PrimeWatch headcanon, because apparently I Am Trash:

Because Prime was pressured by Max to keep all alien-related stuff secret from his parents, and because his life has been threatened so often, he's ironically lived a somewhat sheltered life. He's learned to repress his emotions to better cope with being in mortal danger every other day, which means he's never gotten to emotionally mature. His relationships with Julie and Esther are proof enough of that, I think. He's just never had the opportunity to develop emotionally because suppressing his emotions was literally the only thing keeping him sane. And he's never had any deep or intimate relationships because most people can't handle how immature and inexperienced he is.

NW, on the other hand, has never had to risk his life (until the stuff with the Time Bomb, which barely counts because Prof Paradox was hand-holding him through it). Sure, he's inexperienced with alien stuff, but it doesn't take much more than a day of it before he's ready to join the Plumbers Academy. He's more robust than Prime because he's actually been allowed to grow up and mature at his own pace. He's probably a lot more in touch with his emotions.

So I imagine Prime would be the one most nervous in their relationship. I don't like the idea that anyone "takes charge" in a relationship, because all relationships are about a push-and-pull between two (or more) people. But I do think NW is a lot more forthcoming and that Prime is more hesitant. And I think NW is much quicker to realize what he's feeling.
