Fleur - according to his original timeline - was once what is considered a Multilinear Virulent Anomaly (MVA), AKA an extremely hostile outlier in the normal passage of time and set rules of the timeline and, to some extent, multiverse.  Though this is what he was, notably no one sees him as that any longer. These types of people are what the gods call Time Deviants.
An MVA is defined as a highly dangerous individual with affinity to greater than or equal to two thirds of all set magic types as well as having an inclination to darker arts rather than lighter ones. Seeing as how this also requires experience from the MVA and time to recognize it, MVAs are very rarely ever young adults, let alone children. They are typically older, the last one was the youngest before Fleur and she was 28, and typically denser in mass, again the last one before Fleur was a touch smaller than average. They do not have the equivalent of a Shoot To Kill/Kill On Sight order out for any group on any MVA, and in fact can be heavily penalized for acting against this. People are advised to report any sightings of MVAs to the nearest Hunter, or Knight if a Hunter isn't present (which is REALLY RARE), in order to have them captured in an attempt to reach them. In the rarest cases when saving the person isn't possible, they're banished into the deepest recesses of the Void, to be swallowed either by the Depths or... something else. However, this is a last resort and this has never ever been an action taken by any of those who Hunted these people.
MVAs are not strictly human. They can be monster, human, monstrosity, even a demigod. They also can be Mage, Knight, Hunter, or something else. An MVA can be anyone, so long as they meet the criteria given prior. It just happens that Mages are more inclined towards this and are more watched in their actions as a result. Some Mage parents that have had worries of their children becoming MVAs have sent them to stay with the Hunters in order to keep watch for a few years to prevent that from happening. This happens quite often and is seen as parents caring about their kids' well being enough that they'd part with them for a few years to see how things go and if they can recover. As such, most kids in the original timeline these days do know about Hunters and can even tell you about specific Hunters by alias (they never give out real/full names to nonhunters for security reasons).
MVAs can traverse timelines with incredible ease, however their landing points are unpredictable. All previous MVAs figure this out very early via suddenly teleporting to a different planet and then being yanked back by a Defender or a Knight. However, the teleportation itself isn't the huge tell of an MVA, simply that of a warning sign, considering how baby monsters can sometimes teleport early in their life then lose that ability as they mature.
Fleur in a "previous life" was a highly sought after MVA. Due to the nature of his "life", he was the second to have a Neutralize The Threat order on him. Those orders are sedative based orders in order to get the MVA somewhere safe to talk and try to get them back to somewhere steady and try to get them onto the "good" side of things in a way. Fleur was considered a very large threat due to his affiliation with an Eldritch Keeper and Hunters had a hard time keeping up with him and his whereabouts without his soul in his body. They hated the Hunt on Fleur but their duty was higher than a single person, and if they had to kill they absolutely would. Unfortunately, everyone who tried to challenge Fleur as a Hunter fell. It's due to this that only high rank Hunters go on those Hunts and always have a Defender with them to protect them from larger blows that felled the last groups before.
Because Fleur was an MVA, he's known throughout a relatively "small" corner of the multiverse, full of offed timelines and corrupted data where he slowly tore it apart before leaving it to decay. He did not go by Fleur back then however, and instead went by one variation of his True Name. It is one name that no one dares to speak nor write in fear of that person coming to destroy their world as well.
However, Fleur is no longer considered a threat, and is protected by the four groups, to the best of their abilities. He is considered a Monstrosity, with Mage origins. A kid. But others may recognize his claws, and some may recognize his teeth. Just because he's good now doesn't mean he was never bad.
( i.e. if you want to have your muse recognize Fleur, this is one way to do it! He is responsible for a lot of horrible things happening to various timelines before he was stopped. )
