No 5G mast next to school!

Judicial Review papers were filed on Friday 10th September, challenging the decision of Brighton and Hove City Council (B&HCC) to grant planning permission for a 5G mast, which would be situated next to St. Peter's Primary School in Portslade (please see pictures below). B&HCC has been given two weeks to reverse its decision, otherwise the legal case will proceed to court.

During the course of the planning application for this 5G mast, the height of the structure was reduced from 20 metres to 15 metres, which would bring the radiofrequency radiation emitted by the mast even closer to the classrooms. This was done without the telecoms company providing a new certificate showing compliance to the safety guidelines, and without any radiation exclusion zones being declared to the council planners. When calculated by an independent engineer, the unsafe radiation zones were found to intersect with the school buildings.

Many planning applications are being made across the country for 5G masts that are situated very close to schools; these include applications for Yatton (North Somerset), Marksbury (near Bath), and Broadlands Academy in Keynsham. This is despite the findings of the 'Stewart Report', which was commissioned by the Government and published in 2000, which recommended that:

'...the beam of greatest RF [radiofrequency] intensity should not fall on any part of school grounds or buildings without agreement from the school and parents'.

The Stewart Report also established the particular susceptibility of young children to the radiofrequency radiation from mobile phone masts and other wireless devices, and it urged that a 'precautionary approach' to the rollout of wireless technologies should be taken.

The Judicial Review campaign group leaders, Carol Springgay and Carole Ward, who both have children at St. Peter's Primary School, are working closely with Peter Kyle M.P., Brighton Mayor Alan Robins, and local councillor Les Hamilton, who are all equally incensed by the decision to approve the 5G mast. Also, the Head Teacher's objection was unequivocal; she did not give her permission for the mast to proceed.

The UK's radiofrequency radiation limits, which are based upon the Guidelines of a private group called "ICNIRP", are set so high that they only protect people from significant heating over the short term, but do not protect against harmful 'non-thermal' health effects sustained over the long term, which have been extensively documented in the independent scientific literature.

It is these 'non-thermal' effects that were recently the subject of a legal victory in the United States, in a case that was brought by the Environmental Health Trust (EHT) against the Federal Communications Commission (FCC). The EHT reported this under the headline: 'Federal Court Orders FCC to Explain Why It Ignored Scientific Evidence Showing Harm from Wireless Radiation'.

It remains to be seen whether the result of the EHT's legal action, and also the Turin Court of Appeal's 2020 ruling that ICNIRP's assessment of non-thermal effects is unreliable, has any influence upon this Judicial Review.

The Government's policy is that local planning authorities should not set health safeguards other than ICNIRP's, but the campaigners challenged this in their legal submission. The grounds for a Judicial Review of this case also include the fact that Brighton Council ignored the recommendation from its own Highways Department to refuse the 5G mast, and the fact that the mobile operator did not consider alternative sites for the structure.

This Judicial Review is intended to overturn a planning decision which would result in the involuntary exposure of young children at this primary school, and their teachers, to radiofrequency radiation, which is classified by the World Health Organisation's International Agency for Research on Cancer as a possible human carcinogen.

This case is also about local democracy, and the fundamental right of people living in a community to have a meaningful say on contentious, detrimental, and potentially harmful developments in their area. The outcome of this case has the potential to affect similar 5G mast planning applications elsewhere in the UK.

A crowdfunding target of £40,000 to meet legal costs needs to be raised before October 1st 2021, in order for this case, which is firmly in the public interest and which would set an important legal precedent, to proceed.

Introduction

Joint hypermobility (JH), also known as joint laxity, is a condition where most of an individual’s synovial joints present an excessive range of movement (ROM) during passive or active movements, taking in consideration the age, gender and different ethnic group of the subject [2,3]. JH affects around 10% to 15% of the world population and is more prevalent in female subjects over male (3:1) [4,5]. Hypermobility decreases as people age [6-8], and it also seems to be associated with race being more frequent in African or Asian individuals when compared with white Caucasian descents [8,9]. While JH may be asymptomatic, in some cases it results in musculoskeletal complaints such as arthralgias and joint dislocation [2]. Epidemiological studies suggest that the prevalence of hypermobility depends also on the diagnostic criteria used [10,11]. There are several published literatures regarding diagnostic criteria for JH, but to date this condition remains underrecognised and poorly understood, and diagnosis is generally based on clinical judgement [12].

There are many diagnostic criteria established for identifying JH. The first scoring system was developed by Carter and Wilkinson in 1964 [13] and based on evaluation of five items - thumb abduction, elbow extension > 10°, finger extension > 90°, knee extension > 10°, ankle dorsiflexion and foot eversion - scoring a maximum of

5 points. These criteria were modified by Beighton PH and Horan F [14] in their Beighton and Horan Joint Mobility Index (BHJMI) which included the evaluation of (fifth finger extension, opposition of the thumb, elbow extension, knee extension , and trunk and hip flexion) scoring between zero and nine, where a total of five to nine indicate hypermobility. The latter in turn was amended by Beighton P, et al [15], who developed the Beighton Score to investigate the prevalence of JH in a rural community in South Africa. In 1983 Rotés J [16] created his own criteria including other items of clinical interest such as shoulder, cervical spine, hip and toe ROM. In 1992 Bulbena A, et al. [1] created the Hospital Del Mar criteria scoring one point/item (overall range zero to ten) including evaluation of apposition of the thumb, metacarpophalangeal, elbow, external shoulder rotation, hip abduction, rotular (patella) hypermobility, ankle and feet hypermobility, metatarsophalangeal, knee hyperflexion and ecchymoses. In 2000 Grahame R, et al. [17] developed the Brighton criteria for JH. These criteria are comprised of two major and/or eight minor criteria based on the Beighton score and four or more out of nine and arthralgia in four or more joints for more than three months. In 2005, Ferrari J, et al. [18] introduced the Lower Limb Assessment Score (LLAS), specifically designed for assessment of hypermobility in the lower limbs. These tests included movements of the joints in different planes of motion. While each of these criteria have recommendations by authors on how subjects should be scored, no specific thresholds have been determined to enable standardised diagnosis of hypermobile or not. Furthermore, most of these scoring systems are thought to be subjective and very few have been tested for validity and reliability [18]. Hence, to date there is no gold standard criteria for diagnosing JH.

The criteria proposed by Bulbena et al however, have been tested for validity in a previous study [1]. Hence the Hospital del Mar criteria (Table 1) have been shown to be valid tool in the diagnosis of JH. The reliability of these criteria however has not been established Therefore; the main aim of this study is to determine the level of reliability when the criteria are applied by two allied health professionals. Furthermore, a comparison of the classification for hypermobile or not by the two clinical evaluators (using their own clinical experience as a judgment) and the Hospital Del Mar will be made.

Materials and Methods

Sample

Analysis of data was carried out from a retrospective cohort of children assessed in a musculoskeletal clinic. The participants who provided the primary data were children under 16 years, asking to a multidisciplinary specialist, for a joint clinic assessment. Exclusion criteria included children with orthopaedics abnormalities such as hip dislocation, neurological condition, and systemic disease where the pathological conditions that would cause a limit to normal joint movement.

Procedure

The medical notes were reviewed, and the recordings of the hypermobility joint assessment were extracted. All the subjects included were examined and questioned by two health professionals on the same day, one physiotherapist and one podiatrist, both professionals who had received training in clinical examination of patients at the multidisciplinary team. Each health professional applied the Hospital Del Mar criteria during their routine assessment completing a proforma for this scoring system (Appendix). The two health professionals were blinded to each other evaluation; they did not have access to each other scores until the assessment was complete. There was no strict order to who assessed the patients first, and no order of application of the scoring system criteria. Each professional also classified the patient as either hypermobile or normal based on their overall clinical findings.

Data and statistical analysis

Data such as subject demographics, including gender and age were collected and analysed for descriptive statistics to mention the characteristics of the whole sample. Data from the hypermobility assessment collected from the proforma was transferred onto an Excel spreadsheet. As this study aimed to analyse reliability between two clinical evaluators, the Kappa coefficient was used. The Kappa value was calculated for each of the criteria, the right and the left side separately. An example of the calculation of Kappa of one category (left thumb) is demonstrated in Table 2. All the other categories were calculated in the same way.

The final conference aims to present the SOGICA project findings and recommendations and give a platform to academics, policy makers, practitioners, activists and refugees addressing sexual orientation and gender identity (SOGI) asylum in innovative ways. Royal Geographical Society calls for papers for annual conference

The Royal Geographical Society’s annual international conference 2020, which takes place in London from 1 to 4 September, is held under the theme of borders, borderlands and bordering. Sessions and papers, which engage directly with this theme, as well as others focusing on all areas of geography are welcome. Launch and call for papers of “Displaced Voices: A Journal of Archives, Migration and Cultural Heritage” (volume 1, issue 1)

Displaced Voices is a new online digital magazine by Living Refugee Archive launching in 2020 by the Living Refugee Archive. It aims to provide a digital platform for activists, archivists, researchers, practitioners and academics to contribute to issues pertaining to refugee and migration history; refugee and migrant rights; social justice; cultural heritage and archives.The editors invite contributions to the magazine including articles of between 1000-1500 words, reports on fieldwork in archival collections, book recommendations and reviews, and more creative pieces including (but not limited too) cartoons, photography, and poetry. Deadline for submission to the editor for the first edition is on 28th February 2020. 

Nordic Mi­gra­tion Research and Society for the Study of Ethnic Relations and International Migration invite submission of research papers for joint conference

The Nordic Migration Research (NMR) and the Society for the Study of Ethnic Relations and International Migration (ETMU) invite papers for a joint conference, which will be both the 20th Nordic Migration Research conference and the 17th ETMU conference. The conference, titled Colonial/Racial Histories, National Narratives and Transnational Migration, will take place at the University of Helsinki, Finland from 12 to 14 August 2020. The Department of Communication Studies at York University invites applications for a professorial stream tenure-track appointment in Diasporic Media at the Assistant Professor level, to commence on 1 July 2020. International Rescue Committee looking for a SAFE staff attorney based in Dallas

The SAFE (Safety & Fairness for Everyone) Staff Attorney will represent detained clients in removal and bond proceedings before Dallas Immigration Court, the Board of Immigration Appeals, and related proceedings before USCIS. The SAFE Staff Attorney will also represent those clients who are released on bond and continue to meet income eligibility requirements. Working closely with IRC Dallas leadership and immigration staff, as well as IRC’s HQ Immigration Technical Unit and a host of external partners, the SAFE Staff Attorney will assist in launching this new removal defense program area for IRC in Dallas.
