My own rough, tentative translation follows:
Number Twenty-Eight: Mount Nariai Nariaiji Temple (Shingon School) in Yosano District, Tango Province
Nariaiji, Miyazu City, Kyoto Prefecture
A hymn for Holy Kannon:
The roar of the waves And the rustling of the pines Flow together at Nariai, blowing across The bridge up to the heavens
