As part of the Bureau of Customs' (BOC) strengthened campaign against illegal drugs, BOC Ninoy Aquino International Airport (NAIA), in collaboration with the Philippine Drug Enforcement Agency (PDEA) and the NAIA Inter-Agency Drug Interdiction Task Group (NAIA-IADITG), arrested a claimant of parcel containing 1,460 grams of raw ecstacy.
On June 27, 2023, a joint operation of BOC-NAIA, XIP, CAIDTF and PDEA resulted in the arrest of a claimant from Las Pinas City. Records disclosed that the subject postal item arrived at the Central Mail Exchange Center (CMEC) from Berchem, Belgium via postal service on June 20, 2023.
The claimant's parcel underwent rigorous screening, including x-ray scanning, K9 inspection, and a thorough physical examination, which led to the discovery of the raw methylenedioxymethamphetamine (MDMA) or raw ecstacy concealed inside a chopping board, with an estimated value of Php 4,964,000.00 as confirmed by PDEA.
The arrested claimant and seized illegal drugs are currently under the custody of PDEA for inquest proceedings for violation of Republic Act 9165, known as the Comprehensive Drug Act, and Republic Act 10863, also known as the Customs Modernization and Tariff Act (CMTA).
Under the leadership of Acting District Collector Yasmin O. Mapa, the BOC NAIA remains committed in consistently pursuing Commissioner Bienvenido Rubio’s 5 point priority program, which includes, among others, the intensified border protection initiatives thru enhanced coordination efforts with partner agencies.

The word war between President Marcos and his predecessor Rodrigo Duterte continues, with the former leader on Tuesday challenging his successor to undergo a drug test to once and for all prove that he is not a cocaine user.
According to Duterte, the drug test should be done in public.
Duterte also accused Marcos of undergoing drug rehabilitation in Germany months before the campaign for the 2022 presidential elections started.
Duterte also revealed that when he was president, Marcos wanted to become the secretary of the Department of Agriculture.
He also threatened to release the narco list shown to him by the Philippine Drug Enforcement Agency (PDEA), which supposedly included the name of Marcos.
The PDEA has denied that Marcos was on any drug watchlist.
Meanwhile, Vice President Sara Duterte has distanced herself from the rift between Marcos and her father and brother, Davao City Mayor Sebastian.

BALITANG INTERNASYONAL: Former PH President 'Rodrigo Roa Duterte' arrested by the ICC, where he takes two-way flight near Afrojack's home residence

SOUTH HOLLAND, NETHERLANDS -- Former Philippine president 'Mr. Rodrigo Duterte', notorious for his war on drugs scandal was arrested on Tuesday (March 11th, 2025) after an International Criminal Court (ICC) first issued a warrant early last weekend on March 7th. Duterte, the 16th president of the Philippines from late-June 2016 to also late-June 2022 is now en route to 'The Hague, Netherlands' to face charges of crimes against humanity. His flight had a layover in 'Dubai, United Arab Emirates' (UAE) before reaching Rotterdam early Thursday morning at 12mn onwards, the following day, according to flight tracking service 'FlightRadar24' after a late-night press conference on Tuesday at 11pm.
Rodrigo Roa Duterte, more fondly referred to as "Tatay Digong", was famous as Davao City, Davao del Sur's longtime mayor before becoming president. His leadership was defined by his hard-line policy on crime, particularly drug-related crime. Duterte's war on drugs claimed thousands of lives, and the official government figures of the Philippine Drug Enforcement Agency (PDEA) put the number of victims of anti-drug operations at over 6,200. However, human rights groups put the number of deaths much higher as they cite cases of extrajudicial killings (EJK) and other abuses committed by them.
Interestingly, the object of Duterte's ire is 'The Hague', which is a short 30-minute drive from Dutch electronic dance music disc jockey (EDM DJ)'s residence "Afrojack" (real name is 'Nick Leonardus van de Wall') in South Holland. Afrojack, a globally acclaimed independent music producer and DJ has dominated the electronic dance music industry for almost two (2) decades. Famous smash hits hammered like "Take Over Control", Afrojack has worked with music artists like 'Beyoncé Giselle Knowles' and 'David Pierre Guetta'. Although there is no known connection between the two (2) individuals, the closeness of their residences provides an interesting twist to the events.
As a Dutch citizen, Afrojack would have no legal restrictions to visit 'The Hague' following the arrival of former Philippine president Duterte in Rotterdam. The Netherlands has no restrictions on its citizens and residents for movement within its borders. The appropriateness and potential consequences of such a visit would depend on his actual personality. A friendly welcome might not conflict with his music career, but participation in politically sensitive issues could attract attention, particularly due to the publicized nature of Duterte's case.
The drug war led by Duterte acted as a central part of his administration while facing intense condemnation worldwide. The campaign targeted suspected drug users and pushers, often short-circuiting due process. The Negros Island Region (NIR) consisting of 'Negros Occidental' and 'Negros Oriental' faced the most intense effects of the drug war campaigns. Scientific evidence demonstrates that the region experienced the worst drug-related problems in the country as evidenced by high arrest numbers and death tolls during the anti-drug operations.
The ICC has issued an arrest warrant targeting crimes against humanity that occurred during the time of Duterte's presidency. Throughout his anti-drug campaign, which focused on non-combatant targets the court tells Duterte he orchestrated systematic violence operations on a massive scale. Although the Philippines left the ICC in late-March 2019 the court maintains the authority to prosecute offenses that occurred while the country was under its membership.
In the Philippines-Netherlands relations, OneNETnews sees that both countries have had a long diplomatic and economic tie with each other, and the Netherlands is among the leading European investors of the Philippines. If the visit of Afrojack is going to happen, it would likely be considered as a personal visit and not as a political visit, unless otherwise positioned in some other scenario.
The Dutch electronic dance music DJ is now busy with the intricate music festivals of his world tour, including Tomorrowland Winter in France, Electric Daisy Carnival in China, and Ultra Music Festival in America, all in mid-March 2025. Meanwhile, the Philippine Embassy in the Netherlands is also busy verifying the status of his round-trip ticket from Duterte. Afrojack has yet to respond to our request for a comment.
Duterte's arrest is a milestone in the pursuit of justice for human rights abuses. As he waits for his trial in The Hague, the world watches, considering the larger picture for justice and good governance in the Philippines and the world.

People of the Philippines, vs. Lucky Enriquez y Casipi.
G.R. No. 264473. August 07, 2024.
Facts:
Lucky Enriquez was charged with illegal possession of dangerous drugs and drug paraphernalia under Sections 11 and 12 of Republic Act No. 9165.
A search warrant was issued for the premises of Enriquez described as "Inside the subject house (please see attached sketch map of the house) located at Informal Settler's Compound, NIA Road, Barangay Pinyahan, Quezon City".
The Philippine Drug Enforcement Agency (PDEA) team, led by Agent Sulit, executed the search warrant.
The PDEA agents entered the house through an open door without announcing their presence, and found Enriquez on the second floor.
A search was conducted, and several items were seized, including sachets of white crystalline substance, drug paraphernalia, and other items.
The seized items were tested and the sachets tested positive for methamphetamine hydrochloride, or shabu. However, Enriquez’s drug test results were negative.
The Regional Trial Court (RTC) found Enriquez guilty.
The Court of Appeals (CA) affirmed the RTC's decision with modification.
Enriquez appealed, arguing that the search warrant was invalid and improperly executed.
Issues:
Whether Search Warrant No. 5368 (2017) issued against Lucky Enriquez was valid.
Whether the PDEA properly executed Search Warrant No. 5368 (2017).
Ruling:
Answer: The Supreme Court ruled that the search warrant was invalid and improperly executed. The Court reversed the decision of the Court of Appeals and acquitted Enriquez.
Legal Basis:
Article III, Section 2 of the Constitution guarantees the right against unreasonable searches and seizures and states that a search warrant shall only issue upon probable cause particularly describing the place to be searched and the things to be seized.
Section 7 and 8 of Rule 126 of the Rules of Court outline the procedures for executing search warrants, including the requirement of the "knock and announce" principle and the presence of lawful witnesses during a search.
The constitutional requirement that a search warrant must particularly describe the place to be searched.
Application:
The search warrant failed to meet the particularity requirement because it only described the location as "inside the subject house" with reference to a sketch map, and the sketch map was not attached to the warrant and was not presented in court.
The Court held that a description of a place to be searched is sufficient if the officer can, with reasonable effort, ascertain and identify the place intended and distinguish it from other places in the community.
The agents failed to comply with the "knock and announce" principle because they entered through an open door without announcing their presence.
The Court noted that while the agents did not have to knock if an attempt to escape was imminent, they were already inside the house when they saw Enriquez, thus negating any attempt to escape.
The search was also improperly conducted because Enriquez was not able to witness the search and the search was not done in the presence of two witnesses who live in the same locality.
Conclusion: The search warrant was invalid and the search was improperly executed, therefore, the evidence obtained was deemed inadmissible. The conviction of Enriquez was overturned and he was acquitted.
Doctrine:
Fruit of the Poisonous Tree: Evidence obtained through an illegal search and seizure is inadmissible in court and cannot be used against the accused.
Knock and Announce Rule: Government agents must announce their presence, identify themselves to the accused and the purpose of their warrant to search. Exceptions to this rule are allowed when there is an imminent threat of violence or escape.
Ratio:
The Supreme Court emphasized that the right against unreasonable search and seizure is a fundamental right, and strict compliance with the requirements of a valid search warrant and its proper execution is necessary to protect this right. The Court underscored that the government must act within the bounds of the law, and that a violation of constitutional rights is not justified, even in the pursuit of legitimate law enforcement goals. Because of the various violations of the rules on searches and seizures, the evidence collected was deemed inadmissible and could not be used to support a conviction.

Philippine Senator BATO Deila Rosa believes that the "leaked" documents allegedly implicating President Marcos and actress Maricile Suriano in drug abuse are not forged.
The relevant document is the Philippine Drug Enforcement Agency (PDEA) action and pre-action report dated March 11, 2012.
Deila Rosa said on Radio 630 on May 1: "I can say that this document exists because it is obvious that according to the nature of the document, it was not generated by AI and it was not forged."
"It's obviously from a large stack of documents. Because of the way it was photographed and photocopied," the senator explained.
Deila Rosa, chairman of the Senate Public Order and Anti-Drug Committee, launched an investigation on April 30 into the allegedly leaked documents.

The police said that after their inventory with the Philippine Drug Enforcement Agency (PDEA) the actual weight of their seized drugs on April 15 was 1,424.253 kilos, and not 1.8 tons. This means that the estimated value should be P9.8 billion, and not P13.3 billion, as earlier reported.
Department of the Interior and Local Government (DILG) Secretary Benhur Abalos, who oversees the PNP, was quick to explain and held a press conference to clear the air. Abalos said the initial value was only based on their estimation.
One can argue that the mistake can simply be attributed to human error; an honest mistake. But the PNP manual is clear: for warrantless seizures of drugs such as in buy busts, the integrity of the seized items must be preserved.
Marcos was mighty proud of the Monday drug operation. In fact, Marcos himself went to Batangas to inspect the confiscated shabu. The operation came in handy for him to highlight his “different approach” against illegal drugs.
(This is the biggest shipment of shabu that we’ve seized, but not one person died. No one died, no one was shot, no one was hurt. All we did was to operate carefully, because that should be the approach.) [Marcos said.]
Human rights group iDEFEND pointed out the government’s continuing war on drugs policy. So far, Marcos has yet to repeal or retract former Rodrigo Duterte’s memorandum that operationalized Oplan Tokhang, where police officers were told they can “neutralize” resisting suspects.
“This should be the norm, not the exception. Ph (Philippine) drug war continues to kill with impunity. Without repealing national policy on Tokhang, without prosecution of EJKs (extrajudicial killings), it remains lethal to Filipinos,” the group said.
There have been 621 drug-related killings under the Marcos administration, as of April 15, based on the monitoring of Dahas Project. The initiative is led by the University of the Philippines’ Third World Studies center and aims to monitor and record drug-related killings in the country.

The purpose of this advocacy is to inform people about the effects and possibility of using drugs and also to persuade people to decrease the number of cases of this issue, especially for adults and teenagers.
Drug addiction can lead to dependence and addiction injury, either physically or mentally. It is one of the issues in our society. Other wise, young adults ages across the board, drugy the problem and issue from 18-25 have highest Rate of drugs across the board.
 
The side effects of drug addiction may include:
• A weakened immune system increases the risk of illness and infection.
• Heart conditions ranging from abnormal heart attacks and collapsed veins to blood vessel infections from injected drugs.
nausea and abdominal pain in appetite and weight loss. can also lead to changes.
• seizures, strokes, mental confusion, and brain damage
problems with memory, attention, and decision-making.

According to (DOH) Department of Health people world wide finding society way Care to ave injected drugs prevent this further more DOH almost 11.2 million of or using grey drugs. We are to resolve this issue through our program, like free-make rehabilitation. They are doing this to decrease the case, and it is also one of their responsibilities to protect the people from harm.
