Emerantia Beresteyn by Pieter Claesz Soutman (1634)
She’s wearing a garment of North African origin that is documented in the Netherlands since 1498, a black full-body veil called Heuck, Huik, Heucken, Haik or Hayck. This voluminous cloak granted women protection against the elements and, when drawn around the whole body covering everything except the eyes, allowed them to move around anonymously.
For further reading I warmly recommend this interesting article, or check out this page for more (and even pretty recent) iconography.
