/4) pukul 21.00 waktu setempat. Tiga senjata api berhasil diamankan seperti M16 dan senapan M14. Pihak militer mengatakan mereka masih mengejar tiga anggota kelompok Abu Sayyaf pimpinan Abu Rami. Kelompok Abu Rami berlayar dari Sulu menuju Bohol awal bulan ini. Juru bicara angkatan bersenjata Filipina, Brigjen Restituto Padilla memastikan kematian pemandu kelompok Abu Sayyaf, Joselito Melloria. Melloria dilaporkan tewas dalam baku tembak dengan pasukan pemerintah. "Dia memang Joselito Melloria dan dia tewas saat pasukan kami bertemu dengan kelompok mereka di Sitio Lagsing, Barangay Bacani, Clarin, Bohol sekitar pukul 01.00 hari ini," kata Padilla. Gubernur Bohol Edgar Chatto mengatakan pertempuran itu terjadi pukul 00.45 waktu setempat dan berlangsung hingga sore hari. "Pasukan kami langsung merespons informasi yang diberikan warga setempat. Kami memberikan mereka tips melacak keberadaan mereka, kemudian kami bisa menyudutkan mereka," jelas Chatto. "Saya pikir mereka menggunakan gua sebagai tempat berlindung sementara di area itu," sambungnya. Chatto juga mengetahui jika para bandit itu telah kehilangan kemampuan bertarungnya. "Mempertimbangkan informasi yang disampaikan dengan pihak yang bertemu sekaligus berinteraksi dengan mereka, mereka mulai melemah dan kehabisan senjata api," ujarnya. Chatto juga mengungkapkan warga di sekitar lokasi juga telah dievakuasi. Pemerintah memobilisasi tim untuk memberikan bantuan. "Mereka sekarang ada di Pusat Kebudayaan di kota Clarin. Kami juga sudah memobilisasi tim respons untuk menyediakan kebutuhan warga," ucapnya. "Juga ada hostel terdekat yang berada persis di sebelah Pusat Kebudayaan dan kami meningkatkan kemampuan rumah sakit," lanjut Chatto. Meski sempat ada baku tembak, Chatto menegaskan Bohol masih 'sangat damai'. "Kami hanya minta agar masyarakat selalu waspada dan melaporkan jika ada orang-orang mencurigakan di komunitas masing-masing," tutup Chatto. Baku tembak di Clarin ini sudah terjadi dua kali selama dua pekan terakhir. Sebelumnya diberitakan lima orang tewas dalam baku tembak dengan 10 terduga militan Abu Sayyaf yang menyerang Pulau Resor Bohol. Korban tewas termasuk seorang polisi Filipina Bohol merupakan destinasi wisata utama, tempat para turis asing bisa berenang bersama hiu paus dan mengagumi primata kecil yang disebut tarsius, serta menaiki kapal pesiar di sungai-sungai yang airnya sejernih kristal dan bersantai di pantai pasir putih. Kelompok bersenjata tersebut berlayar ke kota Inabanga, Bohol pada Senin (10/4) lalu menyusuri sungai menuju bagian terpencil Bohol dengan menggunakan tiga kapal cepat. A source close to the White House was quoted as saying that there had been a "realisation" in the Trump administration that a trade deal with the EU - allowing the tariff-free exchange of goods and services - was more important to U.S. interests than a post-Brexit deal with Britain. "Ten times Trump asked her (Merkel) if he could negotiate a trade deal with Germany," the newspaper quoted a senior German politician as saying. "Every time she replied, 'You can't do a trade deal with Germany, only the EU'," the politician said. "On the eleventh refusal, Trump finally got the message, 'Oh, we'll do a deal with Europe then.'" Trump, who has repeatedly criticised the EU, had welcomed Britain's 2016 vote to leave the bloc and said he would work hard to get a quick bilateral trade deal done. But German Finance Minister Wolfgang Schaeuble said on Friday he was optimistic a U.S.-EU trade deal could be reached soon after he met his U.S. counterpart in Washington."

--- "American Airlines (AAL.O) on Saturday apologized to a female passenger and suspended an employee after a video showing an onboard clash over a baby stroller went viral, in the latest embarrassment for a U.S. carrier over how it treated a customer. The clip, posted on Facebook on Friday by a bystander aboard the flight, shows a woman in tears with a young child in her arms, and a man emerging from his seat to confront a male flight attendant who apparently wrested the stroller from the woman. Facebook user Surain Adyanthaya, who posted the video, wrote that the flight attendant had forcefully taken the stroller, hitting the woman with it and just missing her child. That sequence of events did not appear on the clip. What it shows is the unidentified man standing up and yelling at the flight attendant: "You do that to me and I'll knock you flat." The crew member then points his finger angrily and challenges the passenger to hit him. The video shows the man eventually returning to his seat. American Airlines said in a statement it was investigating the incident, which took place before the plane took off on a flight from San Francisco to Dallas. "We are deeply sorry for the pain we have caused this passenger and her family and to any other customers affected by the incident," the airline said in a statement released early on Saturday."

When it came down to it, life and death were closer still than two sides of the same coin. It was merely a spectrum—aether wound through all things, and it was given to the Hathaar to see to its ebb and flow.
A soul could be sent to Maduin gently, were they deserving; or kept from his embrace should that be needful. But there was nothing gentle about her when Melloria severed her foes from the aether.
Sickness must be purged, they said. And they were right; a scouring was overdue. It was only the targets they were wrong about.
